Abstract

Abstract The village as the smallest governmental entity, plays a crucial role in regional autonomy, with the readiness of the village in establishing its governance system impacting the development anda welfare of its community. The management of village finances, especially the Village Revenue and Expenditure Budget (APBDes), is crucial in supporting village development. This research aims to understand how the implementation of Pamijen Village Regulation Number 03 of 2023 concerning the Amendment of the Pamijen Village Revenue and Expenditure Budget for the Fiscal Year 2023 in Sokaraja Subdistrict, Banyumas District, and to identify the challenges faced in the implementation of Pamijen Village Regulation Number 03 of 2023 concerning the Amendment of the Pamijen Village Revenue and Expenditure Budget for the Fiscal Year 2023 in sokaraja Subdistict, Banyumas District. The methodological approach used is normative juridical with descriptive analysis. Date were obtained from field studies at the Pamijen Village Office and trough interviews with villagr officials. The research findings indicate that the implementation of APBDes in Pamijen Village complies with applicable regulations. However, there are technical constraints and budget changes that affect activity realization. It is recommended that the village government continue to evaluate and minimize constraints in the implementation of APBDes. This research is expected to contribute to the development of knowledge, particularly in the context of village financial management Keywords: Implementation, Village Regulation, APBDes Abstrak Desa sebagai entitas pemerintahan terkecil memilikiperan penting dalam otonomi daerah, dengan kesiapan desa dalam membangun system pemerintahannya berdampak pada pembangunan dan kesejahteraan masyarakatnya. Pengelolaan keuangan desa, terutama Anggaran Pendapatan dan Belanja Desa (APBDes) menjadi krusial dalam mendukung pembangunan desa. Penelitian ini bertujuan untuk mengetahui bagaimana Pelaksanaan Peraturan Desa Pamijen Nomor 03 Tahun 2023 tentang Perubahan Anggaran Pendapatan dan Belanja Desa Pamijen Tahun Anggaran 2023 Kecamatan Sokaraja Kabupaten Banyumas dan untuk mengetahui kendala yang dihadapi dalam Pelaksanaan Peraturan Desa Desa Pamijen Nomor 03 Tahun 2023 tentang Perubahan Anggaran Pendapatan dan Belanja Desa Pamijen Tahun Anggaran 2023 Kecamatan Sokaraja Kabupaten Banyumas. Metode pendekatan yang digunakan adalah yuridis normatif dengan analisis deskriptif. Data diperoleh dari studi lapangan di Kantor Desa Pamijen dan melalui wawancara dengan perangkat desa. Hasil penelitian menunjukkan bahwa pelaksanaan APBDes di Desa Pamijen sesuai dengan peraturan yang berlaku. Namun, terdapat kendala teknis dan perubahan anggaram yang memengaruhi realisasi kegiatan. Disarankan agar pemerintah desa terus melakukan evaluasi dan meminimalisie kendala dalam pelaksanaan APBDes. Penelitian ini diharapkan memberikan kontribusi dalam pengembangan ilmu pengetahuan, khususnya dalam konteks pengelolaan keuangan desa. Kata kunci : Pelaksanaan, Peraturan Desa, APBDes

Abstract

Abstract This paper is entitled Considerations of the Banyumas Regency Minimum Wage Amount by the Banyumas Regency Wage Council. This study aims to determine the process of implementing the Banyumas Regency minimum wage in 2023. This research is a sociological juridical research with the subject of study by the Banyumas Regency Manpower, Cooperatives and SMEs Service. The aim of this research is to build synergy between the Banyumas Regency Wage Council and the obstacles in determining the minimum wage in Banyumas Regency. Wages are income received by workers in the form of money, which includes not only wages/salaries, but also overtime and allowances received on a regular basis, excluding holiday allowances which are annual, quarterly, and other allowances which are not routine. Wages are all kinds of payments arising from work contracts, regardless of the type of work, which are a form of income received by workers as compensation for the work they do. To determine the district minimum wage in accordance with community standards, the district minimum wage is determined by the government, namely the district Department of Manpower, Cooperatives and Small and Medium Enterprises. Keywords: Wages, Wage Council, Banyumas Regency Abstrak Karya tulis ini berjudul Pertimbangan Besaran Upah Minimum Kabupaten Banyumas Oleh Dewan Pengupahan Kabupaten Banyumas. Studi ini bertujuan untuk mengetahui proses pelaksanaan upah minimum Kabupaten Banyumas Tahun 2023. Penelitian ini merupakan penelitian yuridis sosiologis dengan subjek kajian Dinas Tenaga Kerja, Koperasi dan UKM Kabupaten Banyumas. Tujuan dari penelitian ini adalah untuk membangun sinergitas dari Dewan Pengupahan Kabupaten Banyumas dan kendala dalam menetapkan besaran upah minimum di Kabupaten Banyumas. Upah merupakan pendapatan yang diterima tenaga kerja dalam bentuk uang, yang mencakup bukan hanya upah/ gaji, tetapi juga lembur dan tunjangan tunjangan yang diterima secara rutin atau reguler, tidak termasuk Tunjangan Hari Raya yang bersifat tahunan, kwartalan, tunjangan-tunjangan lain yang bersifat tidak rutin. Upah adalah segala macam pembayaran yang timbul dari kontrak kerja, terlepas dari jenis pekerjaannya yang merupakan bentuk penghasilan yang diterima oleh pekerja sebagai imbalan atas pekerjaan yang dilakukannya. Untuk menentukan penetapan upah minimum kabupaten agar sesuai dengan standar kebutuan masyarakat, maka upah minimum kabupaten ditentukan oleh pemerintah yaitu Dinas Tenaga Kerja, Koperasi dan Usaha Kecil dan Menengah kabupaten. Abstract

