Abstract

Peacekeeping is a global challenge that requires active engagement from the international community. One increasingly necessary form of involvement is through the deployment of civilian peacekeepers. Indonesia, as a nation with a longstanding commitment to UN peacekeeping missions, can play a more active and significant role in providing civilian peacekeepers. This research aims to analyze the strategies and concrete steps that Indonesia can take to enhance its participation in UN peacekeeping missions through civilian peacekeepers. By reviewing past experiences and contributions, this study provides profound insights into Indonesia's potential contributions in this context. The research methodology involves analyzing Indonesia's foreign policy, case studies on civilian peacekeeper participation, and interviews with relevant stakeholders, including government representatives, non-governmental organizations, and academic figures. The research findings indicate that increasing Indonesia's participation in UN peacekeeping missions through civilian peacekeepers requires enhancing human resource capacity, strengthening inter-agency cooperation, and formulating more directed policies. The implications of these findings include recommendations for strengthening training programs, developing international cooperation agreements, and actively using diplomacy to promote Indonesia's role as a civilian peacekeeper. By exploring potential and addressing existing challenges, this research presents a comprehensive view of how Indonesia can more effectively contribute to UN peacekeeping missions through civilian peacekeepers, with the hope of strengthening Indonesia's role in maintaining global peace and security.

Abstract

Peristiwa yang terjadi di Morowali, Sulawesi Tengah diawali dengan bentrokan maut antara pekerja lokal dan pekerja asing asal Tiongkok di area pabrik smelter PT. Gunbuster Nickel Industri (GNI)  menewaskan dua orang pekerja. Kondisi bentrokan membuat mata publik terbuka, bahwa ada konflik horizontal yang terjadi di antara pekerja lokal dan pekerja asing di Indonesia. Penelitian ini bertujuan untuk mengetahui dan menganalisis peran serikat pekerja dalam penyelesaian serta dalam pencegahan konflik antara pekerja baik pekerja lokal maupun pekerja asing yang berada di Indonesia. Penelitian ini menggunakan penelitian kualitatif dengan metode deskriptif dan pendekatan induktif sedangkan teknik pengambilan data yang digunakan yaitu melalui data kepustakaan yang telah dikumpulkan dan menelaah data sekunder. Temuan yang diperoleh dalam penelitian ini yaitu serikat pekerja memiliki peran sebagai peacemaking dalam membangun jembatan komunikasi antara pihak yang berkonflik guna menciptakan hubungan harmonis antara pekerja dan penyambung aspirasi terkait hak-hak pekerja kepada perusahaan atau pemerintah. Serikat pekerja juga berperan menyelesaikan konflik dengan cara yang berbeda seperti musyawarah, pihak ketiga, komprontasi dan sebagainya. Sehingga peran serikat pekerja sangat signifikan dalam penyelesaian konflik dalam ketenagakerjaan. The incident that occurred in Morowali, Central Sulawesi began with a deadly clash between local workers and foreign workers from China in the smelter factory area of PT. Gunbuster Nickel Industry (GNI) killed two workers. Conditions of clashes make the public's eyes open, that there is a horizontal conflict that occurs between local workers and foreign workers in Indonesia. This study aims to identify and analyze the role of trade unions in resolving and preventing conflicts between workers, both local workers and foreign workers in Indonesia. This study uses qualitative research with descriptive methods and inductive approaches while the data collection technique used is through library data that has been collected and examines secondary data. The findings obtained in this study are that trade unions have a role as peacemakers in building bridges of communication between conflicting parties in order to create harmonious relations between workers and agents of aspirations related to workers' rights to companies or the government. Trade unions also play a role in resolving conflicts in different ways such as deliberations, third parties, confrontation and so on. So that the role of trade unions is very significant in resolving labor conflicts.
