Abstract

President has an authority to establish policies in order to run the government, one of which is through Keputusan Presiden Republik Indonesia (Indonesian Presidential Decree). As written documents, the Decrees have language development which can be seen from the writing patterns. Therefore, this study aims to examine the writing patterns of Decrees from time to time to support forensic linguistic study, such as document forgery analysis. We took sixteen Presidential Decrees from 1945 to 2018 as the data then analyzed them by using qualitative method. The data were obtained from the National Archives of the Republic of Indonesia and the official website of the Cabinet Secretariat of the Republic of Indonesia (www.sipuu.setkab.go.id). This study indicates that language development in Indonesian Presidential Decrees is found in the structure of the Decrees, diction, and sentence structure. On the Decree structure, 1945 and 1946 Decrees contain one long sentence to explain the intent, whereas in the 1947—2018 Decrees, intents are elaborated in several clauses. Additionally, there are various types of diction used in the consideration sections. On the syntax, various types of sentences can be found in the Decrees. 1940s Decrees contain simple sentences and complex sentences while 1950s—2010s Decrees contain simple sentences, complex sentences, compound sentences, and mixed sentences.

Abstract

Written languages are present in various media in public landscapes, such as notice boards, banners, or bumper stickers. Studying these simple signs is the starting point in observing how a language variety exists and interacts with other languages. It is interesting to study how the instances of written texts found in public landscapes can be an indicator of what language variety is actually used by the inhabitants of Depok. Based on its history and its geography, a hypothesis states that many speakers of Betawi language and Sundanese reside in Depok. The study is aimed at demonstrating the written language varieties found in Depok public landscapes based on written evidence which are compared with language varieties based on the regional variation (dialectology). This qualitative study used the sociogeolinguistic approach combining sociolinguistics, linguistic landscape, and dialectology (geolinguistics). The results show there are two language use distributions in Depok, the Sundanese and the Betawi language. From the landscapes, Betawi language is used in billboards, restaurant signboards, and local government banners. The study is useful for the local government in their efforts to confirm the identity of Depok people.

Abstract

Cisadon is one of the villages that has coffee as one of the main sources of income for the local community. This research develops the marketing of Cisadon Forest Coffee through the ecotourism sector. Based on applied research, this research proves that the synergy between Kampung Atas and Kampung Bawah can improve the quality of coffee production in Kampung Cisadon. Cisadon Coffee production is developed by conducting sports tourism activities in a virtual race with the focus of Cisadon Coffee as a marketing icon. This research aims to increase community engagement and marketing of Cisadon Forest Coffee. By involving the indigenous people of Cisadon, this research indirectly also educates the community to understand that the coffee plant that grows in their area is a natural resource that can be utilized for their welfare. Thus, it is hoped that the understanding of coffee and its marketing techniques can be spread widely and evenly to realize the Cisadon tourism village.

Abstract

Wawancara keimigrasian merupakan bagian penting dalam pemeriksaan keimigrasian di Tempat Pemeriksaan Imigrasi terutama di Bandara Internasional. Melalui penelitian ini akan dibahas teknik wawancara keimigrasian yang digunakan oleh petugas imigrasi di Tempat Pemeriksaan Imigrasi Bandara Internasional Soekarno Hatta melalui dua kasus penundaan keberangkatan Warga Negara Indonesia terduga Pekerja Migran Indonesia (PMI) non-prosedural serta memberikan gambaran umum mengenai permasalahan yang terjadi. Penelitian ini akan menggunakan pendekatan kualitatif studi kasus. Pengumpulan data dilakukan dengan observasi partisipatoris penuh dimana sumber tidak mengetahui bahwa aktivitas tersebut sedang diteliti. Selama proses wawancara keimigrasian berlangsung, dilakukan penyimakan dan pencatatan. Hasil penelitian menunjukkan bahwa teknik dan strategi wawancara yang paling banyak digunakan adalah teknik Membangun Hubungan & Kesepahaman (MHK) dan Presentasi Bukti (PB). Dalam melakukan wawancara keimigrasian, selain menjalankan fungsi pemeriksaan dengan pendekatan keamanan, petugas juga dituntut untuk tetap mempertimbangkan pelayanan publik dan perlindungan hukum.

Abstract

The recent COVID-19 pandemic prompted massive collaboration in health information exchange, emphasizing the importance of knowledge and information management. Health Information Systems (HIS) are a key element in the success of health organizations. This research analyzes the bibliometric development of HIS in Developing Countries in Asia (2003-2023). HIS, the technological foundation that supports health information management, has made a significant contribution to optimizing health services. This research aims to explore research trends, institutional collaborations, and research focus in the field of HIS. The results show significant indications and trends, and have an impact on COVID-19. Core journals, institutions, and contributing researchers were identified. Co-word analysis provides an overview of the diversity of disciplines involved and specific research focuses. In conclusion, HIS research in Developing Countries reflects dynamic evolution and multidisciplinary engagement.

