Abstract

The management system for school operational assistance funds has evolved to in- corporate information and communication technology through the School Budget Activity Plan Application, commonly referred to as ARKAS. The Ministry of Ed- ucation, Culture, Research, and Technology developed the ARKAS innovation to facilitate the management of school operational assistance funds received by each educational institution. This study aims to understand why the effectiveness of using the School Budget Activity Plan application at Elementary School Number 1 Abi- ansemal has not yet been optimized. A qualitative method was employed to explore information about the phenomenon, supported by a descriptive approach, which en- abled the creation of relationships with informants, allowing the researcher to obtain new data. The data sources were obtained from interviews and documents related  to the research. Data collection was conducted through documentation, interviews, and observation at the research location. Subsequently, the data were analyzed using data reduction, data presentation, and conclusion drawing. The results of this study indicate that the suboptimal effectiveness in using the School Budget Activity Plan application for managing school operational assistance funds at Elementary School Number 1 Abiansemal is due to insufficient dissemination by relevant authorities regarding the understanding of ARKAS and inadequate supporting infrastructure. However, improvements in several components are necessary to enhance the effective- ness of managing school operational assistance funds through ARKAS. This includes the need for training and socialization to improve understanding of ARKAS usage   in terms of planning, reporting, and realization, as well as creating synergy between school operators and district operators to ensure that the information conveyed is easily understood.

Abstract

This study aims to analyze the implementation of Denpasar Mayor Regulation Number 22 of 2023 concerning Women-Friendly and Child-Friendly Villages (DRPPA) in Penatih Dangin Puri Village, East Denpasar District, Denpasar City. This study uses a qualitative descriptive approach with data collection techniques in the form of interviews, observations, and documentation studies. The theory used in analyzing the implementation of this policy is the implementation model of Donald Van Meter and Carl Van Horn, which includes six main indicators, namely policy standards and goals, resources, characteristics of implementing organizations, communication, implementing disposition, and environmental conditions. The results of the study show that the Village Government has carried out various programs such as the establishment of children’s forums, strengthening the role of PKK, posyandu, and collecting data on women and children. However, there are still several obstacles such as the lack of understanding of the substance of the regulations, the lack of optimal socialization to the community, and the lack of the formation of special institutions and village regulations (awig-awig) that support the program. In addition, public participation is also still low due to lack of information and awareness. The conclusion of this study is that the implementation of regulations has not been optimal. It is necessary to increase the capacity of human resources, effective communication, and support for local regulations so that the implementation of DRPPA can be achieved comprehensively and sustainably.

Abstract

Waste management is one of the most pressing environmental challenges in Bali, along with increasing tourism activities and population density. This research aims to analyze how local wisdom applied through customary instruments such as awig-awig and pararem can be integrated into public policies to create sustainable waste management. The method used is qualitative descriptive based on literature studies and secondary case studies that examine various customary-based waste management practices in Bali. Data were collected through the analysis of policy documents, activity reports, and previous research results, and analyzed using the Miles and Huberman models. This study found four main things: (1) the application of pararem and customary sanctions to increase community discipline in sorting and processing waste; (2) synergy between customary institutions and local governments through community-based management programs to strengthen the implementation of formal policies; (3) the values of Tri Hita Karana play a role as a moral foundation that fosters collective environmental awareness; and (4) collaboration between actors within the framework of collaborative governance encourages the formation of an adaptive and sustainable management system. Practically, this research provides an understanding of the importance of the role of indigenous villages in supporting local value-based waste management policies, while academically adding insight into the integration of local wisdom in public policies in the environmental sector.

Abstract

Tujuan penelitian ini untuk mengetahui pengaruh strategi promosi dan kualitas pelayanan terhadap volume penjualan pada Nandini Jungle Resort & Spa Di Payangan. Sampel yang digunakan sebanyak 50 orang tamu. Sumber data yang digunakan data primer dan sekunder. Data dianalisis menggunakan program komputer SPSS. Metode pengumpulan data menggunakanobservasi, kuesioner dan studi dokumentasi. Teknik analisis data menggunakan analisis regresi linier berganda.Hasil penelitian diperoleh dari hasil analisis statistik menunjukkan bahwa secara parsial variabel strategi promosi (X1) tidak ada pengaruh yang signifikan dengan hasil uji -t sebesar 0,071 dengan sig 0,944 terhadap volume penjualan (Y) dan variabel kualitas pelayanan (X2) berpengaruh positif dan signifikan dengan hasil uji-t sebesar 8,731 dengan sig 0,000 terhadap volume penjualan (Y). Sedangkan secara simultan menunjukkan bahwa besarnya pengaruh strategi promosi dan kualitas pelayanan terhadap volume penjualan sebesar 42,151 dan sig 0,000 dengan pengujian hipotesis menggunakan uji-f, dengan hasil variabel strategi promosi (X1) dan kualitas pelayanan (X2) terhadap volume penjualan (Y) berpengaruh positif dan signifikan pada Nandini Jungle Resort & Spa Di Payangan.

Abstract

This study examines how digital public participation supports village development planning as a manifestation of responsive regional autonomy in the 2025 era. Village development in Indonesia increasingly emphasizes participatory governance, but citizen involvement is often limited due to elite dominance, low digital literacy, and unequal access. The purpose of this study is to analyze the mechanisms of digital participation, supporting factors, challenges, and their implications for regional autonomy. The method used is a qualitative literature study through analysis of academic publications, policy documents, and related empirical findings. The results show that digital participation occurs in various forms, ranging from information disclosure, online consultations, interactive feedback tools, to co-creation mechanisms, but its implementation varies across villages. Factors such as infrastructure, digital literacy, leadership, and institutional integration influence the effectiveness of participation, while key challenges include the digital divide, weak platform maintenance, and minimal integration with formal planning. In conclusion, digital participation can strengthen autonomy if supported by strong governance, a hybrid model, and consistent feedback mechanisms.

Abstract

Purpose: The purpose of this study is to analyze the Regulatory Impact Assessment (RIA) of the Grant Aid Policy in Badung Regency. Research methodology: This study uses a qualitative approach with the Regulatory Impact Assessment data analysis technique. Results: The targeted outputs in this study are the analysis of the impact, costs and benefits of the Badung Regency grant aid policy which can be used as evaluation material for the government in implementing the Badung Regency grant aid policy. The policy recommendation is the second option, which is to improve the grant selection and reporting process. This option provides a balance between increasing policy effectiveness and implementation risk and supports the needs of Badung Regency to ensure more optimal and transparent policy benefits. Conclusions: The study finds that Badung Regency’s grant aid policy supports culture, welfare, and local economy, but faces issues of efficiency, dependency, and coordination. While the e-Grant system improves transparency, further refinement is needed, with priority on strengthening grant selection and reporting. Limitations: The study is limited by its qualitative RIA approach, focus on Badung Regency, and emphasis on short-term impacts, which restricts generalizability and overlooks long-term sustainability. Contributions: This research contributes by applying RIA to evaluate local grant policies, emphasizing transparency, accountability, and risk management, while offering practical recommendations for more equitable and sustainable outcomes.
