Abstract

Demokrasi sebagai komitmen dari reformasi penyelenggaraan pemerintah di Indonesia telah diimplikasikan dalam bentuk desentralisasi pada level kabupaten/kota, dengan maksud mendekatkan pelayanan dan penyelenggaraan pemerintah kepada masyarakat. Daerah otonomi baru, Kab. Bandung Barat dibentuk berdasarkan UU No. 12/2007, dimana Bupati harus dipilih langsung oleh masyarakat setelah melalui serangkaian proses dan mekanisme politik. Drs. H. Abubakar, M.Si  terpilih kembali sebagai Bupati Kab. Bandung Barat kedua kalinya pada tahun 2013.Bupati sebagai pejabat pembina kepegawaian diberikan kewenangan melakukan pengangkatan, pemindahan dan penurunan dalam jabatan struktural PNS. Untuk memperoleh gambaran bagaimana pola hubungan di antara Bupati dengan pejabat struktural terjalin, bagaimana proses tersebut, dan faktor apa yang mempengaruhinya, penulis melihatnya dengan konsep politik birokratik, dimana kebijakan pemerintahan lebih didasarkan pada bentuk dan tujuan yang bercorak birokratik.Hasil penelitian menunjukkan pola hubungan Bupati dengan pejabat struktural birokrasi tidak hanya dalam kerangka positif yang menciptakan sinergi, tetapi juga implikasinya menjadi negatif disebabkan adanya perselingkuhan di antara keduanya. Kondisi tersebut terjadi berdasarkan dua hal: Pertama, hubungan sosial politik. Birokrasi merupakan roda politik kepentingan penguasa untuk mempertahankan kekuasaan, sehingga wajah birokrasi tidak lebih sebagai abdi penguasa daripada pelayan publik. Kedua, hubungan ekonomi. Rekrutmen pejabat struktural birokrasi seringkali terdistorsi oleh kepentingan politik uang, sehingga postur kekuasaan birokrasi ditentukan oleh pertukaran balas jasa politik dan transaksi ekonomi antara Bupati sebagai patron dan birokrasi sebagai klien, dimana Bupati melakukan kesepakatan dengan pejabat dalam setiap jenjang jabatan struktural

Abstract

The pattern of centralized government that turned into decentralized has brought a shift in the locus of power from the center to the regions, including changes in political authority at the local level. The spirit of democratization that occurred after the New Order regime had a follow-up impact in the form of decentralization with the enactment of Law No.22/2001 on Regional Autonomy which was later revised into Law No.32/2004 and Law 12/2008. The implementation of regional autonomy is an entry point for the rise of identity politics at the local political level. This condition occurs in the megapolitan city of Jakarta, whereas the capital of the country inhabited by residents from various identities. Identity-based mobilization was actualized by the pair of gubernatorial candidates who competed in the 2012 DKI Jakarta gubernatorial election, especially in the second round between the incumbent governor Fauzi Bowo who paired with Nachrowi Ramli (Foke – Nara) who came from the Betawi ethnicity against the pair Joko Widodo – Basuki Tjahaja. Purnama (Jokowi – Ahok) as a blend of Javanese ethnic identity comes from Solo and Chinese ethnicity from East Belitung, Sumatra. Abstract

Ibu rumah tangga dikategorikan sebagai pengatur lalu lintas informasi keluarga. Peranannya sangat sentral dalam mengontrol lalu lintas media yang bertebaran di gadget para anggota keluarga. Melalui dirinya, serbuan konten hoax atau fake news, hate speech, hingga malinformasi tertangkal. Ibu rumah tangga juga dapat menjadi embrio bagi ketahanan informasi masyarakat. Dari keluarga akan menebar ke lingkungan yang lebih. Tujuan membangun kesadaran bermedia dan meningkatkan ketahanan informasi dapat tercipta dengan banyaknya keluarga yang memiliki kecakapan dalam bermedia. Karena itu, untuk menambah jumlah ibu rumah tangga yang yang melek terhadap media, dilakukan kegiatan literasi. Agar mencerap informasi yang disampaikan, metode yang digunakan adalah face to face meeting dengan penyampaian materi yang dapat dimengerti mengenai penjelasan isi dan media melalui forum terbuka. Sebagai target group ibu-ibu warga Kecamatan Cibiru dapat memahami dan mengetahui mengenai media dengan segala isinya yang baik maupun yang mengandung efek kurang baik. Literasi media menjadi solusi dalam meningkatkan kesadaran bermedia masyarakat.

