Abstract

This study aims to evaluate the Brantas Buta Baca Al-Qur'an Program at Class IIA Banceuy Bandung Penitentiary, which is designed to increase religious awareness and develop the personality of prisoners. This study uses a qualitative method with an observation approach, document study, and in-depth interviews with the Head of Binadik, Bimkemaswat staff, two mentors from prisoners, and two prisoners. The background of this study focuses on the low participation of prisoners in the coaching program, most of whom come from criminal backgrounds such as theft, corruption, narcotics, and murder, as well as minimal understanding of religion. The findings of the study indicate that this program, although supported by a strong legal basis and adequate facilities, still faces obstacles such as low participation of prisoners, limited teaching staff, and age challenges in the learning process. Nevertheless, this program has succeeded in increasing the ability to read the Qur'an and religious awareness among participating prisoners. Suggestions for increasing the effectiveness of the program include increasing prisoner motivation through socialization, adding teaching staff, and special approaches for elderly prisoners. With these steps, it is hoped that this program can be more effective in achieving its goals, namely to foster prisoners to have better personalities and be ready to return to society with a deeper understanding of religion. Abstract

This article discusses the strategy for improving the quality of visiting services at the Gunungsitoli Class IIB Correctional Institution. Visiting services are the right of prisoners, but in fulfilling them, there are still things that make people less satisfied, such as officer behavior, infrastructure, long service times, and procedures that are not yet understood. This research uses a qualitative method with a case study approach, where data is collected through interviews, observation, and documentation. This research uses the NVIVO 14 tool, which involves data, data processing, use of search commands, frequency calculations, and further analysis. The analysis was conducted using service quality improvement strategies, namely structure development strategies, development strategies and simplification of procedure systems, infrastructure development strategies, culture and culture development strategies, and entrepreneurship development strategies. The results of the study indicate that it is necessary to develop in the visiting service section both infrastructure, such as chairs and technological tools; creativity and service innovation; the behavior or attitude of officers in providing services; simplifying the procedure system; and training that should be followed by officers to improve the services provided because then service delivery will be better and more developed. Abstract

This study aims to evaluate the implementation of educational programs for juvenile inmates (Andikpas) at the Class II Special Child Development Institute (LPKA) in Bandar Lampung. The educational program at LPKA includes both formal and non-formal education designed to meet the educational rights of children in conflict with the law (ABH). The method used is descriptive qualitative research, with data collected through interviews, observations, and documentation. The results indicate that the participation rate of Andikpas in educational programs is still low, with less than 15% of children attending formal education. The Special Child Correctional Institution (LPKA) plays a crucial role in providing education to children involved in the criminal justice system. The educational programs at LPKA are specifically designed to meet the educational needs and developmental requirements of children of varying ages and levels of need. The main objective is to help these children acquire the knowledge, skills, and understanding necessary for self-improvement and building a better future. Overall, education at LPKA aims not only to provide knowledge and skills but also to help children understand and address the problems they may face, preparing them to reintegrate into society as better and more productive members. The main challenges include a lack of qualified educators, inadequate educational facilities, and low motivation among Andikpas. This research suggests the need for improvements in educational facilities, the provision of qualified teaching staff, and increased support from families and communities to enhance the effectiveness of the educational programs. Abstract

Climate change is a critical issue that is constantly discussed in numerous international forums, particularly considering its wide-impact and cross-sectoral nature. Every aspect of real life, especially the environment, is impacted by this global phenomenon, hence the need for real solutions from various groups. Public administration scientists saw this as a problem that must be solved through several literature studies conducted. This research method will use a systematic mapping study using the Taylor and Francis Group database that has been determined. The results of this study with 3 actors combined with collaborative governance show that government actors focus on domestic and foreign policies adopted by emphasizing the collaboration between government agencies that can be done. Meanwhile, the private sector has a unique contribution where they implement a circular economy and mutual cooperation determined by the principle of humanism and remain humane by helping the community. Meanwhile, community actors emphasize the existence of local knowledge and community capacity as knowledge resources in climate change adaptation. This research shows the interplay among actors in climate change mitigation and encourages future researchers to provide a connection to decision-making. Current trends suggest that the public and private aspects of climate change mitigation currently lack synergy, with each of the key governance actors working separately to mitigate climate change.

Abstract

This study aims to analyze the implementation of the FMD Program (Physical, Mental, and Discipline Development) as part of capacity building at the Class IIA Yogyakarta Detention Center. The FMD Program is intended to enhance employee discipline, work enthusiasm, and team cohesion. However, the findings reveal unequal participation, a predominance of recreational activities, and a limited impact on improving employee discipline. This research employs a qualitative descriptive method using the Collaborative Governance Regime (CGR) approach, which includes four dimensions: system dynamics, principled engagement, shared motivation, and capacity for joint action. The study's results indicate that the FMD Program has not been fully adaptive to environmental changes, lacks formal and systematic evaluation, and shows weak internalization of discipline values among employees. Although the program is supported by budget and facilities, the absence of regulatory instruments—such as implementation guidelines and technical instructions—has led to a lack of clear and measurable direction in its execution.A reformulation of the FMD concept is necessary to shift its orientation beyond recreation and toward fostering sustainable behavioral change among staff.
