Penelitian tentang program pemberdayaan masyarakat di wilayah Kelurahan Sungai Andai Kota Banjarmasin ini bertujuan untuk mengidentifikasi program pemberdayaan yang telah ada, selanjutnya program tersebut akan di evaluasi untuk menentukan bentuk program yang memberikan dampak positif terhadap peningkatan kesejahteraan keluarga. Metode yang digunakan dalam penelitian ini dengan teknik wawancara mendalam kepada pihak kelurahan dan masyarakat yang menjadi target program tersebut kenudian data di analisis dengan menggunakan Teknik Miles dan Huberman. Hasil penelitian menunjukkan bahwa ada beberapa program pemberdayaan yang sudah dilaksanakan di kelurahan Sungai Andai yaitu pembuatan telur asin, pembuatan kue kering, menyablon, menjahit, menyulam, membordir dan proses pengemasan makanan. Program-program tersebut ada yang berasal dari pihak Disperindag kota Banjarmasin dan juga dari dana kelurahan yang dialokasikan khusus untuk program pemberdayaan. Berdasarkan informasi program-program tersebut belum sepenuhnya berdampak langsung pada peningkatan kesejahteraan masyarakat, karena ada program yang selesai pelaksanaan pelatihan tidak dapat ditindaklanjuti oleh masyarakat secara mandiri disebabkan kendala pada pembiayaan. Penelitian ini menyarankan agar pihak kelurahan dapat melakukan monitoring dan evaluasi pada program pemberdayaan yang telah ada serta melakukan pendampingan setelah pelatihan agar kendala-kendala yang muncul dalam proses selanjutnya bisa diatasi dengan cepat. In a democratic country, it certainly puts forward the principles of democracy. In this time, the tourism industry in Indonesia has great potential in the Indonesian economy. Along with its development, government policies in developing tourism destinations that have the potential to increase foreign exchange are expected to be sustainable development. Especially in terms of the environment where the concept of ecocracy itself is a form of recognition of nature. In this article use literature studies. The results obtained are addressing all government policies relating to the tourism sector without disrupting existing ecosystems. So that there needs to be steps that must be carried out by the government and there needs to be steps that must be taken for businesses in the tourism industry. Without harming people's rights around the tourism destination that will be developed.

The village fund policy is implemented to improve infrastructure development, community development and empowerment towards a prosperous village. However, the management of village funds did not meet expectations, due to lack of community participation in supervision. The purpose of this study is to analyze the mismanagement of village funds using a policy evaluation perspective. This research emphasizes the approach qualitative- evaluative, to explain the phenomena found in the field. This study found that mismanagement of village fund was not only caused by weak supervision and low human resources but also caused by the dominant, undemocratic and oligarchic aspects of leadership which had implications for the powerlessness of village actors in managing village funds in accordance with procedures, accountability, and transparency. Moreover, the formulation stage of the policy on the use of village funds is only a formality so that the power of the leader (the Village Head) cannot be implemented in the ethics of public administration and good governance.

ABSTRACT This research on community empowerment programs in Sungai Andai Kelurahan, Banjarmasin City aims to identify existing empowerment programs, then these programs will be evaluated to determine the form of programs that have a positive impact on improving family welfare. The method used in this study was the in-depth interview technique with the sub-district and community who were the target of the program. Then the data were analyzed using the Miles and Huberman technique. The results showed that there are several empowerment programs that have been implemented in Sungai Andai village, namely making salted eggs, making pastries, printing, sewing, embroidering, embroidering and food packaging processes. Some of these programs come from the Department of Industry and Trade of the city of Banjarmasin and also from village funds allocated specifically for empowerment programs. Based on information, these programs have not fully had a direct impact on improving the welfare of the community, because there are programs that have completed the implementation of training that cannot be followed up by the community independently due to constraints on financing. This research suggests that the kelurahan monitor and evaluate existing empowerment programs and provide assistance after training so that obstacles that arise in the next process can be resolved quickly. Regional tax is one of the main in state revenues. With the existence of regional autonomy, members of the government are strong for autonomous regions, namely being able to organize and manage their own households. Local governments need to maximize the potential of local taxes. This research use qualitative method with qualitative descriptive type. Indicator Based From Tax implementation such as SISMIOP Maintenance data base, Mass print simulation, bulk print, Submission of SPPT and DHKP PBB, billing, payment and evaluation meeting, So the Results at BP2RD departure point can be concluded Good Enough Against Admissions PAD. Supported by the local government, sufficient budget and facilities. And the State Civil Apparatus, lack of socialization and public awareness as an inhibiting factor. This research recommends the BP2RD office of Barito Kuala District to be more active in registering and socializing the Land and Building Tax to the public so that the public is aware of paying land and building taxes.

