Abstract

Tuntutan perkembangan zaman baik di era disrupsi maupun revolusi industry 4.0 memaksa setiap elemen pada suatu negara untuk ikut andil dalam melakukan pengembangan dan pembaharuan. Stakeholder dituntut untuk bekerjasama dalam merealisasikan kebijakan yang dibuat oleh pemerintah demi tercapainya visi misi negara khususnya kota Pekanbaru yang saat ini memiliki visi Smart City Madani. Pekanbaru merupakan kota yang memiliki peningkatan presentase investor yang cukup signifikan, terbukti dengan munculnya pusat perbelanjaan dan objek rekreasi yang besar dan menciptakan sumber lapangan pekerjaan bagi masyarakat sekitar. Hal ini menjadi krusial ketika pengelolaan wilayah Kota Pekanbaru terkoordinir dengan baik oleh pemerintah dengan dukungan pihak swasta dan masyarakat. Maka dari itu untuk menjamin hal tersebut penulis melakukan penelitian yang bertujuan untuk menganalisis proses pengembangan potensi pariwisata di Kota Pekanbaru menggunakan model pentahelix, dengan menggunakan metode penelitian kualitatif. Hasil Penelitian ini membuktikan bahwa potensi wisata di Kota Pekanbaru dapat berkembang dengan pesat apabila seluruh stakeholder berkolaborasi dengan baik dilihat dari korelasi antar unsur model pentahelix.

Abstract

Dynamic Governance shown in this study aims to reveal various programs and activities within the scope of government that must always be oriented towards the public interest with the various challenges and anticipatory requests for Covid19 on the implementation of a new lifestyle policy in Pekanbaru City with policies, understanding the objectives that must be implemented. overall. This study aims to see the Dynamic Government of Pekanbaru City in Implementing the New Lifestyle Policy during the Covid19 pandemic. The method used in this research is a qualitative method based on the postpositivism or interpretive philosophy, used to examine the conditions of natural objects, where the researcher is the key instrument. This result is that government programs in overcoming Covid19 through the New Lifestyle policy, research have not answered existing problems so that they have not been able to produce and implement adaptive policies (adaptive policies) through the development of dynamic capabilities (including the ability to think ahead, think again, and think crosswise. ) in the process of implementing the New Lifestyle policy during the Covid pandemic19

Abstract

Coronavirus disease 2019 is a major disaster for apathy bureaucracy, so the government is required to be able to provide public services in limited interactions. Therefore, the dynamic governance ability shown in this study aims to reveal public expectations in public services during Covid-19 through policy, and to understand the realization of objectives that must be fully understood. As well as how the democratization of public services should be the road to service excellent seen based on the theory of dynamic capabilities that are part of dynamic governance, where able people and agile processes become the benchmark of good implementation of public services, using 3 indicators namely Thinking Ahead, Thinking Again, and Thinking Across. all this is a process towards democratizing public services in Indonesia. This research is a qualitative method with a library study approach. The results stated that Indonesia needs to transform public services using the concept of dynamic capabilities in order to realize the democratization of public services.

Abstract

This study aims to determine the management of Lake Napangga tourism objects in Kepenghuluan Tanjung Medan, Rokan Hilir Regency, which contributes to the economy of the surrounding community. Lake Napangga is one of the lakes located in the Rokan Hilir area which has promising tourism potential if managed properly. Therefore, the role of BUMDes as the manager of Lake Napangga should be able to become a spirit in developing this lake tourism object to empower the economy of the village community, but the management of this tourist attraction is not only influenced by the seasonal agenda but also the Coronavirus Disease pandemic that emerged in 2020 This study choosing the type of qualitative research with a case study approach, where data collection is done by observation and interviews. After the data and information are obtained, it will be analyzed in depth with triangulation techniques. The results of this study found that the management of Lake Napangga tourism objects has not run optimally by the BUMDes in this case due to the inconsistency in the number of tourists visiting Lake Napangga, the inconsistent seasonal agenda, the lack of promotional activities and the COVID-19 Pandemic that appeared regularly. Suddenly disrupting the sources of income for people who depend on this Lake Napangga tourist attraction. This reality is what makes community economic empowerment in order to increase income still not running optimally. And aspects of sustainability in this case are needed to develop the tourism potential of Lake Napangga in the face of unforeseen conditions, in this case COVID-19 becomes an example of problems that must be faced in order to run the economy of the community and maximize the management of potential tourist attractions.

