Abstract

Since 2020, Indonesian Ministry of Religious Affairs commits to build the integrity zone in all its work units. Universitas Islam Negeri Maulana Malik Ibrahim Malang has been pointed to be the pilot project of The Integrity Zone Establishment in 2020 under the Ministry of Religious Affairs’ supervision. The emerged problem is that there is no Minimum Service Standard (MSS) as the requirement of integrity zone made by rector. This is a juridical-empirical study by applying qualitative approach. The primary data were from interview and Focus Group Discussion with structural team and academic staff who are directly involved in services in the said university. The FGD results reveal that the MSS is made based on The Organization and Work Procedures of UIN Malang, and that it is related to services in Tri Dharma both academic and non-academic. The MSS of UIN Malang must refer to Permen PAN-RB No. 10 of 2019 on the amendment to Permen PAN-RB No. 52 of 2014 concerning The Guidelines to Establish an Integrity Zone towards a Corruption Free Area and a Clean and Serving Bureaucratic Area in a Government Institution. The service regulation is also made based on international standard ISO 37001: 2016 as an anti-bribery management system that is able to provide access for complaint on bribery. This article is expected to be the policy reference for services in the State Religious Higher Education in Indonesia which follows the service standard of the integrity zone and international standard so they can lessen the corruption and collusion in the serving process.

Abstract

The Non-Fungible Token (NFT) is one form of trade utilising crypto assets as a medium of exchange. This system has proven effective in assisting creators in protecting both their economic and moral rights. However, the existence of Regulation of the Minister of Finance No. 68/PMK.03/2022 concerning Value Added Tax and Income Tax on Cryptocurrency Trading does not adequately address the phenomenon of NFT trading. This raises an intriguing issue regarding the formulation of tax collection for NFTs as digital assets that can be traded and serve as a source of state revenue. This study employs  a socio-legal approach with qualitative methods. Based on an analysis of legislation, the theory of justice, and tax collection theory, three alternative models for regulating income tax and VAT on NFTs in Indonesia are proposed. The first model suggests specific regulation in the form of a Minister of Finance Regulation. The second model recommends classifying NFT trading platforms as Permanent Establishments (PE). The third model advocates for the application of tax treaties to prevent double taxation. This study is expected to contribute to the development of NFT taxation regulations in Indonesia.

Abstract

The implementation of character education at SMP Islam Terpadu As Salam Malang is guided by the school’s vision and mission: to be Qur’anic, excellent, and globally oriented. This study aims to describe the underlying concept of character education at the school, explain the strategies used in its implementation, and analyze the resulting outcomes. Utilizing a qualitative descriptive approach with a case study design, data were collected through interviews, observation, and documentation. The data were analyzed using the Miles, Huberman, and Saldana model, encompassing data condensation, data display, and conclusion drawing. Findings reveal that character education at SMP IT As Salam Malang is aligned with its vision and mission and is operationalized through three flagship programs: the Tahfidz Program, the Literacy Program, and the Pancasila Student Profile Strengthening Project (P5). Implementation strategies include comprehension, habituation, and role modeling. In the Tahfidz Program, these strategies are manifested through memorization, review (muraja’ah), and repetition (ziyadah). The Literacy Program incorporates daily reading of Sirah Nabawiyah and a “One Book One Week” initiative, supported by literacy logs and student recognition. The P5 Program emphasizes socialization of values and active student engagement in projects related to entrepreneurship, technology, and local wisdom. Outcomes indicate that the Tahfidz Program fosters discipline, responsibility, consistency (istiqamah), and Qur’an-inspired noble character; the Literacy Program promotes moral internalization through prophetic examples; and the P5 Program enhances cooperation, creativity, independence, and responsibility. These findings affirm that character education at SMP IT As Salam Malang is effectively integrated into daily school life through contextually relevant and spiritually grounded strategies.
