Abstract

Birokrasi di Indonesia hingga saat ini masih dihadapkan dengan beberapa tantangan seperti kurangnya transparansi, akuntabilitas, efektivitas dan efisiensi dalam pelayanan publik yang masih belum optimal. Untuk mengatasi hal tersebut, pemerintah menginisiasi reformasi birokrasi melalui pembangunan zona integritas menuju wilayah bebas korupsi (WBK) dan wilayah birokrasi bersih melayani (WBBM). Penelitian ini menggunakan metode kualitatif. Teknik pengumpulan data yang digunakan berupa observasi, wawancara, dan dokumentasi. Teknik analisis yang digunakan menggunakan model analisis interaktif yang di kembangkan oleh Miles dan Huberman yaitu reduksi data, penyajian data dan penarikan kesimpulan. Penelitian ini bertujuan untuk menganalisis dan mengetahui faktor determinan pada implementasi kebijakan pembangunan zona integritas dalam mewujudkan pelayanan publik di Kantor Wilayah Kementerian Agama Provinsi Maluku. Hasil penelitian menunjukan bahwa implementasi kebijakan pembangunan zona integritas dalam mewujudkan pelayanan publik di Kantor Wilayah Kementerian Agama Provinsi Maluku masih belum efektif. Hal tersebut dapat diketahui melalui beberapa faktor determinan baik faktor penghambat maupun pendukung berdasarkan indikator keberhasilan implementasi kebijakan menurut Randall B. Ripley dan Grace A. Franklin yakni kepatuhan birokrasi, kelancaran rutinitas dan dampak.Kata kunci: Implementasi Kebijakan, Pembangunan Zona Integritas, Kepatuhan Birokrasi, Kelancaran Rutinitas, Dampak.

Abstract

Penelitian ini bertujuan untuk mengetahui motivasi terhadap kinerja pegawai dan untuk menguji lingkungan kerja terhadap kinerja pegawai. Penelitian di lakukan di Biro Umum Sekretariat Daerah Maluku. Metode pengambilan sampel adalah convenience sample sebanyak 40 responden. Teknik analisis data yang digunakan adalah uji validitas, uji reliabilitas, analisis deskriptif, uji normalitas, uji multikolinearitas, uji heteroskedastisitas, analisis regresi berganda dan uji t. Hasil penelitian menunjukkan bahwa motivasi tidak mempunyai pengaruh signifikan terhadap kinerja pegawai. Dan lingkungan kerja berpengaruh terhadap kinerja pegawai. Dalam hal ini motivasi tidak dapat diterima dan lingkungan kerja dapat diterima.

Abstract

This research was carried out in Ambon City at the Environment and Waste Service as well as several environmental and waste care communities/institutions in Ambon City. Primary data collection was carried out through interviews with a number of informants who were considered to be directly involved in the process of implementing government policies in waste management in Ambon City. The results of this research describe that the government's role in handling waste has not been effective, this is due to the lack of infrastructure which is inadequate to handle the increasing volume of waste in Ambon City and the lack of public awareness about the importance of good waste handling so that it is free from negative environmental impacts and this which is one of the inhibiting factors in the process of implementing government policies.

Abstract

This study assesses the quality of public services at the Benteng Village Office in Nusaniwe District, Ambon City, utilizing the SERVQUAL model across five dimensions: Tangibles, Reliability, Responsiveness, Assurance, and Empathy. While most indicators for Tangibles, Reliability, and Assurance are being met, there are notable gaps in the comfort of physical facilities and the technological proficiency of staff. The Responsiveness dimension aligns with community expectations; however, there are concerns regarding staff friendliness in the Empathy dimension. Key factors affecting service quality include the professionalism of human resources, IT infrastructure, and community oversight. The study recommends enhancing staff skills, upgrading facilities, and promoting a positive service culture to elevate service quality in Benteng Village.

