Abstract

Permasalahan empirik Badan Usaha Milik Desa adalah lemahnya kapasitas kelembagaan, yang meliputi lemahnya manajemen pengelolaan, rendahnya kualitas pengelola, dan lemahnya permodalan dan regulasi yang mendukung. Sehingga membutuhkan bimbingan teknis untuk peningkatan kapasitas kelembagaan. Kegiatan ini dilakukan melalui metode bimbingan teknis di Kecamatan Tellulimpoe Kabupaten Bone. Kegiatan tersebut telah dilakukan pada tanggal 28-29 Agustus 2019 bertempat di Aula Kantor Kecamatan. Bimbingan teknis ini diikuti oleh 35 peserta dari 11 Desa. Hasil yang diperoleh setelah di evaluasi menunjukkan adanya peningkatan pengetahuan dan keterampilan yang signifikan bagi peserta setelah mengikuti seluruh rangkaian materi yang disediakan. Tindak lanjut dari kegiatan ini disarankan agar pemerintah desa dan pengelola untuk mengambil kebijakan dan langkah secara teknis untuk meningkatkan profesionalisme pengelolaan dan lebih mengenali potensi bisnis inti Badan Usaha Milik Desa di setiap desa.

Abstract

Many studies have been carried out on the application of innovation concept in the local government administration, but none has specifically studied innovation typology from the aspect of levels and types of the innovations developed. Therefore, it is important to understand the innovation typology developed by the local government. This study focuses on the development of innovative program of the local government in educational affairs. Through descriptive-qualitative method, this study aims to describe innovation typology of educational affairs. Primary data is obtained from interviews and field observations while secondary data is obtained from official documents of the local government. The data are analyzed with Spiral Model technique. The findings show four programs of innovation, namely Educational Studio of Pious Children (SPAS), Free Education, Punggawa D'Emba Education Program (PDEP), and Task Force for Education. They are categorized as innovation typology of the process of service at the incremental level adopted from other regions through a replication strategy.

Abstract

The research aims to describe the profile andrestructuring process of organizational structure of Maros District government. The research uses the theory of organization, concept of local bureaucracy and local government to enrich the study. Through the method of qualitative research and the data analysis technique of interactive model, the research finds that the organizational restructuring of local government was conducted through new formation, merging, division, and removal, either in the structural position, or regional working unit itself. The study also shows the presence of several structural positions and working units that have more than one function. This indicates that the restructuring and functioning of local government organizations has not reflected the rationality of local bureaucracy and shows the complexity of the functions inherent in the organizational structure of local government.

Abstract

This study aims to analyze the effectiveness and influence of the Family Hope Program and Non-Cash Food Assistance on poverty levels in West Sulawesi Province. This study used a combination of quantitative and qualitative approaches. The Family Hope Program and Non-Cash Food Assistance have been implemented effectively because they can meet food needs while increasing access to health and education services for the underprivileged. The Family Hope Program and Non-Cash Food Assistance significantly influence poverty levels in West Sulawesi Province. The results of the correlation test between the number of beneficiaries and the total budget on the poverty level produced values of -0.53 and -0.741, indicating that increasing the number of beneficiaries and the total budget in the Family Hope Program and Non-Cash Food Assistance can reduce poverty rates in West Sulawesi Province.

Abstract

Collaborative governance has emerged as a promising approach for managing sustainable tourism development in geoparks. This study examines the collaborative governance process in the development of Maros-Pangkep Geopark in South Sulawesi, Indonesia, focusing on the deliberation and implementation stages. Through qualitative analysis, the study identifies strategies for enhancing the effectiveness of these critical stages. In the deliberation stage, establishing clear protocols for inclusive dialogue, integrating scenario planning, forming thematic working groups, and instituting regular monitoring and evaluation are found to be essential for developing a robust geopark management framework. The implementation stage requires effective coordination and communication mechanisms, alignment with UNESCO Global Geopark guidelines and Sustainable Development Goals, mobilization of stakeholder resources, local capacity building, and robust monitoring and evaluation systems. The study highlights the potential of collaborative governance to deliver sustainable development outcomes, as evidenced by Maros-Pangkep Geopark's contributions to multiple SDGs. However, sustaining and scaling up these achievements demands ongoing commitment, adaptability, and collaboration among stakeholders. The findings offer valuable insights for enhancing collaborative governance in geopark management, emphasizing stakeholder engagement, strategic planning, and adaptive management. The Maros-Pangkep Geopark case study provides lessons for other geoparks and protected areas seeking to foster sustainable tourism development through collaborative governance approaches. This study contributes to the growing knowledge on collaborative governance in sustainable tourism development, particularly in geoparks. It provides a comprehensive analysis of the deliberation and implementation stages, identifying key strategies and best practices. The findings have practical implications for geopark managers, policymakers, and stakeholders seeking to optimize collaborative governance approaches. Furthermore, the study advances the theoretical understanding of collaborative governance by integrating insights from sustainable tourism, protected area management, and stakeholder engagement literature
