Abstract

Peningkatan kualitas pelayanan perpustakaan umum merupakan suatu kegiatan yang berkelanjutan dilaksanakan untuk mempertahankan kelangsungan hidup organisasi tersebut. Penelitian ini bertujuan untuk mengidentifikasi, mendeskripsikan dan menganalisis proses peningkatan kualitas pelayanan Perpustakaan Umum Kota Kediri melalui pendekatan sistem lunak (soft system). Dalam proses peningkatan kualitas pelayanan perpustakaan tersebut, menyangkut permasalahan yang berkaitan dengan manjemen pelayanan dan penilaian pemustaka terhadap layanan perpustakaan. Maka, dalam proses peningkatan pelayanan perpustakaan umum, diperlukan suatu pengkajian yang mendalam terhadap masalah (problem) yang terjadi dalam organisasi tersebut melalui pendekatan sistem lunak. Hasil dari penelitian ini, permasalahan muncul dari manjemen pelayanan perpustakaan umum kota kediri, meliputi: jumlah tenaga atau staf dan pustakawan kurang memadai, terkendala pada anggaran sehingga banyak program pelayanan tidak berjalan, penggunaan sistem manual pada layanan sirkulasi menyebabkan pengelola kesulitan untuk memberikan informasi tentang ketersediaan buku, beberapa fasilitas kurang efektif dan tidak dimanfaatkan oleh pengunjung, dan tidak terpenuhinya kebutuhan pemustaka. Sehingga, salah satu rekomendasi dalam peningkatan kualitas pelayanan perpustakaan umum adalah penerapan model LSQ (Library Service Quality).Kata Kunci: Metodologi sistem lunak, Peningkatan kualitas pelayanan, Perpustakaan umum

Abstract

This research was carried out with the aim of describing the implementation of the policy of implementing limited face-to-face learning during the pandemic and knowing the factors that influence the implementation of limited face-to-face meetings at SDIT Cendekia Banjarbaru. The research method uses a qualitative descriptive approach. Data collection techniques were obtained by using virtual interviews through google meet and document analysis. The data from this research were then analyzed through several qualitative descriptive techniques which included reduction, display and verification. The results showed that carrying out limited face-to-face learning at SDIT Cendekia Banjarbaru required some preparation in the form of socialization to the Parents and Teachers Gathering Forum, adjusting learning services, and paying attention to the completeness of the facilities and infrastructure needed during limited face-to-face meetings. In addition, there are factors that influence the readiness of the school to meet the needs of various facilities and infrastructure to support the implementation of limited face-to-face learing and the socialization of the school to parents of students through FSOG regarding the approval of the implementation of limited face-to-face learning.

Abstract

Banjarbaru city government's efforts to improve the development of tourist destinations by enacting Banjarbaru City Regional Regulation Number 3 of 2019 concerning the 2019-2034 Regional Tourism Development Master Plan. However, the implementation of the tourist destination development plan has not been fully achieved. The existence of gaps or gaps in the implementation of the development of tourist destinations, especially Kampung Sayur  tourism in Banjarbaru City, is influenced by resource factors which include human resources and facility resources, so the needs of tourist destinations have not been fulfilled. Namely attractions, accessibility, facilities and additional services. This study aims to determine the gaps in policy implementation in the development of Kampung Sayur thematic tourism in Banjarbaru City. This research method uses a qualitative approach. The collection technique was carried out through observation in Kampung Sayur and interviews with several informants, including: (1) employees of the Department of Youth, Sports, Culture and Tourism of Banjarbaru City; (2) the Head of Agriculture and Plantation Service of Central Ulin Village. The results of the study stated that the development of Kampung Sayur tourism in the North Ulin District had not been carried out. This is influenced by several inhibiting factors, including the absence of Kampung Sayur tourism center, the absence of vacant land owned by the government village for infrastructure development as a means of supporting tourists, the absence of public transportation access, and the absence of Tourism Awareness Group (POKDARWIS).

