Abstract

Aktivitas Pedagang Kaki Lima di Kawasan Kecamatan Setiabudi yang menjajakan dagangannya tanpa mengindahkan aturan yang ada. Jenis penelitian yang penulis lakukan dalam penelitian ini adalah Yuridis Empiris, yakni sebuah peninjauan penelitian yang mengumpulkan fakta-fakta sosial atau permasalahan hukum secara terstruktur dan materi hukum positif dapat diperoleh dari kegiatan mempelajari bahan-bahan hukum terkait. Pemerintah Daerah DKI Jakarta melakukan sosialisasi Peraturan Daerah DKI Jakarta Nomor 8 Tahun 2007 tentang Penataan dan Pemberdayaan Pedagang Kaki Lima kepada Dinas atau Instansi terkait diantaranya Dinas Perindustrian Koperasi dan UMKM, dan Dinas Perdagangan dan Pasar DKI Jakarta. Dalam melaksanakan penataan dan pemberdayaan pedagang kaki lima di DKI Jakarta disesuaikan dengan Peraturan Daerah DKI Jakarta Nomor 8 Tahun 2007 yang meliputi penentuan lokasi usaha pedagang kaki lima, pemberian izin lokasi bagi pedagang kaki lima, dan pemberian hak, dan kewajiban bagi pedagang kaki lima di DKI Jakarta. Pelaksanaan penataan pedagang kaki lima di DKI Jakarta perlu dilakukan karena melihat kondisi pedagang kaki lima yang semakin bertambah dan berkembang dan masih banyak pedagang kaki lima yang tidak memiliki izin usaha. Kendala-kendala yang dihadapi Pemerintah Daerah DKI Jakarta dalam penataan dan pemberdayaan pedagang kaki lima yaitu: Banyak pedagang kaki lima di DKI Jakarta yang berjualan tidak pada tempatnya dan tidak tertata. Masih banyak pedagang kaki lima yang tidak memiliki izin usaha. Tidak ada lahan atau tempat khusus bagi pedagang kaki lima. Masih banyak pedagang kaki lima yang tidak mengerti dan kurang paham tentang Peraturan Daerah DKI Jakarta Nomor 8 Tahun 2007. Belum ada jaminan pengganti lokasi usaha bagi pedagang kaki lima dari Pemerintah Daerah DKI Jakarta.

Abstract

The policy of simplifying the bureaucracy aims to simplify, but in its preparation, it produces many regulations that also cost a lot of money. The Ministry of Finance publishes an average cost incurred for the preparation of one ministerial regulation of up to Rp232 million, not including other costs that do not look like the formulation time. This study analyzes transaction costs in bureaucratic simplification and identifies government efforts to improve transaction cost efficiency. This study uses mixed methods and explanatory sequential analysis to analyze the efforts made by the Government. This study, conducted in 2021-2022, combines qualitative and quantitative methods. The qualitative method of data collection uses in-depth interviews and focus group discussions. While the quantitative method uses a questionnaire. The study results show that the Government has made various efforts to improve the efficiency of transaction costs. Still, various policies that have been prepared to overcome bureaucratic inefficiencies through bureaucratic simplification tend to increase formalization and increase costs. These various government efforts cannot be solely assessed using an economic perspective. Based on a study conducted by the University of Chicago, government bureaucracy will never be truly mathematically efficient because of the way it works, unlike the private sector. The impact of bureaucratic simplification is a long-term benefit, considering that this has an effect on governance that has not been calculated. Inefficiency or large costs incurred by the Government today will be an investment in improving governance in the future.

