Abstract

Peraturan Kabupaten Kapuas Nomor 3 Tahun 2019 mengatur tentang pengelolaan sampah yang dilakukan di Kabupaten Kapuas. Setelah beberapa tahun menerapkan pengelolaan sampah di Kabupaten Kapuas, masih terdapat permasalahan terkait sampah dan lingkungan. Penelitian ini untuk mengevaluasi kebijakan pengelolaan sampah di Kabupaten Kapuas. Teknik penentuan sampel ditentukan oleh petugas pelaksana purposive dan sasaran kebijakan masyarakat di Kabupaten Kapuas. Teknik pengumpulan data dilakukan dengan menggunakan teknik wawancara, observasi dan dokumentasi. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Untuk mengetahui tingkat keberhasilan pengelolaan sampah di Kabupaten Kapuas mengacu pada kriteria/indikator evaluasi kebijakan, yaitu 1) Efektivitas; 2) Efisiensi; 2) Akurasi; 3) Penjajaran; 4) akurasi; 5) daya tanggap; 6) kegunaan. Indikator efektivitas kebijakan pengelolaan sampah Perda Kabupaten Kapuas Nomor 3 Tahun 2019 dapat dikatakan belum optimal karena masih banyak sampah yang tertinggal di TPS di luar jam batas pembuangan. Indikator efisiensi cukup baik dengan adanya retribusi yang dibayarkan masyarakat dibandingkan dengan kebersihan lingkungan di kota Kapuas. Indikator akurasi belum optimal dengan tingkat kesadaran masyarakat yang masih rendah dalam pengelolaan sampah. Indikator pemerataan dalam hal partisipasi masyarakat sebagai penerima manfaat aktif dalam membayar retribusi dan Pemerintah Kabupaten Kapuas dapat dikatakan merata dan sarana sanitasi juga tersebar merata di seluruh kota. Indikator daya tanggap sampah sangat baik dan indikator akurasi dalam Peraturan Daerah Kabupaten Kapuas Nomor 3 Tahun 2019 tentang pengelolaan sampah sudah sesuai dan telah dikelola dengan baik oleh seluruh pemangku kepentingan, baik pemerintah daerah maupun masyarakat pada umumnya

Abstract

Quality of service emphasizes the orientation of fulfilling public satisfaction in general in Banjarmasin Barat Subdistrict, Banjarmasin City. In this research, quality of service is the main focus to find a relationship with public satisfaction. This research uses a descriptive quantitative approach with survey data collection procedures. Research location at Banjarmasin Barat Subdistrict Office. The measuring scale used in this study is the Likert Scale. Determination of samples in this study uses the probability sampling methode. Based on the result and discussion of data, quality of service not spread at all level of categories from Chi Square Goodness of Fit (X2 = 59,750; p = 0,000). These results are compared with table X2 with a significance level of 5% is 12,592. So, X2 count value is greater than X2 table (59,750 > 12,592). Public satisfaction not spread at all level of categories with X2 count value is 19,000 with level of categories value is 0,025. These result are compared with table X2 with a significance level of 5% is 16,919. So, X2 count value is greater than X2 table (19,000 > 16,919). Quality of service and satisfaction level (0,204 > 0,05) has a relationship, therefore quality of service and public satisfaction has a relationship too.

Abstract

This research aims to find out how the implementation and effectiveness of the program for handling Cart People, Clowns Homeless Beggars and street Children in the City of Banjarmasin. The research method used is a qualitative method as a research procedure that produces descriptive data in the form of words. Research location in Banjarmasin City. The data collection techniques used were observation, interviews and documentation. Test the validity of the data by triangulating data collection techniques. Data analysis techniques using data collection, data reduction, data presentation and drawing conclusions. The results of the research show that the implementation of the program for handling program target objects is not running optimally, the organization of the formation of resource arrangements and infrastructure to support the program is classified as inadequate to reach all program target objects, Program interpretation has been carried out well, in accordance with leadership directions and SOPs and applications/implementations related to routine activities, implementation standards and activity targets and inter-sectoral cooperation has been carried out well. The effectiveness of the program targets consisting of the program target objects (cart people, clowns, flats and anjal) and the community is good. The socialization of the program has not been carried out optimally, the success of the program has been effective, monitoring of the program has been carried out but is not yet optimal.

Abstract

Problems of street vendors has been entered into the issue of public order, the Regional Regulation No. Banjarmasin city 26 Year 2012 on the Establishment and Organizational Structure of Civil Service Police Unit Banjarmasin, an organization formed Civil Service Police Unit Banjarmasin which has the main task to maintain and organize public peace and order, enforce local regulation, Regulation and Decision Mayor Mayor as the executor of regional regulation. Mayor of London Based Decision No. 26 Year 2012 on the Establishment and Structuring Control Team Street Vendors of Banjarmasin, explained that the team composition and Arrangement of Control Street Vendors of Banjarmasin, implementing daily field operations conducted by the Civil Service Police Unit Banjarmasin. This study uses qualitative research. Source of data derived from primary data and secondary data, which were collected by interview and documentation. Analysis of the data using a model that consists of a qualitative analysis of data reduction, data display and conclusion. daily field operations conducted by the Civil Service Police Unit Banjarmasin. The results of this study indicate that the regulation number 26 of 2012 is not running as it should. This can be seen from: Lack of communication and coordination between the implementing organization of this local regulations. Less rapid response from the city government and the organization is concerned about street vendors who could potentially become a group that a lot of that in the future will be permasalahan.Kurang specifically the enforcement regulations in the enforcement process so that the vendors long tungginga market that should occupy a place which has provided the city government, being back on the roadside selling belitung. Lack of support of the external environment / community awareness about the importance of the order of their surroundings.

