Abstract

Tourism plays a crucial role in the economy of Semarang City. Tourism not only impacts the economic aspect but also influences the social life of the community. Based on statistical data, there has been a 24.48 percent decrease in tourist occupancy rates. Several supporting facilities and tourism businesses were also forced to temporarily close due to the COVID-19 pandemic. Multi-stakeholder actors collaborate in efforts to revive the tourism economy while still adhering to health protocols. This research aims to further examine the role of multi-stakeholder actors in the economic recovery of Semarang City's tourism sector. This study employs a qualitative research method with a descriptive type. The results of this study indicate that multi-stakeholder actors are focused on implementing health protocols in the tourism industry, assisting tourism businesses in obtaining CHSE certification, collaborating with academics in the development and optimization of tourism destination facilities and infrastructure, including changes in online reservations, the renovation of the Kota Lama, Lawang Sewu, Mandala Bhakti Museum dan Katedral.

Abstract

Banyubiru Village and Kemambang Village are located in Banyubiru Sub-district, Semarang Regency. Both villages have the potential for nature, arts, and village government management to become tourist villages. However, the management of the Tourism Village has not been optimized to drive the community's economy. The PkM activity aims to improve the entrepreneurial character of the Banyubiru Village Community who have entrepreneurs and managers of business units in the village. Solutions were offered through Focus Group Discussion (FGD) activities with Appreciative Inquiry and Psychoeducation approaches. There were 19 participants. The results of the activity showed that the participants were optimistic, happy, excited and interested in the training activities. Participants received direction to be able to realize their hopes and concrete steps to realize their entrepreneurial dreams and collaborate to build Banyubiru Tourism Village.

Abstract

Evaluation of different elements of tourism in different purposes has become a necessity, as a result of evaluation of these elements leads to optimal allocation of resources to development programs, rural tourism is one of the main forces in improving and economic growth of villages. In such circumstances, evaluating the rural tourism supply chain is considered as one of the most important strategies for the development of a village. Tourism Supply Chain Evaluation deals with how a tourism product is produced, when and how it reaches tourists, and what the feedback is. This paper is investigated the effectiveness of supply chain management in truism for the Waturaka village, which has succeeded in increasing the village's original income with tourism. The process of developing the supply chain system for village's potential to generate authentic village income experiences dynamics and challenges. This research aims to identify the challenges facing the village of Waturaka and explain the success factors of rural tourism development. The research method is a qualitative design by conducting in-depth interviews with village officials, the community, tourism awareness groups and traditional leaders in Village. The results showed that an increase in village original income could occur because of the truism supply chain process that initiated the development of rural tourism. The success of the tourist village is also due to traditional leaders.

Abstract

Artikel ini bertujuan untuk membahas tentang permasalahan yang sedang marak terjadi mengenai adanya ancaman kerusakan ekosistem hutan yang lebih besar dari aktivitas illegal logging, pembalakan liar, dan deforestasi oleh Perusahaan Perkebunan Kelapa Sawit di tanah Papua khususnya di daerah Kampung Rhepang Muaif Distrik Nimbokrang Kabupaten Jayapura. Tujuan penelitian ini sendiri menganalisis bagaimana pengaruh dan upaya daripada pembangunan kelompok Ekowisata Bird Watching Isyo Hill’s dalam menghadapi adanya ancaman Perusahaan Perkebunan Kelapa Sawit di daerah tanah adat mereka. Metode penelitian yang digunakan oleh penulis adalah metode penelitian kualitatif yang secara komparatif diterapkan untuk menelaah fenomena pada penelitian ini. Hasil temuan dalam penelitian ini menjelaskan bahwa PT.ABC sudah memiliki izin lokasi lahan perkebunan kelapa sawit seluas 32.000 Ha tanpa melakukan pertemuan secara internal bersama masyarakat adat sebagai pemilik hal ulayat tanah adat. Lalu PT. ABC juga tidak pernah memberikan keterangan laporan perkembangan terkait lokasi lahan Kelapa Sawit terhadap Pemerintah Kabupaten Jayapura. Akibatnya menimbulkan terjadinya konflik sengketa lahan antar suku tepatnya di kawasan Spot Korea sehingga upaya yang sudah dilakukan oleh masyarakat adat di Kampung Rhepang Muaif adalah membentuk dan membangun kelompok Ekowisata Bird Watching Isyo Hill’s untuk menjaga hutan adat serta mengurangi dan mencegah dampak kerusakan ekosistem hutan yang lebih besar di tanah Papua.

