Abstract

Based on the results of the study, the authors suspect that the management of user fees is not optimal, this can be seen from the number of traders who do not pay market fees. UPTD and Disperindag have difficulty in anticipating this. So even when viewed from the point of view of the results (effectiveness) of the management of this market retribution, it is still estimated that the collection is not optimal. The researcher wants to use the theory of financial management by Nick Devas (1989) which has five dimensions regarding the management of market charges which include simple, complete, efficient, effective, and easy to adjust. The method used in this study uses a descriptive method with a qualitative approach. The type of data used in this research is using quantitative and qualitative data. The data sources used are primary and secondary data sources. The locus of this research is in the Department of Industry and Trade, Bandung Regency. The sample selection technique used is purposive sampling which is this technique to determine the informant with the best position in providing the information needed. For data analysis, the researcher uses the theory of Miles and Huberman's model which says that qualitative data analysis is carried out in an interactive way and continues continuously until it is finished, until the data is saturated. The results showed that the Market Levy Financial Management at the Industry and Trade Service was not fully optimal. Because in terms of results (effectiveness) there are still many problems that need to be faced and resolved by local governments.

Abstract

One of the applications of e-government in Indonesia is the Assessment Information system implemented in the city of Bandung since 2014 where. This e-government innovation is technology-based which makes assessment instruments for leaders and the people of Bandung to assess the performance of the sub-district and village heads. It's just that the lack of community participation makes this application not work according to its function, with qualitative research methods and using the theory of the author's vision to see the readiness of the apparatus and society in implementing this program. This research shows that the performance of the SIP application has not provided the maximum expected output. The not optimal SIP application is due to several factors. There is a need for comprehensive evaluation and improvement, building intensive communication and collaboration between operators and verifiers at the city government and sub-district levels.Keywords: Decision-making, E-Government, Policy Innovation, Readiness, Performance Information System

Abstract

Currently it is no longer a public secret that the community is involved and their participation is indeed needed in building the lowest government, namely the village, one of which is through the management of village funds. It was detected that community participation in Bojonggede Village, Bogor Regency has indeed been going well. However, at the time of determining the activities through deliberation, the village authorities had determined earlier, and the community only had to choose. This study uses a descriptive qualitative approach. The data obtained through the process of collecting documentation, observation, and interviews. Analysis of the data using a flow chart which consists of data reduction, data display, and conclusion or verification. It can be concluded that community participation in the management of village funds in Bojonggede Village has been well implemented, although not all residents participated, but the enthusiasm given by the community for each activity organized by the village received a positive response. This can be seen through several dimensions related to community participation, namely participation in decision making, participation in implementing activities, participation in monitoring and evaluation, and participation in the utilization of the results which are to support the management of village funds in Bojonggede Village, Bojong Gede District, Bogor Regency.

Abstract

SKCK Online merupakan inovasi yang dilakukan Mabes Polri untuk diimplementasikan di lingkungan kepolisian dengan tujuan untuk memudahkan dalam memberikan pelayanan kepada masyarakat. Namun berdasarkan data yang diperoleh, animo masyarakat terhadap SKCK Online di Polrestabes Sukabumi masih sangat kecil. Penelitian ini bertujuan untuk mengetahui inovasi dan menganalisis faktor-faktor apa saja yang menghambat penerapan inovasi.  Penelitian ini merupakan penelitian deskriptif kualitatif dengan teknik wawancara dan observasi. Penelitian ini dianalisis dengan melihat komponen-komponen SOP yang meliputi: persyaratan layanan, mekanisme, prosedur, waktu penyelesaian, biaya layanan, produk layanan, penanganan keluhan dan saran, infrastruktur, kompetensi pelaksana, jumlah pelaksana, jaminan layanan.  Hasil penelitian menunjukkan bahwa tidak menunjukkan kesesuaian antara mekanisme dan prosedur pelayanan yang lama, kompetensi pelaksana, dan jumlah pelaksana. Dan faktor penghambat implementasi inovasi masih dipengaruhi oleh ketergantungan yang berlebihan pada kinerja tinggi, teknologi yang tersedia, tetapi terkendala oleh budaya atau organisasi, kurangnya penghargaan atau insentif, ketidak mampuan menghadapi resiko dan perubahan, keterbatasan anggaran dan perencanaan serta dipengaruhi oleh faktor eksternal yaitu pandangan masyarakat. Saran yang diberikan adalah: membuat pembagian tugas dan tugas pada Service Center SKCK agar tidak ada kesan “kerja sambilan” akibat pembagian kerja yang tidak jelas, perlu merekrut pegawai, merubah tampilan print out bukti pendaftaran online oleh pemberian tanggal, memberikan pelatihan khusus kepada seluruh petugas pelaksana SKCK Online, memberikan hadiah kepada petugas pelaksana SKCK Online, membuat loket khusus bagi pengguna SKCK Online, bekerja sama dengan Dispendukcapil, terus melakukan sosialisasi SKCK Online.