Abstract

Pemberdayaan masyarakat berbasis eco-green merupakan upaya mengembangkan kemandirian dan kesejahteraan masyarakat dengan meningkatkan pengetahuan, sikap, keterampilan, perilaku, kemampuan, kesadaran, serta memanfaatkan sumber daya melalui penetapan kebijakan, program, kegiatan, dan pendampingan yang sesuai dengan esensi masalah dan prioritas kebutuhan masyarakat, yakni dengan memperhatikan aspek ramah lingkungan. Secara spesifik program utama adalah pembuatan pupuk kompos dari limbah dapur. Adapun tujuan dari kegiatan ini adalah mitra memahami urgensi kemandirian dalam pengelolaan lingkungan, mitra memiliki keterampilan dalam mengolah sampah organik menjadi pupuk kompos, dan masalah penumpukan sampah di area perumahan teratasi. Metode yang digunakan untuk mencapai target kegiatan yaitu dengan sosialisasi urgensi pemberdayaan masyarakat berbasis eco-green dan pelatihan pembuatan pupuk kompos dari limbah dapur. Berdasarkan kegiatan pengabdian masyarakat yang telah dilakukan pada hari Sabtu tanggal 23 Juli 2022, maka ketercapaian sasaran yang diperoleh adalah sasaran mengalami peningkatan dalam pemahaman urgensi pemberdayaan masyarakat berbasis eco-green, sasaran mengalami peningkatan dalam pengetahuan pengolahan sampah rumah tangga yang tepat, sasaran mengalami peningkatan dalam pengetahuan jenis-jenis sampah, dan sasaran mengalami peningkatan dalam pengetahuan pengolahan sampah rumah tangga menjadi pupuk kompos. Hal ini ditunjukkan melalui hasil evaluasi kegiatan dengan pengisian kuesioner, setelah proses pelaksanaan sosialisasi menunjukkan bahwa 93% mitra yang hadir telah memahami dan mengetahui tentang makna pemberdayaan masyarakat yang ramah lingkungan, sedangkan 100% mitra telah mengetahui tentang cara mengelola limbah organik yang dihasilkan rumah tangga dengan tepat, dan ada 93% mitra mengetahui alat dan bahan apa saja yang harus dipersiapkan untuk proses pengomposan. Ecogreen-based community empowerment is an effort to develop community self-sufficiency and welfare by increasing knowledge, attitudes, skills, behavior, abilities, awareness, and use of resources through the establishment of policies, programs, activities, and assistance that follow the nature of the problem and the priority needs of the community, namely taking into account environmental aspects. Specifically, the main program is the production of compost from kitchen waste. The aim of this activity is that the partners understand the urgency of independence in environmental management, that the partners have skills in processing organic waste into compost, and that the problem of waste accumulation in residential areas is solved. The method used to achieve the activity's objective is through the socialization of the urgency of eco-green-based community empowerment and training on making compost from kitchen waste. Based on the community service activities held on Saturday, 23 July 2022, the achievement targets achieved is that the targets have increased the understanding of the urgency of eco-green-based community empowerment, the targets have increased the knowledge of proper household waste processing, the targets have increased the knowledge of types - types of waste, and the targets have increased the knowledge of processing household waste into compost. This is shown by the results of the evaluation of the activities by filling in questionnaires. After the socialization process, it was shown that 93% of the partner present understood and knew the meaning of environmentally friendly community empowerment. In comparison, 100% of the partners knew how to manage organic waste produced by households properly, and 93% of the partners knew what tools and materials should be used for the composting process.

