Abstract

Development programs dan projects funded by public budget (APBN and APBD) are frequently not inline with needs of the local fishermen. Due to this situation, there shoud be a participative forums to facilitate and accommodate interests of local communities in the formulation process of public budgeting. In the context of APBD (local government budget) budgeting, participatory events are implemented in form of Musrenbang (Discussion for Development Planning). The current article intends to describe and critically analise participatory forums of Musrenbang utilised by fishermen to participate in the process of APBD budgeting. Also, the paper aims at analising prominent constraining factors to optimise participation of local fishermen in the Musrenbang forums as manifestation of bottom-up budgeting approach. The article is written based on reseach conducted in the Regency of Trenggalek and the coastal area of Prigi. This study applies qualitative approach with analytical descriptive as its type. Data of the research are collected through interview, observation, and documentation. Furthermore, collected data got analysed in three stages include data condensation, data display, and drawing conclusion. The results demonstrate that the Musrenbang forums get executed in five phases as follows (1) village level Musrenbang; (2) sub-district level Musrenbang; (3) SKPD (local government agencies) Forum; (4) regency level Musrenbang; and (5) Pasca regency level Musrenbang. The local fishermen are mostly able to directly participate only at village level Musrenbang as  participation at higher level Musrenbangs is commonly in form of representative participation. Quality of participation is also considerably weak because of time lack, education lack, inappropriate timing, and apathy of fishermen.

Abstract

Sesuai dengan Peraturan Menteri Dalam Negeri Republik Indonesia Nomor 17 Tahun 2016 Tentang Pedoman Penelitian dan Pengembangan di Kementerian Dalam Negeri dan Pemerintahan Daerah, untuk menjalankan fungsi kelitbangan, perlu disusun kerangka kebijakan kelitbangan pemerintah dalam negeri dan pemerintah daerah yang mengakomodir berbagai aspek penyelenggaraan pemerintahan dalam suatu konsep rencana kelitbangan secara komprehensif dan sinergis. Dinas Pekerjaan Umum, Penataan Ruang, Perumahan dan Kawasan Permukiman memiliki persentase terbesar yaitu 10% sedangkan Unit Pelaksana Teknis Laboratorium Lingkungan memiliki persentase terkecil yaitu 1%. Persentase implementasi Rencana Program/Kegiatan Kelitbangan mengalami kenaikan pada Tahun 2019 sebesar 71,07% menjadi 80,86% pada Tahun 2020, selanjutnya 94,81% pada Tahun 2021 kemudian di Tahun 2022 sebesar 99,30% dan naik lagi sebesar 100% di Tahun 2023.

Abstract

This study employs a quantitative approach with multiple linear regression methods to examine the influence of the Education Index, Health Index, and Expenditure Index on poverty levels. The data analyzed show significant increases in the Education and Health Indexes during the period from 2012 to 2023. The Education Index rose from a minimum value of 38.29 to 51.73 and a maximum from 71.15 to 80.27. Meanwhile, the Health Index increased from a minimum value of 69.57 to 73.23 and a maximum from 82.77 to 84.48. Both indices exhibit a significant negative relationship with poverty levels, indicating that improvements in education and health contribute to the reduction of poverty.However, the Expenditure Index does not show a significant influence on poverty. This indicates that expenditure does not directly affect poverty in the region. Regression analysis results reveal that the tested model can explain approximately 66.9% of the variation in poverty levels using these three variables. Overall, this research reinforces the hypothesis that enhancements in the quality of education and health are crucial factors in poverty reduction strategies, while the influence of expenditure still requires further investigation.

Abstract

This study aims to describe the implementation of digital-based public services through the PANAH SRIKANDI program at the Department of Population and Civil Registration of Bojonegoro Regency, identify and analyze the supporting and inhibiting factors in the program’s implementation, and evaluate the effectiveness and efficiency of PANAH SRIKANDI in improving the accessibility and quality of civil administration services at the village level. Employing a descriptive qualitative case study approach, the research focuses on five key pillars of e-Government by Indrajit (2006): e-Vision, Governance, Strategies and Policies, Resource Commitment, and Service Effectiveness and Efficiency. Data were gathered through interviews with 23 key and supporting informants, passive participatory observation, and document analysis. The results reveal that PANAH SRIKANDI successfully facilitates digital transformation in population administration services at the village level. Political support, skilled human resources, and strategic partnerships emerged as key enablers, while infrastructure and digital literacy barriers are addressed through continuous training and cross-sector collaboration. This study highlights that digital public service implementation at the local level requires adaptive strategies and strong, sustained commitment from all stakeholders involved.

