Abstract

Penelitian tentang program pemberdayaan masyarakat di wilayah Kelurahan Sungai Andai Kota Banjarmasin ini bertujuan untuk mengidentifikasi program pemberdayaan yang telah ada, selanjutnya program tersebut akan di evaluasi untuk menentukan bentuk program yang memberikan dampak positif terhadap peningkatan kesejahteraan keluarga. Metode yang digunakan dalam penelitian ini dengan teknik wawancara mendalam kepada pihak kelurahan dan masyarakat yang menjadi target program tersebut kenudian data di analisis dengan menggunakan Teknik Miles dan Huberman. Hasil penelitian menunjukkan bahwa ada beberapa program pemberdayaan yang sudah dilaksanakan di kelurahan Sungai Andai yaitu pembuatan telur asin, pembuatan kue kering, menyablon, menjahit, menyulam, membordir dan proses pengemasan makanan. Program-program tersebut ada yang berasal dari pihak Disperindag kota Banjarmasin dan juga dari dana kelurahan yang dialokasikan khusus untuk program pemberdayaan. Berdasarkan informasi program-program tersebut belum sepenuhnya berdampak langsung pada peningkatan kesejahteraan masyarakat, karena ada program yang selesai pelaksanaan pelatihan tidak dapat ditindaklanjuti oleh masyarakat secara mandiri disebabkan kendala pada pembiayaan. Penelitian ini menyarankan agar pihak kelurahan dapat melakukan monitoring dan evaluasi pada program pemberdayaan yang telah ada serta melakukan pendampingan setelah pelatihan agar kendala-kendala yang muncul dalam proses selanjutnya bisa diatasi dengan cepat. Abstract

ABSTRACT This research on community empowerment programs in Sungai Andai Kelurahan, Banjarmasin City aims to identify existing empowerment programs, then these programs will be evaluated to determine the form of programs that have a positive impact on improving family welfare. The method used in this study was the in-depth interview technique with the sub-district and community who were the target of the program. Then the data were analyzed using the Miles and Huberman technique. The results showed that there are several empowerment programs that have been implemented in Sungai Andai village, namely making salted eggs, making pastries, printing, sewing, embroidering, embroidering and food packaging processes. Some of these programs come from the Department of Industry and Trade of the city of Banjarmasin and also from village funds allocated specifically for empowerment programs. Based on information, these programs have not fully had a direct impact on improving the welfare of the community, because there are programs that have completed the implementation of training that cannot be followed up by the community independently due to constraints on financing. This research suggests that the kelurahan monitor and evaluate existing empowerment programs and provide assistance after training so that obstacles that arise in the next process can be resolved quickly. Abstract

Regional tax is one of the main in state revenues. With the existence of regional autonomy, members of the government are strong for autonomous regions, namely being able to organize and manage their own households. Local governments need to maximize the potential of local taxes. This research use qualitative method with qualitative descriptive type. Indicator Based From Tax implementation such as SISMIOP Maintenance data base, Mass print simulation, bulk print, Submission of SPPT and DHKP PBB, billing, payment and evaluation meeting, So the Results at BP2RD departure point can be concluded Good Enough Against Admissions PAD. Supported by the local government, sufficient budget and facilities. And the State Civil Apparatus, lack of socialization and public awareness as an inhibiting factor. This research recommends the BP2RD office of Barito Kuala District to be more active in registering and socializing the Land and Building Tax to the public so that the public is aware of paying land and building taxes.

Abstract

This study aims to describe theEffectiveness of Using Village Funds on Village Development in Salat BaruVillage and Babai Village in Karau Kuala District from 2017 budget year. This research method uses a qualitative research approach with a qualitative descriptive research type. Data collection techniques used were observation, interviews, and documentation studies. Data analysis techniques are through the stages of data reduction, data presentation, and drawing conclusions/verification. The results founded that using of the Village Fund by the Salat  Baru village governments or Babai village governments was still quite effective for village society when viewed from the implementation and needs of the village society because all the development programs implemented are opinions or idea from the village society. But , its can said still less effective when viewed from the implementation of the Village Minister's Regulation on the priority of using the Village Fund because in determining the goals and objectives of the use of the Village Fund only focused on physical development or village infrastructure development

