Abstract

Abstrak - Sumatera Selatan tercatat sebagai Provinsi yang zero conflict. Dalam hal ini, zero conflict mengacu pada kondisi damai yaitu belum ditemukan adanya konflik bernuansa SARA (Suku, Agama, Ras, dan Antar golongan) di Sumatera Selatan. Sejauh ini, Sumatera Selatan belum pernah mengalami konflik bernuansa agama. Penelitian ini bertujuan untuk menganalisis strategi pemerintah Sumatera Selatan dalam pencegahan konflik bernuansa agama. Penelitian ini menggunakan pendekatan kualitatif. Untuk teknik pengumpulan data, peneliti melakukan prosedur wawancara, observasi, dan dokumentasi. Adapun teori dan konsep yang digunakan dalam penelitian ini diantaranya yaitu: teori strategi, teori damai, teori konflik, konsep pencegahan konflik, konsep Conflict early Warning and Early Response System (CEWERS), serta konsep pertahanan negara. Hasil dari penelitian ini menunjukkan bahwa: (1) Sumatera Selatan masih berada pada level damai negatif. (2) Strategi yang digunakan pemerintah daerah Sumatera Selatan dalam pencegahan konflik bernuansa agama yaitu melalui tiga tahap: pertama, menjadikan zero conflict sebagai tujuan (ends); kedua, menggunakan teknologi dan pemberdayaan sumber daya manusia sebagai sarana dan prasarana untuk mencapai tujuan (means); dan ketiga, menggunakan UU Penanganan Konflik Sosial No.7 Tahun 2012 dan Peraturan Bersama Menteri Dalam Negeri dan Menteri Agama No. 9 dan No. 8 Tahun 2006 sebagai acuan untuk melakukan sosialisasi bahaya terorisme dan radikalisme, optimalisasi peran lembaga keagamaan, meningkatkan sinergitas antar lembaga, serta meningkatkan kesigapan dalam menghadapi konflik yang berpotensi pada perpecahan umat sebagai cara (ways) untuk mencapai tujuan. Pada akhirnya, pemerintah Sumatera Selatan harus mampu meningkatkan kondisi masyarakat Sumatera Selatan agar tercipta damai positif.Kata Kunci: Strategi, Pencegahan Konflik, Konflik SARA, Konflik Bernuansa Agama, Zero Conflict Abstract - South Sumatra has known as a zero conflict Province. In this case, zero conflict refers to the conditions of peace where there is no ethnic-religious-racial-and inter-group conflict in South Sumatra. Thus far, South Abstract - Sumatra has never experienced religious-related conflict. This research aims to explain about the strategy of the South Sumatra regional government in prevention of religious-related conflict. Formulation of all arguments, facts, and theoretical framework on this research is guided by qualitative explanation methods. For data collection techniques, researcher conducts interview procedures, observations and documentation related to the topic. This reasearch theoretically has built with strategy theory, peace theory, conflict theory, conflict prevention concept, Conflict early Warning and Early Response System (CEWERS) Concept, and the concept of national defense.This result shows that: (1) South Sumatra is still at a level of negative peace. (2) The strategy used by the South Sumatra regional government in preventing religious-related conflict was through three stages: ends, means, and ways. First, establish zero conflict as goal (ends); second, using technology and empowering human resources as facilities and infrastructure to achieve goals (means); and third, using Social Conflict Management Act number 7 of 2012 and Joint Regulation of Minister of Home Affairs and Minister of Religion Number 9 and 8 of 2006 as a reference to socialize the dangers of terrorism and radicalism, optimizing the role of religious institutions and to increase synergy between institutions as ways to achieve goals. At the end, the goverment of South Sumatra must be able to improve the condition of the South Sumatra society in order to create positive peace.  Keywords: Strategy, Conflict Prevention, Ethnic-Religious-Racial- and Inter Group Conflict, Religious-Related Conflict, Zero Conflict

Abstract

This article aims to explain the objectives to be achieved by China related to the assistance give to the Philippines and the response that the Philippines should have done in responding. This paper used the literature study method with a descriptive approach. As for the findings of this paper, related to the theory of diplomacy and international lobbying, assistance provided by China to the Philippines is a tool used to achieve China's own interests and will have an influence on subsequent policy makers regarding maritime conflicts between China and the Philippines. Steps that needed to be taken by the Philippines are to maintain diplomatic relations with China, especially in the economic field because the Philippines economy is strongly supported by China and also strengthen its territorial defense and increase Philippine intelligence activities.