Abstract

Mitra kegiatan ini adalah kelompok tani Karang Taruna Tunas Muda  di Jalan Sukamara Kampung Baru RT 04 RW 02 Kelurahan Landasan Ulin Utara Kecamatan Liang Anggang Kota Banjarbaru. Program ini berdasarkan analisis situasi dan permaslahan mitra yaitu belumnya adanya kelompok atau komunitas yang fokus mengelola wisata kampung sayur, serta kurangnya pengetahuan dan pemahaman dalam mengelola destinasi wisata, hal ini dikarenakan kelompok tani lebih dominan meningkatkan pengetahuan dalam produktifitas hasil pertanian. Solusi atas permasalahan mitra adalah peningkatan pengetahuan dalam pengelolaan wisata edukasi Kampung Sayur LAURA dan pelatihan penyusunan rancangan model wisata edukasi Kampung Sayur LAURA. Konsolidasi atau penguatan peran pada kelompok tani bertujuan untuk mendorong atau memotivasi kelompok tersebut bersinergi dengan kelompok karangtaruna, Kelurahan setempat dalam membentuk wisata edukasi Kampung Sayur. Target dari kegiatan ini adalah mitra memahami konsep wisata edukasi serta melaksanakan tahapan-tahapan tata kelola pembentukan wisata edukasi Kampung Sayur LAURA. Metode yang digunakan untuk mencapai target kegiatan yaitu dengan sosialisasi konsep pengembangan wisata edukasi dan pelatihan menyusun rancangan model pembentukan wisata edukasi Kampung Sayur LAURA. Adapun hasil dari kegiatan pengabdian ini meliputi pertama, mitra terdorong untuk membuat rancangan model tata kelola wisata edukasi kampung sayur; kedua, mitra sudah menentukan lokasi yang akan menjadi spotlite wisata edukasi kampung sayur; ketiga, mitra berusaha untuk melakukan kerjasama ke berbagai pihak untuk mendapatkan sumber pendanaan Kata Kunci: Wisata, Edukasi, Kampung Sayur, LAURA.

Abstract

The SAMSAT Martapura Regional Revenue Service Unit has carried out a service innovation program in the form of Warung SAMSORELAM as a solution to solving public problems in the form of public demands that there is not enough time to pay motor vehicle tax during working hours. The aim of this research is to determine Warung SAMSORELAM Service Innovation, as well as supporting and inhibiting factors for Warung SAMSORELAM Service Innovation. A descriptive qualitative approach was employed as the research methodology in this study. The research focus is based on innovation theory according to Rogers with indicators namely relative advantage, compatibility, complexity, triability and observability. The results of the research show that Warung SAMSORELAM's service innovation for motor vehicle tax payments has gone well. Relative advantage can be seen from the time the service is carried out outside working hours. Compatibility is seen only in the form of mobile Samsat cars and there are no café facilities. Complexity shows that there is no complexity in the implementation process. Triability can be seen from the positive response from the community. Observability can be seen from the ease of observing both the procedures and service mechanisms which are not complicated and the requirements are easy for the community to fulfill. The supporting factors for Warung SAMSORELAM's service innovation are strategic location and additional service time outside working hours. Meanwhile, the inhibiting factors for Warung SAMSORELAM's service innovation are that the network can be disrupted and the facilities are inadequate.

Abstract

The public demand for effective and efficient public services continues to grow over time, especially in the 21st century. Through the digitization of public services, also known as e-government, it is believed that these demands can be addressed, although criticisms remain regarding its implementation. The concept of citizen-centric service, which focuses on citizen-centered governance, could be a response to these criticisms. This research analyzes the implementation of e-government through a citizen-centric service approach. Using a literature review and content analysis methods, the author will examine various sources such as books, journals, articles, and so forth, supplemented by several relevant case studies aligned with the research topic. The research findings highlight the importance of the citizen-centric service approach, and this approach can serve as an optimal solution in creating inclusive and representative public policies. The conclusion of this study emphasizes that implementing e-government through a citizen-centric service approach not only has a positive impact but also broadens public participation. Furthermore, it is crucial to continuously improve digital infrastructure and digital literacy to support the more effective implementation of e-government.