Abstract

This research aims to evaluate PAMSIMAS program activities in Purwosari II Village. The method used is qualitative with descriptive research type. Data sources come from several sources, namely, primary data sources, namely the results of interviews with 10 informants and observations; second, secondary data taken from collecting documents, news, books, research reports, and articles. The results of PAMSIMAS research in Purwosari II Village seen from the criteria of equity, responsiveness and accuracy are quite good. Meanwhile, the criteria for effectiveness, efficiency and adequacy are still not good. The inhibiting factors in evaluating PAMSIMAS in Purwosari II Village are the socio-economic conditions of the community, lack of socialization about PAMSIMAS to the community, and PAMSIMAS raw materials using river water. The suggestions in this research are (1) For people who have economic problems, it is hoped that the village government can use village funds to help by eliminating payment of half the installation costs so that poor people can also enjoy the PAMSIMAS flow; (2) Socialization or dissemination of information about PAMSIMAS is being intensified again, both through electronic media and other means. Home visits must also be carried out evenly so that people who have not been touched or do not know and understand PAMSIMAS will know and understand better; (3) In the future, we hope that the village and PAMSIMAS managers will provide a water source for PAMSIMAS other than river water, for example from wells. The condition of the river water is uncertain and has acid levels and a taste that is too bland, making PAMSIMAS water unfit for drinking.

Abstract

Technology transformation in the smart city concept begins with the implementation of policy transfer to local governments. Wonogiri Regency is one of the districts that implement smart city policy transfer from the central smart city policy. So it is necessary to analyse regional strategies in implementing smart cities. Regional smart city strategy analysis is an analysis carried out to assess the strengths weaknesses opportunities and threats in order to get a picture of the capacity and capability of the region in implementing smart city development programmes. This research aims to analyse the smart city development strategy of Wonogiri Regency. With the regional strategy analysis, Wonogiri Regency can map the right programme according to the dimensions of smart city. So that the implementation of this smart city can run smoothly in accordance with the goals of the Indonesian smart city movement. This study took a locus in Wonogiri Regency, which has a sufficient SPBE index and was chosen to be one of the implementers of the Indonesian smart city movement. Researchers used qualitative methods to analyse the strengths, weaknesses, opportunities and threats of Wonogiri Regency to develop appropriate strategies for these conditions. Researchers found that the smart city strategy is combined with other strategies to solve the problems of the Wonogiri community. The smart city action plan is formed from action plans for smart governance, smart environment, smart society; smart living; smart economy, and smart branding. The action plan must adjust to the strategy formed. The focus of the Action Plan from Wonogiri Regency is to provide integrated services ranging from data to applications.

Abstract

Penelitian ini bertujuan untuk mengetahui Efektivitas Pelayanan Kesehatan Lanjut Usia di Puskesmas Banjarmasin Indah pada Masa Pandemi COVID-19 dengan studi kasus Posyandu Lansia Melati dan hambatan-hambatan yang terjadi pada pelaksanaannya.Metode penelitian yang digunakan adalah kualitatif deskriptif untuk dapat mendeskripsikan dan menggambarkan efektivitas dari Pelayanan Kesehatan Lanjut Usia melalui Posyandu Lansia Melati pada Masa Pandemi COVID-19 melalui fakta saat pelaksanaan di lapangan yang akurat. Sumber data yang digunakan terdiri dari data primer yaitu observasi dan wawancara lalu data sekunder berupa buku, jurnal, peraturan dan data lokasi penelitian. Teknik analisa data yang digunakan dari Miles dan Huberman (Sugiyono, 2018) yaitu reduksi data, penyajian data dan penarikan kesimpulan.Hasil penelitian terkait Pelayanan Kesehatan Lanjut Usia melalui Posyandu Lansia Melati pada Masa Pandemi COVID-19 diukur menggunakan teori Duncan dalam Steers (1985) yang terdiri dari tiga indikator yaitu pencapaian tujuan, integrasi dan adaptasi mendapatkan hasil dan pembahasan bahwa kegiatan Posyandu Lansia Melati cukup efektif namun dalam praktiknya belum optimal. Hal tersebut dapat dilihat bahwa dari sistem 5 meja, hampir seluruh kegiatan sudah efektif sesuai indikator efektivitas menurut Duncan kecuali pelayanan di meja tiga yakni pemeriksaan laboratorium sederhana yang dari segi pencapaian tujuan dan integrasinya masih kurang efektif karena keterbatasannya alat/stick pemeriksaan menyebabkan pelaksanaannya tidak menentu dan sasaran targetnya tidak merata. Selain pemeriksaan laboratorium sederhana, pemeriksaan status mental lansia juga belum dilaksanakan secara optimal namun untuk pelayanan di meja dua sendiri sudah cukup efektif. Faktor-faktor yang menghambat pelayanan kesehatan lanjut usia melalui Posyandu Lansia Melati pada masa pandemi COVID-19 ini terbagi dua yaitu hambatan internal yang terdiri dari: 1) Kurangnya SDM yang menguasai dan 2) Sarana dan prasarana yang terbatas, untuk hambatan eksternal terdiri dari: 1) Kunjungan lansia yang tidak tetap dan 2) Kurangnya koordinasi antar instansi. Lalu saran untuk dapat meningkatkan efektivitas pelayanan kesehatan lanjut usia melalui Posyandu Lansia Melati pada masa pandemi COVID-19 ini adalah meningkatkan komunikasi antar kader; mengadakan iuran agar posyandu lansia memiliki dana mandiri; memberikan sosialisasi bagi warga sekitar terkait posyandu lansia; dan meningkatkan koordinasi antar instansi yang menaungi posyandu lansia.Kata Kunci: Efektivitas, Lansia, Posyandu Lansia

