Abstract

Conceptually, policies of environmental decentralization aims to environmental conditions will be better. But the reality since the enactment of Act No. 22 of 1999 (now replaced by Act No. 32 of 2004) environmental damage tends to increase. This study aims to find a model appropriate legal policy in environmental management. The method used depart from the doctrinal legal research, which is reviewing all legal product both at national and local levels Lampung related to environmental management. As a complement to use socio-legal method. The results of this research show that the legal policy of decentralization is not reflecting the ecosystem approach, among other because of the strong interest of the sector, the domination of economic interests, and the weakness of good governance. The ideal legal policy model is to combines aspects of democratization and the sustainability of ecosystems. This model is implemented in the division of authority, institutional capacity of the environment and interregional cooperation

Abstract

Problems in this activity are: 1) Lack of knowledge or information received by society about Law of Domestic Violence; 2) Lack of legal understanding of the community about the content of the Law on Domestic Violence; 3) There is still violence in the household, which is not discovered. Problem solving is done by means of legal communication. Legal communication is the process of conveying messages in accordance with the law that the contents of a rule of law, with the aim of creating mutual understanding or understanding of the law, resulting in either a change of mind, attitude and behavior of recipients, without any coercion from outside. The results of the activities showed an increase understanding and knowledge of citizens related to the rules / laws governing the elimination of domestic violence, which was originally to have knowledge of the value of 55.25, after the project is implemented have knowledge of the value of 74.75. This kind of activity needs to be done for the future, to continuously provide understanding and knowledge related to the rules of community life.

Abstract

One of the objectives of transmigration is to move people from one area to another in the context of population distribution and development. Transmigration participants will be given residential land and business land. The promised land for business often needs to be clarified or still has the status of forest land. Transmigrants are still facing the problem of obtaining business land so horizontal and vertical land disputes are often found in the province of Lampung. This study aims: first, to analyze government policies in resolving land status disputes in transmigration villages in Lampung Province. The type of research used is normative empirical with a statutory approach. Legal materials required by legislation, documents, and library materials. The data obtained were analyzed using qualitative methods. The results of the study show that the Government's Policy in Settlement of Transmigration Village Land Status Disputes in Lampung Province, especially in the Purwotani village area which is included in Register 40 Gedongwani is carried out through a community empowerment program in the form of a social forestry program which is in line with Presidential Regulation 88 of 2017 concerning the Settlement of Land Tenure in Forest Areas. The legal implication is that transmigrants do not get land ownership rights as business land but only use forest land (social forestry). It is recommended to the government considering that transmigrants control land business first then the determination of the Gedongwani Register 40 forest area, the government should release the forest area by changing the forest area boundaries and give it to transmigrants with land ownership rights, and not limited to social forestry.

Abstract

For now, Bandar Lampung City already has Green Open Space (RTH) but it is still insufficient as explained in the RTRW Regional Regulation where public RTH must have an area of at least 20% of the Bandar Lampung City area. Although there is already an RTH in Bandar Lampung City, until now the RTH in Bandar Lampung City has not changed much, even there are many RTH that have been converted into housing or buildings. The purpose of this study is to analyze the policy of providing Green Open Space (RTH) by the Bandar Lampung City Government and evaluate the factors that cause RTH in Bandar Lampung City to be unfulfilled. This study used normative and empirical research. The data used are primary data and secondary data with data collection techniques, namely literature studies and field studies through interviews. The result of this study is that the policy of providing RTH in Bandar Lampung City has been regulated in the Spatial Planning Law and Regional Spatial Plan (RTRW) of Bandar Lampung City which in the regulation requires the number of RTH to be 30%, namely 20% public and 10% private. The unfulfilled RTH in Bandar Lampung City is due to the absence of good collaboration between the Bandar Lampung City Government, related parties, and the community, changing regulations and regulations, land use change and massive concrete infrastructure development in Bandar Lampung City. The efforts made by the Bandar Lampung City Government in fulfilling the provision of RTH are to maintain and maintain the availability of RTH that is still owned, establish mangrove forests as RTH, make RTH along coastal boundaries, river borders, and along roads, and the Government also requires related parties when there is a housing / building construction must provide 10% RTH of the development land area

Abstract

Penelitian ini bertujuan untuk mengetahui dan menganalisa pengaruh Sarana Prasarana Terhadap Efektivitas Kerja Karyawan Pada PT.  UPC Sidrap Bayu Energi (pembangkit listrik tenaga angin) Kabupaten Sidrap . Adapun metode pengumpulan data yang digunakan dalam penelitian ini yaitu dengan observasi, kuesioner dan dokumentasi. Populasi dan sampel yang digunakan dalam penelitian ini sebanyak 34 responden. metode analisis data yang digunakan adalah analisis regresi linear sederhana yang diolah dengan menggunakan bantuan SPSS versi 29.Hasil penelitian menunjukkan bahwa berdasarkan hasil uji t yang telah dilakukan pada variabel Sarana Prasarana (X) terhadap Efektivitas Kerja Karyawan (Y) diperoleh nilai t hitung > t tabel atau 5.438 > 1,691. Selain itu diketahui bahwa nilai signifikan dari X terhadap Y adalah 0,00 < 0,05. Kesimpulan dari penelitian ini menunjukkan bahwa variabel Sarana Prasarana berpengaruh positif dan signifikan terhadap Efektivitas Kerja Karyawan pada PT. UPC Sidrap Bayu Energi (pembangkit listrik tenaga angin) kabupaten Sidrap. Kata Kunci : Sarana Prasarana, Efektivitas Kerja Karyawan