Abstract

Implementasi program rehabilitasi bantuan rumah tidak layak huni (RTLH) merupakan program meningkatkan taraf hidup masyarakat khususnya bagi masyarakat miskin. Pelaksanaan program RTLH dilaksanakan secara langsung oleh Dinas Sosial Kabupaten Banjar. Tujuan penelitian ini adalah untuk mengetahui implementasi program RTLH di Kecamatan Astambul, Kabupaten Banjar. Metode penelitian yang digunakan adalah metode kualitatif deskriptif. Hasil penelitian tentang implementasi program RTLH dapat dikategorikan terlaksana sebagai berikut: komunikasi yang terjalin melalui sosialisasi peraturan penerima bantuan RTLH sudah dilakukan. Sumberdaya pelaksana melalui pendataan penerimaan bantuan sudah terlaksana cukup baik. Disposisi pengambilan keputusan belum tepat sasaran hal ini dikarenakan penerima bantuan tergolong sangat banyak. Sedangkan struktur pelaksana program RTLH melalui kerjasama yang dilakukan oleh Dinas Sosial bersama dengan Lurah dan RT/RW terlaksana dengan cukup baik. Namun penulis menyarankan Dinas Sosial Kabupaten Banjar melakukan komunikasi secara langsung terhadap masyarakat melalui sosialisasi bantuan program RTLH, menambah jumlah pegawai yang secara khusus melakukan pendataan dan pengawasan di dalam pelaksanaan program RTLH.

Abstract

Waste management is essential to protecting the environment and minimizing its negative impact on human health and the ecosystem. The low participation of riverbank residents in maintaining and creating a clean environment in the river and its surroundings has prompted the Environmental Service to create a program called "River Maharagu" by holding river cleanliness competitions. This research aims to analyze the success of the Environmental Service program by formulating a strategy for handling waste from riverbank communities through a SWOT analysis. This research uses a qualitative approach with a descriptive type. The SWOT analysis results found that (1) Strategy (SO) encourages and facilitates stakeholders to collaborate with the Diaspora and universities to build and develop river ecotourism. (2) Strategy (WO) to build and increase the synergy of stakeholders and youth communities (Karang Taruna) in building and developing river ecotourism and coordinating with the Diaspora. (3) Strategy (ST): River management maintains self-sufficiency in collecting and transporting household waste and continues to motivate residents to dispose of waste properly. (4) (WT) The Environmental Service builds collaboration with universities in providing education to build awareness among riverbank residents.

Abstract

Stunting merupakan kondisi kronis yang menggambarkan terhambatnya pertumbuhan karena malnutrisi jangka panjang, ditunjukkan dengan indeks Tinggi Badan menurut Umur (TB/U) dengan ambang batas (Z-score) kurang dari 2 Standar Deviasi (SD) dari data Kemenkes tahun 2011. Stunting sendiri merupakan salah satu permasalahan gizi yang menjadi perhatian utama dunia termasuk di Indonesia. Kaliamantan Selatan masih dalam kondisi rawan tentang stanting dimana masih berada pada level 24 % angka stanting yang ditemukan, Kota Banjarmasin dengan 5 kecamatan dan bebrapa kecamatan masih ditemukan anak yang styanting.Dengan kondisi yang terjadi sekarang ini, masyarakat masyarakat kota kota banjarmasin khususnya kelurahan antasan kecil timur masih belum sepenuhnya memamhami dan mengetahui tentang bahaya stanting. Hal ini terjadi karena masyarakat belum banyak menerima informasi. Program Dosen Wajib Mengabdi (PDWA) merupakan program kemitraan masyarakat yaitu antara Perguruan Tinggi dengan kelompok pemberdayaan masyarakat. Program ini tidak saja menawarkan pemecahan masalah (Problem Solving) mengenai penguatan kelembagaan namun mengetahui strategi pemasaran dalam penjualan hasil pengolahan hasil perikanannya. Dengan demikian program ini memiliki nilai komprehensif, bermakna, tuntas dan dapat berkelanjutan (Sustainable). Adanya dorongan masyarakat serta dari pemerintah sekitar mendorong untuk adanya kegiatan penguatan dan pengetahuan tentang stanting, program pengabdian masyarakat ini disusun dan akan dilaksanakan untuk menjembatani khalayak sasaran Masyarakat Antasan Kecil Timur untuk mendapatkan pengetahuan dan informasi yang lengkap sehingga masyarakat bisa mencegah sedini mungkin tentang stanting pada anak-anak mereka dan membantu pemerintah dalam penurunan angka stanting.Abstract. Stunting is a chronic condition that describes stunted growth due to long-term malnutrition, indicated by the height-for-age index (TB/U) with a threshold (Z-score) of less than 2 Standard Deviation (SD) in 2011 Ministry of Health data. Stunting itself is one of the nutritional problems that is of major concern to the world, including in Indonesia. South Kalimantan is still in a vulnerable condition regarding stunting where it is still at the level of 24% of the stunting rate found, Banjarmasin City with 5 sub-districts and several sub-districts are still found to have stunted children. With the current conditions, the people of the city of Banjarmasin, especially the Antasan Kecil Timur still doesn't fully understand and know about the dangers of stunting. This happens because the community has not received much information. The Compulsory Serving Lecturer Program (PDWA) is a community partnership program between universities and community empowerment groups. This program does not only offer problem solving regarding institutional strengthening but knows the marketing strategy in selling the processing of fishery products. Thus this program has a comprehensive, meaningful, complete and sustainable value. There is encouragement from the community as well as from the surrounding government to encourage strengthening activities and knowledge about stunting, This community service program is structured and will be implemented to bridge the target audience of the Antasan Kecil Timur Community to obtain complete knowledge and information so that the community can prevent stunting in their children as early as possible and assist the government in reducing stunting rates.. Abstract