Tujuan penelitian untuk: 1.Mengetahui implementasi program sembako di Kelurahan Alalak Utara Kecamatan Banjarmasin Utara. 2.Mengetahui faktor pendorong dan penghambat implementasi program Sembako di Kelurahan Alalak Utara Kecamatan Banjarmasin Utara. Hasil penelitian menunjukkan bahwa implementasi program Sembako di Kelurahan Alalak Utara Kecamatan Banjarmasin Utara dengan memfokuskan pada lima mekanisme pelaksanaan program yaitu persiapan, sosialisasi & edukasi program, registrasi & distribusi KKS dalam program, penyaluran dana bantuan untuk menjadi sembako dan pemanfaatan dana bantuan untuk pembelian sembako. Program Sembako di implementasikan secara kontinu atau berkelanjutan setiap bulannya.Kata Kunci: Implementasi Kebijakan, Bantuan Sosial Pangan, Program Sembako

The purpose of this research was to measure the Quality of Marriage-Based Services for Marriage Coverages Based on the Palui Application in Sungai Andai Village, Banjarmasin Society still considers services related to making Marriage Certificate is very slow due to the lack of public awareness of digital world insights. In this study the authors used a qualitative method, to get the information done through the interview. Collection of field facts notes using the method of observation-documentation, and analysis of data. The main focus in this paper is the quality of service delivery procedures for marriage attendants measured and analyzed with a qualitative descriptive approach and using 5 service quality indicators according to Zeithaml, namely: Tangibles, Reliability, Responsiveness, Assurance and Emphathy. The results showed that the quality of public services in Sungai Andai Banjarmasin Village has run quite well even though there are still residents who are not satisfied with the quality of service. Based on the processing of marriage registration services based on the Palui Applications in Sungai Andai Banjarmasin, measured by 5 indicators of service quality, there are factors influencing the quality of service of marriage attendant records covering 3 supporting factors, namely (1) work experience as supporting expertise (2) work motivation for employees enthusiasm and diligence, and (3) awareness of serving the community so as to educate well. While the inhibiting factors, namely (1) the problem of the speed of internet access Palui which makes the process slow (2) lack of public awareness of insight in the digital age (3) lack of information for the community, and (4) lack of socialization regarding a marriage certificate.

Food Estate adalah program nasional milik Presiden Joko Widodo yang dicanangkan salah satunya di Kalimantan Tengah tepatnya di Kabupaten Kapuas, Pulang Pisau, dan Gunung Mas. Program ini mirip dengan program PLG pada jaman Presiden Soeharto tetapi mengalami kegagalan akibat kurangnya perhatian terhadap aspek teknis, lingkungan, sosial, ekonomi, dan budaya setempat. Lalu, apakah program Food Estate ini belajar dari kegagalan program PLG karena berbenturan dengan sistem sosio-kultural masyarakat setempat? Pertanyaan mendasar inilah yang menjadi inspirasi penelitian tentang Implementasi Kebijakan Program Food Estate dengan lokus di Desa Bahaur Tengah Kecamatan Kahayan Kuala Kabupaten Pulang Pisau. Penelitian ini menggunakan pandangan kunstruktivisme karena mengandalkan sebanyak mungkin pandangan partisipan tentang situasi yang sedang terjadi. Instrumen utamanya adalah peneliti sendiri yang turun ke lapangan berinteraksi dengan masyarakat setempat.Hasil penelitian menunjukkan bahwa program Food Estate ternyata mengulangi kesalahan program PLG Orde Baru. Aspek-aspek sosial, budaya, teknis, ekonomi, dan kelembagaan ekonomi setempat terabaikan. Hal tersebut disebabkan program Food Estate bersifat sentralistik, tidak memberi ruang bagi masyarakat, khususnya para petani yang lebih memahami kondisi lokal untuk memberikan saran dan masukan guna perbaikan program. Untuk itu disarankan agar pemerintah melakukan perubahan kebijakan, khususnya dalam implementasi kebijakan untuk lebih adaptif dengan kondisi lokal.

Salah satu wujud dari perkembangan e-government adalah hadirnya aplikasi TTE Kemenag untuk menyederhanakan birokrasi yang ada pada Kanwil Kementerian Agama Provinsi Jawa Timur, khususnya ketika mengajukan dokumen pengadaan Pegawai Pemerintah dengan Perjanjian Kerja (PPPK). Pelaksanaan penelitian ini memiliki tujuan untuk menganalisa dan mendeskripsikan implementasi kebijakan e-government di Kanwil Kemenag Provinsi Jawa Timur. Pendekatan penelitian menggunakan deskriptif kualitatif dengan observasi, wawancara, dokumentasi, dan studi kepustakaan sebagai teknik dalam mengumpulkan data. Berdasarkan hasil dan pembahasan pada penelitian diketahui bahwa implementasi e-government melalui aplikasi TTE Kemenag dalam proses pengajuan dokumen pengadaan PPPK untuk dilakukan pengesahan jika ditinjau dari teori Edward III yang meliputi faktor komunikasi, disposisi, dan struktur birokrasi telah terimplementasi dengan sangat baik meskipun pada faktor sumber daya masih disertai permasalahan kinerja dari para pegawai yang belum optimal serta kendala jaringan internet. Guna menyikapi permasalahan tersebut, pihak terkait harus memberikan optimalisasi pada jaringan internet, mengadakan monitoring, dan membuat pamflet informasi tentang penggunaan aplikasi TTE Kemenag.
