Abstract

Employee performance is a critical determinant of public service quality, particularly within government institutions. This study examines (a) the effect of job placement on employee performance and (b) the effect of work experience on employee performance at the Population and Civil Registration Office of Pangkep Regency. Using a quantitative approach, data were collected from 47 civil servants selected through saturated sampling. Questionnaires served as the primary data collection tool, and the data were analyzed with SPSS 25 using descriptive statistics, instrument testing, classical assumption tests, multiple linear regression, and hypothesis testing. The results show that job placement does not have a significant positive impact on employee performance, suggesting that proper placement alone is insufficient to enhance outcomes. Conversely, work experience exerts a significant positive influence, indicating that accumulated knowledge and practical expertise contribute to improved employee performance in service delivery. These findings highlight the importance of organizational strategies that strengthen employee experience through training and continuous professional development to enhance public sector service quality.

Abstract

This study examines the influence of employee seniority and loyalty on job promotion at the Trade and Industry Service of Gowa Regency. The research is motivated by the importance of fair and transparent promotion systems in public organizations, where both seniority and loyalty are often considered as decisive factors. Employing a quantitative research design, data were collected through structured questionnaires distributed to all 39 employees of the Trade and Industry Service using a saturated sampling technique. The data were analyzed with multiple linear regression supported by SPSS version 30, and the validity and reliability of instruments were tested prior to hypothesis examination. The results demonstrate that seniority has a positive and significant effect on job promotion, as indicated by the t-count value of 3.188, which exceeds the t-table value of 1.686, with a significance level of 0.003. Similarly, employee loyalty shows a positive and significant effect on job promotion with a t-count of 3.151 and the same significance value of 0.003. Furthermore, simultaneous testing confirms that both variables jointly influence job promotion, with an R² value of 0.328, suggesting that 32.8% of the variance in job promotion is explained by seniority and loyalty, while 67.2% is affected by other factors. These findings imply that organizations should design promotion policies that balance seniority, loyalty, and competency to ensure fairness and improve employee motivation.

Abstract

This study investigates the influence of leadership and organizational culture on employee work effectiveness at the Gowa Regency SAMSAT Office, Indonesia. Human resources are considered the most strategic asset in public service institutions, where leadership and organizational culture are two critical determinants of performance. A quantitative research design was employed using a saturated sampling technique, with the entire population of 43 employees selected as respondents. Data were collected through structured questionnaires, observations, and documentation, and analyzed using multiple linear regression with the SPSS 27 software. The validity and reliability tests confirmed that the research instruments met the required standards. The results revealed that leadership had a positive and significant effect on employee work effectiveness (β = 0.187; p = 0.025), indicating that effective leadership styles enhance employee productivity, communication, and discipline. Similarly, organizational culture also demonstrated a positive and significant effect on employee work effectiveness (β = 0.211; p = 0.038), suggesting that a supportive and collaborative culture fosters motivation, commitment, and efficiency in task completion. Together, these variables accounted for a substantial proportion of the variance in employee work effectiveness. The findings imply that strengthening leadership quality and embedding a constructive organizational culture are strategic priorities to improve service quality and operational efficiency in public sector institutions. This research contributes to the literature on public administration and human resource management by highlighting the integrated role of leadership and culture in enhancing work effectiveness within government service organizations.
