Abstract

Regulasi transformasi digital memberikan pemahaman tentang pentingnya digitalisasi untuk menghadapi paradigma kerja sesuai tuntutan zaman. Transformasi digital sesuai regulasi di Indonesia terkait big data. Pemerintah akan menyempurnakan Data Terpadu Kesejahteraan Sosial (DTKS) dan meningkatkan fasilitas perlindungan sosial serta mendukung monitoring dan evaluasi. Reformasi sistem perlindungan sosial secara bertahap ini sangat penting dalam mendukung upaya pengentasan kemiskinan ekstrim pada tahun 2024” (Badan Perencanaan Pembangunan Nasional, 2020). Penelitian ini bertujuan untuk mendeskripsikan Program Jaminan Kesejahteraan Sosial yang merupakan suatu sistem yang dilaksanakan oleh negara dan pemerintah dalam meningkatkan kesejahteraan rakyat. Sebagaimana diamanatkan dalam Undang-Undang Nomor 11 Tahun 2009 dan peraturan perundang-undangan negara lainnya serta program-program yang dilaksanakan oleh Sistem Jaminan Sosial, pemberdayaan masyarakat diprioritaskan bagi fakir atau miskin. Metode penelitian yang digunakan adalah deskriptif kualitatif. Sumber data yang digunakan adalah data primer yang diperoleh langsung dari informan dan dokumen yang berkaitan dengan masalah yang akan diteliti. Hasil penelitian ini menunjukkan bahwa Pengelolaan Data Terpadu Kesejahteraan Sosial di Dinas Sosial Kabupaten Sampang telah dilaksanakan sesuai dengan Peraturan Menteri Sosial Nomor 3 Tahun 2021 tentang Pengelolaan Data Terpadu Kesejahteraan Sosial, namun belum optimal karena data masih ditemukan permasalahan mulai dari Nomor Induk Kependudukan (NIK), nama, alamat tidak sinkron dan data belum terupdate. Faktor penghambatnya adalah masih banyak data masyarakat yang tidak sinkron dengan data yang ada di Dinas Kependudukan dan Catatan Sipil, penggunaan data penerima bansos belum dimutakhirkan dan data yang ditetapkan oleh Kementerian Sosial Urusannya masih belum terarah secara optimal.

Abstract

Pengawasan Kearsipan merupakan proses kegiatan menilai kesesuaian antara prinsip,kaidah dan standar kearsipan dengan penyelenggaraan kearsipan. Pengawasan Kearsipan meliputi pengawasan atas pelaksanaan penyelenggaraan kearsipan dan penegakan peraturan perundang-undangan di bidang kearsipan. Penelitian ini bertujuan untuk menganalisis implementasi pengawasan kearsipan internal. Penelitian ini menggunakan metode deskriptif kualitatif. Pengambilan sumber data menggunakan teknik purposive sampling. Teknik pengumpulan data menggunakan wawancara,observasi dan dokumentasi. Model analisis George Edward III. Hasil penelitian ini menunjukkan implementasi pengawasan kearsipan internal belum optimal. Beberapa indikator yang tidak terpenuhi yaitu pada indikator:(1)komunikasi masih ada ketidak konsistenan didalam menegakkan peraturan perundangan terkait kearsipan,(2)Sumber daya manusia masih belum tercukupi dari segi jumlah dan keahlian. Sumber daya berupa anggaran terlalu kecil.(3)Disposisi atau sikap pelaksana belum bisa sepenuhnya untuk menerapkan kode etik pengawas.(4)Struktur birokrasi belum sepenuhnya optimal.Tidak adanya Standar Operasional Prosedur (SOP) tidak menjadi hambatan dalam pelaksanaan pengawasan kearsipan internal tetapi menyebabkan tim pengawas tidak mempunyai persamaan persepsi tentang alur atau tahapan-tahapan pelaksanaan pengawasan.

Abstract

The Village Consultative Board, hereinafter referred to as the BPD, is an institution that is the embodiment of democracy in the administration of village governance. In accordance with Law No. 6/2014 on Villages, the Village Consultative Board functions as a board that discusses and agrees on draft village regulations with the Village Head, as well as accommodates and channels the aspirations of the village community, and supervises the performance of the Village Head. This research used qualitative methods using data collection techniques through interviews, observation and documentation. The sampling was through the purposive sampling. To test the validity of the data, the researchers used trangulation techniques. In the regulation of the Minister of Home Affairs of the Republic of Indonesia No. 110 of 2016 on the village consultative board item a, b, and d, has a task, namely to explore the aspirations of the community, to absorb the aspirations of the community, and to channel the aspirations of the community. Therefore, in order to absorb the aspirations of the community, the Tlekung Village Consultative Board must be closer to the community as the development in the village itself comes from the aspirations of the community. Eventually, it can be channeled to the village government to create programs that can solve existing problems. Based on the results of the study, it shows that the function of Tlekung Village Consultative Board in carrying out the task of exploring, accommodating and channeling the aspirations of the village community is going well. The supporting factors in this study are the harmonious relationship between the Village Consultative Board and the Village Government, so that the Village Consultative Board is facilitated by the Village Government in carrying out its activities, and the enthusiastic participation of the community in communicating their aspirations. Meanwhile, the inhibiting factor is the difference of views in the meeting between the Village Consultative Board and the Village Government. However, this is considered normal to achieve consensus so that the discussion of the Village Mid-Term Village Development Plan (RPJMDes), which is outlined in the annual Village Government Work Plan (RKP), runs well.