Abstract

Dewasa ini masyarakat tidak memiliki alasan untuk tidak menyampaikan aspirasi dan kritiknya terhadap perubahan dan pembuatan kebijakan oleh pemerintah dan lembaga terkait. Penelitian ini ingin mengetahui partisipasi politik sebagai bentuk demokrasi, mengetahui pengaruh petisi online terhadap pembuatan kebijakan dan mengetahui kekuatan petisi online di negara lain. Dengan menggunakan metode penelitian kualitatif analis deskriptif dengan menganalisis kasus kemenangan petisi online untuk penggratisan vaksinisasi Covid-19 dan kekalahan petisi penolakan Omnimbus Law RUU Cipta Kerja. Petisi online sebagai salah satu bentuk partisipasi politik bersifat cukup efektif, tetapi masih harus dibarengi dengan advokasi kebijakan. Indonesia belum memiliki regulasi yang mengatur tentang petisi online sehingga pemerintah tidak memeiliki kewajiban untuk merespon atas tuntutan yang diajukan oleh publik. Jika dibandingkan dengan negara lain seperti Amerika Serikat dan Korea Selatan petisi online sudah diakomodir oleh pemerintah. Maka Pemerintah harus memiliki political will agar lebih aspiratif dan parsitipatif dalam merumuskan Undang-Undang maupun kebijakan publik yang berdasarkan atas kepentingan rakyat karena kedaulatan tertinggi berada ditangan rakyat dan dilaksanakan menurut konstitusi.

Abstract

The purpose of this study is to find out how the state of cash flow in the cash flow statement in the Bekasi City Government during 2018-2020. The Cash Flow Statement is made to find out the movement of cash real money from the beginning of the year to the end of the year, in addition to knowing how much cash is used, and to find out one year of cash operation used for anything. In this study, the research method used is descriptive qualitative with the focus of the object being the Bekasi City Government, especially in the Regional Financial and Asset Management Agency (BPKAD) as the body tasked with managing assets contained in local governments and preparing financial reports. The official website of the Bekasi City Government is the secondary data used in this study. The results of this study showed that overall cash flow growth in 2018-2020 from operating activities, investment activities and financing activities showed that the state of financial performance in the Bkeasi City Government was not good and from the analysis of free cash flow obtained results in 2018-2020 there was a decrease in free cash flow which decreased as the existence of decreased free flow indicated that the Regional Government had financial difficulties.Keywords : operating activities, investment activities and financing activities