Abstract

The public demand for effective and efficient public services continues to grow over time, especially in the 21st century. Through the digitization of public services, also known as e-government, it is believed that these demands can be addressed, although criticisms remain regarding its implementation. The concept of citizen-centric service, which focuses on citizen-centered governance, could be a response to these criticisms. This research analyzes the implementation of e-government through a citizen-centric service approach. Using a literature review and content analysis methods, the author will examine various sources such as books, journals, articles, and so forth, supplemented by several relevant case studies aligned with the research topic. The research findings highlight the importance of the citizen-centric service approach, and this approach can serve as an optimal solution in creating inclusive and representative public policies. The conclusion of this study emphasizes that implementing e-government through a citizen-centric service approach not only has a positive impact but also broadens public participation. Furthermore, it is crucial to continuously improve digital infrastructure and digital literacy to support the more effective implementation of e-government.

Abstract

Fire is a disaster and its frequency is increasing every year. Seeing this, it is very important to know the spatial distribution of hotspots to determine the potential for fires in each area. Based on this, it is necessary to conduct research with the title "Spatial Distribution of Hotspots Using S-NPP VIIRS for Early Detection of Potential Fires". This research includes the type of descriptive research. The population in the study were all hotspots in Banjar Regency, South Kalimantan Province. Hotspots were taken from the results of the S-NPP VIIRS satellite imagery recording from 2012-2021. The number of samples is equal to the number of populations. The data analysis technique uses nearest neighbor analysis and descriptive analysis which is processed using Arc GIS software. The research results show that fires occur during the dry season, namely in July, August, September and October. Spatial distribution of hotspots from the results of S-NPP VIIRS satellite imagery based on the accuracy of the most confidence level in July, August, September and October. If the spatial distribution of hotspots is known, it can be used as an early detection effort. Early detection is carried out as an effort to prevent and control fires with a greater negative impact. In addition, with the existence of an early warning system, the community is better prepared to deal with fires so that the negative impacts that may arise due to fires can be minimized, including loss of life and property.

Abstract

This study looks at how the Community-Based Total Sanitation (CBTS) Program is being used in Purwosari II Village, Tamban Sub-district, Barito Kuala Regency, to find effective ways to change the community’s hygiene habits and enhance public health. The program aims to improve sanitation and health through five key pillars. However, challenges in changing hygienic behavior remain significant in practice. The methodology used is a qualitative approach, with data collection techniques including observation, interviews, documentation, and focus group discussions (FGD). A SWOT analysis was conducted to identify internal and external factors affecting the program’s implementation. The results show that although sanitation facilities such as communal toilets have been built, their distribution is uneven, and some people still maintain unhygienic behavior. Factors influencing such behavior include poorly developed policies, a lack of specialized CBTS cadres, and the community's reliance on government physical assistance. Based on these findings, suggested strategies include strengthening written policies, improving inter-sectoral coordination, and empowering the community through training and triggering healthy behaviors at the community level. It is hoped that these measures will make the CBTS program in Purwosari II Village more effective in creating behavior change and sustainably improving public health.
