Abstract

Since 2016, there has been a significant increase in the incidence of terrorist attacks in several ASEAN Member States (AMS). In response, Indonesia initiated the formation of an intelligence information exchange cooperation namely Our Eyes Initiative (OEI) to several AMS and communicated that the transnational terrorist network is a common threat. Some are optimistic, this cooperation will result an effective regional integration, while others are sceptical that the condition of the region is still tinged with economic, defence competition and super power states dominance such as China and America so that it affects the cooperation. This study aims to analyze how transnational terrorism encourages AMS to use the transnational communication mechanism from Holzinger and Knill in the OEI cooperation. This research is a part of International Relations studies so that researchers make the traditional realist/neorealist paradigm as a basis in explaining regional conditions. The study use qualitative explanative method. Data collection were obtained through secondary sources and analyzed by means of data comparison, verification and conclusion drawing. So far, the cross-national convergence study has come to the finding that convergence among countries is present due to the influence of regional institution so as to create policy product adopted by each state. However, the authors argue that in the OEI case study is primarily influenced by a common threat so that the state responds and creates a transnational communication mechanism.

Abstract

Defending sovereignty within an island nation is relatively more complex than doing so for a continental state. The number of scattered islands makes straits and seas more penetrable, vulnerable points and targets of asymmetric threats at sea. The aim of this research is to illustrate threats at sea and provide solutions in guarding and monitoring Indonesian coastal borders, which currently require more ships and radar technology as well as other sensing equipment due to longer beaches. The results reveal that firstly, potential asymmetrical threats at sea include former WWII mines, underwater fibre cables, and nuclear submarines belonging to foreign countries such as America, Russia and China. Secondly, problems related to welfare include theft of natural resources like coral reefs and fish, and drug smuggling activities, all which add to the burden and duties of various parties. Thirdly, asymmetrical Narcoterrorism is very prominent in Colombia where drugs from Cannabis plants are sold to buy weapons. This is also happening in the Philippines and in Aceh, Indonesia. Narcotic activities are also increasingly worrying – particularly their effects on younger generations. Lastly, coordination by affiliated parties that help guard the sea is highly expected. Adequate maritime border patrol management must be carried out so that together, different marine security institutions can maintain the sovereignty of the state. Therefore, the following are recommended: a) regional diplomatic cooperation within ASEAN, b) ensuring of military capability, power, and readiness for placement, and c) the utilization of unmanned technology to aid in securing the archipelagic state.

Abstract

The Sulu-Sulawesi Sea is a strategic trade route so that it becomes one of the policy priorities. Strategic value does not necessarily bring benefits, but also brings security threats such as piracy, piracy and kidnapping with a ransom demand. In an effort to overcome this, since 2017 the Trilateral Cooperative Arrangement in the Port Visit scheme has been built between the three countries of Indonesia, Malaysia, and the Philippines. The purpose of this study is to analyze the form of Port Visit cooperation and to analyze the Indonesian Defense Diplomacy Strategy in this cooperation. This research uses defense theory, strategy theory, and defense diplomacy theory. This study uses a qualitative descriptive analysis research method. The data collection carried out in this study used primary data through interviews and secondary data from a literature review of journals, books, reports, and internet-based sources. The Trilateral Port Visit Indomalphi cooperation is a response in dealing with transnational crimes in the Sulu-Sulawesi Sea area. With various series of activities, this cooperation plays an important role in efforts to maintain regional security and stability and provides the authority to maintain the safety of all Indonesian citizens as mandated by the law. The Indonesian Defense Diplomacy Strategy in the Indomalphi Port Visit is aimed at increasing mutual trust and military capacity in terms of coordination, communication and piracy capture training. Therefore, the defense diplomacy strategy in this study can be said to have fulfilled the two main characters of defense diplomacy, namely; defense diplomacy to build mutual trust (CBMs) and defense diplomacy to build defense capacity (CB).

Abstract

Speech and language delay are usually found in various disorders such as mental retardation, hearing impairment, psychosocial, autism, receptive aphasia and cerebral palsy and speech organ disorders. Retrospective research at Dr. Kariadi Hospital found that children aged 13 months to 60 months with complaints of speech problems that were subjected to an objective audiometric examination showed that 79.1% had hearing loss. This research aims to determine the relationship of risk factors with speech and language delays in children. This research was conducted in April 2020 using the cross-sectional with suspicion of late speaking who were examined by Brain evoked response audiometry (BERA) at Dr Kariadi Hospital Semarang. Researchers assessed the delay with the Languange evaluation Scale Trivandum (LEST) questionnaire. Researchers analyzed the data with chi-square test, fisher’s exact. The sample was 80 patients with the mean age was 22.35 months. Mostly in men (67.5%). The most common risk factor was hearing impairment. Hearing impairmentwas associated with speech and language delay. Economic status and bilingual were not associated with speech and language delay in children.

