Abstract

Bureaucratic restructuring must be able to produce a structure that is lean, flexible, responsive and efficient. However, this has not yet happened to the Regional Office of the Ministry of Religion of the Province of NTT, so an in-depth study is needed regarding the impact of bureaucratic restructuring on organizational performance at the Regional Office of the Ministry of Religion of the Province of NTT based on changes in the dimensions of the organizational structure. The method used in this research is a qualitative research method, the type of data in this research is qualitative data and quantitative data and the data sources in this research are primary data and secondary data. The results of the study found that changes in the dimensions of the organizational structure by Robbins (1994:89-91) on: (a) the complexity aspect was found in terms of vertical differentiation, namely that there were still tasks for echelon III structural officials directly delegated to functional officials because they were not there are structural echelon IV officials so that all services are still running as before the restructuring occurred, (b) in the aspect of formalization it was found that the functional positions resulting from the restructuring were only "as long as they are given" to fulfill the simplification requirements of the bureaucracy and even there were still several functional positions that no one had filled and (c ) in the centralization aspect, it was found that decision making did not change after bureaucratic restructuring.

Abstract

This article intends to examine the collaboration amongst actors in solving public issues, specifically in the topic of waste management in the Kupang city. Methodologically, the issue was disclosed using qualitative methods based on the descriptive survey, structured interviews, and in-depth interviews. Kupang City grow rapidly both in the aspect of social and economy, as a consequence, load of trash is inevitable along with the development. Otherwise, very little attention was paid to the waste management and people tended to recognise it as insignificant issue,constructed as interpersonal issues, and typically as a private matter. This article aims to demonstrate Kupang residents’ perception towards trash as a public matter. On that point, people awareness toward public issues in this article, which is named as “citizenship” become vital. Without this, problem including waste issue will be receiving limited response. Once it comes to its turn, collective action as a prerequisite for constructive problem solving in public relations would be weakened. It appears that the issue is about the amount of waste in the areas that are fully accessible to the public, for example; markets and housing areas. Waste is poorly managed in these two areas. On the other hand, formal institutional collaboration between government in the local government, the provincial government, and the neighbour district in Kupang district’s government also It appeared to have been poorly managed. This study suggests the need for a non-hierarchical forum that is concerned with decision-making process (not merely consultative) which facilitates the emergence of community control to alleviate "troublesome" environmental issues in surrounding areas in creative ways.

Abstract

Tujuan dari penelitian ini adalah untuk mengetahui efektivitas Layanan Perpustakaan Keliling di Dinas kerasipan dan perpustakaan kota kupang. Penelitian ini menggunakan penelitian deskriptif dengan pendekatan Kualitatif. Metode pengumpulan data menggunaka Observasi, Wawancara, dan dokumentasi, sedangkan teknis analisis data dilakukan dengan 3 (tiga) cara yaitu Triangulasi data, Triangulasi Metode dan Triangulasi Sumber. Penelitian ini berlokasi di Dinas kearsipan dan perpustakaan kota kupang Sumber data primer pada penelitian ini adalah data yang di dapat dari observasi langsung, data tentang informan dan wawancara kepada pegawai pemerintah terkait, pengelola dan serta pengunjung perpustakaan keliling. Dari Hasil penelitian ini menunjukkan bahwa Efektifitas layanan perpustakaan keliling Di dinas kearsipan dan perpustakaan kota kupang sejak covid-19 hingga sekarang, didapati bebrapa faktor penghambat yang menyebabkan layanan yang diberikan oleh perpustakaan keliling di dinas kearsipan dan perpustakaan kota kupang belum efektif dan layanan ini masih rendah jauh dari harapan. Pada kenyataannya masyarakat kota kupang yang merupakan konsumen atau penikmat layanan ini namun belum semuanya bisa menikmati layanan ini dalam 5 (lima) tahun terakhir sasaran layanan terdiri dari 119 sekolah sasaran dan 51 kelurahan namun tidak semuanya terlayani hanya beberapa lokasi saja yang bisa menikmati layanan perpustakaan keliling itupun juga belum maksimal karena jangkaun dan frekuensi kunjungan yang terbatas dan hanya berfokus pada wilayah yang berdekatan dengan kantor dinas kearsipan dan perpustakaan kota kupang. Sangat diperperlukannya anggaran yang cukup dan tidak boleh dipangkas, peningkatan upaya dalam memberikan sosialisasi dan informasi kepada masyarakat, konsistensi jangkauan dan jadwal kunjungan layanan, peningkatan sasaran lokasi atau wilayah.

Abstract

The construction of the airport will be built in Mbay, Regency Nagekeo will be called Surabaya II Airport which is located in Tonggurambang Village. In addition, Mbay occupies a strategic position because it is located in the middle of Flores Island and has been designated as the center of the National Strategy Area. The airport was planned to be built on the land of a former Japanese military base in 1944 and then designated as a pioneer airport in 1975. This qualitative research uses a case study approach, data collection is done through observation, interviews and documentation. It aims to find out the main causes of conflict in the form of differences in interests in determining the location of the airport, land ownership status and community land acquisition. Conflicts in airport development have a complicated and complex nature involving three main actors, namely the local government, the Indonesian national army, and the local community. Although the construction of this airport is seen as strategic for economic development and regional tourism, the construction of Surabaya II airport in Nagekeo district has not yet been realized.