Abstract

Improving the community's economy is an achievement and one of the government's successful efforts in implementing development. Neighborhood associations have a role in enhancing the community's economy, so the role of Neighborhood Associations is vital in regional development. Communities are empowered because community members work together to improve development through their participation. Therefore, the Banjarbaru City Government, through the independent neighborhood program, provides space for the community to participate in economic empowerment. The policy is contained in the Banjarbaru City Regional Government's Medium-Term Development Plan 2021-2026. One of the objectives of the Independent Neighborhood Program is to build micro, small, and medium enterprises at the neighborhood level to grow Banjarbaru's micro, small, and medium enterprises. Funding assistance in the Independent Neighborhood program amounted to seventy-five million rupiah (Rp. 75,000,000) for each neighborhood association. This policy has been running since 2022 by providing business capital funding assistance to citizens of Banjarbaru City with a selection system for each sub-district to get a quota of three POKMAS (community groups). The research conducted used a qualitative approach. The research location was in Banjarbaru City. The data was collected through structured interviews, observations, and document studies published by the Banjarbaru City government. The conclusion is that the independent neighborhood program is one of the efforts of the Banjarbaru city government to mobilize and empower the community's economy through development activities. The program's goal is to improve the welfare of community groups and make the community more independent in their economy and able to contribute to development activities in their area. Community participation in this program is essential; most community groups are still at the implementation stage and can not be used for development activities. The program's success is that all stakeholders actively participate in the independent neighborhood program

Abstract

The number of Women with Socioeconomic Vulnerability (WRSE) in South Kalimantan Province is still quite high, so an empowerment program was implemented by the Social Rehabilitation Center for the Disadvantaged in Social Barakat Cangkal Bacari (PRSTS BCB) aimed at increasing their independence. The purpose of this study was to analyze the WRSE empowerment process, as well as to determine the supporting and inhibiting factors in the empowerment. This study used a descriptive qualitative approach. Data were collected through observation, interviews conducted with 12 informants for 4 months, and documentation. Furthermore, the data were analyzed using the empowerment theory of The Three Principal Outcome-Focused Goals of Helping. The results showed that WRSE empowerment had gone well and met three empowerment indicators, namely: Life-enhancing outcomes for the client seen from socialization; selection and identification; assessment approach; and business capital assistance. Learning how to help oneself seen from skills guidance, entrepreneurship, and internship placement. Developing a prevention mentality seen from mental, social and religious guidance. The supporting factors for the program include 1) a mentality that does not give up easily, 2) professional instructors, 3) effective handling methods, 4) support from the family. Meanwhile, the inhibiting factors include: 1) limited budget, 2) limited human resources, 3) minimal information at the sub-district/village level, 4) lack of self-confidence, and 5) difficulty in accessing capital. Recommendations for further research are to explore the impact of empowerment on ex-clients.

Abstract

Pengelolaan Kampung Sayur di Kelurahan Landasan Ulin Utara, Kota Banjarbaru, merupakan upaya penting dalam pengembangan destinasi wisata berbasis ekowisata yang dapat meningkatkan perekonomian lokal serta melestarikan lingkungan. Namun, pengelolaan yang belum optimal menjadi tantangan utama dalam memaksimalkan potensi Kampung Sayur sebagai objek wisata. Pengabdian masyarakat ini bertujuan untuk memperkuat kelembagaan Karang Taruna Tunas Muda dalam rangka pengelolaan wisata edukasi Kampung Sayur yang berkelanjutan. Metode yang diterapkan dalam pengabdian ini meliputi sosialisasi dan pelatihan kepada anggota Karang Taruna untuk meningkatkan kapasitas manajerial, perencanaan wisata, serta keterlibatan masyarakat setempat. Hasil dari pengabdian ini menunjukkan adanya peningkatan pemahaman anggota Karang Taruna mengenai konsep ekowisata dan pengelolaan wisata berbasis komunitas. Karang Taruna juga berhasil menyusun rencana aksi pengelolaan wisata dan mengembangkan berbagai program edukasi serta sosialisasi melalui media sosial. Meskipun demikian, masih terdapat tantangan terkait pengelolaan infrastruktur dan pemasaran yang perlu perhatian lebih lanjut. Hasil pengabdian ini memberikan kontribusi penting dalam membangun fondasi yang kuat untuk pengelolaan Kampung Sayur sebagai destinasi wisata yang berkelanjutan dan mampu memberikan manfaat ekonomi serta sosial bagi masyarakat setempat