Abstract

ABSTRACTThe aim of this research is to describe conflict dynamics in the forest area of Perum Perhutani Kesatuan Pemangkuan Hutan (KPH) Semarang, especially in Bagian Kesatuan Pemangkuan Hutan (BKPH) Tanggung using descriptive methods with in depth interview, observation and documentation. The informants are choosed from all stake holders involved in the forest area management, include the inhabitant of the villages around BKPH Tanggung forest area and officers from Perum Perhutani. According confict theory of Wehr and Baros, the conflict between the villagers around the forest with Perum Perhutani caused by incompatible goals in the context of incompatible roles in forest area management and contested resources. The main actors are the villagers around the forest and Perum Perhutani, and secondary actors like the chief of villages, and LMDH comittees. The conflict dynamics since 1989 until now is caused by fluctuation of interaction between the villagers and Perhutani depend on the cooersiveness level of both sides.Keywords: conflict dynamics, conflict analysis, forest management conflict, forest villageABSTRAKPenelitian ini bertujuan untuk mendeskripsikan dinamika konflik yang terjadi di kawasan hutan Perum Perhutani Kesatuan Pemangkuan Hutan (KPH) Semarang khususnya di Bagian Kesatuan Pemangkuan Hutan (BKPH) Tanggung. Metode yang dipakai adalah penelitian deskriptif kualitatif dengan teknik wawancara mendalam (in depth interview), observasi dan dokumentasi. Informan yang diwawancara adalah masyarakat sekitar hutan yang merupakan warga Kecamatan Tanggungharjo Kabupaten Grobogan dan petugas Perhutani setempat. Berdasarkan teori konflik Wehr dan Bartos, konflik antara masyarakat sekitar hutan dengan Perhutani disebabkan oleh adanya perbedaan tujuan (incompatible goals) yang berlatar belakang perbedaan peran dalam pengelolaan hutan dan perebutan sumberdaya hutan. Aktor utama konflik adalah masyarakat desa sekitar hutan dan Perhutani, di samping itu ada beberapa aktor tambahan seperti Kepala Desa, dan Pengurus LMDH. Dinamika konflik sejak tahun 1989 sampai saat ini merupakan hasil interaksi antara masyarakat dengan Perhutani yang berfluktuasi menurut tingkat koersivitas kedua pihak.Kata kunci: dinamika konflik, analisis konflik, konflik pengelolaan hutan, masyarakat sekitar hutan

