Abstract

The Pamekasan Regency Government's policy on thematic villages has been responded to by the community with the development of tourist villages. This is not without reason considering the many tourism potentials and tourism products in Pamekasan Regency. Each establishment of a tourist village is managed by Pokdarwis in the village. In this postmodern era, tourist villages are very popular in Indonesia because some of them not only offer tourist designs such as tours abroad, but in the midst of tourist boredom with artificial designs, many tourists also want tours with a back to nature theme. Pamekasan Regency has both tourism design potentials because this area has a coastline as well as hills, some of which are designed to resemble tourist objects abroad, some of which are naturally designed. The growth of tourism in Pamekasan has a positive impact on people's economic growth. However, since the COVID-19 pandemic, income from the tourism sector has decreased or even not existed at all due to a number of policies to control the transmission of the Covid 19 virus. This study used a qualitative method with data collection through FGD (Focus Group Discussion) to 12 informant Pokdarwis representatives in Pamekasan Regency. The results of this study found that Pokdarwis and tourism actors who had depended on the tourism sector were the most disadvantaged groups due to the covid 19 pandemic. On the other hand, they must still be able to manage tourism places so they don't close forever or collapse. Some of the strategies they have implemented include continuing to open tourism places with restrictions on the number of visitors, promoting in digital media, and enforcing a ticket reservation system for visitors.

Abstract

Institutional and social pressures on police officers often lead to violations of the code of ethics. This study aims to determine how institutional and social pressures can encourage ethical violations committed by police officers. This research is a qualitative study based on in-depth interviews with seven informants to explore and precisely describe the social phenomena that occur. The theory of anomie and the new institutional theory serve as the analytical tools in this research to produce unique and comprehensive findings. The research findings affirm that there are two types of police in responding to institutional pressure: police who view institutional pressure as a whip to work harder, and police who feel pressured by that pressure. In addition to institutional pressure, police also face social pressure in the form of demands to meet public expectations, which include: (1) police as 'all- knowing gods'; (2) police as superheroes for the community; and (3) police acting as influencers. The disparity in access and resources among police officers in meeting institutional and societal expectations drives some members to experience ethical conflicts that result in violations of the code of ethics. In institutional theory, ethics should serve as a tool to regulate behavior. In reality, this is hindered by unequal access and resources for each member within an institution, in this case, police officers. As a result, police officers who do not have adequate access and resources are driven to commit ethical violations to respond to institutional and social pressures.

Abstract

This study discusses the agricultural transformation in Alamendah Village, Bandung Regency, spearheaded by Pesantren Al-Ittifaq. Through the integration of religious values, social innovation, and agricultural education, this pesantren has successfully driven community-based social and economic change. This research uses a qualitative approach with a case study method to explore how local leadership, especially through the figure of Kiai Fuad, is able to change the mindset of the community from traditional agriculture to more modern strawberry cultivation. This transformation not only lifted local economic welfare, but also strengthened social solidarity through cooperative development and active community participation in collective decision-making. This research underscores the importance of social and symbolic capital in creating sustainable development based on local potential. The conclusion of this article suggests that the community-based development model implemented in Alamendah is capable of becoming an example of replication for other regions that seek to create holistic and inclusive welfare while maintaining cultural and religious values.

Abstract

This study aims to elaborate on the collaborative governance model for flood risk management in Lahat Regency. Using a qualitative approach, data were collected through field observations, in-depth interviews, and documentation. The research adopts Ratner’s theoretical framework of collaboration, which consists of three key dimensions: (1) identifying obstacles and opportunities, (2) debating strategies for influence, and (3) planning collaborative actions. The results reveal that the collaborative model has been generally implemented well, with active involvement of various stakeholders, including local government, disaster management agencies, and community groups, in both decision-making processes and disaster response strategies. However, several obstacles were identified. First, difficulties in accessing and managing disaster-related data, particularly regarding flood events, have hindered effective planning. Second, challenges in implementing strategies at the field level often arise due to limited resources or lack of coordination. Third, some stakeholders fail to participate consistently in post-disaster evaluation meetings, reducing the effectiveness of collaborative planning. These findings suggest that although the foundation for collaborative governance exists, there is a critical need to enhance institutional coordination, improve stakeholder communication, and establish a regular and inclusive evaluation mechanism. Strengthening these aspects will contribute to a more resilient and integrated flood risk management system in Lahat Regency.

Abstract

Abstract: Participatory creative economic development can be realized through inclusive villages. Inclusive villages are a transformative and modern village concept that accommodates the interests of people with disabilities in socio-economic practices. However, there are still challenges and problems in realizing inclusive villages, which are inherent in creative economic dimensions. Purpose: This study aims to analyze social capital within the MSME community in Sidoarjo Regency, providing a basis for achieving inclusive villages and fostering a creative economy. Design/Methodology/Approach: This study employed qualitative descriptive methods in Dukuh Tengah Village, Sidoarjo Regency. Then, observation and in-depth interviews were used as data collection techniques with 30 informants who were recipients of the KURMA program. Findings: This study found that the informants’ perspectives and understanding of inclusive villages and the creative economy were excellent. Apart from that, this study analyzes four opportunities to realize a just creative economy: the majority of people are entrepreneurs, have a good understanding of inclusive villages and the creative economy, get assistance from the KURMA program, and have good digital literacy. This study explains that the dimensions of trust, values, norms, and strong social networks in the community in Dukuh Tengah Village largely determine social capital in the MSME community. Therefore, this becomes the primary basis for creating inclusive villages, which are inherently tied to creative economic aspects. Originality/value: This study contributes to analyzing the challenges and potential that exist in Dukuh Tengah Village to create an inclusive village. It also successfully analyzed the dimensions of social capital present in Dukuh Tengah Village, serving as a basis for creating a creative village that is inclusive of people with disabilities.

Abstract

Research on fishing gear conflicts has been conducted extensively by experts, but conflicts related to space, policy, and the existence of awig-awig (local knowledge) have not received much attention. This study aims to analyse fishing gear conflicts caused by spatial exploitation, while also examining them from the perspective of government policy and the existence of local knowledge that regulates space in awig-awig, which is shared among fishermen. This study uses a qualitative approach with the Ethnohistory method. The research data comes from primary data in the form of interviews and observations as well as document reviews, while secondary data comes from articles, books, and other written documents. The data analysis techniques used are domain analysis, taxonomy, component analysis, and cultural theme analysis, with data validity reinforced using triangulation techniques. The results of the study show the following: 1) Historically, since the 1970s, there have been frequent conflicts between fishermen in Tanjung Luar, mainly caused by competition for fishing grounds between traditional and modern fishermen; 2) In Tanjung Luar, there are local customs and government policies that regulate fishing areas between traditional and modern fishermen, but in practice, modern fishermen have so far operated in small-scale fishing areas; 3) Conflicts over fishing gear in Tanjung Luar are due to the gap in access and income between small-scale and modern fishermen, both those who use Kerakat Mini and Rumpon.