Abstract

Pengelolaan Limbah FABA pada kegiatan pembangkitan PLTU merupakan salah satu instrumen penting dalam substansi pengaturan UUCK. Penelitian ini bertujuan guna mengamati pola pemanfataan Limbah FABA setelah perubahan status menjadi Limbah non-B3 pada kegiatan pembangkitan PLTU Batubara. Penelitian dilakukan pada PLTU Tarahan sebagai unit pembangkit listrik berbahan primer batubara sepanjang bulan Maret sampai April 2022. Penelitian menggunakan metode kulatitatif dengan pendekatan socio-legal. Hasil penelitian menemukan terdapat perubahan pola penyimpanan, pemanfaatan, dan penimbunan Limbah FABA PLTU Tarahan. Hasil penelitian menunjukan perubahan jangka waktu penyimpanan menjadi 3 tahun setelah dihasilkan dari sebelumnya 365 hari menyebabkan penurunan frekuensi penimbunan Limbah FABA (pengangkutan dari Ash Disposal Area menuju Landfill). Kegiatan pemanfaatan Limbah FABA yang tidak lagi sepenuhnya menjadi kewajiban Penghasil memungkinka efisiensi biaya operasional PLTU Tarahan sampai dengan Rp. 2.450.000,00/hari, serta mendorong Kelompok Orang dan UMKM setempat untuk ikut berperan serta dalam pemanfaatan Limbah FABA. Dari total 100-110 FABA yang dihasilkan PLTU Tarahan dalam setiap harinya, 60% (58-68 ton/hari) diantaranya belum termanfaatkan sebagai material/bahan baku bernilai ekonomi.

Abstract

This study aims to analyze the effect of supervisor support and work balance on employees' personal lives at PT Bank Tabungan Negara (BTN) Makassar Syariah Branch Office. The research method used is quantitative with a descriptive approach. The population in this study were all employees of PT Bank BTN Syariah Makassar, with saturated sampling technique involving the entire population of 51 people. Data were collected through questionnaires distributed to respondents and analyzed using statistical tests. The results showed that there is a positive and significant relationship between supervisor support and employees' personal lives, which means that the higher the support provided by the supervisor, the better the employees' personal lives. In addition, work balance also has a significant effect on employees' personal lives, indicating that a balance between work and personal life can improve employees' overall well-being. Thus, company management is advised to increase support to employees and create policies that support work balance in order to improve the quality of personal life and overall employee performance.

Abstract

Participative leadership has an important role in improving employee motivation and performance, especially in government organizations. This study aims to analyze the effect of participative leadership on employee motivation and performance at the Regional Research and Development Planning Agency (Bappeda) of Wakatobi Regency. In addition, this study also examines whether motivation acts as a mediating variable in the relationship between participative leadership and employee performance. This study used a quantitative approach with a survey method. Data were collected through questionnaires distributed to employees of Bappeda Wakatobi Regency and analyzed using multiple linear regression techniques and mediation analysis. The results showed that participative leadership has a positive and significant effect on employee motivation. In addition, participative leadership also has a direct effect on employee performance. Employee motivation is proven to have a mediating role in the relationship between participative leadership and employee performance. This finding indicates that effective implementation of participative leadership can increase employee motivation, which in turn contributes to improving their performance. Therefore, government organizations need to implement more participative leadership strategies to create a more collaborative and productive work environment.

Abstract

The purpose of this study is to determine the Role of Government in Developing the Competence of SME sectors in Galesong Selatan District, Takalar Regency. This type of research is descriptive research with a qualitative approach. The data processed are the results of interviews conducted with 5 informants, namely the Head of Government, Head of Economics, Wholesale Figures, Craftsmen, Street Vendors. The data collection methods used in this study are observation, interviews and documentation.The results of the study are that the Government plays an active role in developing the competence of SME sectors in South Galesong District through product innovation training, development of SME (small medium enterprise) training. This program aims to improve skills, competitiveness, and marketing of local products, so that MSMEs can contribute more to the regional economy.

Abstract

This study investigates the influence of leadership and organizational culture on employee work effectiveness at the Gowa Regency SAMSAT Office, Indonesia. Human resources are considered the most strategic asset in public service institutions, where leadership and organizational culture are two critical determinants of performance. A quantitative research design was employed using a saturated sampling technique, with the entire population of 43 employees selected as respondents. Data were collected through structured questionnaires, observations, and documentation, and analyzed using multiple linear regression with the SPSS 27 software. The validity and reliability tests confirmed that the research instruments met the required standards. The results revealed that leadership had a positive and significant effect on employee work effectiveness (β = 0.187; p = 0.025), indicating that effective leadership styles enhance employee productivity, communication, and discipline. Similarly, organizational culture also demonstrated a positive and significant effect on employee work effectiveness (β = 0.211; p = 0.038), suggesting that a supportive and collaborative culture fosters motivation, commitment, and efficiency in task completion. Together, these variables accounted for a substantial proportion of the variance in employee work effectiveness. The findings imply that strengthening leadership quality and embedding a constructive organizational culture are strategic priorities to improve service quality and operational efficiency in public sector institutions. This research contributes to the literature on public administration and human resource management by highlighting the integrated role of leadership and culture in enhancing work effectiveness within government service organizations.