Abstract

This research chose the high school level because it is the last level before entering higher education (PT), which is different from the vocational school level where apart from going to PT you can also directly enter the world of work or industry. The city of Kupang was chosen because it is still a barometer of education in NTT Province. This research used a qualitative approach with 81 informants. Primary and secondary data were obtained through interviews, observation and literature review. Data were analyzed using techniques from Miles, Huberman, and Saldana (2014) which included data condensation, data presentation, and drawing conclusions or verification. The research results show that the character of the actors implementing the Internal Quality Assurance System (SPMI) in secondary education services at high schools in Kupang City, whether performing well or poorly, was analyzed using the grid model from Bryson (2004). Findings show that: High Interest – Low Power (Subjects): Teachers involved in the school education quality assurance team (TPMPS) at SMAN 2 Kupang and SMAN 6 Kupang do not understand their role in the team. High Interest – High Power (Players): Supervisors from the provincial education office and school principals as managers in educational units do not know the SPMI team, but know the school development team (TPS) at SMAN 2 and the curriculum development team (TPK) at SMAN 6 Kupang. Low Interest – High Power (Context Setters): Committees and administration understand their role as directors and administrative staff but do not know the TPK team.

Abstract

The Teluk Kupang Marine Nature Park (TWAL) in East Nusa Tenggara, Indonesia, represents a valuable marine conservation area with significant potential for sustainable tourism. However, its management faces persistent challenges, including conflicts of interest among stakeholders, environmental degradation, bureaucratic fragmentation, and centralized governance that limits local participation. This study aims to develop and evaluate a collaborative governance model that addresses these barriers and supports sustainable marine tourism. Using a mixed-methods design, the research combines surveys, in-depth interviews, stakeholder analysis, and document review to explore governance dynamics and stakeholder perceptions. The findings reveal that fragmented collaboration, unresponsive bureaucracy, and limited institutional capacity have constrained effective management. To overcome these challenges, the study introduces the Integrated Collaborative Governance Metamorphosis Model (ICGMM), which emphasizes decentralization, participatory decision-making, and capacity building as prerequisites for effective collaboration. The model outlines a transformation pathway from fragmented governance toward integrated, inclusive, and adaptive management practices. Results indicate that strengthening transparency, aligning conservation and tourism objectives, and empowering local communities are critical for achieving long-term sustainability. This study contributes theoretically by advancing collaborative governance through the metamorphosis concept and offers practical insights for policymakers and conservation managers seeking to balance ecological protection and economic development in marine protected areas.

Abstract

Purpose: This study discusses the problem of neutrality of civil servants in the government of Malaka Regency. There are indications of violations committed by civil servants during the campaign period. Research methodology: This research is a case study where the researcher investigates the phenomena that exist in the field. Results: (1) The dilemma of neutrality of civil servants in the 2020 Malaka Regional Election occurred because civil servants did not have the power or capacity to fulfill all aspects that would make them neutral, namely legal, material, strategic or superior aspects such as aspects of political action. (2) The cause of the neutrality dilemma for civil servants is due to the patron-client factor and position compensation. Limitations: Researchers find it difficult to meet civil servants in the Malaka district. Contribution: Propose efforts to prevent the dilemma of neutrality of civil servants in the 2020 Malaka Regional Head Election by implementing a merit system, clear division of tasks and free from political interference, rational hierarchical authority structure, impersonal relations between members, mechanism for appointment or recruitment and promotion of employee positions civil service based on technical skills and bureaucratic reform.

Abstract

Bappeda Kabupaten Sumba Barat telah berupaya menerapkan gaya kepemimpinan yang berorientasi tugas, juga menerapkan faktor penting budaya organisasi yakni kearifan lokal dan kebijakan penguasa serta penerapan reward and punishment. Tujuan penelitian ini adalah menganalisis pengaruh kepemimpinan, budaya organisasi dan system reward and punishment secara bersama – sama terhadap motivasi kerja pegawai Bappeda kabupaten Sumba Barat. Penelitian ini dilaksanakan pada Bappeda kabupaten Sumba Barat dengan populasi 38 responden. Sampel yang digunakan sebanyak 38 responden. Teknik penarikan sampel menggunakan sampel jenuh. Variabel independen pada penelitian ini adalah kepemimpinan, budaya organisasi, dan sistem reward and punishment, sedangkan variabel dependen adalah motivasi kerja pegawai. Pengukuran variabel dilakukan dengan menggunakan skala ordinal. Analisis data dilakukan dengan menggunakan regresi linier berganda. Perangkat lunak yang digunakan untuk analisis regresi linier berganda adalah SPSS versi 19. Dari kepemimpinan (X1), budaya organisasi (X2) dan reward and punishment (X3) terhadap motivasi kerja pegawai (Y), maka dibuatkan persamaan regresi linier berganda sebagai berikut: Y= 17.447 + 0.161X1 + 0.189X2 + 0.361X3. Hasil analisis menunjukkan bahwa F hitung 14.164 > 2.880 F tabel, maka secara simultan keputusan yang diambil adalah hipotesis Ha diterima artinya variabel kepemimpinan, budaya organisasi dan reward and punishment berpengaruh positif dan signifikan terhadap motivasi kerja karyawan. Sedangkan pengujian Koefisien determinan berganda menunjukkan 55.6% variasi motivasi kerja karyawan dapat dipengaruhi dari variabel Independen yakni Kepemimpinan, budaya organisasi dan reward and punishmen, sedangkan sisanya 44.4% dipengaruhi oleh faktor lain.