Abstract

This study aims to find out how the financial management of BOS funds during the Covid-19 pandemic at Al-Ihsan Baleendah Private MTs. Financial management should receive more attention because if financial management is carried out properly, it will facilitate activities and achieve organizational goals. The theory used in the researcher is Mulyasa's financial management theory which includes (1) Financial Planning, (2) Implementation, and (3) Evaluation. The research method used is descriptive qualitative method. Data collection techniques were carried out by interview, observation and documentation. The data analysis technique used is according to Miles & Huberman which consists of data reduction, data display and drawing conclusions. The results of this study indicate that the management of BOS funds at Al-Ihsan Baleendah Private MTs has been running well and smoothly where in financial planning, the preparation of RKAM at Al-Ihsan Baleendah Private MTs has been in accordance with existing technical instructions. Then in Implementation, the distribution is carried out in two stages or per semester. The use of BOS funds in 2020 has complied with the technical instructions. And at the Evaluation stage, supervision of the management of BOS funds at the Al-Ihsan Baleendah Private MTs in 2020 is carried out by the Madrasah Committee. Meanwhile, the LPJ is evaluated by the Regency Ministry of Religion.

Abstract

Berdasarkan penelitian yang telah dilakukan mengenai efektivitas sistem pemungutan pajak kendaraan bermotor melalui online (E-Samsat) pada PPPD Wilayah Kabupaten Bandung I Rancaekek melalui teori efektivitas dapat disimpulkan bahwa sistem pemungutan pajak kendaraan bermotor melalui online (E-Samsat) ini sudah berjalan cukup baik. Namun berdasarkan teori  efektivitas ada beberapa dimensi yang harus diperbaiki. Dimensi pencapaian tujuan sudah baik karena layanan E-Samsat ini sudah membantu memudahkan masyarakat dalam pembayaran pajak kendaraannya dengan cepat  dan secara garis besar dalam pemungutan pajak kendaraan bermotor melalui online ini cukup meningkat dari tahun 2018 hingga 2021. Dimensi integrasi dalam mengukur kemampuan PPPD Wilayah Kabupaten Bandung I Rancaekek dalam mensosialisasikan E-Samsat ini sudah cukup baik dengan metode penyebaran pamflet, banner, spanduk, media sosial, dan juga bekerja sama dengan Bumdes. Adapun dimensi yang terakhir yaitu adaptasi, untuk dimensi adaptasi ini belum berjalan cukup baik dikarenakan dalam sarana dan prasaranya masih terdapat kekurangan seperti kurangnya fasilitas untuk menunjang kebutuhan dalam pengesahan E-Samsat serta pada aplikasinya masih banyak masyarakat mengalami kendala dalam mengakses sering terjadi tidak ditemukannya nomor kendaraan wajib pajak. Dan belum optimalnya pelayanan dalam E-Samsat ini dikarenakan kurangnya tenaga kerja dalam melayaninya. Based on the research that has been done regarding the effectiveness of the online motor vehicle tax collection system (E-Samsat) at PPPD Wilayah Kabupaten Bandung I Rancaekek through the theory of the effectiveness of online motor vehicle collection (E-Samsat) this has been going well. Based on the theory of effectiveness there are several dimensions that must be improved. The objective dimension is good because this E-Samsat service has helped the community in paying their taxes with large taxes in motor vehicle tax collection through online increasing from 2018 to 2021. The integration dimension in measuring the ability of PPPD Wilayah Kabupaten Bandung I Rancaekek to socialize E-Samsat is already quite good with the deployment method pamphlets, banners, banners, social media, and also in collaboration with Bumdes. The last dimension is adaptation, for this adaptation dimension has not been going well because in the facilities and infrastructure there are still shortcomings such as the lack of facilities to support the need for ratification of E-Samsat and in its application there are still many people who experience problems in accessing it, it often happens that it is not found. there is a taxpayer vehicle. And the service in E-Samsat is not yet optimal because of the lack of manpower to serve it.

Abstract

Regional independence can be seen from the high or low local indigenous income. In doing planning, forecasting is needed as consideration for policy making. For economic development planning, accurate predictions of regional income are needed. Majalengka Regency as one of the districts included in the national legislation program Segitiga Rebana area is projected as the driving force for the economic growth of Java Province Barat. The research method uses secondary data on regional tax revenue receipts of Majalengka Regency obtained from the Central Statistics Agency. Data analysis using time series with models tested including Single Exponential Smoothing, Double Exponential Smoothing, Winters Method Additive, and Winters Method Multiplicative. The study aimed to find the best forecasting methods for receiving local tax incomes. The results indicated the Winters Method Additive is the best forecasting method that can be used to forecast local tax incomes. The Mean Absolute Percentage Error of Winters Method Additive reaches the accurate category with a value of 14% when level is 0.1, trend is 0.2, and seasonal is 0.1.

