Abstract

Election Smart House is a new innovation by the General Election Commission. Election Smart House in the form of utilization of space in the General Election Commission office which contains various knowledge about elections and democracy. The presence of Election Smart House at the district and provincial levels to provide knowledge about electoral and democracy to the community, especially beginner voters. So that it is expected to increase voter participation in the 2019 election. This study aims to determine the strategies carried out by the General Election Commission, specifically General Election Commission of Toba Samosir Regency in order to increase the participation of beginner voters through Election Smart House. This research method uses descriptive qualitative. The results of this study, Toba Samosir regency carried out a communication strategy by holding electoral classes whose participants came from schools and campuses but instead held outside the Election Smart House room. The researcher concluded that the Election Smart House activities and programs did not work properly due to several factors; first, lack of manager time due to being involved in the preparation of 2018 regional elections and 2019 elections. Second, lack of supporting staff who can assist managers in managing Election Smart House. The third is the lack of technical guidance facilities held by the Central General Election Commission or the Provincial General Election Commission on Election Smart House in General Election Commission Toba Samosir regency.

Abstract

This research analyses the effectiveness of organisational communication channels of Office Memorandum and Disposition Letter, within the General Election Commission (KPU) of Samosir Regency. Through a qualitative approach, this research explores the challenges of implementing formal communication regulated in National Archives Regulation No. 7/2018 and KPU Decree No. 42/2023, as well as its impact on the coordination and transparency of organising elections. Data were collected through in-depth interviews with commissioners, secretaries, and heads of subsections and staff as well as analysis of official documents. The results show that these two communication channels play a crucial role in facilitating vertical (superior-subordinate) and horizontal (same-level) information exchange, coordinating operational tasks, and building collaboration among members. However, inconsistencies in the use of Letter of Office Memorandum and Letter of Disposition such as improper substitution between the two lead to procedural confusion, overlapping authority, and decreased work efficiency.  This study recommends training on communication procedures, integration of digital channels with face-to-face, as well as periodic evaluation to improve adaptation to the changing context. The findings provide practical implications for the Samosir Regency KPU in strengthening accountability and consistency of election administration, as well as a reference for other government organisations facing similar challenges.   Keywords: Organisational Communication Channels, Office Memorandum and Disposition Letter, General Election Commission

Abstract

This study analyse the implementation of instructional communication by lecturers and its impact on student satisfaction levels in the D4 Meeting, Incentive, Convention, and Exhibition (MICE) Study Programme at the Medan State Polytechnic. This study employs a qualitative descriptive approach, with data collected through a closed-ended questionnaire. Instructional communication plays a crucial role in developing communicators' skills to understand the ongoing learning situation and adapt teaching strategies to meet students' needs as learners.  The research results indicate that instructional communication plays a very important role in enhancing student satisfaction with the quality of the learning process. Effective communication between lecturers and students, characterised by clear information delivery, the use of varied teaching methods, and the provision of constructive feedback, significantly contributes to increased student engagement and satisfaction during lectures. Some of the main challenges faced include instructors' difficulties in adapting teaching materials to the diverse backgrounds and abilities of students, as well as limited access to relevant and up-to-date reference sources in the field of MICE. These factors have the potential to reduce teaching effectiveness and, in turn, negatively impact student satisfaction if not addressed strategically.

Abstract

Bullying is a serious problem in elementary schools that can affect the mental state and social relationships of students. This service program aims to apply good communication as a way to prevent bullying at Al Fazhira Integrated Islamic Elementary School, especially in the case of a student with special needs who feels excluded because he is a victim of bullying. The methods used include direct observation, discussion with teachers, identification of needs, and conducting interesting and interactive socialization for 5th grade students with the use of films, posters, and discussions. Five aspects of positive communication were introduced, namely openness, empathy, support, positive attitude and equality. The results of this activity showed that students became more aware of the impact of bullying, dared to report if there was an incident, and had a better sense of empathy. The teachers also responded favorably and were willing to incorporate this approach into their teaching and learning activities. It can be concluded that positive communication is effective in creating an inclusive and safe school environment through early detection, reducing power differentials, and empowering victims and witnesses of bullying.

Abstract

This study aims to analyze the influence of internal communication strategies on employee engagement and to identify the most effective communication approaches in enhancing employee involvement. The research employed a literature review method by examining journal articles, conference proceedings, and academic books published between 2019 and 2025. Literature sources were obtained from Google Scholar, Scopus, ResearchGate, and DOAJ, and were selected based on topic relevance, full-text availability, and alignment with the research focus. Data were analyzed using content analysis through thematic categorization. The findings indicate that internal communication strategies have a significant impact on employee engagement across three dimensions: cognitive, emotional, and behavioral. Three strategies were found to be the most effective: (1) digital channel–based communication that improves information access and accelerates feedback, (2) leadership-based communication that strengthens trust and emotional support, and (3) participatory two-way communication that fosters a sense of belonging and psychological ownership. Engagement formation occurs through role clarity, reinforced trust, and increased participation. In conclusion, internal communication serves as an organizational strategy that enhances employee motivation, loyalty, and contribution. Organizations must design communication patterns that are transparent, interactive, and participatory to optimize engagement.
