Abstract

The decline in watershed conditions in Indonesia was marked by an increase in landslides, erosion and sedimentation, flooding, and drought. Each watershed has its own problems, so that in watershed management, special rules are needed to regulate problems in the watershed. The management of the Riau Province watershed requires specific regulations governing the Riau Province watershed in accordance with the clarification of the watershed. In this case, an initiative draft of the DPRD Commission B appeared in the management of watersheds in Riau Province. This article uses a qualitative approach with descriptive analysis methods, data collection is done by interview, observation and documentation. The results showed that in the formulation of the Riau Province Regional Regulation on Watershed Management, there were several processes and stages, namely the formulation of problems, the policy agenda, the selection of alternative policies to solve problems, and finally the stage of determining the policy. From the formulation process that was carried out, the initial draft with the draft after the Plenary Meeting that had been carried out did not experience significant changes, the changes only revolved around adding concepts in watershed management which were embodied in the Regional Regulation Draft.

Abstract

This study aims to explain the advocacy strategy through the non-litigation process in the context of reforming the judicial process in Indonesia. Mediation in court is an institution and empowerment of peace (court connected mediation) with a philosophical foundation that is Pancasila which is the basis of the Indonesian state, especially the fourth precept "Popularity led by Wisdom of Wisdom in deliberation/representation". In resolving disputes, there are several dispute resolution mechanisms, namely litigation, non-litigation, and advocacy. The method used in this research is literature study, with the type of qualitative descriptive research. The results explain that alternative efforts and strategies for resolving disputes with the Non-Litigation route can achieve a peace in accordance with the wishes of both parties through Mediation, Advocacy and negotiation. In its application there are two types of obstacles in non-litigation efforts to resolve land grabbing disputes, because mediation is not clearly regulated in Law no. 30 of 1999 concerning Artibrasion and Alternative Dispute Resolution. And the non-litigation efforts are legally less certain because their legality is also not explicitly regulated in Law no. 30 of 1999.

Abstract

This article aims to explore the extent to which the universities under affiliation Muhammadiyah in handling Covid-19. The method in this paper using qualitative explorative with case study approaches. To capture the data and information related to the topic, we assisted by Qualitative Data Analysis (QDA) with NVivo 12 plus software. In this article, we focus on the philanthropic movements carried out by universities under the auspices of Muhammadiyah, taking examples from 6 Muhammadiyah Universities as a study to identify it. On the other hand, this study relies on essential variables from the philanthropic movement to conceptualize Giving, Services, and Association practices. We findings, universities under affiliation Muhammadiyah are taking part in dealing with Covid-19. Various actors are involved, not only from Muhammadiyah University but also from collaborating with other stakeholders such as Government, Community in response to the Covid-19 with various programs and activities initiatives. In Spirit of Giving, Muhammadiyah Universities have the most prominent intensity, with 54% divided on health, education, and social sectors. The Spirit of Service that universities have 20%, where many things initiate various programs and activities. Furthermore, the Spirit of Association with 18%, in which those Muhammadiyah Universities collaborate with other stakeholders such as internal and external actors. That is all in order to accelerate the elimination of the Covid-19 outbreak.

Abstract

This study aims to analyze the open government bibliometrics of Semarang and Gwangju, two of the 110 local governments that are members of the Open Government Partnership (OGP). Semarang and Gwangju have jointly joined the OGP in 2020. This research uses a qualitative approach with a bibliometric analysis method. Research data was obtained from Google Scholar using Publish or Perish and then analyzed using Vosviewer. The results of this study indicate that from each of the 150 Semarang and Gwangju papers, there are 5470 citations, 42 h-index, 63 g-index, 116 keywords, 13 clusters, 1293 total link strengths, and 507 occurrences in the Semarang paper. Whereas in the Gwangju paper, there are 3650 citations, 30 h-index, 52 g-index, 143 keywords, 18 clusters, 1143 total link strength, and 479 occurrences. In the 2020–2022 timeframe, the Semarang government has established four open government policies, while Gwangju has two. There is harmony between the open government policies of these two local governments with studies produced by scholars, which allows a positive contribution to the Semarang and Gwangju open government policies.