Abstract

Public services at the village level have an important role in governance, especially in providing direct services to the community. Community participation in supervising public services is a basic element in creating governance for the benefit of the community. This study aims to analyze strategies for increasing community participation in supervising excellent services in Kalisongo Village, Dau District, Malang Regency. Using a qualitative approach and descriptive research type, this study explores the factors that influence community participation in supervising services. Law No. 23 of 2014 concerning Regional Government provides a legal framework related to community participation in supervising public services. The theory of community participation by the Ministry of Empowerment of State Apparatus and Bureaucratic Reform (PANRB, 2016) is used as a theoretical basis. Informants in this study include the Village Head, Village Secretary, service staff, and village communities. Data were collected through interviews, observations, and documentation and then analyzed using thematic analysis. Strategies that can be applied to increase community participation in supervising services include forming a community forum that can provide direct input, increasing transparency in the management of public services, and providing easier channels for conveying complaints or suggestions. Pelayanan publik di tingkat desa memiliki peran penting dalam pemerintahan, terutama dalam memberikan pelayanan langsung kepada masyarakat. Partisipasi masyarakat dalam pengawasan pelayanan publik merupakan elemen dasar dalam menciptakan tata kelola pemerintahan untuk kepentingan masyarakat. Penelitian ini bertujuan untuk menganalisis strategi peningkatan partisipasi masyarakat dalam pengawasan pelayanan prima di Desa Kalisongo, Kecamatan Dau, Kabupaten Malang. Dengan menggunakan pendekatan kualitatif dan jenis penelitian deskriptif, penelitian ini menggali faktor-faktor yang mempengaruhi partisipasi masyarakat dalam pengawasan pelayanan. Undang-undang No 23 Tahun 2014 tentang Pemerintah Daerah memberikan kerangka hukum terkait partisipasi masyarakat dalam pengawasan pelayanan publik. Teori partisipasi masyarakat oleh Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (PANRB, 2016) digunakan sebagai landasan teori. Informan dalam penelitian ini meliputi Kepala Desa, Sekretaris Desa, staf pelayanan, dan masyarakat desa. Data dikumpulkan melalui wawancara, observasi, dan dokumentasi kemudian dianalisis dengan analisis tematik. Strategi yang dapat diterapkan untuk meningkatkan partisipasi masyarakat dalam pengawasan pelayanan antara lain dengan membentuk forum masyarakat yang dapat memberikan masukan secara langsung, meningkatkan transparansi dalam pengelolaan pelayanan publik, serta menyediakan saluran yang lebih mudah untuk menyampaikan keluhan atau saran.

Abstract

There are five main factors that affect the entry of investors into a country, namely political stability, legal certainty, consistent policies, regulations, and taxes. This research is a literature study that summarizes some literature relevant to the theme. Data collection methods are literature studies that use books and literature, notes, journals and others as the main research objects. The purpose of this paper is to know the investment climate in Indonesia and the application of omnibus law as a solution, as well as to know the challenges of implementing omnibus law in Indonesia. The results showed that Indonesia was dubbed a hyperegulation country that reached 42,996 with details, central regulations as many as 8,414, ministerial regulations 14,453, non-ministry government agency regulations 4,164, and local regulations as many as 15,965. Too much will have an impact on the overlap and inconsistency of regulations between the center and the area causing vertical and horizontal conflicts. The government deregulates and debirokratization through omnibus law with two substances, namely the Omnibus Law Copyright Act which contains 11 clusters that combine 79 laws in which it concerns rules on employment, licensing alignment, investment requirements, to government administration. The challenge of implementing omnibus law is that Indonesia adheres to the civil law system while the concept of omnibus law adherents common law and still new. There is a public reaction between the pros and cons because the manufacturing process is not transparent and participatory, and omnibus law is not in accordance with the provisions of the establishment of laws and regulations. However, legally omnibus law is appropriate after the passing of Law No. 15 of 2019 concerning Changes to Law No. 12 of 2011.

Abstract

This research aims to find out how the government's strategy in developing the human resource potential of weaving craftsmen in Kufeu Village, the process or stages carried out by the government in developing the potential of the weaving craftsmen community in Kufeu Village, as well as the inhibiting factors and supporting factors of the government in developing the weaving craftsmen community in Kufeu Village. This research uses a qualitative approach with 3 (three) resource persons selected proposiv sampling. Data in this study were obtained through interviews, observation and documentation and then analyzed qualitatively with an interactive analysis model, namely data reduction, data presentation and conclusion drawing. The results in this study show that the Government's strategy in developing the potential of the weaving artisan community in Kufeu Village, Io Kufeu District, Malacca Regency has not been able to develop as to increase the potential of the weaving artisan community, but it has been very maximum if the purpose of the government's strategy in developing the potential of the weaving artisan community in Kufeu Village is only limited to maintaining weaving as a village identity.