Abstract

The research investigated an alleged defamation statement made by a civil servant in Probolinggo, suggesting that the Regional People's Representative Council of Probolinggo (DPRD Probolinggo) held a lower social status than local sex workers, employing forensic linguistics as its analytical framework. The research was a single case study that applied a qualitative approach to analyze the data. A single case study was a suitable method for analyzing a single case of an individual; here was a civil servant in a socialization event attended by the regional government. The data consisted of four sentences of verbal statements and eight accompanying non-verbal cues made by the civil servant toward Probolinggo Parliament members. The research uncovers that the civil servant's remarks contain pointed appraisals and judgments aimed at DPRD Probolinggo members, ultimately leading to legal action predicated on allegations of defaming the collective dignity of DPRD Probolinggo. However, it is important to emphasize that these critical assessments are specific to certain members rather than constituting a comprehensive censure of the entire institutional body. Consequently, the civil servant may potentially be exempt from institutional defamation charges, with these actions interpreted as robust workplace criticisms. Nevertheless, the research underscores the potential legal repercussions stemming from such critiques and the need for a meticulous evaluation of their legal implications within the legal framework, given their potential to generate future legal disputes.

Abstract

This toponymy study discusses the origin names of beaches in Tanjungsari Subdistrict, Gunungkidul Regency, Yogyakarta which are spread in three villages, namely Kemadang, Ngestirejo, and Banjarejo. This research aims to documents the naming of beaches in the area and classifies the naming into three presuppositions meaning based on Nyström’s theory, which are categorical, associative, and emotive meaning. This study used a qualitative research method. Research data were collected by means of observation and interviews with Village Hall officials and the community. The results of this study can be used to add information that can be conveyed to tourists. The results showed that categorical meaning on the beaches in Tanjungsari District is dominated by geographical condition, while the least is people’s name category. Associative presupposition meaning is dominated by neutral associative meaning, which are sea and conditions geographical. Meanwhile, the least dominant meaning of the associative presupposition is positive associative meaning. The dominant meaning of the emotive presupposition is the emotive meaning positive, which is happy. The least dominating out of the emotive presupposition meaning is the neutral emotive presupposition. Most beach naming comes from Javanese. This is influenced by the language spoken by most local community.

Abstract

This study evaluated recent scientific publication trends related to documenting indigenous knowledge about the environment using a bibliometric technique. The investigation used keywords such as "environmental," "indigenous knowledge," "traditional knowledge," and "documentation" to identify 91 scientific papers, which were then narrowed down to 37 studies published in the last five years and written in English. Using VOSviewer software, a bibliometric study resulted in the identification of three major clusters: "Indigenous Knowledge," "Medical Plant," and "Ethnobotany." The findings revealed that these studies are most commonly undertaken in the United States, followed by India, China, and Indonesia. These results provide a better understanding of the current state of research; countries actively engaged in indigenous knowledge documentation, and potential future research directions in the context of indigenous knowledge, which is crucial to addressing global environmental concerns and achieving sustainability.

Abstract

Job Creation Law Number 6 of 2023 was designed to revise and replace Job Creation Law Number 4 of 2022, which had previously replaced Job Creation Law Number 11 of 2020. Despite the primary objective of this law to address deficiencies in the previous laws, significant potential linguistic issues still exist, namely lexical and grammatical ambiguities. This is evident in several articles whose meanings remain ambiguous, dual, and contradictory with other articles or laws, opening opportunities for diverse interpretations and creating legal uncertainty. This study aims to delineate the forms of lexical and grammatical ambiguity in the Job Creation Law Number 6 of 2023. The research method applied is qualitative research method, focusing on analyzing micro discourse structure, encompassing lexical and grammatical meanings. The research findings reveal that several words and phrases are prone to misinterpretation. Lexical ambiguity is found in the words 'dapat' (can/may), 'memperhatikan' (considering), and phrases such as 'tidak mampu' (unable), 'istirahat panjang' (long rest), 'Paling Banyak' (most), and 'Paling Lama' (longest). In contrast, grammatical ambiguity is observed in phrases like 'Serta harus' (and must) and 'Diberitahu' (informed). These ambiguities are present in Article 17 Paragraph 1, Article 81 Paragraph 33, Article 81 Paragraph 25, Article 42 Paragraph 3, Article 17 Paragraph 32, and the explanatory section of Article 8 Part 33. Based on the research findings, it is crucial to propose a review or re-evaluation of articles that have the potential for controversy due to lexical or grammatical ambiguity.
