Abstract

Participation is an effort that must continue to be encouraged, in addition to focusing on the democratic right to be involved in the public policy process, it also focuses on the effectiveness of policy delivery. Participation can be contextualized in various problems that occur in society, one of which is the issue of stunting. A problem that attacks toddlers and certainly has an impact on future generations in Indonesia. Therefore, this research focuses on the participation efforts made in the planning and implementation process of the Stunting Program in Tonasa Village, Takalar Regency, which is expected to contribute knowledge related to this issue. This location was chosen because it is one of the villages that has a high percentage of stunting prevalence. This research uses a Qualitative approach with a case study model. First, the participant selection indicator in the planning stage is at the professional stakeholder level, while the implementation stage shows that the level of participation is at the open recruitment targeted level. Second, the communication and decision indicator in the program planning stage shows that the level of participation is at the level of express preferences, then in the program implementation stage shows that the level of participation is at the level of listen as spectator. Third, the authority and power indicator in the program planning stage shows that the level of community participation is at the advice and consult level, while the implementation stage shows that the level of participation is at the co-governance level.

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh secara simultan dan parsial antara learning organization terhadap keunggulan kompetitif pada Kantor POS Indonesia Regional X Makassar. Pendekatan penelitian yang digunakan adalah metode kualitatis dengan statistik deskriPT.if. Pengumpulan data dilakukan dengan penyebaran kuesioner ke 59 responden. Setelahnya, data dianalisis dengan regeresi linier berganda. Hasil penelitian ditemuakan bahwa secara simultan seluruh variabel X (Learning Organization) berpengaruh terhadap keunggulan kompetitif. Dengan nilai Fhitung 43.461 > 2.20 Ftabel. Perolehan nilai Fhitung 43.461 yang besar menandakan bahwa variabel-variabel independent memiliki pengaruh yang besar terhadap variabel keunggulan kompetitif (Y). Sedangkan secara parsial Variabel Create Continous Learning Opportunities (X1); Promote Inquiry and Dialogue (X2); Encourage Collaboration and Team Learning (X3); Establish System to CaPT.ure and Share Learning (X4); Empower people Toward a Collective Vision (X5); Connect the organization to its Community and Enviroment (X6); Provide strategic Leardership for learning (X7), berpengaruh secara positif terhadap variabel keunggulan kompetitif karena nilai Thitung > Ttabel.

Abstract

Makasar City is one of the cities with the highest poverty problem in South Sulawesi so that poverty alleviation policies are carried out. This study aims to identify and analyze commitment and coordination in the implementation of the Poverty Reduction Program (PAP) in Makassar City. The research method uses a qualitative approach with in-depth interviews and document reviews. This paper will answer two questions: How is the government's commitment to PAP? How is the coordination between agencies in the distribution of PAP? The results of the study show that the commitment of the government of Makassar City is relatively high. But unfortunately, the commitment of government elites has not been fully supported by the commitment of implementers at the RT/RW level. The pattern of coordination between organizations has not gone well, and this is indicated by differences in data between Regional Work Unit (SKPD) in terms of the number of poor people.

Abstract

Penelitian ini menganalisis kapasitas inovasi dalam implementasi Tatakelola Pemerintahan Desa Digital yang merupakan sebuah inovasi tatakelola pemerintahan desa digital di Desa Biangloe, Kabupaten Bantaeng. Penelitian ini menganalisis sejauh mana pemerintah desa mampu mengadopsi dan mengimplementasikan Inovasi Tatakelola Pemerintahan Desa Digital (Tak Pergi) di Desa Biangloe, Kabupaten Bantaeng, dengan fokus kepemimpinan inovatif, kualitas tim kerja, sistem/struktur dan pengelolaan pengaruh dari luar. Penelitian menggunakan pendekatan kualitatif dengan metode deskriptif. Pengumpulan data melalui observasi, wawancara mendalam dengan informan yang terdiri dari Seketaris desa, operator aplikasi, pendamping desa, kepala dusun, serta masyarakat yang telah menggunakan inovasi Tatakelola Pemerintahan Desa Digital (Tak Pergi). Analisis data melalui tahap reduksi data, display data, dan kesimpulan atau verifikasi. Hasil penelitian menunjukkan bahwa Program Tatakelola Pemerintahan Desa Digital (Tak Pergi) di Desa Biangloe, Bantaeng, didukungan kuat oleh pemerintah desa, BPD, dan masyarakat, serta didanai oleh APBDes dan komunitas. Meski regulasi kepala desa dan SOP penggunaan aplikasi belum final, terdapat komitmen kuat dari pemerintah desa. BPD ikut terlibat dalam sosialisasi dan evaluasi rutin, tetapi perlu peningkatan sosialisasi kemasyarakat. Sistemnya terorganisir dan mendukung SDGs, tetapi formalisasi kerja sama masih perlu ditingkatkan. Direkomendasikan untuk menyelesaikan regulasi, meningkatkan edukasi melalui sosialisasi, dan memformalkan kerja sama.

