Abstract

China’s growing military and economic influence in the Indian Ocean has posed security challenges to India as a regional power in the region. As the two countries are competing over hegemony in the ocean, tensions grow and unavoidably create security uncertainties between countries in the region. Located strategically along major sea lanes connecting East Asia and South Asia, Indonesia has a strong interest in keeping the Indian Ocean safe and secure. However, the enduring India-China rivalry in the Indian Ocean has posed a threat not only to the Indonesia’s interest, but also the regional peace and security. This article analyzes how Indonesia as a middle power responds to these security uncertainties through hedging. This strategy is primarily aimed at mitigating risks Indonesia faces amid escalating tensions in the Indian Ocean. It is also geared towards avoiding conflict with target states —India and China. The article opens with an overview of the dynamics of India-China rivalry in the Indian Ocean. It then examines Indonesia’s hedging strategy towards India and China. It argues that Indonesia prefers to strengthen bilateral relations with India and China through increased cooperation in the maritime sector as part of this strategy. It demonstrates that while the Indonesia-India’s increased maritime cooperation is forged in the area of defense and security, Indonesia enhances engagement with China in the area of economic and infrastructure development.

Abstract

  Joseph Biden came to the oval office with his wealth of experience in government affairs, including as the chair in the United States Senate Foreign Relations Committee. According to his campaign promises, the upcoming Biden administration’s foreign policy is aimed at improving the US’ international credibility based on liberal values. This article will further examine his political aspirations, based on the speech, campaign promises, and official statements. The argument is that although the US would be likely to embrace liberal values under his administration, international constraints may limit his ability in foreign policy agenda-setting. In managing its relations with China, for example, the US would be more likely to be driven by its interest rather than its values, particularly by continuing the anti-China coalition with its allies in the Indo-Pacific.

Abstract

Tulisan ini berargumen bahwasanya keterlibatan militer dibutuhkan negara dalam kegiatan kontra-terorisme di Indonesia. Seiring dengan perkembangannya, aktivitas terorisme sekarang ini bertujuan untuk merebut wilayah negara dan mengendalikan sumber daya yang dimilikinya. Sejalan dengan hal tersebut, struktur teritorial militer dan keahliannya dalam intelijen dan pertempuran dapat menjadi aset berharga bagi negara dalam melawan terorisme. Meskipun demikian, mekanisme kontrol secara politik tetap dibutuhkan untuk menjamin bahwa kegiatan kontra terorisme sesuai dengan perundang-undangan yang berlaku.

Abstract

Foreign policy is a tool for countries to achieve certain outcomes, including how to deal with another country in the international arena. When viewing a rising power as a threat, they push for balancing strategy in order to keep a country in check. It is generally pursued by enhancing their own military capability, or by maintaining alliance with one another. This article aims to analyze Indonesia-China relations in Joko Widodo’s administration, where Jakarta tends to push for underbalancing strategy, as the political elites have different perceptions with one another as well as China’s ambivalence policy toward Indonesia. Based on neoclassical realism, underbalancing occurs when a country’s political elite is fragmented. In this particular case, this led to ineffective foreign policy toward China.

Abstract

Kejahatan atau kriminalitas telah menjadi bagian yang inherent dalam sejarahkehidupan umat manusia sejak jaman dahulu hingga saat ini. Siapa saja bisamenjadi pelaku kejahatan dan semua kelompok berpotensi menjadi korban kejahatan,diantaranya anak-anak. Anak sangat rentan menjadi korban dalam suatu kejahatan(victim of crime) dan menjadi objek dalam hal pengebirian dan pelecehan hak-hak. Halini disebabkan karena adanya ketidakberdayaan pada diri seorang anak. Kejahatanterhadap seorang anak seperti perampasan, penculikan maupun kejahatan yangbernuansa seksual seperti pencabulan dan perkosaan sangat rentan terjadi. Adaberagam modus dan motif dalam penculikan anak. Pertama, modus mengajakbermain anak. Dalam kasus ini terkadang penculik mendekati anak saat bermainbahkan penculik bermain bersama-sama dengan anak-anak. Kedua, modus memberimakanan atau minuman anak. Cara ini dilakukan agar anak mau berinteraksi awaldengan pelaku, sebelum pelaku melancarkan aksinya. Ketiga, modus jebakan melaluisiber. Oleh karena itu, jangan berikan potensi sedikit pun orang melakukankejahatan penculikan kepada anak. Apalagi tidak mudah juga untuk menerka pelakuatau bukan. Tujuan penelitian ini diperlukan untuk memberikan arah penyelesaianterhadap permasalahan yang terjadi, dengan mengetahui implementasistrategi pencegahan kejahatan terhadap kejahatan penculikan anak sertamengetahui upaya penanggulangan terhadap masalah kejahatan penculikan di masa yangakan datang.