Abstract

The government decided that the omnibus law technique was a new legal breakthrough as an option to accomodate various overlapping multi-sector regulations. Law 11 of 2020 is projected to accelerate economic growth and increase the nation’s competitiveness by opening up the widest possible space for facilitating the business and investment climate to face the competition in the digital ecosystem of the world economy and global governance. This regulation raises debate in the public sphere, because this is suspected that the political process that occured during the legislative stages was formally flawed without the involvement of public participation. The dilemma between the policy agenda and the public agenda then continous through the communication media. This study aims to reveal the phenomenon of public opinion about the omni bus law of job creation and public participation in determining public affairs with multi-sectoral dimensions. Public opinion in the public sphere shows of the process of political communication that occurs as well as interaction between the policy agenda and the public agenda. The theoritical paradigm of phenomenology and research is critical in constructing an analytical descriptive approach with qualitative methods used to determine the relationship between the policy agenda, media agenda, and public agenda with various influencing factors.

Abstract

The simultaneous presidential and legislative elections show a shift in orientation from party-centered politics to candidate-centered politics, where candidates/figures are the main object of the 2024 election compared to the previous two separate elections. Changes in the election format mean that each presidential candidate carries out political communication in various forms of tools, media, and massive campaign activities. As The candidate-centered politics, the coalition of H. Anies Rasyid Baswedan, Ph.D. - Dr. (HC) H.A. Muhaimin Iskandar promotes change, H. Prabowo Subianto - Gibran Rakabuming Raka, Advanced Indonesia, and H. Ganjar Pranowo, S.H., M.I.P - Prof. Dr. H. Moh. Mahfud is a Superior Indonesia is the tagline of the vision of each presidential candidate, namely: Fair, Prosperous Indonesia for All, Together Indonesia Progresses Towards a Golden Indonesia 2045, and Fast Movement Towards a Superior Indonesia. The successful political communication of the presidential candidates had an electoral influence and impact on the presidential election competition, which was won by the pair H. Prabowo Subianto-Gibran Rakabuming Raka according to the recapitulation of the KPU's preliminary calculations after three days of voting. This public trust is a challenge for the President-elect to resolve society's multidimensional problems in the economic fields regarding poverty and unemployment, education and health, and social welfare. The interpretive analysis of the qualitative descriptive method in this study is an understanding/meaning of people's choices regarding candidate-centered politics from the many phenomena that are constructed into a shared reality. Abstract

