Abstract

Background: Cervical cancer is the second most common cancer among women, with HPV infection being the primary risk factor. This study aims to evaluate the implementation of HPV DNA testing at the Talang Bakung Public Health Center from January to October 2024. Methods: This study identify issues related to HPV DNA testing at the Talang Bakung Public Health Center through the analysis of primary data (questionnaires and interviews) and secondary data. Results: Screening coverage reached only 36.95% of the target, influenced by low knowledge among women of reproductive age (65%), limited support from husbands (27.5%), and insufficient frequency of health education sessions. Intensive education, cross-sector involvement, and budget allocation are needed to improve HPV DNA screening coverage.

Abstract

Penelitian ini bertujuan untuk mengetahui implementasi pengembangan pegawai, faktor-faktor penghambat dalam upaya pengembangan pegawai, serta strategi yang mendukung keberhasilan pengembangan pegawai dalam menunjang implementasi Sistem Informasi Puskesmas Talang Bakung Kota Jambi. Metode penelitian yang digunakan adalah metode kualitatif. Responden terdiri dari Kepala Puskesmas, staf, dan tenaga IT Puskesmas Talang Bakung dengan jumlah 20 orang. Hasil penelitian menunjukkan bahwa implementasi pengembangan pegawai di Puskesmas Talang Bakung menerapkan pendekatan holistik. Faktor penghambat dalam menunjang implementasi sistem informasi adalah adanya resistensi terhadap perubahan di kalangan pegawai yang enggan beradaptasi dengan teknologi baru serta infrastruktur teknologi yang belum memadai. Strategi pendukung keberhasilan pengembangan pegawai dilakukan dengan memanfaatkan teknologi informasi untuk pelatihan daring, memberikan fleksibilitas bagi pegawai dalam belajar, serta program mentoring. Berdasarkan hasil penelitian ini, diharapkan Puskesmas dapat meningkatkan pengembangan pegawai dengan mengatasi resistensi terhadap perubahan melalui program mentoring, pelatihan langsung, penerapan buddy system, dan pemberian insentif bagi pegawai berprestasi. Memperkuat kapasitas pegawai lewat pelatihan, memastikan infrastruktur teknologi yang memadai, serta menyusun Standar Operasional Prosedur yang jelas juga diperlukan untuk memastikan sistem informasi dapat berfungsi secara optimal dan efisien.

Abstract

Parental refusal of immunization for children creates a conflict between parental rights in caregiving and the child’s right to health, which is guaranteed by law. This research aims to analyze the conflict between these two rights within the framework of Indonesian health law and to explain the state's authority to protect children's health rights. This research uses a normative juridical method by analyzing legal regulations, scholarly literature, and legal principles concerning the best interests of the child. The results indicate that parental rights are relative and may be restricted if they endanger the child's health. The state has a constitutional obligation to ensure immunization as part of the child’s right to health. The best interests of the child principle form the legal basis for limiting parental rights, and refusal of immunization can be classified as neglect of the child’s rights. This study recommends strengthening immunization regulations, community education, and inter-institutional collaboration between health and legal sectors to ensure optimal protection of children's rights.

