Abstract

This study aims to analyse the collaboration form of, and critically discuss the determinant factors of collaboration those are more significantly distorted, in the governance of CSEL’s CSR program on agriculture-based economic empowerment for communities in the Salas village of Bula Sub-District, Eastern Part of Seram Regency in Maluku Indonesia. The collaboration form, the determinant factors of collaboration and their distortion as the main focuses were employed in a qualitative case study. Primary data was collected by using an in-depth interview and Focus Group Discussion. There are 9 key informants. Secondary data was collected by using documentary study on relevant documents (CSR rule & regulation, CSR Reports, etc.). The CSEL’s collaborative CSR program was a type of formal collaboration that was significantly distorted. The stakeholder, communication and also collaboration resources were among the determinant factors which were significantly distorted in the governance of the CSEL’s collaborative CSR program, and therefore it failed for empowering the economy of the host community in the Salas Village. The findings of this study are useful to understand the specific formal collaborative management of CSR in Indonesian oil and gas sectors which were distorted in the CSEL’s collaborative CSR program case; particularly, these findings show the challenges the oil & gas sectors face in managing their collaborative CSR programs by improving the determinant factors of collaboration. This study adapts not only the concept of collaboration form, but also the well-known determinant factors of collaboration into a unique and specific case of CSEL’s formalized collaborative CSR program within the Indonesian oil & gas sectors context that was significantly distorted in practice if compared to other CSR programs of CSEL and others.

Abstract

Penelitian ini berjenis penelitian kuantitatif yang bertujuan untuk menganalisis Pengaruh Gaya Kepemimpinan Transformasional Kepala Sekolah Terhadap Kinerja Guru Pada Madrasah Aliyah Al Fatah Ambon. Penelitian ini melibatkan 48 sampel yang merupakan guru dan siswa pada Madrasah Aliyah Al Fatah Ambon dengan teknik penarikan sampel yaitu purposive sample. Teknik pengumpulan data menggunakan kuesioner yang diukur menggunakan skala likert. Teknik pengujian data yang dilakukan dalam penelitian ini meliputi, uji instrumen (validitas, realibilitas). Metode analisis datanya yang digunakan yaitu analisis regresi linear sederhana. Pengujian hipotesis terdiri dari uji t dan uji koefisien determinasi (R2), semua pengujian dilakukan menggunakan aplikasi SPSS Versi 30. Hasil penelitian menunjukkan bahwa ada pengaruh kepemimpinan transformasional kepala sekolah (Idealized influence, inspirational motivation, intellectual stimulation dan individual consideration) terhadap kinerja guru. Hal ini dapat dilihat dari hasil pada uji t yang mana nilai t hitung lebih besar daripada t tabel, yang artinya ada pengaruh gaya kepemimpinan transformasional kepala sekolah terhadap kinerja guru. Saran untuk peneliti selanjutnya agar dapat melakukan penelitian lanjutan dengan menggunakan variabel yang berbeda yang diduga mampu mempengaruhi kinerja guru.

Abstract

Birokrasi di Indonesia hingga saat ini masih dihadapkan dengan beberapa tantangan seperti kurangnya transparansi, akuntabilitas, efektivitas dan efisiensi dalam pelayanan publik yang masih belum optimal. Untuk mengatasi hal tersebut, pemerintah menginisiasi reformasi birokrasi melalui pembangunan zona integritas menuju wilayah bebas korupsi (WBK) dan wilayah birokrasi bersih melayani (WBBM). Penelitian ini menggunakan metode kualitatif. Teknik pengumpulan data yang digunakan berupa observasi, wawancara, dan dokumentasi. Teknik analisis yang digunakan menggunakan model analisis interaktif yang di kembangkan oleh Miles dan Huberman yaitu reduksi data, penyajian data dan penarikan kesimpulan. Penelitian ini bertujuan untuk menganalisis dan mengetahui faktor determinan pada implementasi kebijakan pembangunan zona integritas dalam mewujudkan pelayanan publik di Kantor Wilayah Kementerian Agama Provinsi Maluku. Hasil penelitian menunjukan bahwa implementasi kebijakan pembangunan zona integritas dalam mewujudkan pelayanan publik di Kantor Wilayah Kementerian Agama Provinsi Maluku masih belum efektif. Hal tersebut dapat diketahui melalui beberapa faktor determinan baik faktor penghambat maupun pendukung berdasarkan indikator keberhasilan implementasi kebijakan menurut Randall B. Ripley dan Grace A. Franklin yakni kepatuhan birokrasi, kelancaran rutinitas dan dampak.Kata kunci: Implementasi Kebijakan, Pembangunan Zona Integritas, Kepatuhan Birokrasi, Kelancaran Rutinitas, Dampak.

Abstract

This study aims to analyze the role of Village Fund Allocation (ADD) policies in addressing social disparities in Tawiri Village, Teluk Ambon District, as part of participatory development and economic empowerment efforts in Eastern Indonesia. A qualitative descriptive approach was employed, with data collected through in-depth interviews, field observations, and documentation, utilizing both primary and secondary sources. The study focuses on four key aspects: (1) improving human capital, (2) ensuring equal access for all community members, (3) optimizing the management and utilization of local resources, and (4) promoting equitable development and job creation. The findings reveal that ADD policy in Tawiri has had a positive impact on human resource development and community access to development programs. Village funds are managed effectively, contributing to more equitable infrastructure distribution and the creation of new employment opportunities. The novelty of this study lies in its integrated analysis of the socio-economic impacts of ADD within a local context in Eastern Indonesia—an area often underrepresented in national academic discourse. The study recommends strengthening village institutional capacity and community participation as sustainable strategies for promoting social justice and advancing locally grounded social science knowledge.

