Abstract

Kebijakan Act on Promotion of Women's Participation and Advancement in the Workplace merupakan kebijakan pemberdayaan perempuan yang dilakukan oleh pemerintah Jepang untuk menyerap tenaga kerja perempuan dalam masyarakat yang memegang nilai budaya patriarki dan memiliki budaya kerja yang berorientasi pada laki-laki (Man-oriented). Hal ini menimbulkan pertanyaan bagaimana kebijakan Act on Promotion of Women's Participation and Advancement in the Workplace dapat memberdayakan perempuan Jepang untuk menyerap tenaga kerja di sektor industri. Dalam penelitian ini menggunakan teori Sistem Politik dimana penulis menganalisis bahwa kebijakan Act on Promotion of Women’s Participation and Advancement in the Workplace menargetkan sektor industri swasta untuk membuat perencanaan berdasarkan pedoman yang diberikan oleh pemerintah Jepang untuk meningkatkan jumlah perempuan di perusahaan-perusahaan swasta Jepang dengan melihat lingkungan budaya patriarki dan budaya kerja di Jepang.

Abstract

Gender-based violence (GBV) is an issue that has received attention at the international level. In Mexico, almost 50% of women have reported being victims of violence perpetrated by their partner or ex-partner to the point of their death. The type of GBV that has experienced a significant increase is femicide or the killing of women just because of gender. The number of cases of femicide in Mexico has averaged 1.500 cases annually since 1985. In the period 1993-2005, there were at least 370 victims femicide that have been identified. This causes Mexico to become a country that is considered unsafe for women, especially with a high level of impunity in Mexico, where 93% of crimes are not reported nor investigated, including femicide. The machismo culture that is very attached to social life in Mexico emphasizes how domination is owned by men over women. The Spotlight Initiative program in Mexico is one of the government's efforts aimed at strengthening, complementing, and supporting existing gender-related initiatives in Mexico, particularly for femicide and violence against women. With 2 phases, the first phase in 2019-2021 and the second phase in 2021-2022, the Spotlight Initiative program is expected to have a positive impact on women in Mexico and can also eliminate acts of violence against women in various forms. However, the program has no significant effect on the level of femicide that occurs in Mexico. The strong influence of machismo culture has become a strong factor in its occurrence femicide in Mexico.

Abstract

‘Pengantin pesanan’ or ‘kawin foto’ is a form of oppression and violence against women. This study did not refuse it, but it showed that the women of ‘pengantin pesanan’ did not always become the victims if: (1) violence and oppression faced by the women were not only ‘mail-order brides’ but also poverty, cultural violence, and unfair social structure; (2) the women keep fighting against the subjects who oppress them. The main focus of this study was the women’s effort to get out of the experienced oppression, i.e. the fight against poverty, the fight against cultural violence, the fight against Taiwanese and unfair social structure in their own villages. The writer believes that this study aims to be a self-criticism of the mainstream (feminist) discourse, so it needs an alternative approach by understanding the complexity of ‘pengantin pesanan’ which positions the women’s perception and (subjective) experience as the center of analysis, not discussing whether ‘pengantin pesanan’ is trafficking or not. The women’s subjectivity is formed by the discourse on “Women”, but not completely, because the women are basically controlled, but it does not mean that they cannot do anything since they still have some moving space or room for negotiating.
