Abstract

This article attempts to examine the relationship between election malpractice and corruption by focusing on analyzing frauds in the vote counting and recapitulation process in the 2019 Indonesian Election, specifically in the legislative election. This study tries to fill in the gaps in literature that examines electoral malpractice in Indonesia which is seen more at the campaign stage rather than the vote counting and recapitulation stages in which the role of election management body is very central. To analyze this, this study analyses more specifically the involvement of the General Election Commission (KPU) as election organizer in electoral malpractice. Using document analysis and case study method, this study found that the vote recapitulation stage, especially at the district level, is the most prone phase to electoral malpractice where the involvement of the ad-hoc election administrator and candidates’ witness play an important role there.

Abstract

Following the amendment of the 1945 Constitution, Indonesia became one of the countries that adopted presidential government system in which the president is directly elected by the people. The interesting thing that is still hitherto controversial is the limitation of presidential term of office for no more than two periods. Our review of various literatures illustrates that there is no standard exemplar to limit or not to limit the period that must be applied in a country that adheres to presidentialism. Furthermore, if it is associated with democracy, the limitation of presidential period will cause contradiction especially with president’s accountability in which the president is directly elected by the people. Based on this, we conducted a study using qualitative method with historiography approach that aims at knowing how the periodisation of presidential term of office in Indonesia viewed from a democratic perspective. This article argues that the model of presidential period limitation for at maximum two periods must be carried out by adding the length of service to more than five years and requiring an interlude between the first and the second period. The modelling can anticipate the tendency of power abuse by incumbent while maintaining people’s support for the legitimacy of the president.

Abstract

Alur Laut Kepulauan Indonesia ditetapkan dalam tiga pembagian wilayah menghubungkan dua perairan bebas, kapal dan pesawat dari negara lain yang melintas wilayah Indonesia akan melintasi jalur ALKI tersebut. Dalam menjaga keamanan dan kepentingan nasional perlu dilakukan pengawasan dan keamanan yang ekstra. Tanggung jawab keamanan di wilayah ALKI II melibatkan berbagai instansi. Kondisi selama ini pelaksanaan pengamanan wilayah ALKI II belum berada dalam kondisi optimal karena disebabkan oleh beberapa masalah dalam hal ini komunikasi dan koordinasi yang yang sering tidak sinkron antara personel dari instansi berwenang. Untuk mengatasi permasalahan tersebut perlu dibangun sebuah sinergi antar instansi. Sinergi antar instansi memiliki pengaruh yang cukup signifikan dalam meningkatkan keoptimalan pelaksanaan komunikasi yang terjalin antara personel yang berbeda instansi yang sedang melaksanakan tugas mengamankan wilayah ALKI II. Penelitian ini berisi tentang peran sinergi antar instansi dan hal yang berpengaruh serta permasalahan dalam pelaksanaan pengamanan ALKI II. Model penelitian studi kasus dengan pendekatan secara kualitatif deskriptif. Hasil penelitian berkesimpulan sinergi antar instansi memiliki peran penting dan strategis dalam pelaksanaan Operasi Pengamanan ALKI II. Peran sinergi antar instansi memiliki dampak terhadap keberhasilan dari pelaksanaan suatu kegiatan. Sinergi antar instansi juga dapat mendukung pertahanan negara karena mengoptimalkan koordinasi yang dilakukan sehingga strategi pertahanan negara dapat terlaksana dengan baik. Hal ini juga mendukung terjaga dan terlindunginya kedaulatan nasional. Terdapat beberapa hal yang berpengaruh dan permasalahan dalam proses sinergi antar instansi.

Abstract

Deep pluralism is used to describe post-colonial global society. At this point, power, wealth, cultural and political authority are widely distributed in a system that is highly interactive and interdependent. This concept has empirical and normative value for understanding Indonesian foreign policy. Empirically, this concept can help explain that Southern countries are the main drivers in the use of deep pluralism in modern history. While normatively, this concept helps to understand Indonesia's role in consensual and contested forms of deep pluralism. Using system dynamics, this article examines how deep pluralism is applied to Indonesia's foreign policy patterns under the Joko Widodo administration. It concludes that Indonesia has a policy pattern that tends towards a consensual form of deep pluralism in the spirit of raison de system.

Abstract

The Belt and Road Initiative (BRI) reflects Cina's grand ambition to strengthen its economic and geopolitical influence in the strategic Southeast Asian region including Indonesia through investment in transnational infrastructure. Cina sees Indonesia as a vital nation within the worldwide oceanic course due to the country's position that interfaces the Indian Sea and the Pacific Sea through the Strait of Malacca. This investigate employments a expressive subjective approach through different auxiliary sources such as official government reports, research reports, academic articles, sources and news media. The research aims to analyze the various factors behind Cina's motivation in launching BRI in the Southeast Asian region, especially in Indonesia. The knife in this research is the concept of national interest from Donald E. Nuchterlein to analyze more deeply the national interests underlying Cina's implementation of BRI in Indonesia. This study found that Cina's implementation of BRI in the Southeast Asian Region including Indonesia is to reduce dependence on foreign investment, utilize excess production capacity, secure energy supplies, maintain national defense stability, especially in maritime areas such as the South Cina Sea, and create a positive image in the eyes of the world by embracing BRI cooperation partner countries by emphasizing economic, cultural and non-intervention aspects.

