Abstract

The spread of Covid-19 in Indonesia till now has transformed particularly in education system which was marked by the issuance of the 4 Ministerial Decrees, thus affecting the learning process in educational units throughout Indonesia. Those phenomenon that used as an current object for this research is the quality of education services at State senior high school in West Java Province. This research aims to discuss the impact caused by competence on the quality of educational services. The research sample earned 381 respondents who was taken from a population of 54,150 people through Krejcie sampling technique. Collecting data used literature review and questionnaires with data analysis technique used SEM analysis and descriptive analysis. The results from this research has proven that the amount of the influence fr Competence to the Quality of Education Services at State Senior High Schools in West Java Province reached 0.55, which is quite strong and significant.

Abstract

The phenomenon that is the object of research is the implementation of special autonomy policies in improving people's welfare in Jayawijaya Regency, Papua Mountains Province. This study aims to discuss the implementation of special autonomy policies in improving people's welfare in Jayawijaya Regency, Papua Mountains Province and to obtain a model from the analysis of the implementation of special autonomy policies in improving welfare in Jayawijaya Regency, Papua Mountains Province. This research method uses a qualitative descriptive method. The selection of informants was carried out using a purposive sampling technique consisting of elements of government leaders, traditional/community leaders, academics and stakeholders totaling 7 informants. By using Grindle's policy implementation theory. The results of the study indicate that the implementation of the policy to improve the welfare of the people of Jayawijaya Regency can be done through the provision of educational, health, economic and other social assistance to the people of Jayawijaya Regency and the Asymmetric Diversion Policy Implementation Model for Improving Community Welfare through the Provision of Educational, Health, Economic and Other Social Assistance to the People of Jayawijaya Regency which synergizes the implementation of asymmetric regional policies on the amount of social assistance budget allocation from the APBD for each budget year and asymmetric regional head policies on the provision of social assistance with the implementation of regulations and laws in regulating the provisions, procedures and methods for providing social assistance according to objective conditions of geographical remoteness, sociological backwardness and limitations of community human resources.

Abstract

Penelitian ini menganalisis strategi implementasi kebijakan pemerintahan daerah dalam meningkatkan derajat dan kualitas pelayanan dasar bidang kesehatan masyarakat di Kabupaten Maybrat, dibentuk pada tanggal 16 Januari dan disahkan melalui undang-undang Republik Indonesia Nomor: 13 tahun 2009, merupakan salah satu wilayah penghubung yang menarik, terutama jika dilihat dari aspek ekonomi dan social yang justru mengalami perubahan cukup baik, namun tidak linier dengan kondisi pelayanan kesehatannya. Program pelayanan kesehatan di Kabupaten Maybrat Provinsi Papua Barat Daya belum dapat berjalan optimal. Penelitian ini menggunakan metode deskriptif dengan menggunakan teori von meter dan von horn dengan indentifikasi dan indicator kinerja adalah tahap penting dalam analisis tahapan tujuan pelaksanaan kebijakan juga menghendaki penyediaan sumber daya manusia, dan sumber dana dan program lain yang mendorong mempasilitasi pelaksanaan kebijakan yang efektif. Hasil penelitian di kabupaten Maybrat masih mengalami keterbatasan sumber daya kesehatan diantaranya: kurangnya sarana-prasarana, terutama di wilayah distrik dan kampung dan adanya kekurangan tenaga medis dan dokter, kualitas distribusiobat-obatan, pola kerja dan system informasi pelayanan kesehatan dan derajat kesehatan belum optimal. Penelitian ini bertujuan untuk mendeskripsikan strategi implementasi kebijakan pemerintahan daerah dalam meningkatkan derajat dan kualitas pelayanan dasar bidang kesehatan masyarakat di kabupaten Maybrat Provinsi Papua Barat Daya. Penelitian Pemerintahan daerah Kabupaten Maybrat disarankan melakukan strategi implementasi kebijkan yang sesuai dengan kondisi Masyarakat Maybrat. Yaitu, menggunakan pendekatan ASOCA, khususnya berkenaan dengan memperhatikan aspek culture kondisi dan budaya (kearifanlokal) serta aspek kecerdasan (agility) dengan merumuskan dan menyelenggarakan kebijakan yang adaptif terhadap tuntutan perkembangan teknologi dan informasi dalam pelayanan dasar kesehatan masyarakat Maybrat.

Abstract

Damage to forests outside Java, including West Nusa Tenggara (NTB), is largely due to the absence of forest management units (FMUs) at the site level, resulting in open access areas prone to illegal logging and deforestation. The establishment of FMUs is mandated by Law 41/1999 and Government Regulations 6/2007 and 3/2008. Since 2008, NTB has initiated FMU development through area designations and the issuance of governor regulations. By 2016, four provincial FMUs and nine district FMUs were established. However, Law 23/2014 shifted forest management authority to the provincial level. This study examines the implementation of FMU development policies in NTB, applying Van Meter and Van Horn's public policy theory, a qualitative descriptive approach, and ASOCA strategy analysis, verified through triangulation techniques. The findings highlight several supporting factors, including forest management authority, regional leadership commitment, local regulations, and long-term planning. Conversely, challenges include reduced authority under Law 11/2020, limited budget capacity, widespread encroachment, and weak provincial-district coordination. Despite these challenges, the policy implementation in NTB is considered effective, evidenced by the establishment of 15 FMUs and one nature park, as well as the enactment of Regional Regulation 14/2019 on forest management. A new AN KHAN policy strategy model is proposed to accelerate FMU development in the region.

Abstract

Indonesia, as a large country in the Asian region, is characterized by thousands of islands, a population of hundreds of millions of people, and various ethnicities, races and religions. However, behind this diversity it can also be a trigger for conflict, both internal and external. One aspect that is often highlighted is the role of religion in conflicts between religious communities. Joint Regulation of the Minister of Religion and the Minister of Home Affairs Number 9/8 of 2006 concerning the Establishment of Houses of Worship was established to regulate procedures for building places of worship, including construction, maintenance and management. However, the implementation of these regulations in the field often faces various challenges and obstacles. The research reviews the implementation of these regulations in the City of Cilegon, Banten. The review presented relate to the licensing context, the concept of religious harmony, and the concept of establishing places of worship. The method used is qualitative research with literature study as a data acquisition technique. The research results show that the implementation of the Joint Regulation of the Minister of Religion and the Minister of Home Affairs Number 9/8 of 2006 concerning the Establishment of Houses of Worship in Cilegon City has not been fully effective. Socialization efforts, improving regulations, and enforcing government neutrality are the main keys in increasing the effectiveness of implementing these regulations.