Abstract

Development projects that disregard Indigenous rights often provoke resistance, particularly in West Papua, Indonesia, where the Indigenous Kaimana people uniquely employ covert resistance through oral traditions to safeguard their rights. This study aims to understand how the Kaimana Indigenous community utilizes orality as a form of resistance against developmental structuralism. Employing a realist ethnographic method, this research directly observes the daily lives of the Indigenous community and documents forms of hidden resistance embedded in their oral traditions. Data were collected through in-depth interviews, focus group discussions (FGDs), observation, and documentary analysis of symbolic resistance activities. The findings reveal that Kaimana's Indigenous resistance is conveyed through three principal elements: storytelling, symbolism, and ritual. First, storytelling serves as a medium of resistance by recounting their spiritual connection to nature as a way of upholding ancestral rights. Second, symbols such as bamboo and sago leaves are used in road blockades, representing life and resistance. Third, traditional rituals involving everyday symbols are believed to possess mystical power and are used to protect Indigenous lands. These three elements illustrate that while the Kaimana community does not wholly oppose development, they demand that their customary rights be respected throughout the process. Pembangunan yang mengabaikan hak-hak masyarakat adat sering kali memicu resistensi, terutama di wilayah Papua Barat, Indonesia, di mana masyarakat adat Kaimana memiliki cara unik dalam mempertahankan hak mereka melalui resistensi tertutup berbasis Oral Traditions. Penelitian ini bertujuan untuk memahami bagaimana masyarakat adat Kaimana menggunakan kelisanan sebagai bentuk perlawanan terhadap strukturalisme pembangunan. Dengan menggunakan metode etnografi realis, penelitian ini mengamati langsung kehidupan sehari-hari masyarakat adat dan mendokumentasikan bentuk-bentuk perlawanan yang tersembunyi dalam tradisi lisan. Data dikumpulkan melalui wawancara mendalam, diskusi kelompok terfokus (FGD), observasi, dan studi dokumentasi terkait aksi perlawanan simbolis. Hasil penelitian menunjukkan bahwa resistensi masyarakat adat Kaimana dilakukan melalui tiga elemen utama: cerita, simbol, dan ritual. Pertama, cerita menjadi sarana perlawanan dengan mengisahkan hubungan spiritual mereka dengan alam sebagai cara mempertahankan hak leluhur. Kedua, simbol-simbol seperti bambu dan daun sagu digunakan dalam aksi pemalangan sebagai lambang kehidupan dan perlawanan. Ketiga, ritual adat yang melibatkan simbol-simbol sehari-hari dianggap memiliki kekuatan magis dan digunakan untuk melindungi wilayah adat. Ketiga elemen ini memperlihatkan bahwa masyarakat adat Kaimana tidak sepenuhnya menolak pembangunan, namun menuntut agar hak-hak adat mereka dihormati dalam proses tersebut.

Abstract

Diplomasi iklim merupakan pertimbangan krusial bagi pengambil kebijakan, baik pemerintah maupun non-pemerintah. Krisis iklim yang tak terhindarkan memerlukan mitigasi dan upaya kolaboratif dari berbagai pemangku kepentingan. ASEAN, sebagai kawasan yang rentan terhadap dampak perubahan iklim, membutuhkan pendekatan diplomasi iklim yang efektif, baik di tingkat domestik maupun regional. Penelitian ini bertujuan memahami diplomasi iklim Indonesia terhadap ASEAN selama masa pemerintahan Presiden Joko Widodo. Penelitian ini menggunakan pendekatan kuantitatif dengan landasan teori fungsionalis David Mitrany, yang menekankan pentingnya pembentukan institusi atau badan ahli untuk menangani isu spesifik. Pendekatan yang digunakan melibatkan isu-isu spesifik. Misalnya, upaya Indonesia dalam mendorong pembentukan kerangka kerja regional untuk mengurangi emisi karbon dan meningkatkan investasi energi terbarukan di ASEAN mencerminkan komitmen untuk menciptakan solusi bersama. Badan yang fokus menangani masalah iklim dapat memaksimalkan peran Indonesia dalam mengatasi salah satu penyebab utama, seperti polusi asap lintas batas. Hasil penelitian menunjukkan bahwa kepemimpinan Presiden Joko Widodo selama dua periode memiliki potensi untuk memaksimalkan diplomasi iklim melalui penguatan institusi yang relevan. Keberhasilan ini dapat dijadikan contoh signifikan selama keketuaan ASEAN 2023. Dengan memanfaatkan kolaborasi multi-stakeholder dan pendekatan multisektor, Indonesia berpeluang besar memainkan peran strategis dalam mengatasi krisis iklim di kawasan ASEAN secara lebih efektif.

Abstract

Alun-alun Pancasila merupakan ruang publik yang dinamis yang mencerminkan beragam nilai-nilai masyarakat melalui monumen, lanskap, dan aktivitas. Tulisan ini mengeksplorasi nilai-nilai yang saling terkait yang membentuk alun-alun sebagai sebuah sistem yang komprehensif, termasuk kepahlawanan, kesadaran ekologis, dan solidaritas. Dengan menggunakan metode deskriptif kualitatif, kami mengamati transformasi berkelanjutan yang memengaruhi struktur dan kedalaman makna alun-alun. Menariknya, perubahan-perubahan ini memperkuat nilai-nilai yang tertanam, bukan melemahkannya, dengan upaya revitalisasi yang terutama meningkatkan rasa memiliki masyarakat terhadap alun-alun. Penelitian ini menyoroti ketahanan sistem nilai Lapangan Pancasila, beradaptasi dan berkembang dengan tetap mempertahankan esensinya. Temuan ini menekankan peran penting ruang publik dalam menumbuhkan rasa identitas bersama dan warisan budaya di kalangan masyarakat.

