Abstract

Kerawanan yang menyebabkan instabilitas sosial potensial terjadi pada masyarakat transisi. Ciri transisi tergambar jelas pada masyarakat desa Rancamanyar, Kecamatan Baleendah, Kabupaten Bandung. Desa yang tengah berubah menuju wujud sebuah kota ini menyimpan berbagai potensi membahayakan. Di antaranya, gangguan pada kerukunan dan kenyamanan lingkungan. Sebagai masyarakat transisi, kesulitan akan dialami ketika harus berubah ke arah suasana baru. Karena menuntut masyarakat untuk mengikuti arus perubahan dan meninggalkan adat dan kebiasaan yang telah lama terbentuk. Di dalam perubahan menuju kebiasaan baru ini terdapat hal paling mendasar, yakni, komunikasi. Ini berkenaan dengan bertebarannya simbol-simbol baru sebagai pembawa perubahan yang harus mendapat pemaknaan yang tepat dari masyarakat. Kemajuan sangat pesat serta merta mengubah kultur dan kebiasaan serta mengubah pola komunikasi yang sudah terbentuk. Menghadapi perubahan tersebut, warga harus memiliki keterampilan komunikasi, baik komunikasi praktis maupun kemampuan memaknai simbol-simbol yang bertebaran di tengah perubahan yang terjadi. Berkenaan dengan itu, dosen Ilmu Komunikasi bersama dengan mahasiswa Ilkom UKRI melaksanakan pengabdian di desa Rancamanyar, Kecamatan Baleendah Kabupaten Bandung. Tujuannya, untuk memberikan pemahaman dan keterampilan komunikasi kepada kader dan aktivis masyarakat desa agar mampu memperkuat kerukunan di tengah beragamnya simbol-simbol yang bertebaran sebagai konsekuensi dari heterogenitas penduduk. Agar mencapai tujuan, PKM menggunakan metode ceramah dengan disertai diskusi. Hasilnya, masyarakat desa Rancamanyar berkomitmen memahami realitas perubahan dengan menerapkan sisi keilmuan komunikasi agar terpelihara kerukunan di antara sesama warga masyarakat.

Abstract

This study aims to analyze the implementation of Public Information and Communication Technology (ICT) innovation and to formulate a Public ICT Innovation Model within the Government of West Bandung Regency. The study is motivated by the suboptimal implementation of various ICT-based innovation programs due to several critical regional innovation factors, including leadership, innovation culture development, the capacity of educated and trained personnel, innovation team development, and measurable work orientation. This research employs a qualitative approach with a descriptive-analytical method through observation, interviews, and document analysis conducted at the Department of Communication, Informatics, and Statistics (DISKOMINFOTIK) and related Regional Apparatus Organizations (OPDs). The findings indicate that although Public ICT innovations have generally been implemented effectively, major obstacles persist, particularly low work and learning culture and rigid bureaucratic structures. On the other hand, innovation optimization is driven by technology push factors, encompassing research and development, production, marketing, and market needs. The study also identifies external interference factors, such as academic involvement, benchmarking with other local governments, and public feedback which significantly contribute to improving and integrating innovation initiatives. Improvement efforts are reflected in the integration of 103 innovations into two main platforms and institutional efficiency through the strengthening of internal human resources. This research proposes a Public ICT Innovation Model as a systematic framework emphasizing integration, innovation curation, centralized coordination through DISKOMINFOTIK, and adaptability to external dynamics. The model is expected to serve as a strategic reference for developing more effective, efficient, and sustainable public ICT innovations at the local government level.

Abstract

Digital media has now become a strategic tool that enables organizations to establish faster, more interactive, and wider-reaching communication. This study aims to analyze the level of dependence on digital media by the Public Relations Department of BPD HIPMI West Java in the process of public communication of the organization's work program. This study uses a descriptive method to understand how digital media is utilized as a means of public communication for the organization. The results of the study show that the dependence on digital media in the public communication of BPD HIPMI West Java develops through four main stages, namely attraction, intensity, amplification, and sustained dependence. This study concludes that digital media plays a very significant role in supporting the effectiveness of organizational public communication. Dependence on digital media not only reflects the organization's adaptation to developments in communication technology, but also demonstrates the transformation of the organization's communication strategy in building more open, interactive, and sustainable relationships with the public.

Abstract

The welfare of the village community is built through the communication skills of village empowerment cadres (KPMD). As informal officers recruited from community potential, the cadres work as catalysts connecting the village government with village residents. The relationship between cadres and villagers is mainly related to the delivery and implementation of various programs aimed at all villagers. With these roles and duties, the cadres have a very strategic position. Its existence is a driving force that encourages and awakens villagers to participate in the implementation of village community development programs. Given the importance of the role and position of village cadres, lecturers of Communication Studies at the National University of Indonesia (UKRI) conduct community service which aims to provide communication skills to Kertamulya village cadres, Padalarang District, West Bandung Regency, so that all government programs can be understood and conveyed to all villagers. With the lecture and discussion method, it is possible to identify and solve various problems that arise with regard to the communication of cadres. The PkM results show that the cadres gain applied knowledge that can be used in carrying out all the tasks assigned.

Abstract

Attention to national values ​​and insight has almost disappeared among the majority of residents of Gudangkahuripan village, Lembang District, West Bandung Regency (KBB). In their daily lives, residents are more focused on meeting daily consumption needs than increasing and honing their knowledge of national insight. The only knowledge they ever acquired about national insight was during elementary and secondary school. After graduating, some continued on to college, while most focused on finding work. From that point on, they were almost no longer connected to national symbols and terms. Likewise, refresher courses on national values ​​and insight in the form of seminars, meetings, or discussions were almost never received. Starting from this condition, Community Service (PkM) lecturers and students of the Communication Science Study Program (Prodi Ilkom) of the National University of the Republic of Indonesia (UKRI) were directed to revitalize knowledge of national insight among the residents of Gudang Kahuripan village. The approach used was a lecture method by communicating the elements, components, mission and vision, and goals of nationality. PkM succeeded in raising awareness and interest among Gudangkahuripan villagers to trace the essence and identity as citizens of the nation. Awareness also occurs regarding the position of citizens as part of the digital world cycle.

Abstract

 The digital space can be utilized for various purposes. For empowerment goals, it can be used to enhance capabilities, improve quality, or boost community competencies. The same applies to business actors. The great benefits of the digital space are accessible to all without discrimination based on business scale or level—from conglomerate-class businesses, MSME-scale enterprises, to micro-level individual ventures, all have equal opportunities to leverage the digital space. Problems with digital tool usage arise when micro-level individual business actors remain unaware of the digital space's benefits. This is the background for the Community Service (PkM) activities conducted by lecturers and students from the Communication Science program at the National Republic of Indonesia University (Ilkom UKRI) in Madalajati Subdistrict, Bandung City. The PkM aims to provide knowledge and enhance skills for micro-sector business actors in accessibility and trading activities transformed into digital networks. To achieve this, the method used is lectures based on specific themes related to basic digital tool usage skills. PkM results show that residents' knowledge improved after receiving in-depth, comprehensive explanations on digitalization, and even commitments emerged to link their trading activities by first accessing digital networks