Abstract

Transformation of Regional Tax Revenue Management Through Smart Tax Governance (Study on Regional Revenue Board Batu City)”). This study aims to analyze the transformation of regional tax management through Smart Tax Governance in Batu City. The research method uses a descriptive qualitative approach with data collection techniques through interviews, observations, Focus Group Discussions (FGDs), and documentation. The results show that the transformation of regional tax management based on e-governance theory includes efficiency, transparency, interactivity, decision support, and accountability. The impact of implementation includes increased process efficiency, data accuracy and transparency, increased tax revenue, and user satisfaction with an IKM value of 83. Supporting factors include human resources, technology availability, and leadership. Inhibiting factors are limited infrastructure, resistance to change, and lack of digital literacy. Coping strategies include improving infrastructure, adaptability, socialization, human resource capacity development, and continuous innovation

Abstract

This study explores the implementation of Public Financial Management (PFM) in Mojokerto Regency, East Java, with a specific focus on the consistency between planning and budgeting within the infrastructure, health, and education sectors. Using a qualitative approach, the study combines the PEFA framework assessment, NVivo-assisted text analysis, and semi-structured interviews with key local government stakeholders. Finding reveals that overall consistency level can be categorized as “C”, reflecting moderate misalignment between plans and budgets—particularly in the education and health sectors, while the public works sector demonstrates relatively stronger alignment. The analysis identifies three key themes which influencing consistency: institutional and regulatory frameworks, organizational capacity and responsiveness, and political and strategic influence. While digital tools like SIPD have improved procedural discipline, rigid regulations and limited adaptive capacity constrain responsiveness. Political dynamics, including legislative aspirations and executive interventions, further complicate budget alignment. This study recommends strengthening planning and budgeting framework by upgrading planning systems for real-time flexibility, enhancing organizational capacity through targeted training and rapid response mechanisms, and fostering early engagement of political actors to promote shared ownership and continuity. These measures aim to strengthen planning–budgeting integration and improve the effectiveness of local public financial management in decentralized settings.

Abstract

The government of Indonesia has a changing strategy for Science and Technology (S&T) development. This condition has influenced institutional development, which in turn may have affected the transformational role of public research institutes. This study attempts to investigate the trajectory of Indonesian S&T development strategy from the colonial era through the Old Older, the New Order, and following the Asian Financial Crisis. In response to this changing of development strategy, it eventually analyzes how the role of public research institutes has transformed, by takings LIPI and BPPT as case studies. This study employs a historical approach by using interview and document analysis to investigate the trajectory of S&T development in Indonesia and the transformation of LIPI’s and BPPT’s role. The findings suggest that political transformation has much affected the government’s strategy on Indonesian S&T development. Moreover, LIPI and BPPT tend to transform their role following the government’s strategy by giving less consideration to either demand from society and industry or their strong point of early inception.

Abstract

This study examined the possibilities of legalizing detailed spatial planning in Sleman regency. By using objectives analysis of project cycle management (PCM) method, 7 approaches were identified to introduce detailed spatial planning, namely: Motivation approaches, Central Government Policy Approaches, Law Enforcement Approaches, Relocation Approaches, Industrial Development Approaches, Business Development Approaches, and Coordination with Sultan’s office Approaches. From the 7 approaches, 4 approaches were selected most convincing combinations which are relocation approaches, industrial development approaches, business development approaches and coordination with sultan’s land approaches. The examination of its feasibility were conducted by interviewing stakeholders in Sleman regency whose result showed that the first 3 approaches could be realized without serious problems while coordination with sultan’s land office approaches had to be handled with care because the authority of sultan’s land conversion was under the sultan’s office even though the location was in Sleman. To overcome these difficulties, Sleman regency must take initiative and be able to suggest to sultan’s office feasible idea of coordination with national land use planning. This being action research case, its actual applicability will be verified by initiating activities with Sleman regency government as its main promoter.

Abstract

A survey of thirteen farmers using qualitative method with in-depth interview was carried out in Malang District in order to observe farmers’ constraints and the strategy taken under the rise in beef price. The result showed that during 2010-2015, Malang District farmers had faced constraints such as difficulty in accessing cattle, poor feeding behavior, and long selling channel. Most of them had joinedcattle sharing system in order to access cattle. Based on trust and kinship, cattle sharing system allowed smallholders to gain access to the cattle. On the other hand, some farmers’ showed their interest joining farmer group in order to improve their poor feeding behavior. Farmer group could be a good solution to enhance farmers’ skill in rearing cattle with good guidance. Selling carcass to the beef seller will give higher profit to the farmer, but it has some constraints such as need particular skill to be butcher, needs government license, takes time and need a market link. This new market access must be observed further to know it’s potential.

Abstract

This study discussed the implementation of Self-sufficient seeds village program in Mempawah Regency, West Kalimantan as an effort of the Government to develops seeds independency in villages and able to provide quality seeds. The study conducted using descriptive qualitative approach using the program implementation theory by David C. Korten (1980). Respondents were composed of participant and non-participants farmers of the Self-sufficient seed villages program. The results showed that in terms of three elements of program content and context of Implementation on supports the program implementation were running well.It is important to observe the sustainability of this program at the end of it farmers would then be able to produce high quality seeds continuously with or without government programs.