Abstract

Public Service is a service that must be provided by the government to the community. The service that must be provided is excellent service in accordance with the needs of the community. The most widely received public complaints to the Banten Provincial Representative Ombudsman institution are regarding public services, such as illegal levies, related to PPDB, Illegal Levy on ID cards, issuance of land certificates. In addition, the Ombudsman of the Republic of Indonesia assessed that public services in the regional apparatus work unit (SKPD) within the regional government (Pemda) of Pandeglang Regency from 2018 to 2019 were considered insufficient to meet quality public services. Furthermore, data from the Ministry of State Apparatus Empowerment and Bureaucratic Reform shows that the public service index in Pandeglang Regency in 2018 had an index of 2.81 with category C and increased in 2019 with an index of 3.13 with category B- but still below the value of the national public service index of 3.25. Then, the service index began to increase in 2020 after there was a Public Service Mall inPandeglang Regency. The Purpose of this study is to analyze efforts to improve the quality of public services through the Public Service Mall in Pandeglang Regency This research uses a qualitative descriptive method using interview guidelines, observation, and data analysis. The results of the analysis that has been carried out by the researchers can be seen that in terms of tangible, reliability, responsiveness, assurance and empathy, it can run well followed by positive thoughts from the community and visitors as consumers at the Pandeglang Regency Public Service Mall. However, there is something that the service must improve, which is the estimated time in the service process. Pelayanan Publik merupakan pelayanan yang harus diberikan pemerintah kepada masyarakat. Pelayanan yang harus diberikan merupakan pelayanan prima sesuai dengan kebutuhan masyarakat. pengaduan masyarakat kepada lembaga Ombudsman Perwakilan Provinsi Banten yang paling banyak diterima yaitu mengenai pelayanan publik, seperti pungutan liar, terkait PPDB, Pungutan Liar KTP, Penerbitan sertifikat tanah. Selain itu, Ombudsman Republik Indonesia menilai bahwa pelayanan publik di satuan kerja perangkat daerah (SKPD) di lingkungan pemerintahan daerah (Pemda) Kabupaten Pandeglang pada tahun 2018 sampai tahun 2019 dinilai masih belum cukup memenuhi pelayanan publik yang berkualitas. Selanjutnya data dari Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi menunjukan bahwa Indeks pelayanan publik di Kabupaten Pandeglang pada tahun 2018 mempunyai indeks 2.81 dengan kategori C dan mengalami kenaikan pada tahun 2019 dengan indeks 3.13 dengan kategori B- tetapi masih di bawah nilai indeks pelayanan publik nasional yaitu 3.25. lalu, indeks pelayanan mulai meningkat pada 2020 setelah ada Mal Pelayanan Publik di Kabupaten Pandeglang. Tujuan dari penelitian ini adalah untuk menganalisis upaya peningkatan kualitas pelayanan publik melalui Mal Pelayanan Publik Di Kabupaten Pandeglang Penelitian ini menggunakan metode deskriptif kualitatif dengan menggunakan pedoman wawancara, observasi, dan analisis data. Hasil analisis yang telah dilakukan oleh para peneliti dapat dilihat bahwa dari segi tangible, reliability, responsiveness, assurance dan emphaty dapat berjalan dengan baik diikuti dengan pemikiran positif dari masyarakat dan pengunjung sebagai konsumen di Mal Pelayanan Publik Kabupaten Pandeglang. Namun, ada sesuatu yang harus ditingkatkan oleh layanan, yaitu estimasi waktu dalam proses pelayanan.
