Abstract

This research aims to (1) Produce a product on web based Petanque sport match statistics , (2) Find out the use of Petanque sport match statistics. This research uses the Research and Development Method ( R & D) refers to the development model from Borg and Gall through 8 stages , namely: (1 ) Potential and problems, (2) Information collection, (3) Product design, (4) Design validation, (5) Design revision, ( 6) Small scale trial, (7) Revision of small scale trial, (8) Large scale trial, (9) Final product. The subjects of this research during small group trials during routine training were 7 athletes and 4 coaches. During the trials, the large group consisted of 10 athletes and 8 coaches during the Sumut-Aceh PON XXI PELATDA Selection. The results of this research are (1) A web based statistical product for Petanque sports competitions to find out to what extent the athlete's abilities are during training. (2) The level of suitability of this product is determined through expert validation assessment. (3) Development and development of match statistics. The web based petanque match statistics application meets the criteria or is very feasible to use. It is proven that the development of web based Petanque match statistics is feasible to use.

Abstract

Petanque is a sport that originates from France and is played using an iron ball, the aim of which is to bring the iron ball closer to the wooden ball. The aim of this research is to determine the achievements of Petanque Aceh athletes from 2015 to 2020. This research uses a historical descriptive method. The research subjects were 18 people consisting of the Chair of the Aceh FOPI Provincial Management, Aceh Petanque Coach, Petanque Sports Observer and Aceh Petanque Athletes. Data collection by interviews and documentation. Data analysis uses qualitative descriptive analysis. Based on research results, the achievements of the Aceh Petanque Team have developed very well so that they are able to achieve achievements from year to year, from 2017 to 2020 the Aceh Petanque Team has participated in 16 National Championships and 3 National Championships. International Championship, from the championship in which the Petanque Team participated in Aceh, a total of 57 medals were collected, divided into 22 gold medals, 14 silver medals and 21 bronze medals. The conclusion that can be seen is that the sporting achievements of Petanque Aceh are developing very well so that they are able to achieve brilliant achievements every year.

Abstract

Purpose: This study analyzes the effectiveness of investigations into Sailing Approval (SPB) violations conducted by the Ditpolairud Riau Islands Police. It seeks to evaluate how well current law enforcement mechanisms ensure maritime safety and legal compliance under the Navigation Law. Research methodology: The research employs a normative and empirical juridical approach. Data were collected from legislation, literature reviews, and in-depth interviews with investigators, Syahbandar officials, and maritime business operators. The findings were validated through triangulation and analyzed descriptively using John Rawls’ Theory of Justice, Friedman’s Legal System Theory, and Sudikno Mertokusumo’s Legal Certainty Theory. Results: Investigations into SPB violations have been carried out in accordance with legal procedures, including coordination between Ditpolairud, Syahbandar, PPNS, and prosecutors. While enforcement actions have increased compliance, several challenges remain, such as limited resources, overlapping authority, legal gaps, maladministration, and low awareness among shipowners and fishermen. Digitalization of SPB documents and improved transparency in service fees were identified as key solutions. Conclusions: The investigations are generally effective but still constrained by structural, substantial, and cultural barriers. Effective enforcement requires harmonized regulations, institutional synergy, technological integration, and public legal awareness to ensure maritime safety and compliance. Limitations: This study is limited to the jurisdiction of the Riau Islands and relies on qualitative field interviews, without quantitative assessment of enforcement outcomes. Contribution: The study contributes to maritime law by emphasizing justice, legal certainty, and system effectiveness in SPB investigations, while offering recommendations to improve institutional capacity, transparency, and regulatory alignment.