Abstract

Introduction: Hearing loss and tinnitus may occur in pilots due to exposure of the high noise level (ranges from 104-110 dB) generated by aircraft/helicopters. In addition, flying time, acoustic trauma, diabetes mellitus, hypertension and smoking are risk factors of hearing loss. Objective: to identify the factors associated with hearing loss in the crew of the Indonesian Army Aviation Center, SemarangMethods: in the cross-sectional research, 114 military helicopter aircrews aged 20-58 years, working for the Army Aviation Center in Semarang were included. The exclusion criteria were history of previous ear surgery, infection of the outer and middle ear, the use of ototoxic drugs (kanamycin, cisplatin and carboplatin). The level of hearing loss and tinitus was assessed by otoscopy and audiometry. Whereas, tinnitus was obtained from the history taking. Data were analyzed using chi-square test and fisher's exact and Yates’s correction. Results: One hundred and fourteen subjects (mean age of 26.54 + 4.72) were included. Several factors such as flight time (p = 0.698), acoustic trauma (p = 0.151), diabetes mellitus (p = 0.596), smoking (p = 0.222), hypertension (p = 0.356) were not associated with sensorineural hearing loss. Several factors such as flight time (p = 0.706), acoustic trauma (p = 0.5160), diabetes mellitus (p = 0.789), smoking (p = 0.495), hypertension (p = 0.112) were not associated with tinnitus. Conclusion: There is no association between flight time, acoustic trauma, diabetes mellitus, hypertension, and smoking and hearing loss.

Abstract

The study explores the impact of the Houthi group's missile and drone attacks on Israeli commercial ships in the Red Sea, focusing on the broader implications for regional stability, maritime and global trade security. The strategic position of the Red Sea as an important trade route connecting the Middle East with Asia and Europe has made it an important area of international attention, especially after the Houthi attacks in November 2023.  The research uses a qualitative approach, analysing data from a variety of sources including academic literature, official reports, and news articles. The findings highlight that the Houthi attacks have caused significant disruptions in maritime trade, with the capacity of container ships in the Red Sea decreasing by 80 percent as ships moved around Africa, resulting in higher costs and longer travel times.  In addition, the attacks have exacerbated regional tensions and required increased military patrols by international forces. The study concludes that the ongoing Houthi aggression poses a serious threat not only to regional stability but also to global trade and security, and calls for coordinated international efforts to mitigate this impact.

Abstract

This research is motivated by the development of information dissemination, especially in social media, which is a challenge for the public relations field in managing the image and good name of an institution. The Indonesian Air Force (TNI AU) is carried out by the Indonesian Air Force Information Service (Dispenau). The existence of negative news about the Indonesian Air Force causes Dispenau to develop a strategy to build public opinion quickly and accurately so that public opinion can change quickly from negative to positive with the right way of managing social media. The purpose of this study is to analyze the strategy used by Dispenau in countering negative news on social media so that an opinion can be formed, which is expected to improve the image of the Indonesian Air Force. The method used is qualitative with a descriptive approach. Data collection techniques were carried out by questionnaires, interviews, observations, literature reviews, and document studies. Based on the research, the authors propose suggestions: Dispenau should maintain good relations with the mass media to create good public opinion about the Indonesian Air Force. Dispenau must also encourage Indonesian Air Force personnel to actively use social media to spread a positive image of the Indonesian Air Force. In addition, Dispenau must continue to improve the strategies that have been carried out. The last suggestion is that Dispenau can encourage Disminpersau, in this case, Subdisdiajurit, to prioritize recruitment at the career officer, non-commissioned or enlisted level who has an educational background related to journalism, graphic design, content creator or video editing so that problems regarding human resources in the Dispenau environment can be resolved.

Abstract

The National Counterterrorism Agency stated that there had been a decrease in terrorism cases by 89% in the last five years. Even though it is quite significant, efforts to prevent terrorism, especially preventing radicalism, must still be carried out. This is because there are indications of a change in approach from violence to a softer one. One area that needs special attention regarding the development of radicalism is Jakarta Province. The 2022 Radicalism Potential Index states that radicalism in DKI Jakarta has high potential. Efforts to strengthen the prevention of radicalism in Jakarta require massive community participation. This article discusses optimizing the role of the Jakarta Regional Leadership Ansor Youth Movement (GP Ansor) as a religion-based youth organization in preventing radicalism. The GP Ansor organization is a non-profit, religious-based youth organization that has adequate potential and resources to counter the development of radicalism. The method used in this paper is qualitative research in the nature of a literature study. The study begins with searching and collecting library sources, processing data and information, analyzing and drawing conclusions. The results of the study show that there is an important role for the GP Ansor organization in preventing radicalism in Jakarta. This role needs to be optimized so that it can increase community participation in preventing radicalism in Jakarta. Optimization is carried out through improvements in several aspects of the organization which include facilities and infrastructure, budget and human resources.