Abstract

Abstract Talking more about the involvement of custom, almost in every region of Papua and West Papua have their own customcouncil. The custom council is the in dependent institution which is considered as a house of cultureby the community of tribes who live there. In that term, the existence of the custom council must be gone as their role due to be their option for all the community. There are eight tribes that live there namely, Kuri, Koiwaei, Mairasi, Irarutu, Madewana, Napiti Miere and Oburau. Basides, the writer also stress about the involvement of the custom council in Region Head Election in Kaimana Regency, for the period of 2015-2020. This writing is made in order to describe the existence of the custom council in Kaimana Regency in socio-political aspect from year. The council has gone too deep in the electionby giving support to one of the candidates. This action made disintegration of the council as an independent institution and even morea house of culture. All those phenomenon and even facts that mentioned above were got by the writer by using qualitative method. And this method has been applied in collecting datas of many sources, doing interview, and taking documentation. Keywords: the custom council, region head election, socio-political Abstrak Berbicara terkait keberadaan dewan adat, hampir diseluruh wilayah Papua dan Papua Barat memiliki lembaga dewan adat. Dewan adat adalah lembaga independen, yang dinilai sebagai rumah budaya oleh komunitas suku yang ada. Dalam pemaknaan tersebut, keberadaan dewan adat haruslah melaksanakan fungsi dengan melihat pada aspek keberpihakan. Terkhusus masyarakat delapan suku yang ada yakni suku Kuri, Koiwaei, Mairasi, Irarutu, Madewana, Napiti, Miere dan Oburau. Disamping melihat peran dewan adat Kabupaten Kaimana, kondisi sosial politik terkait dengan fenomena pasca pemilu kada 2015-2020 Kabupaten Kaimana, tentang keterlibatan dewan adat secara langsung. Tulisan ini bertujuan menjelaskan dinamika peran kelembagaan dewan adat Kabupaten Kaimana dalam kehidupan sosial politik dari waktu ke waktu. Metode yang digunakan adalah metode kualitatif dengan melakukan pengumpulan data dari beragam sumber seperti wawancara, observasi dan dokumentasi. Dari metode penelitian yang dipakai, didapati bahwa keterlibatan dewan adat dalam konteks pemilukada Kabupaten Kaimana 2015-2020, dengan memberi dukungan politik pada salah satu pasangan, telah berdampak pada ketidak utuhan dewan adat sebagai sebuah lembaga independen bahkan sebagai rumah budaya. Abstract

This article aims to provide an overview of the dynamics of women in Napan Village, North Central Timor Regency, in engaging in illegal trade and smuggling activities through informal routes with traders from the Oekusi Enclave, RDTL, hence earning the nickname "Mama Tikus" (Rat Mama). The trade conducted through these informal routes involves various commodities, including non-subsidized manufactured goods and local agricultural and plantation products. In response to pressure from "Mama Tikus" and other members of the community, the local government has implemented a responsibility policy with mechanisms agreed upon by these traders, allowing them to conduct their transactions smoothly. Furthermore, the perspective of Caroline Lesser & Evdokia Moise-Leema  categorizes the illegal trade and smuggling of commodities in the Napan area into three categories: Category A: Informal/unregistered traders or firms operating entirely outside the formal economy, including individuals like "Mama Tikus," who engage in economic activities without formal registration as traders but conduct trade and transactions with parties from Oekusi-RDTL. Commodities traded include a thread for traditional weaving, tamarind, porang, and cowhide, as well as local agricultural and livestock products. Category B: Formal/registered firms fully evading trade-related regulations and duties, such as avoiding official border crossing posts. This category pertains to non-subsidized manufactured goods traded by merchants without going through customs or via informal routes. Examples include soap, toothpaste, instant noodles, cooking oil, electronics, flour, soft drinks, alcoholic beverages, cigarettes, and other commodities.
