Abstract

A university website functions not only as an information portal but also as a reflection of institutional credibility and academic reputation. Therefore, maintaining website quality—particularly web performance—is essential and must be evaluated continuously. The website of the Information Systems Study Program at Universitas Terbuka was selected as the focus of this study due to its role in delivering academic information and supporting communication with stakeholders. This research evaluates the website’s web performance using EdgeOne, an automated assessment tool that measures key performance indicators such as Time to First Byte (TTFB), First Contentful Paint (FCP), Largest Contentful Paint (LCP), Speed Index, Total Blocking Time (TBT), and Page Load Time. A descriptive quantitative approach is applied to interpret the performance metrics and identify areas requiring optimization. The results show that although the website maintains stable structural functionality, several performance indicators—particularly loading speed—remain below the recommended threshold for modern web standards. These findings highlight the importance of continuous web performance monitoring and technical optimization to improve user experience and ensure the reliability of institutional digital platforms.

Abstract

Abstrak Pusat Pengelolaan Bisnis dan Investasi Universitas Terbuka (PPBI-UT) memiliki peran strategis dalam mendukung kegiatan operasional melalui penyediaan layanan jasa boga. Namun, proses pemesanan makanan yang terjadi masih dilakukan secara manual menggunakan email atau pencatatan sederhana, sehingga menimbulkan keterlambatan pemrosesan, potensi kesalahan pencatatan, dan keterbatasan dalam pemantauan status pesanan. Kondisi ini berdampak pada efisiensi operasional serta kualitas layanan. Tujuan dari penelitian ini adalah untuk merancang serta mengembangkan sistem informasi pemesanan makanan berbasis web yang terintegrasi dengan proses bisnis PPBI-UT. Dalam penelitian ini metode pengembangan sistem menggunakan metode Waterfall. Metode ini dipilih karena memliki karakteristik yang sesuai dengan penelitian yang berurutan dimulai dengan tahapan analisis kebutuhan sistem, perancangan sistem, implementasi koding, pengujian sistem yang telah dibuat, dan pemeliharaan sistem. Sistem yang dikembangkan menyediakan fitur pengelolaan vendor, pencatatan pesanan, pelacakan status pesanan secara real-time, serta pelaporan otomatis. Pada tahapan pengujian sistem yang sudah dibuat peneliti menggunakan metode blackbox dan User Acepptable Testing (UAT), yang menggambarkan seluruh fungsi pada sistem yang telah dibangun berjalan dengan baik, sesuai kebutuhan dan spesifikasi yang telah ditetapkan. Hasil ini mengindikasikan bahwa sistem mampu meminimalkan kesalahan pencatatan dan meningkatkan kelancaran proses pemesanan. Penelitian ini berkontribusi dalam mendukung implementasi transformasi digital di Universitas Terbuka melalui penyediaan solusi sistem informasi yang lebih efisien, akurat, dan sesuai kebutuhan operasional. Kata Kunci: Sistem Informasi; Pemesanan Makanan; Blackbox; Waterfall; Universitas Terbuka   Abstract Pusat Pengelolaan Bisnis dan Investasi Universitas Terbuka (PPBI-UT) plays a strategic role in supporting institutional operations through the provision of catering services. However, the food ordering process is still conducted manually using email or simple record-keeping, which leads to processing delays, potential recording errors, and limited capability to monitor order status. These conditions negatively affect operational efficiency and service quality. This study aims to design and develop a web-based food ordering information system that is integrated with the business processes of PPBI-UT. The system development employs the Waterfall method, which is selected due to its suitability for a sequential development process consisting of system requirements analysis, system design, coding implementation, system testing, and system maintenance. The developed system provides features for vendor management, order recording, real-time order status tracking, and automated reporting. System testing was conducted using Black Box Testing and User Acceptance Testing (UAT), which demonstrated that all system functionalities operated properly in accordance with user requirements and predefined specifications. The results indicate that the system is capable of minimizing recording errors and improving the overall efficiency of the food ordering process. This research contributes to supporting digital transformation initiatives at Universitas Terbuka by providing an information system solution that is more efficient, accurate, and aligned with operational needs.