Abstract

This study aims to examine issues related to the existence of traditional leadership in Tulehu, Central Maluku Regency, particularly in the context of conflicts that occurred during the election of the king or village head. The main focus of this study is on the delay in the ratification of the King by the Regent of Central Maluku, the protests by the community against the decision to appoint a King who did not follow the lineage of the matarumah Ohorella, and the decision of the Saniri Negeri that did not base the selection of the King on the royal lineage. This study uses a qualitative method with a descriptive analytical approach and was conducted over a period of five months. Data collection techniques include interviews, direct observation, and documentation of various primary and secondary sources. The results of this study indicate that local government officials need to strengthen their role as traditional leaders who have strong legitimacy among the community. The Saniri Negeri plays an important role in maintaining the traditional selection process based on royal lineage (matarumah perintah), which contributes to social stability and harmonious relations among citizens. The implications of these findings indicate the importance of collaboration between the government and traditional institutions in resolving leadership conflicts in order to create a government that is accepted by all elements of society. However, the limitations of this study lie in its scope, which is restricted to one region, as well as the limited time available to capture dynamics that may arise after the study period ends. Further studies are recommended to cover a broader geographical area and timeframe to gain a more comprehensive understanding.

Abstract

Community-based ecotourism has become a potential strategy for supporting sustainable development, particularly in coastal areas. This study aims to analyze the dynamics of multi-actor collaboration in the development of mangrove ecotourism in Waiheru Village, Maluku, and its impact on the social and economic transformation of the local community. The research employs a qualitative approach, utilizing data collection techniques such as in-depth interviews, participatory observation, and document analysis. The findings indicate that the development of mangrove ecotourism in Waiheru Village involves three key actors: the village government, local Micro, Small, and Medium Enterprises (UMKM), and youth organizations under Karang Taruna. The collaboration among these actors has led to significant social changes, including increased community awareness of mangrove conservation and the emergence of local initiatives in ecotourism management. Economically, ecotourism development has created new business opportunities for the community, increased income through the tourism sector, and encouraged economic diversification within the village. The novelty of this study lies in identifying effective patterns of multi-actor collaboration within the context of community-based ecotourism, which can serve as a model for other regions with similar potential. This study recommends policies that support the sustainability of community-based ecotourism, capacity-building initiatives for local communities in ecotourism management, and the strengthening of synergy between the government, private sector, and local communities to ensure the long-term benefits of mangrove ecotourism. With a holistic and participatory approach, ecotourism can become a vital instrument for enhancing community welfare while preserving coastal ecosystems.

Abstract

This study aims to analyze the communication patterns between Village Heads and the Village Consultative Council (BPD) in village governance in Indonesia, focusing on aspects of leadership and consultation. Effective communication between these two actors is key to realizing participatory and responsive village governance that aligns with community aspirations. The study employs a qualitative approach using a case study method in Gale-Gale Village, Seram Bagian Barat Regency. Data collection was conducted through in-depth interviews, participatory observation, and document analysis. The findings reveal that although communication between Village Heads and the BPD has been established through cooperation, consultation, and coordination, its utilization in implementing core governance functions remains suboptimal. The main obstacle identified is the lack of understanding among BPD members regarding their roles as stipulated in existing regulations, which affects the coordination process in conveying community aspirations. Additionally, limited infrastructure impacts the effectiveness of communication at the village governance level. The novelty of this study lies in identifying the gap between regulation and communication practices in village governance, highlighting the need to enhance the capacity of BPD members to perform their functions more effectively. This study recommends strengthening training and socialization programs for BPD members and developing a more systematic communication mechanism to improve synergy between Village Heads and the BPD in fostering more democratic and inclusive village governance. These findings contribute to the development of social sciences and humanities, particularly in the study of local leadership and political communication at the village level.

Abstract

This article explores organizational communication strategies within village governance aimed at enhancing community participation in local development. The study focuses on how village governments establish multidirectional communication interactions to strengthen citizen engagement in the planning and implementation of development programs. Conducted in Kataloka Village, Maluku, this research adopts a qualitative approach, utilizing in-depth interviews, participatory observation, and document analysis. The findings reveal that the success of community participation is closely linked to the effectiveness of organizational communication employed by the village government, particularly in managing the flow of information through vertical (top-down), horizontal (peer-to-peer), and diagonal (cross-structural) communication. Key challenges identified include limited two-way communication channels and low levels of digital literacy among residents. However, efforts to intensify face-to-face dialogue and actively involve citizens in community forums have proven effective in increasing engagement. The novelty of this study lies in its emphasis on the integration of vertical, horizontal, and diagonal communication flows as a strategic mechanism to reinforce participatory democracy at the local level. This article recommends strengthening the communication capacity of village governments and developing inclusive communication channels as a contribution to the advancement of social sciences, particularly in the fields of organizational communication and rural governance.