Abstract

The phenomenon that is the object of research is the implementation of special autonomy policies in improving people's welfare in Jayawijaya Regency, Papua Mountains Province. This study aims to discuss the implementation of special autonomy policies in improving people's welfare in Jayawijaya Regency, Papua Mountains Province and to obtain a model from the analysis of the implementation of special autonomy policies in improving welfare in Jayawijaya Regency, Papua Mountains Province. This research method uses a qualitative descriptive method. The selection of informants was carried out using a purposive sampling technique consisting of elements of government leaders, traditional/community leaders, academics and stakeholders totaling 7 informants. By using Grindle's policy implementation theory. The results of the study indicate that the implementation of the policy to improve the welfare of the people of Jayawijaya Regency can be done through the provision of educational, health, economic and other social assistance to the people of Jayawijaya Regency and the Asymmetric Diversion Policy Implementation Model for Improving Community Welfare through the Provision of Educational, Health, Economic and Other Social Assistance to the People of Jayawijaya Regency which synergizes the implementation of asymmetric regional policies on the amount of social assistance budget allocation from the APBD for each budget year and asymmetric regional head policies on the provision of social assistance with the implementation of regulations and laws in regulating the provisions, procedures and methods for providing social assistance according to objective conditions of geographical remoteness, sociological backwardness and limitations of community human resources.

Abstract

This study aims to analyze the implementation and utilization of village fund for village physical facilities and infrastructure in Barebbo, Bone regency, South Sulawesi province. This is a qualitative descriptive study that involves data collection techniques of in-depth interview, documentation, and field observation. When data were collected, the analysis was performed consist of data reduction, data display, and conclusion drawing. The results demonstrate how the implementation of village government in Bone regency complies to the applicable policies issued by national government. The implementation mechanism of Village Fund in Bone Regency for physical facilities and infrastructure passes through several steps, namely village development plan, priority setup, implementation of development program, monitoring and evaluation. However, participation of local community is just for a formality, whereas decision making is still dominated by village head and officials. Village Fund is, however, not utilized and distributed transparently and accountably, and involve active participation of the village community when performing priority setup and supervision of development program. The physical facilities and infrastructure are, in general, made up by the village government quite functionally and finally generate positive feedback from local community and, however, are still in a lower level of sustainability.

Abstract

The main purpose of this research is to determine the effect of quality of service, brand image, customer experience and customer satisfication on consumer loyalty. Consumer loyalty is consumer loyalty to the company, brand or product. Object of this research is customers who bought at PT. Kertajaya Utama Pekanbaru. Sampel used in this research is 100 customers who bought at PT Kertajaya Utama Pekanbaru. Sampling method used is purposive sampling. Methods of data analysis is multiple linear regression with SPSS. Independent variable is quality of service, brand image, customer experience and customer satisfication. The dependent variable is onsumer loyalty. This research adduce that quality of service, brand image, customer experience and customer satisfication has positive significant effect on purchasing decisions.

Abstract

The phenomenon used as the object of research is the supervision carried out by the Legislature or the Tangerang City People's Representative Council in the implementation of local government in Tangerang City. The implementation of supervision is a manifestation of one of the functions inherent in the body of each Legislative Member. The supervisory function of the DPRD is the observation and direction of an action that is based on the applicable legal provisions. The supervisory function of the DPRD is used by the executive to process the examination, monitoring and evaluation of the implementation of public policies with the aim of ensuring the success of policies and programs that have been implemented in accordance with applicable laws. The research was conducted using a descriptive qualitative method approach with a total of 6 informants. The results of the research are (1) Supervision carried out by the Tangerang City DPRD in the implementation of local government in Tangerang City has been running optimally, this can be seen from the improving performance of bureaucrats in Tangerang City; (2) Factors that hinder the supervision of the Tangerang City DPRD in the implementation of local government in Tangerang City are Human Resources and Budget Resources; (3) The efforts of the Tangerang City DPRD in overcoming the factors that hinder the implementation of local government of the Tangerang City DPRD are by coordinating, communicating and socializing all programs planned by the Tangerang City Government.