Abstract Indonesia is facing simultaneous national regional head elections in 2024 to elect Governors, Regents, and Mayors in 38 provinces and 514 districts and cities. Political parties have a central position in regional head elections through political recruitment to take part in electoral competitions at all levels in accordance with the mandate given by laws and regulations regarding political parties, general elections, and regional head elections. The recruitment of the Gerindra party for the candidate for Mayor/Deputy Mayor of Bandung is recommended to Prabowo Subianto's trusted young figure, R. Dhani Wirianata number 07-1051/REKOM/DPP-GERINDRA/2024 dated 18 July 2024 which was signed by the General Chairperson and Secretary General after going through selection with open and closed methods. Dhani's figure is believed to be able to accelerate development and solve the problems of the city of Bandung as the political communication of the Gerindra party in the form of political messages and public opinion is conveyed through the candidacy declaration of R. Dhani Wirianata carrying the tagline "Bandung Together with Advanced Indonesia". The study approach was carried out using a qualitative method with exploratory characteristics to capture the meaning and understand the political recruitment and political communication of the Gerindra party behind the reality of R. Dhani Wirianata's candidacy. This means that the process of political recruitment and political communication in the 2019 Solo city elections is likely to happen again in the 2024 Bandung city elections. Abstrak Indonesia menghadapi perhelatan pemilihan kepala daerah serentak secara nasional tahun 2024 untuk memilih Gubernur, Bupati, dan Walikota di 38 provinsi serta 514 kabupaten dan kota. Kedudukan partai politik memiliki posisi sentral dalam pemilihan kepala daerah melalui rekrutmen politik untuk mengikuti kompetisi pemilihan pada semua jenjang tingkatan sesuai dengan mandat yang diberikan oleh peraturan perundangan tentang partai politik, pemilihan umum, dan pemilihan kepala daerah. Rekrutmen partai Gerindra untuk kandidasi Walikota/Wakil Walikota Bandung direkomendasikan kepada sosok muda kepercayaan Prabowo Subianto, R. Dhani Wirianata bernomor 07-1051/REKOM/DPP-GERINDRA/2024 tanggal 18 Juli 2024 yang ditandatangani oleh Ketua Umum dan Sekretaris Jenderal setelah melalui seleksi dengan metode terbuka dan tertutup. Sosok Dhani diyakini mampu mengakselerasi pembangunan dan mengurai permasalahan kota Bandung sebagai komunikasi politik partai Gerindra dalam bentuk pesan politik dan opini publik disampaikan melalui deklarasi pencalonan R. Dhani Wirianata dengan mengusung tagline “Bandung Bersama Indonesia Maju”. Pendekatan kajian dilakukan dengan metode kualitatif berciri eksploratori untuk menangkap makna dan memahami rekrutmen politik dan komunikasi politik partai Gerindra di balik realitas kandidasi R. Dhani Wirianata. Maknanya, proses rekrutmen politik dan komunikasi politik pada pilkada kota Solo 2019 memungkinkan berulang terjadi pula pada pilkada kota Bandung 2024.

Abstract

The 2024 presidential and legislative elections show anomalies in the vote results. Prabowo Subianto won the Presidential seat for the 2024-2029 period with a majority vote that dominated 36 provinces out of 38 provinces in Indonesia, so it did not have a significant impact on his political party, namely Gerindra obtained a majority of legislative seats, even dropping to third place compared to the 2019 election which was in second place. The personal impression of the President-elect did not have any impact even though the support from survey institutions and various media platforms became a looking-glass effect for the blessings of electoral politics for the Gerindra party. The electoral impact obtained by other parties from those who supported and did not support the President, increased significantly by double digits from the previous election. The article in this study uses an exploratory qualitative method with a case type, where the bandwagon effect of the Presidential election supported by horse-race journalism contributes or does not contribute to political parties' vote acquisition in understanding the natural social context phenomenon on political party relations, elections, and their subsequent impacts. The media and survey institutions with the various channels and platforms they use play a key role in post-reform polls with the results becoming a reference for the public to see the level of electability of presidential and legislative candidates, especially for young people as the majority of voters who reach 55% of the voting population. In fact, with various methods, they can increase vote acquisition, change election results through their multiple skills, and help their candidates defeat their competitors so that in this context survey institutions become business entities with high pay rates.

Abstract

Nationalism and sovereignty are two words that are always attached to two figures of Indonesian national leaders, namely the 1st President Soekarno and the 8th President Prabowo Subianto. The nationalism and sovereignty echoed by the two Presidents are based on the empirical objective conditions faced by the Indonesian nation in the form of nationale geest (national spirit), nationale will (national will), and nationale daad (national action). Soekarno implemented nationalism and sovereignty based on the trisakti philosophy transformed by Prabowo Subianto during his administration with the symbol "Indonesia first, make Indonesia great again" as the identity of the internal sovereignty project and external sovereignty: "Si Vis Pacem Para Bellum and I want to be your friend, I want to be your partner, but I can not be your peon". This study captures and elaborates nationalism-sovereignty of Soekarno and Prabowo Subianto through a study of documentation literature. The historical method with a qualitative approach is used to interpret the implementation of nationalism-sovereignty through the vision of Soekarno and Prabowo Subianto. The results of the study show that nationalism and sovereignty are the characteristics of national ideology as well as legitimate identity in Soekarno and Prabowo Subianto so that they received international recognition in the form of the 20th century Memory of the World for Soekarno's Speech before the UN General Assembly in 1961 for Soekarno and Prabowo Subianto including one of the most influential Muslim figures in the world in 2023