Abstract Since the enactment of Law Number 11 of 2020 concerning Job Creation which has now been replaced by Law Number 6 of 2023 concerning the Stipulation of Government Regulation in lieu of Law Number 2 of 2022 concerning Job Creation to Become a Law, the government removed the term Building Permit (IMB) was replaced with a Building Approval (PBG) as one of the conditions for constructing a building. PBG is a permit granted to building owners to build new, change, expand, reduce, and/ or maintain buildings in accordance with building technical standards (Article 1 Number 17 Government Regulation Number 16 of 2021 concerning Implementing Regulations of Law Number 28 2002 concerning Building Buildings). This study aims to analyze the implementation of the Building Approval (PBG) policy based on the Regional Regulation of Purbalingga Regency Number 3 of 2022 concerning Retribution for Building Approvals and the obstacles in granting PBG by the Public Works and Spatial Planning Office in Purbalingga Regency. The research method uses a normative juridical approach and data analysis in this study uses qualitative analysis. Data collection techniques were carried out by reviewing laws and regulations related to buildings and conducting interviews as supporting or additional data. The results of this study indicate that in the provision of PBG by the DPU-PR Purbalingga there are still obstacles that affect the course of the policy, including the lack of public awareness of the importance of obtaining PBG, a lack of understanding of PBG procedures and requirements through SIMBG, and a lack of professional planners at the DPU-PR of the Regency Purbalingga. Keywords: Implementation, Policy Implementation, Building Approval (PBG) Abstrak Sejak berlakunya Undang-Undang Nomor 11 Tahun 2020 tentang Cipta Kerja yang saat ini diganti dengan Undang-Undang Nomor 6 Tahun 2023 tentang Penetapan Peraturan Pemerintah Pengganti Undang-Undang Nomor 2 Tahun 2022 Tentang Cipta Keja Menjadi Undang-Undang pemerintah menghapus istilah Izin Mendirikan Bangunan (IMB) digantikan dengan Persetujuan Bangunan Gedung (PBG) sebagai salah satu syarat untuk mendirikan bangunan gedung. PBG adalah perizinan yang diberikan kepada pemilik bangunan gedung untuk membangun baru, mengubah, memperluas, mengurangi, dan/ atau merawat bangunan gedung sesuai dengan standar teknis bangunan gedung (Pasal 1 Angka 17 Peraturan Pemerintah Nomor 16 Tahun 2021 tentang Peraturan Pelaksana Undang-Undang Nomor 28 Tahun 2002 Tentang Bangunan Gednung). Penelitian ini bertujuan untuk menganalisis implementasi kebijakan Persetujuan Bangunan Gedung (PBG) berdasarkan Peraturan Daerah Kabupaten Purbalingga Nomor 3 Tahun 2022 tentang Retribusi Persetujuan Bangunan Gedung dan kendala dalam pemberian PBG oleh Dinas Pekerjaan Umum dan Penataan Ruang di Kabupaten Purbalingga. Metode dalam penelitian menggunakan pendekatan yuridis normatif dan analisis data dalam penelitian ini menggunakan analisis kualitatif. Teknik pengumpulan data dilakukan dengan penelaahan terhadap peraturan perundang-undangan yang berhubungan dengan bangunan gedung dan melakukan wawancara sebagai data pendukung atau tambahan. Hasil penelitian ini menunjukkan bahwa dalam pemberian PBG oleh DPU-PR Purbalingga masih terdapat kendala yang mempengaruhi jalannya kebijakan antara lainkurangnya kesadaran masyarakat terhadap arti pentingnya memperoleh PBG, kurangnya pemahaman terhadap prosedur dan persyaratan PBG melalui SIMBG, dan kurangnya profesi tenaga perencana di DPU-PR Kabupaten Purbalingga. Abstract

Armed conflict has caused a lot of loss, damage and destruction of a country's cultural heritage. This writing aims to see and explain what International Humanitarian Law provides protection for cultural heritage in conflict. Even though the protection of cultural objects has been regulated through various international conventions, there are behaviors that cause the destruction of these cultural objects in countries in conflict. To obtain data, library research was carried out by studying and analyzing conventions, books, newspapers, scientific writings and relevant literature both online and offline. Then the analysis is carried out using the content analysis method by focusing on what issues are effective in protecting International Humanitarian Law in protecting cultural heritage in conflict areas. The research results show that cultural objects are the identity and cultural heritage of society, so attacks on these objects often increase the escalation of conflict. Attacks by air bombs, bullets and long-range missiles can damage cultural objects as a result of armed conflict.

Abstract

According to the Explanation of Article 7 paragraph (2) of the Marriage Age Change Law, what is meant by "deviation" is that it can only be done by submitting a dispensation application by the parents of one or both parties of the prospective bride and groom to the Religious Court for those who are Muslim and the District Court for others, if the man and woman are under 19 (nineteen) years old. What is meant by very urgent reasons is "there is no other choice and it is very necessary to have a marriage. What is meant by sufficient supporting evidence", a certificate proving that the age of the bride and groom is still below the provisions of the law and a certificate from a health worker supporting the statement of the parents that the marriage is very urgent to be carried out. The community service carried out aims to increase awareness of carrying out marriages in accordance with positive law in Indonesia and to provide insight to the people of Bendogarap Village about the meaning of marriage dispensation.
