Abstract

This study examines communication strategies, especially the East Kalimantan provincial government, in tourism development during the COVID-19 pandemic. This research aims to be a benchmark for other areas affected by COVID-19. It also adds to a better understanding of the current government, stakeholders, and other tourist enterprises’ communication. Understanding communication's underlying structure is also crucial for gaining a competitive edge in a crisis. The type of research used in this research is qualitative. The data collection in this study was in the form of secondary data taken from literature, thirty online media, and the official website of the East Kalimantan provincial government. Data analysis in this study used NVivo 12 Plus software with crosstab query analysis. The result of this research is that the communication strategy of the East Kalimantan provincial government is relatively good. Proven by implementing a communication strategy based on collaboration between institutions and supported by digital media, building converged communication and providing excellent service. The government also uses a marketing communication strategy. However, another finding is that the role obtained in the implications of technology can be a concern in integrating digital media.

Abstract

This study aims to analyze the implementation of gratification control policies, efforts in gratification control, as well as the supporting and inhibiting factors for the implementation of gratification control. This study uses a qualitative approach with a descriptive research model. The research data were obtained using interview and observation techniques and field studies. The data analysis model used is an interactive data analysis model. Testing the validity of the data is done by testing the reliability and validity of the data. The results showed that the gratification control policy had been implemented with the Gratification Control Unit Team as the implementer of the policy, but the results were not optimal, seen from the four aspects of policy implementation, namely communication, resources, disposition, and bureaucratic structure. Keywords: policy implementation, gratification control, communication, resources, disposition, bureaucratic structure

Abstract

AbstrakTujuan penelitian ini adalah untuk menganalisis dan menyajikan gambaran mengenai pengelolaan sumber daya air di Kabupaten Mahakam Ulu, Provinsi Kalimantan Timur, serta untuk merumuskan rekomendasi yang dapat meningkatkan keberlanjutan pengelolaan sumber daya air di wilayah tersebut. Metode penelitian yang digunakan adalah studi literatur, dengan melakukan pengumpulan data dari berbagai sumber literatur yang relevan, seperti jurnal ilmiah, artikel, laporan pemerintah, dan dokumen resmi terkait. Data yang dikumpulkan kemudian dianalisis dan disintesis untuk mengidentifikasi temuan-temuan kunci mengenai pengelolaan sumber daya air di Kabupaten Mahakam Ulu. Hasil penelitian ini menunjukkan Pemerintah Kabupaten Mahakam Ulu (Mahulu) sedang berupaya keras memastikan pembangunan infrastruktur dan kelembagaan pengelolaan air bersih. Namun, ditemukan juga tantangan-tantangan dalam pengelolaan sumber daya air bersih yang ada, seperti kendala operasional serta keterbatasan anggaran dalam pembangunan jaringan SPAM (Sistem Penyediaan Air Minum) dan penyediaan alat dalam mengoperasikan SPAM.Kata Kunci: SDA, Pengelolaan, lingkungan, SPAM AbstractThe aim of this research is to analyze and present an overview of water resources management in Mahakam Ulu Regency, East Kalimantan Province, as well as to formulate recommendations that can improve the sustainability of water resources management in the region. The research method used is literature study, by collecting data from various relevant literature sources, such as scientific journals, articles, government reports and related official documents. The data collected was then analyzed and synthesized to identify key findings regarding water resources management in Mahakam Ulu Regency. The results of this research show that the Mahakam Ulu (Mahulu) Regency Government is working hard to ensure the development of infrastructure and institutions for clean water management. However, challenges were also found in managing existing clean water resources, such as operational constraints and budget limitations in building SPAM networks and providing equipment to operate SPAM.Keywords: Natural resources, management, environment, SPAM.