Abstract

ABSTRACTBackground: The world organization, the International Labor Organization (ILO), says that 2.78 million workersdie every year due to work accidents and work-related diseases. In Indonesia, the number of cases of work-relateddiseases has increased. Given the high risk of occupational health and safety for workers and the mandate in thelaw to implement occupational health in the workplace, it is necessary to implement occupational health efforts inthe work area of the Puskesmas. One of the forms of work health efforts at the puskesmas is the establishment ofthe Occupational Health Efforts Post (UKK Post). In practice, the roles of cadres and program holders from thePuskesmas have not run properly. Based on data on the Performance Achievement of the 1st Quarter of the PaalMerah 1 Health Center in 2023 related to the low number of sick workers served by 18.26%.Method: The data collected by the author is to provide information regarding the description of the implementationof the UKK Post, which consists of two types, namely Primary Data and Secondary Data.Result and Conclusion The benefit of implementing the UKK Post for Respondents is that workers in theineffective category have the greatest frequency of 32 people with a percentage of 77.5%.Keywords: worker, occupational health post, Health Center, JambiABSTRAKLatar Belakang: Organisasi dunia International Labour Organization (ILO) manyampaikan bahwa 2,78 juta pekerjameninggal setiap tahun karena kecelakaan kerja dan penyakit akibat kerja.Di Indonesia jumlah kasus penyakitakibat kerja mengalami peningkatan. Mengingat tingginya risiko kesehatan dan keselamatan kerja bagi pekerjadan adanya amanat dalam Undang-Undang undang untuk menerapkan kesehatan kerja di tempat kerja, makaperlu dilaksanakannya upaya Kesehatan kerja di wilayah kerja Puskesmas. Bentuk upaya kesehatan kerjapuskesmas salah satunya dibentuknya Pos Upaya Kesehatan Kerja (Pos UKK). Pada pelaksanaannya, perankader maupun pemegang program dari Puskesmas belum berjalan semestinya. Berdasarkan data PencapaianKinerja Puskesmas Triwulan 1 Puskesmas Paal Merah 1 Tahun 2023 terkait rendahnya angka pekerja sakit yangdilayani sebesar 18,26%.Metode: Data yang dikumpulkan penulis untuk memberikan informasi mengenai gambaran pelaksanaan Pos UKK,yang terdiri dari dua jenis, yaitu Data Primer dan Data Sekunder. Hasil dan Kesimpulan: Manfaat pelaksanaanPos UKK Bagi Responden yaitu pekerja dengan kategori belum efektif memiliki frekuensi paling besar yaitusebanyak 32 orang dengan presentase sebesar 77,5 %.Kata Kunci: Pekerja, Pos Upaya Kesehatan Kerja, puskesmas, jambi

Abstract

Penelitian ini bertujuan untuk mengidentifikasi dan menganalisis karakteristik kepemimpinan adaptif yang efektif dalam menghadapi tantangan kewirausahaan di rumah sakit. Metode yang digunakan dalam penelitian ini adalah desain penelitian deskriptif kualitatif, dengan teknik pengumpulan data melalui studi literatur yang komprehensif. Data yang diperoleh dianalisis dengan menggunakan teknik reduksi data, penyajian data, dan penarikan kesimpulan untuk mendapatkan wawasan yang mendalam tentang praktik kepemimpinan adaptif. Hasil penelitian menunjukkan bahwa kepemimpinan adaptif yang efektif di rumah sakit ditandai dengan fleksibilitas, inovasi, kemampuan mengambil keputusan yang cepat dan tepat, serta komunikasi dan kolaborasi yang efektif. Pemimpin yang berhasil menghadapi tantangan kewirausahaan di rumah sakit mampu menciptakan budaya organisasi yang mendukung inovasi dan kolaborasi, serta memanfaatkan teknologi dan data untuk mendukung pengambilan keputusan. Selain itu, evaluasi dan umpan balik yang berkesinambungan terbukti penting untuk memastikan kepemimpinan tetap relevan dan efektif dalam menghadapi lingkungan yang terus berubah. Strategi-strategi ini secara keseluruhan membantu rumah sakit untuk meningkatkan daya saing dan kinerja organisasi mereka, sehingga mereka dapat merespons dinamika dan tantangan dengan lebih efektif. Abstract

This study aims to identify the factors that cause parents to refuse Diphtheria Tetanus immunization for children's health at the Talang Bakung Health Center, Jambi City, and analyze the legal strategies implemented by the Jambi City Regional Government in overcoming these rejections. The research method used is empirical legal research with a qualitative approach. Data was collected through interviews, observations, and documentation of related parties such as health workers, parents, and local government officials. Data analysis was carried out in a descriptive analytical manner by relating relevant field findings and legal theories. The results of the study showed that immunization refusal by parents was caused by several factors, including concerns about Post-Immunization Adverse Events (AEFIs), lack of understanding of vaccine benefits, the influence of misinformation on social media, and low trust in health workers. Social, cultural, and religious factors also contribute to strengthening resistance to immunization programs. The Jambi City Regional Government implements a persuasive and educational legal strategy by emphasizing increasing public health literacy through integrated socialization, the involvement of religious and community leaders, and the affirmation of legal policies based on Law Number 17 of 2023 concerning Health and Government Regulation Number 28 of 2024. In addition, the Regional Government strengthens legal protection for health workers and regulates the mechanism for handling AEFIs in a transparent manner to foster public trust. This legal strategy has proven effective in reducing immunization refusal rates and increasing community participation, although ongoing efforts are still needed to strengthen legal awareness and overall public health.