Abstract

This research examines Indonesian Islamic revivalist movements’ perspectives on the concepts of the nation-state and democracy. The Islamic revivalist movements studied in this research include Hizbut Tahrir Indonesia (HTI), Front Pembela Islam (FPI), Majelis Mujahidin Indonesia (MMI), and Forum Umat Islam (FUI). Following the fall of the authoritarian Suharto’s regime in 1998, Indonesia witnessed an escalation of Islamic activism whose goals revolve around the implementation of Sharia (Islamic law) and, to a certain extent, the reestablishment of a caliphate (transnational Islamic state). To this end, revivalist movements have been staging frequent mass protests, mainly addressing Indonesian government policies that are deemed un-Islamic. Some of the protests have ended violently, which implies that their Sharia and Islamic state goals have become a source of conflict in Indonesian society. This research suggests that this violent activism stems from different versions of the concept of the nationstate and democracy, which disagree with broadly accepted definitions. This research was conducted against this backdrop to analyze each movements’ perspectives on the concept of nation-state and democracy and argues that, despite each movement advocating the implementation of Sharia, their understandings of the concepts of the nation-state and democracy differ.

Abstract

Pemuda merupakan kelompok usia produktif dengan potensi besar sebagai agenperubahan (agents of change). Menurut PBB, hampir setengah populasi dunia berusia dibawah 30 tahun, yang menjadikan mereka kekuatan strategis dalam pencapaianSustainable Development Goals (SDGs). SDGs menuntut keterlibatan lintas sektor danlintas generasi untuk mewujudkan pembangunan berkelanjutan di bidang sosial, ekonomi,dan lingkungan hingga tahun 2030. SDGs bersifat global, tetapi pelaksanaannya bersifatlokal. Aksi lokal mengacu pada upaya konkret yang dilakukan masyarakat atau individudi lingkungan sekitarnya untuk mengatasi permasalahan yang relevan dengan 17 tujuanSDGs. Pemuda berperan penting dalam mengidentifikasi tantangan lokal danmengembangkan solusi berbasis komunitas dengan pendekatan inovatif dan partisipatif.Secara ilmiah, kreativitas didefinisikan sebagai kemampuan menghasilkan ide baru danberguna. Dalam konteks SDGs, kreativitas siswa dan siswi SMA Budi Luhur dapatdiarahkan untuk inovasi sosial, kewirausahaan berkelanjutan, media dan teknologi:mengembangkan kampanye digital, aplikasi, atau konten kreatif yang menyuarakan isuSDGs secara masif. Kreativitas pemuda menciptakan "solusi hibrid" antara pengetahuanlokal dan pendekatan global untuk mempercepat pencapaian SDGs secara kontekstualdan berkelanjutan. Agar peran pemuda semakin kuat, maka dibutuhkan intervensisistematis dari berbagai pemangku kepentingan seperti: pemerintah, sekolah, komunitas,dan NGO. Pemuda merupakan subjek aktif dalam pembangunan yang mampumenawarkan solusi inovatif dan kontekstual. Dengan pendekatan yang holistik,partisipatif, dan berbasis kreativitas, pemuda dapat menjadi motor penggerak transformasisosial menuju masa depan yang lebih adil, inklusif, dan berkelanjutan

Abstract

This paper discusses Indonesia's hedging policies towards China, especially in the South China Sea issue. In line with a free and active foreign policy principle, Indonesia seeks a middle way by establishing cooperation with the United States and China, two major powers with different interests in the South China Sea issue. This research is qualitative research using a case study approach. In this study, I carried out two data collection techniques, namely interviews and literature studies. The political elite decides to hedge within a government, so it is motivated more internally than externally. Hedging is a tactic that demands a low commitment to a country that does not represent friend or foe. However, in line with the increasing competition between the two, Indonesia's hedging strategy may fail due to external pressure to join one side. Therefore, in maximizing the hedging strategy, Indonesia seems to need to increase its defense capabilities to increase its bargaining position and deter threats from external parties