Abstract

Pesatnya perkembangan teknologi informasi dan komunikasi telah mendorong pemerintah daerah untuk mengadopsi konsep kota pintar dalam meningkatkan pelayanan publik. Penelitian ini bertujuan untuk menganalisis implementasi Peraturan Wali Kota Samarinda Nomor 79 Tahun 2022 tentang Masterplan Kota Pintar Samarinda Plus. Dengan menggunakan metode deskriptif kualitatif dan model implementasi George C. Edward III (komunikasi, sumber daya, disposisi, dan struktur birokrasi), penelitian ini mengeksplorasi faktor-faktor pendukung dan penghambat. Hasil penelitian menunjukkan bahwa implementasi kebijakan secara umum telah dilaksanakan sesuai dengan ketentuan yang ada. Namun, masih terdapat tantangan, terutama terbatasnya sosialisasi kepada masyarakat dan lemahnya integrasi antar beberapa organisasi perangkat daerah. Penguatan komunikasi, sumber daya, dan kolaborasi antar lembaga diperlukan untuk mengoptimalkan luaran kebijakan

Abstract

This study examines the governance of village assets in Krayan Bahagia Village, Long Ikis District, Paser Regency, East Kalimantan, with a particular focus on the implementation of the Village Asset Management Information System (SIPADES) 2.0 and 3.0. Despite its significant natural resource potential, especially in the plantation sector, the village faces various structural and institutional challenges that hinder optimal asset utilization. Through a qualitative descriptive approach involving document analysis and interviews with key informants, the study identifies several core issues, including limited technical capacity among village officials, low public awareness, weak supervision mechanisms, and the suboptimal use of digital platforms such as SIPADES. The findings reveal that although regulatory frameworks support transparency and accountability, village asset governance remains constrained by human resource limitations, inadequate digital infrastructure, and sociocultural barriers such as the lack of community participation in maintenance activities. This research contributes to the discourse on rural digital transformation by analyzing the intersection of institutional capacity, administrative technology, and participatory governance. It also offers practical policy recommendations, including technical training for village officials, public education on asset stewardship, and the development of an independent supervision system. The study highlights the urgent need for integrated strategies to enhance the effectiveness of village asset governance and ensure its contribution to inclusive and sustainable rural development.

Abstract

AbstractMahakam Ulu is a new Regency that was established independently in 2012 apart from West Kutai Regency. This research aims to determine the impact of technology in government agencies which is a challenge that must be overcome by Mahakam Ulu Regency in implementing Electronic Government in the Personnel and Human Resources Development Agency. The need for the use of e-Gov itself has developed from year to year, the Mahakam Ulu Regency government is required to be able to work hard and be proactive in dealing with current developments with the use of modern technology. This research method uses qualitative research, which is research that describes all research events that occur in the field using literature studies. The research results show that the implementation of e-Gov cannot still be said to be optimal because it is still experiencing delays in adapting to the existing technological conditions at BKPSDM Mahakam Ulu Regency: First, employee performance is always increasing, but on a digital document basis, report documents are still often delayed. Second, human resource factors (disposition) or government officials still have difficulty absorbing updated information related to the implementation of e-Gov, so special guidance is needed to be able to survive with the aim of good governance.Keywords: Government Governance, Electronic Government AbstrakMahakam Ulu merupakan Kabupaten baru yang berdiri sendiri pada tahun 2012 terlepas dari Kabupaten Kutai Barat. Penelitian ini bertujuan mengetahui dampak teknologi di instansi pemerintahan menjadi tantangan yang harus di lalu oleh Kabupten Mahakam Ulu dalam penerapan Electronic Government di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia. Kebutuhan penggunaan e-Gov sendiri mengalami perkembangan dari tahun ke tahun, pemerintah Kabupetan Mahakam Ulu di tuntut untuk bisa berkerja keras dan proaktif dalam menangani perkembangan zaman dengan penggunaan teknologi modern. Metode Penelitian ini menggunakan penelitian kualiatatif merupakan penelitian yang mempaparkan segala peristiwa penelitian yang terjadi di lapangan dengan batuan studi literature. Hasil Penelitian menunjukkan penerpan e-Gov masih belum bisa dikatakan optimal karena masih mengalami keterlambatan penyesuaian dengan kondisi teknologi yang ada di BKPSDM Kabupaten Mahakam Ulu : Pertama, Kinerja pegawai selalu mengalami peningkatan tetapi secara basis digital document masih sering mengalami keterlambatan dokumen laporan. Kedua, Faktor sumber daya manusia (disposisi) ataupun aparat pemerintahnya masih kesulitan menyerap informasi pembaruan terkait penerapan e-Gov sehingga diperlukan bimbingan khusus agar bisa survice dengan tujuan good governece.Kata kunci: Tata Kelola Pemerintahan, Electronic Government