Abstract

Kerawanan yang menyebabkan instabilitas sosial potensial terjadi pada masyarakat transisi. Ciri transisi tergambar jelas pada masyarakat desa Rancamanyar, Kecamatan Baleendah, Kabupaten Bandung. Desa yang tengah berubah menuju wujud sebuah kota ini menyimpan berbagai potensi membahayakan. Di antaranya, gangguan pada kerukunan dan kenyamanan lingkungan. Sebagai masyarakat transisi, kesulitan akan dialami ketika harus berubah ke arah suasana baru. Karena menuntut masyarakat untuk mengikuti arus perubahan dan meninggalkan adat dan kebiasaan yang telah lama terbentuk. Di dalam perubahan menuju kebiasaan baru ini terdapat hal paling mendasar, yakni, komunikasi. Ini berkenaan dengan bertebarannya simbol-simbol baru sebagai pembawa perubahan yang harus mendapat pemaknaan yang tepat dari masyarakat. Kemajuan sangat pesat serta merta mengubah kultur dan kebiasaan serta mengubah pola komunikasi yang sudah terbentuk. Menghadapi perubahan tersebut, warga harus memiliki keterampilan komunikasi, baik komunikasi praktis maupun kemampuan memaknai simbol-simbol yang bertebaran di tengah perubahan yang terjadi. Berkenaan dengan itu, dosen Ilmu Komunikasi bersama dengan mahasiswa Ilkom UKRI melaksanakan pengabdian di desa Rancamanyar, Kecamatan Baleendah Kabupaten Bandung. Tujuannya, untuk memberikan pemahaman dan keterampilan komunikasi kepada kader dan aktivis masyarakat desa agar mampu memperkuat kerukunan di tengah beragamnya simbol-simbol yang bertebaran sebagai konsekuensi dari heterogenitas penduduk. Agar mencapai tujuan, PKM menggunakan metode ceramah dengan disertai diskusi. Hasilnya, masyarakat desa Rancamanyar berkomitmen memahami realitas perubahan dengan menerapkan sisi keilmuan komunikasi agar terpelihara kerukunan di antara sesama warga masyarakat.

Abstract

The 2024 Presidential Election has produced three pairs of presidential and vice presidential candidates, namely Anies Rasyid Baswedan-Muhaimin Iskandar, Ganjar Pranowo-Mahfud M.D, and Prabowo Subianto-Gibran Rakabuming Raka, each of whom is supported by a coalition of parliamentary political parties resulting from the 2019 election and non-parliamentary political parties. Prabowo Subianto-Gibran Rakabuming Raka was promoted and supported by the coalition of 7 parliamentary and non-parliamentary political parties with 261 seats equal to 45.39% proposing the vision and mission of ASTA GITA and the Best Results Fast program, which is the implementation of the national ideology based on Article 33 of the Constitution with the principles of kinship and identity politics based on popular democracy and economic identity with a middle way economic school. This study is to elaborate on Prabowo Subianto's understanding, commitment, thoughts, and actions as stated in his vision, mission, and programs. Explanatory descriptive methods with a qualitative approach and interpretive analysis in a biographical model are used to obtain meaning and connections between national ideology and multidimensional political and economic identities. The results of the study show that ideology, political identity, and economics are interrelated between the figure of the Presidential candidate and the political work of political party machines and community choices which strengthen the legitimacy of identity, or give rise to resistance to different identities as a rejection of various forms of domination and hegemony from social actors in society.