Abstract

The implementation of the policy is not just discussing the problem of implementing the decision, but further the implementation of the policy discusses the actualization step which is more interactive between the government and the community. Disaster preparedness is one of the important concerns in non-natural preparedness, namely minimizing the risk of technological failure on ships. Oftentimes news of ship accidents occur because of technological failures and the unreadiness of personnel to provide facilities in the ship production process. The purpose of this study is to examine the implementation of PT DRU's preparedness in dealing with disaster risks. In general, PT DRU has not yet collaborated with various disaster agencies to anticipate the occurrence of major disaster risks. The responsiveness of PT DRU through HSE as a unit that handles disaster preparedness on an internal basis shows the organization's lack of progress in increasing the capacity of personnel and completeness of safety facilities. In the organizational unit it shows that HSE was formed when PT DRU was established because of the importance of disaster risk management units by optimizing disaster preparedness through training.

Abstract

Natuna Island, strategically located in the Karimata Strait and the South China Sea, faces significant challenges in managing its maritime borders and social defense. Geopolitical tensions in the region, involving overlapping territorial claims and illegal activities at sea, demand a comprehensive and integrated defense strategy. This study aims to analyze the social defense strategy implemented in Natuna Island by assessing the roles of the central and regional governments, supervision and law enforcement, and empowerment of local communities. The research method used is a literature study, which involves an in-depth analysis of various legal sources, academic literature, and government reports. The results of the study indicate that collaboration between the central and regional governments, the use of advanced technology in surveillance, and empowerment of local communities are key in facing maritime border challenges. This study emphasizes the importance of integration and coordination between various parties to effectively maintain the sovereignty and security of the Natuna Island region.

Abstract

Dewan Keamanan Nasional (DKN) berperan sebagai penasihat presiden dalam menghadapi situasi darurat dan tidak memiliki fungsi operasional. Disisi lain, Pemerintah menerjemahkan istilah public safety sebagai keamanan publik, bukan keselamatan publik. Dikarenakan menggunakan terminologi keamanan publik maka dikhawatirkan akan terjadi pembatasan terhadap semua hak warga sipil. Pemerintah seharusnya terlebih dahulu mengkaji definisi keamanan nasional sebelum membentuk DKN. Hingga kini, belum ada definisi yang jelas terkait keamanan nasional lantaran belum ada undang-undang yang mengatur hal tersebut. Pembentukan DKN seharusnya dibentuk melalui RUU yang dibahas dengan DPR, bukan melalui peraturan presiden sehingga pengkajian yang dilakukan lebih terbuka. Tujuan dari penelitian ini adalah untuk mengidentifikasi tantangan, promblematika, dan masalah-masalah yang sedang dihadapi di Indonesia serta solusinya. Penelitian ini menggunakan metode studi dokumentasi, studi kepustakaan, serta melakukan uji kredibilitas terhadap data yang didapatkan. Ditemukan kesamaan antara Wantannas RI dengan DKN di Indonesia, namun terdapat perbedaan mendasar jika dikaji lebih lanjut menggunakan peraturan perundang-undangan yang ada. Pembentukan DKN harus mengikusertakan semua elemen keamanan nasional serta merujuk kepada cita-cita, tujuan dan kepentingan nasional. Melihat kondisi negara saat ini, pembentukan DKN dengan segera namun tidak terburu-buru harus dilakukan. Hal tersebut ditujukan untuk menangani krisis yang dihadapi Indonesia pada saat ini dan dimasa depan

Abstract

An essential component of Indonesia's marine industry is shipping safety. This research aims to determine how important a vessel's safety score is as a potential indicator for reducing the probability of maritime accidents. To determine the meteorological variables that significantly impact ship accidents, we created a logistic regression model using survey data obtained from skippers of vessels operating within Indonesia. Furthermore, the study's findings demonstrate the critical need for objective assessment standards to raise shipping safety. This study offers important new information on creating and implementing thorough safety score criteria for Indonesian sailing license issuance.

Abstract

Indonesia is geographically very strategically located between two oceans and two continents, so that the Indonesian maritime region is a very important sea route for global trade highways and national and international sea traffic. Indonesia with this position and potential has a considerable opportunity to become a maritime country based on natural resources. This potential can be a strength as well as a challenge with a high level of vulnerability and can disrupt security stability which can threaten the integrity of the Unitary State of the Republic of Indonesia (NKRI). The research method used is a normative research method which will later bring up new arguments, the results of the study found that the conditions in which Indonesia became a maritime country made it a lot of crime threats to Indonesia's maritime sovereignty. This position must be supported by a strong defense and security system and changing the pattern of national development which is not only oriented towards the land dimension but also oriented towards the sea dimension. To that end, several policies and regulations have been established, but until now these regulations are still sectoral, resulting in disharmony and overlapping regulations and authorities in marine security. This also applies to the law enforcement system and state sovereignty at sea, which is influenced by these laws and regulations.