Abstract

This research examines the adoption of technological innovations in the field of fisheries that have successfully contributed to the improvement and change of livelihoods for the community. This study aims to analyze in-depth and comprehensively to construct a model for the adoption of technological innovations that takes place and can contribute to the welfare of society. The method used in this study is a qualitative research paradigm with a case study approach being the choice of researchers in conducting research with the theme of innovation adoption. The results of this study found that the adoption model of technological innovation in the field of fisheries in the Minapolitan area of Koto Mesjid Village, Riau Province, Indonesia turned out to have contributed to the improvement and change of livelihoods for the community. The success of the community in adopting technological innovations in the field of fisheries has gradually improved the economic conditions of the community. The construction of the technological innovation adoption model is arranged to start from the existence of local values as a link in the adoption process, the existence of proof and promises of benefits (rewards) in the process, the existence of regional characteristics, community, and supporting personal variables, the existence of factors that can be a stimulus for the community to be able to accept technological innovations in the field of fisheries and have a clear decision-making flow.

Abstract

The background of this research is that public information management is a process that involves collecting, storing, processing, and disseminating information owned by the government or public institutions to the public in a transparent and accountable manner using dynamic governance theory indicators. This becomes important to analyze when there are rampant corruption cases and declining bureaucratic performance, especially in the Riau provincial government. The aims of this study were (1) to identify the existing conditions of public information management in Riau Province, (2) to analyze the form of Dynamic Governance in public information management in Riau Province, and (3) to identify the challenges of public information management in Riau Province. This is done using qualitative research methods that aim to elaborate a deeper discussion. Therefore the results of the study state that Riau Province has succeeded in properly managing public information in accordance with applicable rules and procedures. The PPID (Information and Documentation Management Officer) as the main manager of public information in the regions, the Riau Province Diskominfotik, and the Information Commission (KI) play an important role in ensuring that public information services are transparent and can be accessed online by the public. The application of Dynamic Governance in the management of public information in Riau Province has been successful and has had a positive impact. Analysis of the Culture, Capabilities, and Change indicators shows significant changes in the management of public information, which makes it more transparent and easily accessible to the public. However, there are several challenges faced in managing public information in Riau Province.

Abstract

Artikel ini mengkaji peran koperasi pertanian dalam pemberdayaan petani swadaya kelapa sawit di Kabupaten Pelalawan, Riau. Tujuan utama pengabdian ini adalah meningkatkan kapasitas petani swadaya dalam memenuhi persyaratan administrasi dan keberlanjutan, seperti STDB (Surat Tanda Daftar Budidaya) dan SPPL (Surat Pernyataan Kesanggupan Pengelolaan dan Pemantauan Lingkungan Hidup). Program ini juga bertujuan memperkuat kolaborasi antara petani dan aktor terkait melalui model Penta Helix untuk mendukung keberlanjutan perkebunan. Metode yang digunakan termasuk pelatihan partisipatif, pendidikan, dan fasilitasi akses informasi serta teknologi, melibatkan pemerintah, perguruan tinggi, dan LSM dengan menggunakan pendekatan Agricultural Cooperatives Hasilnya menunjukkan peningkatan signifikan dalam pemahaman dan partisipasi petani swadaya, serta kolaborasi yang memperkuat keberlanjutan usaha perkebunan. Saran meliputi pengembangan pendampingan teknis dan akses teknologi, serta dukungan kebijakan pemerintah untuk mempermudah proses administrasi dan sertifikasi.

