Abstract

Participatory development takes effect since in the regional autonomy policy, participatory development gives more opportunity to the community to take an active role in doing development, the aim is for the development done directly to meet the needs of the community. The participatory process begins with a meeting between the community and the government called the Development Planning Deliberation or abbreviated with Musrenbang, the result of this Musrenbang which is then used as a guide in preparing the development program, in addition to the planning process, the community is also involved in the implementation process up to the evaluation of development outcomes .This study aims to find out and analyze how the implementation of Musrenbang results, to know and analyze the factors that influence the implementation of Musrenbang results. This research was conducted in Pekanbaru City with research time for one year, key informant in research is Head of Finance Section of Bappeda Pekanbaru, Responsible Activity of Musrenbang Year 2015, Finance Section of BPKAD Pekanbaru City, Musrenbang District level.Leather data analysis is done by triangulation of data source with data reduction step, data presentation, data withdrawal and verification. From the results of this study want to know and analyze the implementation of Musrenbang results and find and analyze the factors that affect the implementation of Musrenbang results. The result of the research finds that the implementation of Musrenbang result starts with several stages, that is done at kelurahan level which the result is then brought to be gathered at Musrenbang Kecamatan level, the result of the meeting at the kelurahan level is adjusted with the activity plan which has become the work plan of SKPD Kecamatan and adjusted to the budget, the result of Musrenbang Kecamatan then forwarded to Musrenbang tingka Kota. The results of this Municipal level musrenbang which later became the Local Government Work Plan.Musrenbang Results 2015, there are 1273 development programs proposed by 12 Sub-districts in Pekanbaru City, but many of these proposals can not be implemented, this is because the government prioritizes priority programs in accordance with RKPD documents and national development programs.Factors affecting the Implementation of Musrenbang Outcomes are the lack of commitment from local governments in implementing Musrenbang decisions and funding or budgetary problems contained in the APBD.

Abstract

The purpose of this study is to analyze the factors that influence the implementation of community empowerment in Pekanbaru City (Study of Economic Village Business Program). This research method using qualitative descriptive approach with qualitative analysis technique triangulation technique.The results of the study found that the implementation of Urban Economic Village program in Pekanbaru City is influenced by standard and objective factors, resources, observation activities and interorganizational communication, implementing characteristics, disposition / attitude of executor and economic, social and political conditions. Kelurahan maharatu implement well the program implementation standards, have the human resources who want to work in accordance with their duties, while the village of West Sidomulyo and Tanah Datar has not implemented the program in accordance with the standards and policy objectives other than the resources held are not responsible for the tasks that must be implemented, so that the implementation of the Village Economic Business program is not going well.

Abstract

The research objective was to determine the results of the camat's assignment in fostering village governance in Lubuk Batu Jaya Subdistrict, Indragiri Hulu Regency. This is to find out the obstacles to the task of the sub-district head in fostering village governance in Lubuk Batu Jaya Subdistrict, Indragiri Hulu Regency. This type of descriptive research uses a quantitative approach with a population of 23 people, community leaders, village heads and camat office employees. Data collection was carried out by means of interviews, questionnaires, documentation and observation, all data collected were grouped by type and analyzed descriptively and conclusions could be drawn from the research results. Based on the results of the study, it was found that the evaluation of the sub-district head's duties in conducting Village Government Development in Lubuk Batu Jaya District, Indragiri Hulu Regency was in the quite good category, due to the five research indicators, namely providing guidance, giving direction, providing education and training, giving instructions and literature or the manual has been implemented. The inhibiting factor for the guidance carried out by the sub-district head to the village government is that the guidance carried out by the sub-district head has not been carried out routinely, the direction is given to the sub-district head only if the village apparatus experiences problems in the work process, and the sub-district head does not provide education and training every month, the sub-district head only provides guidance if he receives a report. village government task constraints.
