Abstract

Southeast Asia has been a fertile region for the homegrown terrorist groups and lone-wolf terrorists. Some are independently operated, while the others are affiliated with global terrorist network. With many attacks omnipresent in most of Southeast Asian countries, terrorist networks are gradually get revealed and members are arrested with various punishment even to death penalty. During detention, many terrorists, or jihadis, perform progressive development toward moderate understanding of Islam, while others remain unchanged. This article attempts to discover how some jihadis convert their orthodox belief and uncover their motivation to do so. To explore this inquiry, the article will specifically investigate two countries in Southeast Asia where terrorist groups are pervasive, they are Indonesia and the Philippines. The analysis will focus on deradicalisation process that these two countries have designed for their detained jihadis. At the end, we will find that deradicalisation works in Indonesia but not for the Philippines.

Abstract

Rivalitas Amerika Serikat dan Tiongkok menimbulkan dilema kepada Australia, sebab Amerika Serikat adalah mitra utama Australia di bidang pertahanan dan keamanan dan Tiongkok merupakan mitra dagang utama Australia. Respon Amerika Serikat terhadap Kebangkitan Tiongkok menimbulkan rivalitas, Amerika Serikat berupaya mempertahankan pengaruhnya di Asia Pasifik dengan menghasilkan kebijakan Pivot to Asia dan Free and Open Indo Pacific. Sebagai mitra dari kedua negara kekuatan besar, rivalitas dari kedua negara tersebut berdampak pada terganggunya kepentingan Australia, sebab Australia berada ditengah diantara kedua negara yang bersitegang. Kekhawatiran Australia akan terancamnya kepentingan Australia dengan kedua mitra penting tersebut membuat Australia untuk menghasilkan kebijakan Australian White Paper 2017 yaitu kebijakan yang berisikan strategi untuk mengakomodir hubungan bilateral dengan Amerika Serikat dan Tiongkok.

Abstract

As the China rise rapidly and aggressively, the world continues to be vulnerable due to the uncertain geopolitical environment and detrimental great powers gesture. This happens roughly at the global stage but more ominous to the regional politics in Asia Pacific. The region needs to spend more effort to deal with the rising China and somehow also required to alter the US primacy in global politics. To assure regional stability and security, this article proposes the model of the ‘concert of power’ inspired by the Concert of Europe to be carried out in Asia, precisely in Asia Pacific. The Concert of Asia enables more powers, great or mediocre, who are keys to the regional stability to perform checks and balances to one another, not only China itself. There are at least two great powers involve, China and the US. Also, there are few key players in the region that needs to be considered, not so powerful, but still have significant role, namely ASEAN and Japan. With this model, none of great powers could dominate the region and allowing states to secure themselves. Otherwise, great power rivalry is at stake.

Abstract

Konflik Krimea dan laut Azov semakin memperburuk hubungan antara Ukraina dan Rusia. Konflik tersebut bukan hanya membawa Ukraina dan Rusia sebagai pemain, namun turut serta menyita perhatian dunia, termasuk Amerika Serikat yang turut andil sejak 2015 hingga 2021. Penelitian ini bertujuan untuk menggambarkan keikutsertaan Amerika Serikat dalam konflik yang terjadi antara Ukraina dan Rusia.  Keterlibatan Amerika Serikat dalam konflik Ukraina-Rusia pada tahun 2015-2021 terlihat dalam beberapa bentuk seperti sanksi ekonomi, intervensi melalui kanal diplomatik, bantuan kemanusiaan, bantuan pendanaan militer, dan pengiriman kapal AS di laut Azov. Bantuan yang diberikan oleh Amerika Serikat ini merupakan komitmen AS untuk menjaga integritas wilayah Ukraina, termasuk untuk meningkatkan keamanan perbatasan dan internal Ukraina dari agresivitas Rusia. Meski begitu, keterlibatan Amerika Serikat tidak mampu menyelesaikan masalah antara Ukraina dan Rusia, hal ini karena AS hanya berpihak pada Ukraina saja.

Abstract

This study aims to analyze cooperation between Japan and Indonesia in the Tokutei Ginou program, as well as to describe the history of the formation of the employment program created by the Japanese government. The research method used is descriptive with secondary data types. The analysis technique used is qualitative. The concepts used are the National Interest and National Health Worker concept. The results of this shows that both Indonesia and Japan benefitted from Tokutei Ginou program such increasing Japanese workers’ welfare, creating opportunities for Indonesian specified skilled workers, maintaining smooth economic productivity for Japan and Indonesia, enchancing cooperative relations between Japan and Indonesia.

Abstract

Problems related to Pekerja Migran Indonesia (PMI) or Indonesian migrant worker occurs frequently in their working countries, on of them is Saudi Arabia. The country has the highest number of problems in relations to PMI. Therefore, Indonesian government by 2015 put moratorium of sending PMI to Saudi Arabia into force. Yet, this policy generated a new problem in which more PMI flew to Saudi Arabia illegally. Thereafter, in 2018 government issued a policy called Sistem Penempatan Satu Kanal (SPSK). This research aims to observe how was the implementation of SPSK by looking through system theory. As the result, SPSK policy yet successful because the implementation was not quite effective due to several impediments.

Abstract

The establishment of the Taliban in Afghanistan led to significant conflict and upheaval after the withdrawal of the Soviet Union on February 15, 1989. Initially, the presence of the Taliban was seen as a source of hope for the Afghan community, who longed for stability after the Soviet conflict, which had resulted in a prolonged power struggle. However, that hope faded when the Taliban imposed repressive rules on the Afghan people. In 1996, the Taliban successfully took control of the Afghan government for the first time but collapsed in 2001 due to the US invasion following the 9/11 attacks. During this period, the Taliban faced destruction but eventually regained strength, and in 2021, it once again took control of Afghanistan.This paper aims to explain the strategies used by the Taliban to take over the Afghan government. The author uses Bruce Hoffman's concept of terrorism, supported by the views of other experts, to address the question of what strategies the Taliban employed. The results show that suicide bombings, symbolic violence, and the use of media and propaganda were key elements of the Taliban’s strategy. These approaches contributed to the loss of government credibility and ultimately paved the way for the Taliban to regain control of Afghanistan.
