Abstract

The 2020 Simultaneous Regional Head Election (Pilkada Serentak) in Indonesia was a landmark moment with the introduction of the Recapitulation Information System (Sirekap) by the General Election Commission (KPU). Despite facing challenges such as complicated installation and activation, network constraints, and lack of user understanding, this study examines how the KPU implemented Sirekap. Using qualitative methods, data were collected through interviews, observations, documentation, and literature review. The results show that KPU conducted a comprehensive policy analysis in using Sirekap. First, the problem is defined by emphasizing the importance of information technology to increase public trust and speed up recapitulation. KPU conducted academic studies and collaboration with universities. Second, future forecasting shows Sirekap as a trial for the 2024 elections with a series of simulations to convince the legislature. Third, the House of Representatives approved the use of Sirekap as a trial in the 2020 Regional Elections. Fourth, policy monitoring is carried out through the issuance and refinement of operational and technical guidelines up to two days before the election. Finally, policy evaluation resulted in the book “Sirekap Road Map 2024” in 2021 as a guide for organizing the 2024 elections. This research concludes that the KPU has taken detailed and organized steps in the implementation of Sirekap in the 2020 Simultaneous Regional Elections, in order to increase effectiveness, efficiency, and transparency in elections in Indonesia.

Abstract

This research discusses the use of Sirekap as a publication and recapitulation tool in the 2024 Election to support the transparency of election results in Asahan Regency. The research objective is to explain how information technology in recapitulation by the KPU can support transparent elections and analyze the weaknesses of the recapitulation information system for improvement. Using International IDEA's Pyramid of Trust concept, this research is descriptive and qualitative with data collected through interviews, documentation, and observation. Informants consisted of various related parties, a total of 12 informants. Data analysis includes reduction, presentation, condensation, and conclusion drawing. The results show that information technology in recapitulation does not fully support transparent elections in Asahan and needs further evaluation. However, public awareness of the publication of vote results has increased. The use of Sirekap requires improvement in terms of human resources, network/server, data accuracy, and information integrity.

Abstract

This research aims to find out how the policy and what are the obstacles faced by the Batam City KPU in handling voters affected by relocation on Rempang Island, Batam City in the 2024 General Election. Policy analysis in this study uses David Easton's theory. Meanwhile, the analysis of the policy's obstacles is generally described based on the data and research results. This research uses descriptive qualitative research methods. The data collection techniques in this research are observation, interviews, and documentation. Data analysis techniques in this study use data condensation, data presentation, and conclusion drawing. And data validity techniques using source triangulation techniques. The results of research and discussion can be seen as input in the form of demands not to shift TPS from the initial plan that received support from various parties at the sub-district level. Then converted in the internal KPU, resulting in the output of not shifting TPS by input from the community. After that, it gets feedback on the high participation of the community in exercising their voting rights. The policy of handling voters affected by relocation in Rempang Island, Batam City in the 2024 General Election is a policy that is more responsive and adaptive to the needs of the community. The resulting policy is not only effective but can also be adjusted based on feedback and changes in the external environment. The constraints faced, namely regulatory constraints, security constraints and administrative constraints.