Abstract

Krisis diplomatik Qatar terjadi ketika Arab Saudi, UAE, Bahrain dan Mesir memutuskan hubungan diplomatik dengan Qatar pada 2017. Qatar dituduh mendukung terorisme seiring kedekatannya dengan Iran dan organisasi-organisasi teroris di Timur Tengah. Krisis diplomatik itu diikuti pula dengan perang media antara kedua belah pihak. Empat negara tersebut melakukan berbagai propaganda untuk memenangkan opini publik internasional selama berlangsungnya krisis. Qatar yang terancam posisi strategisnya kemudian menggunakan pendekatan diplomasi publik sebagai upaya melawan propaganda tersebut. Artikel ini membahas diplomasi publik Qatar melalui jaringan Al-Jazeera dalam menghadapi krisis diplomatik di Timur Tengah tahun 2017-2019 dengan menggunakan konsep “Tiga Dimensi Diplomasi Publik” dari Joseph S. Nye, yang kemudian dikembangkan oleh Mark Leonard, sebagai kerangka teoritiknya. Pengumpulan data dilakukan melalui investigasi media online dan wawancara. Hasil penelitian menunjukkan bahwa Qatar melalui Al-Jazeera melakukan tiga dimensi diplomatik terkait krisis diplomatiknya dengan empat negara Arab, yakni komunikasi rutin, strategis dan jangka panjang.Qatar's diplomatic crisis broke out when Saudi Arabia, the United Arab Emirates, Bahrain, and Egypt, known as the Arab Quartet, cut their diplomatic ties with Qatar in 2017. The Arab Quartet alleged Qatar of being a supporter of terrorism due to its proximity to Iran and certain terrorist organizations. The termination of diplomatic relations happened along with a media war between the two parties. The four countries carried out propaganda to win international public opinion during the crisis. Qatar, which was threatened, used public diplomacy as a counter-attack. This article employs the concept of three dimensions of public diplomacy by Joseph S. Nye, which was later developed by Mark Leonard, as a theoretical framework. Required data were collected through online media investigation and interviews. Research findings show that all three dimensions of public diplomacy were found in Qatari public diplomacy enforcement through Al-Jazeera related to its diplomatic crisis with the Arab Quartet, namely routine, strategic, and long term communication.

Abstract

This paper examines challenges that Indonesia potentially faces in bridging theory-practice gaps in foreign policy formulation. Using qualitative library research methodology with document analysis based on George's (1993) theoretical framework, the research identifies six key potential challenges: cultural and epistemological divergences between academics and policymakers, language barriers, difficulties in accurately analyzing external actors, limitations of abstract theoretical models, and structural-institutional constraints within Indonesia's knowledge ecosystem. The findings suggest these challenges potentially result in less coherent and more reactive foreign policy decisions. This research contributes to the limited discourse on theory-practice gaps in Indonesian foreign policy studies, offering insights for strengthening evidence-based policy formulation in navigating complex regional dynamics. The paper argues that developing platforms for knowledge exchange, reforming institutional incentives, and strengthening analytical capacity within Indonesia's foreign policy bureaucracy are essential steps forward. Despite recent positive developments in institutional reform, fundamental challenges in epistemic culture and knowledge integration mechanisms still require special attention to enhance Indonesia's strategic positioning in an increasingly complex geopolitical environment.

Abstract

Environmental issues related to the exploitation of an area in the upstream part of the Citarum River Basin by a group of encroachers have resulted in massive environmental damage and impacted the safety of other people living and occupying areas near the Citarum River Basin. This has drawn serious attention from the government, prompting it to take steps to revitalize areas along the Citarum River Basin, from upstream to downstream. This action was taken through Presidential Regulation No. 15 of 2018, as an effort to ensure environmental security and human safety. However, in some areas, this government revitalization policy has drawn cynical responses from some, as it is perceived to only benefit certain parties. This research aims to identify the role of the central and regional governments in guaranteeing the rights of individuals affected by Presidential Regulation No. 15 of 2018. This research utilizes several theories and concepts, including the UNDP's concept of human security, as well as supporting theories such as the securitization theory of Buzan, Waever, and Wilde, and the environmental security theory of Bryant and Bailey, as well as Peterson and Lay. The research method used in this study is descriptive with a qualitative approach. Data collection techniques used were observation, in-depth interviews, and documentation studies. The results of the study indicate the involvement of several actors, including government officials, namely sub-district heads and village heads, who have granted permits to investors for land use and management in the upstream Citarum Watershed area of ​​Tarumajaya Village. This is intended to improve the economic well-being of Tarumajaya Village residents, Kertasari District. This also includes government-planned efforts to relocate residents to more suitable locations.
