Indonesia termasuk salah satu negara di dunia yang melakukan ekspor lobster dengan posisi terbesar ke-17 eksportir dunia. Namun karena aktifitas penangkapan terjadi secara massal dan tanpa terkendali serta tidak adanya batasan untuk ekspor benih lobster, telah mengancam populasi biota bernilai ekonomi tinggi tersebut. Tujuan dari penelitian ini adalah: 1) Mengetahui jenis lobster dan tujuan lokasi penjualannya; 2) Menganalisis implementasi Peraturan Menteri Kelautan dan Perikanan RI Nomor 17/Permen-KP/2021 terkait pengelolaan dan penangkapan benih bening lobster pada nelayan; 3 )Menganalisis persepsi yang ditimbulkan dari nelayan terhadap adanya Peraturan Menteri Kelautan dan Perikanan RI Nomor 17/Permen-KP/2021 terkait pengelolaan dan penangkapan benih bening lobster. Metode pengambilan sampel dilakukan secara purposive. Narasumber adalah nelayan penangkap benih lobster, pengepul benih lobster dan pemerintah yaitu Dinas Perikanan Kabupaten Tulungagung. Metode analisis data pada penelitian ini adalah dengan model Miles and Hubberman yaitu menggunakan analisis reduksi data, penyajian data, penarikan kesimpulan, serta policy output dan policy outcome. Hasil kesimpulan sebagai berikut: Jenis lobster yang dijual di Pantai Popoh hanya jenis lobster mutiara dan pasir. Lokasi penjualan ke pengepul besar di Prigi Trenggalek. Implementasi Permen-KP Nomor 17 Tahun 2021 di Pantai Popoh sudah dilaksanakan secara baik dengan bertahap. Persepsi nelayan Pantai Popoh terkait adanya Permen KP Nomor 17 Tahun 2021 terkait pemahaman 80% nelayan paham, kesetujuan 100% nelayan setuju, pengaruh terhadap ekosistem laut 40% nelayan setuju, keefektifan 66,67% nelayan setuju, dan pemberian sosialisasi 80% nelayan setuju sudah dilakukan dengan baik. Indonesia is one of the countries in the world that exports lobster with the position of the 17th largest exporter in the world. However, because of the activities that occur en masse and uncontrolled and there is no limit to the export of lobster, it has threatened the population of these high-economy viable seeds. The aims of this research are: 1) Knowing the type of lobster used, and the purpose of the sale location; 2) Analyzing the implementation of the Regulation of the Minister of Maritime Affairs and Fisheries of the Republic of Indonesia Number 17/Permen-KP/2021 related to the management and catching of lobster clear seeds for fishermen; 3) Analyzing the perceptions generated by fishermen regarding the Regulation of the Minister of Maritime Affairs and Fisheries of the Republic of Indonesia Number 17/Permen-KP/2021 regarding the management and catching of lobster seeds. The sampling method was carried out purposively. The resource persons are fishermen who catch lobster seeds, collectors of lobster seeds and the government, namely the Fisheries Service of Tulungagung Regency. The data analysis method in this study is the Miles and Hubberman model, which uses data reduction analysis, data presentation, drawing conclusions, and policy outputs and policy results. The conclusions are as follows: The type of lobster sold at Popoh Beach is only pearl and sand lobster. Location of sales to big collectors in Prigi Trenggalek. The implementation of Permen-KP Number 17 of 2021 at Popoh Beach has been carried out properly in stages. The perception of fishermen and stakeholders regarding the regulation agrees because it has advantages and disadvantages from its implementation.