Abstract

This qualitative research focused on the timeliness and correctness of the public services of Birth Certificates and Unmarried Letters in the Tlogomas Sub-district to describe the reality of the efficiency of its service effectiveness in providing excellent service. In conducting it, the research gathered primary and secondary data and concluded that the sub-district provided its public services timely and accurately by guiding to Standard Operational Procedures. This research result meant that the Sub-district of Tlogomas providing its public services and effectively reaching its service aims was successful. The effectiveness of those public services brought the sub-district to excellent service in terms of both attitude and attention that were efficient as the officers would be able to be kind and mindful. Therefore, it was viable that the effectiveness of Birth Certificate and Unmarried Letter services in the Sub-district of Tlogomas has already been efficient in delivering public services excellently.Penelitian ini merupakan jenis penelitian kualitatif yang berfokus pada ketepatan waktu dan akurasi proses pelayanan Akta Kelahiran dan Surat Keterangan Belum Menikah agar dapat memberikan gambaran yang sesungguhnya tentang efisiensi efektivitas pelayanan publik dalam mewujudkan pelayanan prima di Kantor Kelurahan Tlogomas. Untuk menunjukkan hal tersebut, penelitian ini mengumpulkan data primer dan data sekunder. Hasil penelitian ini menunjukkan bahwa pelayanan Akta Kelahiran dan Surat Keterangan Belum Menikah pada Kelurahan Tlogomas sudah dilakukan secara tepat waktu dan akurat dengan berpedoman pada SOP. Artinya, Kelurahan Tlogomas berhasil menyelenggarakan pelayanan publik dan mencapai tujuan pelayanannya dengan efektif. Efektivitas pelayanan Akta Kelahiran dan Surat Keterangan Belum Menikah membawa Kelurahan Tlogomas pada pelayanan yang prima dari sikap dan perhatian dimana kedua segi ini efisien karena petugas bisa bersikap baik dan perhatian sebagaimana mestinya. Oleh karena itu, dapat dikatakan bahwa efektivitas pelayanan Akta Kelahiran dan Surat Keterangan Belum Menikah di Kelurahan Tlogomas sudah efisien guna mewujudkan pelayanan publik yang prima

Abstract

 This study analyses the implementation of Surabaya City Regional Regulation No. 1 of 2019 concerning Waste and Cleanliness Management using Edward III's policy implementation analysis framework. The descriptive qualitative research method was conducted over a period of 6 months (January-June 2024) in Surabaya City, with the research locations being the Surabaya City Environmental Agency Office, the Trenggilis Prapen 88 Waste Disposal Site, and the waste management operational areas. The snowball sampling technique yielded 8 informants. Data was collected through semi-structured interviews (45-90 minutes per informant). The research results indicate that the implementation of waste management policies has been carried out using the 3R system (Reduce, Reuse, Recycle) and organic waste processing technology using larvae, but there is a significant gap in terms of resources. Policy communication has been conducted through routine socialisation, but field officers' understanding of the regulations is still limited. Limited infrastructure is the main obstacle, as waste collection carts and supporting equipment are inadequate, and maintenance responsibilities are left to field officers. The implementer's disposition shows a positive commitment to public-private collaboration in managing the Benowo landfill and methane gas processing system. The bureaucratic structure functions effectively with a clear division of tasks from the RT/RW level up to the TPA.Penelitian ini menganalisis implementasi Peraturan Daerah Kota Surabaya No. 1 Tahun 2019 tentang Pengelolaan Sampah dan Kebersihan menggunakan kerangka analisis implementasi kebijakan Edward III. Metode penelitian kualitatif deskriptif dilaksanakan selama 6 bulan (Januari-Juni 2024) di Kota Surabaya, dengan lokasi penelitian di Kantor Dinas Lingkungan Hidup Kota Surabaya, TPS Trenggilis Prapen 88, dan wilayah operasional pengelolaan sampah. Hasil penelitian menunjukkan bahwa implementasi kebijakan pengelolaan sampah telah berjalan dengan sistem 3R (Reduce, Reuse, Recycle) dan teknologi pengolahan sampah organik menggunakan larva, namun terdapat kesenjangan signifikan pada aspek sumber daya. Komunikasi kebijakan telah dilakukan melalui sosialisasi rutin namun masih terbatas pemahaman petugas lapangan terhadap regulasi. Keterbatasan sarana prasarana menjadi kendala utama, dimana gerobak pengangkut sampah dan peralatan penunjang tidak memadai serta tanggungjawab pemeliharaan diserahkan kepada petugas lapangan. Disposisi implementor menunjukkan komitmen positif dengan kolaborasi pemerintah-swasta dalam pengelolaan TPA Benowo dan sistem pengolahan gas metana. Struktur birokrasi berjalan efektif dengan pembagian tugas yang jelas dari level RT/RW hingga TPA.