Abstract

This research examines the implementation of Smart City in Ambon City through six main dimensions: Smart Governance, Smart Branding, Smart Economy, Smart Living, Smart Society, and Smart Environment. The results show a strong synergy between the government, private sector, and community in creating an inclusive, sustainable, and technology-based city. Smart Governance improves transparency, accountability, and responsiveness through innovations such as ASN applications, One Map One Data systems, and omnichannel services. Smart Branding highlights local identity through City of Music and Ambon Extravaganza initiatives, which strengthen cultural and tourism appeal. Smart Economy encourages the digitization of economic services through a warehouse receipt system, cashless transactions, and the Ambon Access application to support MSMEs. Smart Living focuses on improving the quality of life through transportation infrastructure, wastewater management, and the development of health facilities and housing, according to sustainability principles. Smart Society prioritizes human resource development and literacy through IT training programs, the SIPBOS application, and library promotion, creating a knowledge-based society. This finding is supported by previous theories and research, such as Sustainable Development Theory (Brundtland, 1987), Digital Economy Theory (Tapscott, 1996), and Collaborative Governance Theory (Ansell & Gash, 2008), which emphasize the importance of collaboration across sectors and technologies in supporting smart city development.

Abstract

This study aims to analyze the regional budget allocation policy toward the implementation of Minimum Service Standards (SPM) at the Social Affairs Office of Maluku Province. SPM represents the mandatory indicators that must be achieved by local governments in providing basic services, particularly to vulnerable groups such as the elderly, neglected children, and persons with disabilities. This research employs a descriptive qualitative approach with data collected through interviews, observation, and documentation. The analysis focuses on four main aspects: planning and budget prioritization, allocation and utilization effectiveness, institutional readiness, and monitoring and accountability. The findings indicate that while SPM programs have been aligned with regional planning documents, the integration of basic social needs data remains weak. Budget utilization effectiveness is also suboptimal, as reflected in the gap between targeted outcomes and actual achievements. Furthermore, institutional capacity and human resources are not fully prepared to implement SPM programs, and oversight is mostly administrative with limited public engagement. Therefore, strengthening cross-sectoral coordination, enhancing institutional capacity, and improving participatory monitoring systems are essential to ensure more effective budget allocation. This study recommends evidence-based policymaking as a foundation for social budget decisions.

Abstract

Sistem Online Single Submission Risk-Based Approach (OSS RBA) merupakan inovasi dalam pelayanan perizinan berusaha yang berbasis risiko sesuai dengan Peraturan Pemerintah No. 5 Tahun 2021. Penelitian ini menganalisis proses pemenuhan persyaratan perizinan usaha trayek melalui OSS RBA di Kabupaten Maluku Tengah serta implikasinya terhadap pemenuhan hak pelaku usaha. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan pendekatan induktif. Hasil penelitian menunjukkan bahwa meskipun OSS RBA telah menyediakan kerangka digital yang lebih efisien, terdapat beberapa kendala dalam implementasinya, seperti gangguan teknis pada sistem, keterbatasan pemahaman pelaku usaha terhadap regulasi, serta koordinasi antar instansi yang belum optimal. Hambatan-hambatan ini berdampak pada keterlambatan penerbitan izin, peningkatan biaya administrasi, dan ketidakpastian bagi pelaku usaha. Oleh karena itu, diperlukan optimalisasi sistem OSS RBA melalui peningkatan infrastruktur digital, sosialisasi regulasi kepada pelaku usaha, serta penguatan koordinasi antar instansi terkait. Dengan perbaikan tersebut, diharapkan sistem perizinan berbasis risiko dapat lebih efektif dalam mendukung kemudahan berusaha dan memastikan pemenuhan hak pelaku usaha di Kabupaten Maluku Tengah

Abstract

Law Number 6 of 2014 on Villages (Undang-Undang Nomor 6 Tahun 2014 tentang Desa) establishes that villages play a central role in development, aiming to create self-sufficient and competitive communities. In this context, the Innovative Village Program (PDI) serves as a key strategy to enhance the effective use of village funds, develop local economic potential, and improve community welfare. This study examines the role of the Triple Helix model of collaboration in supporting innovation programs in Poka Village, Ambon City, to foster a knowledge-based economy. This research employs a qualitative method with a case study approach. Data collection was conducted through in-depth interviews, observations, and document analysis. The data were analyzed descriptively using triangulation techniques to enhance the validity of the findings. The results show that the Triple Helix collaboration, involving the village government, community, academics, and economic actors such as Village-Owned Enterprises (BUMDes) and Micro, Small, and Medium Enterprises (MSMEs), plays a crucial role in fostering innovation and accelerating technology adoption in Poka Village. The village government serves as a planner and facilitator, the village community acts as the primary driver of innovation, academics function as mentors and technology developers, while economic actors serve as users and managers of innovation outcomes. The uniqueness of this research lies in its collaborative approach to developing an innovation-driven village based on a knowledge economy. This study recommends enhancing community capacity through science and technology-based training, optimizing the role of academics in applying innovative technologies, and strengthening policies that promote synergy among actors within the Triple Helix model. These findings contribute to the advancement of social sciences and humanities, particularly in the study of innovation-driven rural development and multi-sectoral collaboration.
