Abstract

Land rights counseling is one of the efforts to raise community awareness about their rights in land management and the importance of legal access, especially in villages with limited legal understanding. Tegalrejo Village, Kebumen Regency, is one area that requires attention regarding land rights issues, where the community often faces difficulties in obtaining legal certainty about the land they own. The Community Service Program (KKN Mandiri) of Law Students from Universitas Tangerang Raya aims to provide education on land rights through legal counseling, using an approach that is easily understood by the community. The method used in this activity is direct socialization involving community leaders, village heads, and local residents to enhance their understanding of land rights and the importance of legal access. The results of this activity show an increase in the community's understanding and awareness of their rights in land management. Additionally, the community has become more open to resolving land disputes through legitimate legal channels, which they previously avoided due to lack of understanding. In conclusion, the land rights counseling conducted through the KKN Mandiri Program of Law Students from Universitas Tangerang Raya has proven effective in improving legal access and the social welfare of the Tegalrejo Village community.

Abstract

Digital-based sexual crimes are increasing along with the development of technology and social media, with the main victims being women and children. This study aims to analyze the challenges of law enforcement against digital-based sexual crimes in Indonesia and provide policy recommendations to improve the effectiveness of legal protection for victims. This study analyzes the challenges of law enforcement against these crimes and recommends solutions to improve protection for victims. Using normative legal research methods, this study found that although Indonesia has regulations such as the ITE Law and the TPKS Law, law enforcement still faces obstacles, such as the anonymity of perpetrators, lack of capacity of law enforcement officers, difficulty in proving digital evidence, and minimal international cooperation. Strategic steps are needed such as improving the expertise of officers in digital forensics, digital literacy education, strengthening regulations, and international cooperation so that law enforcement is more effective and provides optimal protection for victims.

Abstract

Artikel ini bertujuan untuk meningkatkan kapasitas hukum dalam pengelolaan Badan Usaha Milik Desa (BUMDes) di Desa Kadipaten, Kabupaten Wonosobo, guna mendorong terwujudnya desa mandiri yang kuat secara kelembagaan dan berkelanjutan secara ekonomi. Permasalahan yang dihadapi desa meliputi rendahnya pemahaman pengelola BUMDes terkait aspek legalitas hak atas tanah, mekanisme pengelolaan aset, serta transparansi dan akuntabilitas keuangan. Melalui pendekatan Service Learning, mahasiswa Universitas Tangerang Raya bersama mitra lokal menyelenggarakan pelatihan hukum yang komprehensif untuk pengelola BUMDes dan perangkat desa. Materi pelatihan meliputi prosedur perizinan usaha, pengelolaan aset desa secara hukum, serta penyusunan peraturan internal guna memperkuat tata kelola keuangan yang transparan. Selain itu, mahasiswa turut menggagas inovasi berbasis potensi lokal, seperti pengembangan homestay berbasis komunitas dan pengolahan hasil pertanian bernilai tambah. Pelibatan aktif pemerintah desa, pengelola BUMDes, dan warga dalam setiap tahapan kegiatan memperkuat semangat kolaboratif dan rasa kepemilikan terhadap perubahan yang diinisiasi. Evaluasi terhadap pelaksanaan program menunjukkan adanya peningkatan pemahaman hukum, terbentuknya kerjasama lintas elemen desa yang lebih solid, serta meningkatnya kepercayaan masyarakat terhadap tata kelola BUMDes. Program ini memberikan kontribusi nyata dalam membangun dasar hukum yang kuat bagi pengelolaan BUMDes yang akuntabel, sekaligus menjadi praktik baik yang dapat direplikasi di desa lain dengan kondisi serupa. Kegiatan ini membuktikan bahwa penguatan kapasitas hukum merupakan strategi penting dalam mewujudkan kemandirian desa yang inklusif dan berkelanjutan.

Abstract

The Security Council resolution against Libya emphasises that any State has the right to intervene if it commits crimes against humanity or causes civilian casualties. This paper examines the issue of Security Council intervention through NATO against Libya in relation to international criminal law. The results show that the Security Council has the right to intervene but in reality the intervention carried out by NATO is not in accordance with the resolution issued by the Security Council. The fact that NATO's actions have caused civilian casualties and an increase in the number of refugees leaving Libya to save themselves.
