Abstract

Penelitian ini merupakan perwujudan dari kepedulian terhadap kinerja Aparatur Sipil Negara atau yang sering dikenal dengan sebutan ASN. Penulis memandang bahwa ASN masih belum sepenuhnya berkinerja baik, hal tersebut tentunya dilatar belakangi oleh beberapa faktor mulai dari kehadiran, keluar masuk kantor pada jam kerja tanpa adanya kepentingan pekerjaan, pulang disaat jam kantor belum selesai, ketidak telitian saat bekerja dan berbagai kebiasaan kerja yang kurang baik yang akhirnya menjadi sebuah budaya kerja yang buruk. Untuk mengatasi hal tersebut maka perlu adanya perbaikan dengan cara peningkatan kinerja ASN dan perubahan pada budaya kerja ASN supaya tercipta kinerja yang baik sehingga melahirkan lingkungan kerja yang sehat, pemerintah dapat menerapkan sistem merit dalam peningkatan kinerja ASN dimana hal tersebut sesuai dengan apa yang tercantum dalam Undang-Undang No.20 Tahun 2023  Tentang Aparatur Sipil Negara yang dimana salah satu didalamnya mencakup penguatan pengawasan. Penelitian ini menggunakan metode hukum normatif yang dilakukan dengan meneliti data sekunder berupa bahan-bahan primer, sekunder dan tersier. Pada pembahasan kali ini akan membatasi sebuah penelitian dengan pendekatan deskriptif, sehingga hanya memaparkan tentang kinerja, faktor-faktor kinerja, Manfaat penilaian kinerja, pengukuran kinerja, indikator kinerja, serta peningkatan kinerja melalui sistem merit berkaitan dengan penerapan Undang-Undang No.20 Tahun 2023 Tentang ASN.

Abstract

Digital development brings both positive and negative impacts. One of the negative consequences of this transformation is the increasing prevalence of criminal activities in the digital realm. This study aims to examine criminal regulatory policies related to cybercrime in Indonesia, particularly those that pose a threat to national sovereignty. The research method employed is normative juridical, using secondary data sources.The findings indicate that criminal law, as a branch of legal science, bears the responsibility of adapting to societal changes—especially in safeguarding citizens, as this is closely linked to state sovereignty. Cybercrime has emerged as a widely discussed issue in both academic and non-academic contexts. These crimes disrupt the security of individuals and threaten national sovereignty, as seen in incidents such as the hijacking of Indonesian citizens’ personal data.The study concludes that more technical regulations are required for addressing cybercrimes committed beyond the territory of the Unitary State of the Republic of Indonesia. One proposed solution is the adoption of a “police-to-police” cooperation framework. This approach is expected to serve as an alternative for the government to respond more effectively to such issues, thereby facilitating the development of laws that are both efficient and effective

Abstract

This community service program was carried out to strengthen the economic independence of former inmates from the Ciamis Class IIB Correctional Facility by developing small businesses based on spinach-processed products. The program emphasized two main aspects: improving packaging quality with modern and marketable designs, and enhancing marketing strategies through digital platforms. The mentoring process was conducted gradually, starting with technical training in product processing, hands-on practice in designing hygienic and attractive packaging, and the application of promotional strategies using social media and online marketplaces. The outcomes revealed noticeable improvements in participants’ capacity to manage small businesses, particularly in producing market-ready packaging and promoting products through digital channels to reach wider consumers. Beyond the economic benefits, the program also fostered greater self-confidence, independence, and contributed to the social reintegration process of former inmates into the community.