Abstract

The election organizing organization is one of the objects of public administration studies with problems related to ethics and accountability. If the ethical discourse in organizations revolves around the relationship between individuals, values, and the environment, then leadership can be seen as distilling those factors in an individual. One of the district/city-level election organizers, namely the Makassar City KPU, has a significant number of cases of ethical violations by ad hoc bodies. This violation indeed cannot be separated from the leadership of the Makassar City KPU in handling it. This research uses qualitative methods with a case study design. Data collection techniques are carried out by in-depth interviews and document studies. Data was analyzed using the Miles and Huberman model of data reduction, data presentation, and conclusions. The results showed that the Makassar City KPU is still partial in showing the characteristics of ethical leadership by Trevino et al. (2003) in the aspects of setting ethical standards and accountability. This is because the Makassar City KPU generally has moral standards and rules for handling ethical violations contained in PKPU No. 8 of 2022. However, the Makassar City KPU still needs to comply with these rules. This is shown from several cases of ethical violations, where the Makassar City KPU was again reported to the DKPP based on procedural non-compliance with KPU Decree No. 337/HK.06.2-Kpt/01/KPU/VII/2020, which contains related to handling violations of the Code of ethics by ad hoc bodies. In addition, implementing ethical standards and managing ethical violations must also be based on local culture, namely siri' culture in the people of Makassar. However, this has not been practiced well by the Makassar City KPU, so it is prone to causing miscommunication and offense between parties.

Abstract

This study aims to analyze and empirically test the fragmentation of policy implementation on the quality of health services in Mamasa District, West Sulawesi, research question is how much the effect of policy implementation fragmentation to quality health service in Regency of Mamasa in West Sulawesi. The Method in this Research used analyses quantitative with model of path analysis. Data obtained by through circulating of questionnaire to all policy implementor fragmentation and cervices health in Regency of Mamasa. The Result of research to found that execution of policy implementation fragmentation as according to variabel exogen that is communications, resource, disposition or attitude, and the bureaucratic structure, and so that quality health service have as according to reliability, responsiveness, assurance, empathy, and tangible. The correlation influence of policy implementation fragmentation to quality health service, hence did not all of dimension from policy implementation fragmentation have an effect on significant to quality health service, so that create new models is to called as model struktur-3 where only have dimensions of resources, disposition or attitude, and structure of bureaucracy having an effect on significant. From model of this struktur-3 to created a model of policy implementation fragmentation can be influenced by consistency factor, authority, facilities, staffing the bureaucracy, incentive, and system operating procedure. Apart from the internal factor is influenced by environmental factor related to existence of conflict potency, leadership, elite figure, and the local culture.

Abstract

This journal article explores the concept of capacity building within the context of the Millennial Integrated Service Post (Posyandu) program in Pangkajene and Island Regency. The study delves into the strategic approach of capacity building, focusing on establishing and developing a program that addresses the health needs of the millennial generation. Through partnership-based initiatives, community activation, collaboration, information sharing, network density, and service reorientation are examined as key indicators of capacity enhancement. The research highlights the program's successes and challenges, showcasing how collaborative efforts, adaptive service delivery, and innovative strategies contribute to effective capacity building. Insights from this study offer valuable guidance for improving youth health services through a comprehensive and participatory approach.

Abstract

Human Resources capacity building is the process of improving the abilities, knowledge, skills, and attitudes of individuals and groups in an organization. The goal is to improve quality, productivity, and competitiveness in achieving certain goals. The purpose of this study was to determine and analyze Human Resource Capacity Development at the Jeneponto Regency Community and Village Empowerment Office. This research uses a type of qualitative research with a descriptive approach. Data collection techniques using observation instruments and in-depth interviews. With data analysis techniques, namely: Data condensation, Data Presentation and Conclusion Drawing. The results of this study indicate that the Jeneponto Regency Community and Village Empowerment Office should be appreciated for its continuous efforts in improving the quality of human resources through education and training, learning assignments, and promotions and awards. These efforts demonstrate the local government's commitment in realizing good and accountable village governance, as well as encouraging the progress and empowerment of village communities. With structured and sustainable efforts, the Jeneponto Regency Community and Village Empowerment Office can continue to improve the quality of human resources and realize quality, effective, and accountable village governance, for the progress and welfare of village communities

Abstract

Penelitian ini bertujuan untuk mengetahui sektor basis dalam perekonomian Kabupaten Bulukumba pada periode 2015-2019 dan untuk mengetahui sektor basis yang konsisten dalam mendorong percepatatan pertumbuhan ekonomi di Kabupaten Bulukumba. Data yang digunakan dalam penelitian ini adalah data sekunder berdasarkan runtun waktu periode 2015-2019, yang bersumber dari laporan BPS Kabupaten Bulukumba, laporan BPS  Provinsi Sulawesi Selatan, berbagai situs resmi pemerintah Kabupaten Bulukumba dan Pemerintah Provinsi Sulawesi Selatan. Adapun metode analisis data yang digunakan yaitu analisis Location Quotient (LQ). Hasil penelitian ini menunjukkan bahwa dari analisis location quotient sektor basis Kabupaten Bulukumba pada periode tahun 2015-2019 dapat memenuhi kebutuhan konsumsi daerah dan dari analisis Tipologi Klassen sektor basis konsisten mendorong pertumbuhan ekonomi di Kabupaten Bulukumba.
