Abstract

The outcome of the Helsinki MoU peace agreement between the Central Government and the Free Aceh Movement on August 15, 2005, was the granting of special autonomy funds to Aceh Province. This funding aims to improve Aceh’s welfare and development. However, in reality, the allocated special autonomy funds have not been able to resolve various issues in Aceh, particularly in reducing poverty levels. The present study aimed to analyze the factors contributing to the limited impact of special autonomy funds on poverty alleviation in Aceh. Utilizing a descriptive qualitative approach, this study involved the collection of primary and secondary data. The asymmetric decentralization theory guided the analysis of this phenomenon. The findings reveal that the special autonomy funds allocated to Aceh Province by the central government have demonstrated a limited impact on poverty alleviation within the region. This can be attributed to several key factors: the absence of a grand design master plan, formalized through a Qanun, for the general allocation fund by the Aceh government; the lack of prioritization of poverty alleviation within the special autonomy budget allocation; and the issue of misappropriation of special autonomy funds in Aceh (corruption).

Abstract

Rantau Panjang Village is one of the villages in Deli Serdang Regency that has the potential for sustainable historical religious tourism with several historical buildings such as the Basyaruddin Grand Mosque and the Green Dragon Temple. The purpose of this research is to analyze the development strategy of a historical religious tourism village in Rantau Panjang Village, Deli Serdang Regency, North Sumatra Province, Indonesia. The research method is descriptive and qualitative using SWOT analysis to analyze the uncertainty of internal environmental factors and the external environment. SWOT analysis is the right alternative to determine the strategy of Rantau Panjang Village to develop its potential to become a sustainable historical religious tourism village. Where SWOT analysis can analyze strengths, and Weaknesses which are part of the internal factors of Rantau Panjang Village and Opportunities, Threats which are part of external factors. The results of the study found strategic steps that must be taken by Rantau Panjang Village in order to become a sustainable historical religious tourism village supported by high commitment and development of facilities and infrastructure and paying attention to environmental damage around Rantau Panjang Village.

Abstract

Advances in information, communication and transportation technology have accelerated globalization, creating a borderless world and fierce competition called “Hypercompetition” in the era of VUCA (volatility, uncertainty, complexity, ambiguity). Under these conditions, improving the quality of Human Resources (HR) through education becomes crucial. Education is one of the 17 goals in the Sustainable Development Goals (SDGs) launched by the United Nations in 2015, aiming to ensure quality and inclusive education for everyone. The “Merdeka Belajar” curriculum comes as an innovative response to this challenge. This research uses descriptive qualitative research methods. Data collection techniques used in-depth interviews, structured questionnaires and Focus Group Discussions (FGDs) with various stakeholders. Data analysis techniques involve transcription, reduction, classification, validation through triangulation and member checking, interpretation, and conclusion of research results. This research shows that the implementation of “Merdeka Belajar” in Medan City primary schools has great potential to realize the SDGs goals related to quality education. Despite facing challenges such as limited resources and digital infrastructure readiness, strategies such as continuous training, school collaboration with parents, and innovative policies have been implemented to support the successful implementation of this policy.

Abstract

The COVID-19 pandemic has challenged many governments in managing public health and maintaining economic stability. This study explores the policies implemented by the North Sumatra Provincial Government in balancing public safety and economic interests during the pandemic response in the 2020-2022 period. They are using qualitative research methods with a descriptive approach. The research was conducted in various related institutions, such as BNPB, IDI, and the North Sumatra Provincial Health Office. The results showed that the government implemented various strategic measures, including improving health infrastructure and vaccination programs and supporting MSMEs for economic recovery. This research emphasizes how vital synergy between institutions is to create responsive and adaptive policies in dealing with crises while maintaining economic growth. The North Sumatra Provincial government's policies in dealing with the COVID-19 pandemic show that the government has successfully implemented strategic and comprehensive measures to maintain a balance between health and economy. Focusing on improving health infrastructure, vaccine distribution, and supporting MSMEs through financing and training programs reflects integrated economic recovery efforts. The synergy between the central government, regions, and communities is the key to overcoming the pandemic's impact and building a foundation for sustainable economic growth.

Abstract

This study aims to analyze the synergy among Regional Apparatus Organizations (OPDs) in the implementation of Medan Mayor Regulation No. 13 of 2012 and to identify the obstacles faced in developing the Kesawan historical tourism area. Using a descriptive qualitative approach, data were collected through in-depth interviews, participatory observation, and document analysis involving stakeholders from various agencies and local communities. The findings reveal that although there is a division of roles among the Tourism Office, Education Office, and Spatial Planning and Building Office, implementation remains sectoral and lacks systematic integration. Structural and cultural barriers, along with limited human resources and infrastructure, are the main challenges. This study recommends strengthening inter-agency synergy through the establishment of cross-sectoral collaborative forums, community participation, and adaptive and inclusive policy reform. These findings highlight the importance of collaborative governance as a strategic approach for the sustainable preservation of heritage areas.

Abstract

This study aims to evaluate the effectiveness of the Rural and Urban Land and Building Tax (PBB-P2) collection system in optimizing Local Own-Source Revenue (PAD) in Serdang Bedagai Regency. Using a descriptive qualitative approach, data were collected through observation, in-depth interviews, and documentation. The findings indicate that although PBB is a significant source of PAD, its collection system still faces various structural and technical challenges. Key issues include inaccurate property tax data, delays in distributing tax notifications (SPPT), limited information technology infrastructure, and low public fiscal literacy. On the other hand, supporting factors include the local government's commitment, digitalization initiatives, and the involvement of village officials in tax socialization. However, obstacles such as digital infrastructure disparities, insufficient human resources, and weak oversight continue to hinder the system's optimization. The study concludes that improving the effectiveness of the PBB collection system requires comprehensive institutional reform, capacity building for tax officials, data updating, and the development of inclusive and participatory fiscal communication strategies. These efforts are expected to strengthen regional fiscal independence sustainably.

Abstract

This study aims to analyze the social dynamics (actor relations, power structures, and norms) in the management of school libraries and their impact on the implementation of the School Literacy Movement (Gerakan Literasi Sekolah/GLS) at SMA Negeri 1 Deli Tua. The research employs a qualitative approach with an intrinsic case study design. Data were collected through triangulation methods: participant observation, in-depth interviews (with the principal, head librarian, teachers, and students), and policy document analysis. Participants were selected using purposive sampling. Data analysis was guided by the framework of social practice theory. The findings reveal that social dynamics—particularly centralized power, role conflicts, and conservative norms—have created a disjuncture between national policy (Permendikbud No. 23/2015) and field-level practice. Transforming school libraries requires a restructuring of power relations, strengthening of human resource capacity, and the integration of context-based multiliteracies. The impact of the GLS implementation remains suboptimal, as evidenced by incidental literacy practices and digital transformation hindered by staff technophobia.

Abstract

The North Padang Lawas District Government has implemented a bureaucratic simplification policy to simplify the organizational structure and equalize administrative positions into functional positions. However, this policy faces resistance and discomfort among employees, especially functional officials. This study aims to determine the managerial competence of functional civil servants at the Personnel and Human Resources Development Agency of North Padang Lawas Regency. The research method used is descriptive qualitative, collecting data through interviews, observation, and document analysis. The results showed that the implementation of the policy has not resulted in significant changes; besides that, there has yet to be integration of the collaboration work system, which is only limited to working on their respective roles and functions. The stages of simplifying the bureaucracy are still being adapted and transitioned.