Pengelolaan Kampung Sayur di Kelurahan Landasan Ulin Utara, Kota Banjarbaru, merupakan upaya penting dalam pengembangan destinasi wisata berbasis ekowisata yang dapat meningkatkan perekonomian lokal serta melestarikan lingkungan. Namun, pengelolaan yang belum optimal menjadi tantangan utama dalam memaksimalkan potensi Kampung Sayur sebagai objek wisata. Pengabdian masyarakat ini bertujuan untuk memperkuat kelembagaan Karang Taruna Tunas Muda dalam rangka pengelolaan wisata edukasi Kampung Sayur yang berkelanjutan. Metode yang diterapkan dalam pengabdian ini meliputi sosialisasi dan pelatihan kepada anggota Karang Taruna untuk meningkatkan kapasitas manajerial, perencanaan wisata, serta keterlibatan masyarakat setempat. Hasil dari pengabdian ini menunjukkan adanya peningkatan pemahaman anggota Karang Taruna mengenai konsep ekowisata dan pengelolaan wisata berbasis komunitas. Karang Taruna juga berhasil menyusun rencana aksi pengelolaan wisata dan mengembangkan berbagai program edukasi serta sosialisasi melalui media sosial. Meskipun demikian, masih terdapat tantangan terkait pengelolaan infrastruktur dan pemasaran yang perlu perhatian lebih lanjut. Hasil pengabdian ini memberikan kontribusi penting dalam membangun fondasi yang kuat untuk pengelolaan Kampung Sayur sebagai destinasi wisata yang berkelanjutan dan mampu memberikan manfaat ekonomi serta sosial bagi masyarakat setempat

Abstract

Development must have at least 3 targets: increasing the availability and expanding the distribution of goods; improving the standard of living, expanding economic and social choices. Sungai Bakung Village, Sungai Tabuk District in Banjar Regency, South Kalimantan, is one of the areas that is experiencing various development efforts in the infrastructure, economic, and social sectors. There are positive and negative perceptions from the community towards a Development. This study uses a qualitative method with a phenomenological approach where data is obtained through in-depth interviews with members of the village community in the Sungai Bakung Village area from residents from various different social strata, snowball sampling techniques, Basic Theory of Perception is the human process of understanding information either through the eyes to see, ears to hear, nose to smell, heart to feel which is channeled to the human mind and mind to become an understanding, The results of this study there are four perceptions of village development including from the perception of the development of physical facilities, economic development and socio-cultural development of the community, where each perception of these four developments has a positive value but needs improvement in this development process.

Abstract

Assesment of public service rendered by the government depending on his employee performances. Performances employees in public service can be seen through some performance indicators. Indicators used to rate employees performance Sungai Tabuk sub district included, responsiveness, responsibility, and accountability. All three indicators will be used for as a basic judging the performances employees in providing public services. To answer research questions, the researcher uses a qualitative descriptive methode. Research has shown that employees performances in public services is good enough. There are a few point that make a good record in this research; 1) Staff responsibility discriminatory in rendering services; 2) Employee response to community service has been adjusted with the urgency situation; 3) Accountability of employee performance in giving service, have conformed to the applicable values and norms of society. Its intended value and norms is berelaan, bubuhan, gawi manuntung, dalas belangsar dada, and bisa-bisa maandak awak. In an effort to improve performance to achieve good public service, there are certain obstacle in particular that deal with the lack of public knowledge of the conditions to be prepared, and the undisciplined of an employee when it comes to working hours.