Abstract

As an inclusive movement for independent farmers, who constitute the most dominant actors, accounting for 70% of palm oil plantation management in Riau Province in 2023, and supported by Riau Province's status, holding 23% of the largest palm oil plantation area in Indonesia in 2023. The service method employed is CARE's Pathways Approach, which encourages the capacity building of independent farmers through training and mentoring in more efficient and sustainable plantation administration techniques. By facilitating independent farmers' access to new technologies and innovations, CARE’s Pathways Approach can aid independent palm oil farmers in accelerating their participation in smallholder oil palm replanting, ISPO (Indonesian Sustainable Palm Oil), RSPO (Roundtable on Sustainable Palm Oil), and maximizing efficiency in resource management, particularly in improving plantation administration skills. This includes the use of technology such as electronics, smartphones, email, and other features that can streamline the data collection process, especially for independent palm oil farmer groups, and simplify the process of applying for STDB (Smallholder Palm Oil Plantation Business Registration) and SPPL (Environmental Management and Monitoring Statement) as initial steps toward obtaining sustainable palm oil plantation certification in Indonesia. The findings indicate that Beringin Jaya Village Unit Cooperative (KUD) as the representative of palm oil farmers in Beringin Indah Village has fully participated in the education and socialization processes. This is evidenced by evaluation results showing the capacity and efficiency of this empowerment, which has had a positive impact on the cooperative.

Abstract

Gelandangan dan pengemis (gepeng) menjadi permasalahan sosial berdampak signifikan di kota-kota besar yang ada di Indonesia, termasuk di Kota Pekanbaru. Gepeng merupakan cerminan jumlah masyarakat miskin yang terus mengalami peningkatan dari tahun ke tahun. Penelitian ini bertujuan untuk melakukan evaluasi pelaksanaan kebijakan sosial yang dilakukan oleh Pemerintah Kota Pekanbaru dalam menanggulangi gepeng, serta melakukan identifikasi kendala dan merekomendasikan solusi untuk meningkatkan efektivitas kebijakan di masa yang akan datang. Pendekatan penelitian menggunakan pendekatan deskriptif kualitatif dengan metode pengumpulan data melalui wawancara secara mendalam, observasi dan studi dokumentasi. Hasil temuan penelitian menunjukkan kebijakan penertiban, rehabilitasi sosial, dan pemberdayaan ekonomi telah diterapkan di kota Pakanbaru, namun efektivitasnya belum optimal. Ditemukan bahwa masih kurangnya koordinasi antarinstansi, keterbatasan anggaran, dan rendahnya partisipasi masyarakat menjadi kendala utama dalam implementasi kebijakan Sosial. Untuk itu, diperlukan peningkatan koordinasi antarinstansi, alokasi anggaran yang lebih memadai, serta peningkatan edukasi masyarakat untuk meningkatkan efektivitas kebijakan sosial dalam menanggulangi gepeng di Kota Pekanbaru.

Abstract

This research aims to analyze the urgency and impact of the helix theory revolution on transforming public policy. Using a comparative analysis method that includes bibliometric analysis and literature review, we examine various helix models: Triple Helix, Quadruple Helix, Quintuple Helix, Penta Helix, Open Innovation Helix, and Hexa Helix. The findings demonstrate that each model offers unique advantages in promoting innovation, inclusivity, and sustainability in public policy. The integration of diverse stakeholders such as universities, industry, government, civil society, media, and NGOs enhances policy responsiveness and effectiveness, addressing societal challenges holistically. Existing research on helix models primarily focuses on individual frameworks without comprehensive comparisons or evaluations of their cumulative impact on public policy. Additionally, there is limited exploration of the practical implementation and effectiveness of these models in various socio-economic contexts. This research addresses these gaps by providing a comparative analysis of multiple helix models and their collective influence on public policy transformation. The novelty of this research lies in its holistic approach to evaluating multiple helix models simultaneously, offering a comprehensive understanding of their comparative advantages and potential synergies. By integrating bibliometric analysis with an extensive literature review, this study provides new insights into how diverse stakeholder collaboration can enhance the innovation, inclusivity, and sustainability of public policies. This approach not only fills existing research gaps but also proposes a more integrated framework for policy-making in complex and dynamic environments