Abstract

Penelitian ini meneliti model rekrutmen politik Partai Hati Nurani Rakyat (HANURA) dan pengaruhnya terhadap elektabilitas partai. Konteks penelitian ini berangkat dari kenyataan bahwa model rekrutmen politik, yang dapat berupa rekrutmen terbuka atau tertutup, mempengaruhi eksistensi dan elektabilitas partai. Pertanyaan penelitian berfokus pada bagaimana model rekrutmen politik yang diterapkan oleh Partai HANURA dan dampaknya terhadap pencapaian partai, khususnya dalam pemilu tahun 2019 di mana Partai HANURA gagal memenuhi parliamentary threshold. Ketua Umum HANURA, Oesman Sapta Odang, menyatakan bahwa kegagalan ini disebabkan oleh mismanajemen internal partai dalam persiapan pemilu. Penelitian ini menggunakan metode kualitatif, di mana data dikumpulkan secara langsung dari lokasi di mana partisipan mengalami isu yang diteliti. Hasil penelitian menunjukkan bahwa Partai HANURA di Sumatera Utara menerapkan model rekrutmen terbuka, yang memungkinkan siapa pun yang memenuhi syarat untuk mendaftar sebagai calon legislatif. Meskipun demikian, keputusan akhir tentang calon yang diusung sangat ditentukan oleh peran internal partai, terutama dalam penentuan nomor urut calon atau kebijakan partai. Partai HANURA di Sumatera Utara juga cenderung melaksanakan model perekrutan yang mengadopsi pendekatan kontekstual dan mempertimbangkan karakteristik individu yang direkrut. Implikasi penelitian ini menunjukkan bahwa rekrutmen politik yang efektif dapat mempengaruhi elektabilitas partai, dengan penekanan pada pengaruh figur calon terhadap minat pilih masyarakat.

Abstract

This research is motivated by the registration of candidacy through individual channels which are required to use access through the Candidacy Information System (SILON). However, there are still many obstacles in the system starting from the location of implementation such as in Samosir Regency with network conditions that have not been evenly stable and problems with the system. This research aims to explain how the use of the nomination information system at the stage of registration of candidates through individual channels in Samosir Regency and analyze what are the obstacles in using the system. This research method is descriptive qualitative which presents the facts found comprehensively with data collection techniques through interviews, documentation, and observation. The results showed that the Samosir Regency KPU has implemented a nomination information system in the 2020 Regional Head election for individual candidates in the Samosir Regency by the technical instructions and stages specified. However, the use and workings of the system have not been optimal to support the efficiency and principles of the KPU with frequent system changes and environmental conditions that have not been supportive. In every process of use, it is necessary to evaluate policies in the nomination information system.

Abstract

The working area of PPS Nagari Air Bangis is the same as the PPK Kecamatan Sungai Beremas, with a coverage area of 440.48 Km2, which has an island area and is difficult to access. This phenomenon is caused by the Sungai Beremas Sub-district, which only has 1 (one) village called Nagari, namely Air Bangis. This condition causes the large burden of simultaneous elections to make a disproportionate (excessive) workload for PPS members of Nagari Air Bangis because it has 81 polling stations and 19,252 DPT. Koesomowidjojo's workload theory (2021) and Hart & Staveland (1988) are used to answer these problems. The integrity of its implementation is based on the 11 principles of Election Article 3 of Law 7/2017 concerning Elections. This research uses an exploratory qualitative method. Data and facts are collected comprehensively through in-depth interviews and observations. Data analysis was done using data collection, condensation, presentation, and conclusion drawing. This study concludes that PPS Nagari Air Bangis members have a disproportional workload influenced by internal and external factors. External factors include excessive task load, large work areas, and non-ideal work organization. Internal factors include the organizer's innate physical (somatic) and mental (psychic) working state due to external loads. Although there is a disproportionate workload of PPS Nagari Air Bangis members, this does not cause violations of election integrity, which results in re-election (PSU) or criminal acts.

Abstract

The Dutch East Indies government's education policy was at the core of colonial politics. The Dutch used education to maintain colonialism in the Dutch East Indies, with the policy of teacher ordinances and illegal schools aimed at limiting indigenous education. This policy was opposed by Indigenous intellectuals, including Islamic intellectuals because it was detrimental to the natives and triggered the reaction of Islamic organizations to oppose it. This research uses descriptive qualitative methods with data triangulation techniques. Thomas R. Dye's public policy theory defined the rational basis for political decision-making. The results showed that the Dutch education policy was not to educate the natives but to provide opportunities for the native elite who supported colonial rule. Dutch concerns about the progress of education in the Dutch East Indies were the cause of this policy, with the potential impact of educational organizations uniting against the Dutch. Researchers recommend equality in education in Indonesia, in contrast to the Kiai-led Islamic education system. The teacher and wild school ordinance policies restricted the development of nationalism and Islam, which were considered to hinder the Dutch mission.