Abstract

Penelitian ini bertujuan untuk menganalisis kinerja Dinas Kesehatan Kabu-paten Bekasi dalam penanganan stunting, termasuk mengidentifikasi faktor-faktor pendukung dan penghambat, serta mengevaluasi upaya-upaya yang dilakukan untuk mengatasi hambatan tersebut. Penelitian menggunakan pendekatan kualitatif deskriptif dengan teori kinerja organisasi dari Agus Dwiyanto, yang mencakup lima dimensi: produktivitas, kualitas layanan, re-sponsivitas, responsibilitas, dan akuntabilitas. Data diperoleh melalui wa-wancara, observasi, dan dokumentasi dengan 19 informan yang dipilih secara purposive. Hasil penelitian menunjukkan bahwa kinerja Dinas Kesehatan tergolong cukup baik, terutama dalam aspek kualitas layanan, re-sponsivitas, dan akuntabilitas. Namun, masih terdapat kelemahan dalam produktivitas dan responsibilitas, yang menunjukkan perlunya peningkatan efektivitas pelaksanaan program. Faktor pendukung utama meliputi dukungan regulasi, kewenangan yang jelas, pemenuhan kebutuhan gizi, serta keterlibatan lintas sektor. Sebaliknya, hambatan yang dihadapi antara lain rendahnya kesadaran masyarakat, keterbatasan anggaran, kemiskinan, serta buruknya sanitasi dan lingkungan. Untuk mengatasi hambatan terse-but, Dinas Kesehatan telah melakukan berbagai langkah, seperti intervensi gizi spesifik dan sensitif, peningkatan sosialisasi ke masyarakat, dan pen-guatan kerja sama antarinstansi. Upaya-upaya ini diharapkan dapat menurunkan prevalensi stunting sesuai target nasional dan meningkatkan kualitas pelayanan kesehatan di Kabupaten Bekasi.

Abstract

Digital transformation has become an increasingly prominent trend in the public sector, particularly within the context of government reform. In Indonesia, while the growth of e-government initiatives reflects a strong commitment to digital development, it has also resulted in the proliferation of tens of thousands of applications across government institutions—many of which are overlapping, redundant, and fragmented. This fragmentation poses significant challenges to organizational performance and the efficiency of public service delivery. A growing public service sector in this digital era is intellectual property services, particularly trademark registration. Despite the increasing demand, trademark services receive the highest volume of negative user feedback. Key issues include a lack of transparency in the application process, prolonged processing times, and insufficient explanation for application rejections, leading to widespread user confusion and dissatisfaction. This study aims to analyze the research trends on digital transformation in the delivery of public services, with a specific focus on intellectual property services. A bibliometric analysis method is employed to map the evolution and scholarly focus on this subject. Findings suggest that Indonesia’s digital transformation remains in the digitization phase—an early stage focused on shifting from analog to digital formats. For digital development to be impactful, it must evolve toward a meaningful digital transformation, which includes three strategic goals: building an inclusive, empowering, and trusted digital ecosystem. Achieving this requires stronger synergy and collaboration among all stakeholders, including government bodies, private sectors, academia, and civil society organizations.

Abstract

This research is entitled Policy Implementation of Lands Asset Management Used SIMDA BMD in the Financial Management Agency and Regional Assets of Sorong City, West Papua Province. The background of this research is due to the problem of managing asset in this case lands asset that frequently happen throughout all government instance in Indonesia. The quality of property organizer in managing regional property that are still not good is a further problem, as well as hardware and software factors in a few of Local Goverment Working Unit which is inadequate to use this Application (SIMDA BMD). The research methods in this study is qualitative method with an inductive approach. The Theory used is Grindel 1980:2 which state that ““the succesful implementation of public policy is influenced by two fundamental variabels that content of policy and context of implementation”. This means the success rate of implementing a policy is cause by two variable i.e the content of the policy and the implementation environment. The method of data collection is done by indirect observation, documentation, and interviews. The data analysis technique using SWOT analysis and Litmus Tests. The results of the study show that the Lands Asset Management Used SIMDA BMD In The Financial Management Agency And Regional Assets Of Sorong City, West Papua Province is still not running well and not able to resolve the problems of regional property management in Sorong City. This is based on the results of analysis and research which has been done by researchers, such as the existence of inadequate hardware facilities in course of running SIMDA BMD software, and the low quality of operators that have not been maximized in implementing this policy. The action that can be done by Sorong City Government are optimizing human resources which is available in Sorong City especially those who work in Government instance.
