Abstract

Di Indonesia produksi pisang tersebar di 34 provinsi dan meningkat setiap tahun. Menurut Badan Pusat Statistik (2020). Produksi pisang pada tahun 2020 sekitar 8.74 juta ton meningkat sekitar 6.82% dari tahun sebelumnya sebesar 8.18 juta ton. Pemanfaatan pisang sendiri tidak hanya terbatas pada olahan daging buah akan tetapi sampai dengan akar. Selain itu kandungan pisang baik pada daging maupun kulitnya memiliki pengaruh positif terhadap industri pangan. Pemanfaatan kulit pisang sebagai bahan pangan salah satunya pembuatan bakso dari kulit pisang. Bakso Kulit Pisang atau disingkat dengan BAKUL PISANG merupakan sebuah makanan berbahan utama kulit pisang dan di jadikan bakso atau yang disebut bakso kulit pisang. Bakul Pisang (Bakso Kulit Pisang) sendiri memberikan variasi menarik bagi masyarakat. Adapaun kandungan vitamin yang terdapat dikulit pisang meliputi vitamin B6 dan vitamin B12 serta Magnesium dan Kalium yang baik untuk jantung, kulit pisang juga mengandung senyawa Antioksidan berupa Karotenoid dan Polifenol serta kaya dengan serat.

Abstract

Makasar City is one of the cities with the highest poverty problem in South Sulawesi so that poverty alleviation policies are carried out. This study aims to identify and analyze commitment and coordination in the implementation of the Poverty Reduction Program (PAP) in Makassar City. The research method uses a qualitative approach with in-depth interviews and document reviews. This paper will answer two questions: How is the government's commitment to PAP? How is the coordination between agencies in the distribution of PAP? The results of the study show that the commitment of the government of Makassar City is relatively high. But unfortunately, the commitment of government elites has not been fully supported by the commitment of implementers at the RT/RW level. The pattern of coordination between organizations has not gone well, and this is indicated by differences in data between Regional Work Unit (SKPD) in terms of the number of poor people.

Abstract

Public service tends to be a basic right of citizens and an entry point for the government because it has become its obligation to prosper its citizens. For this reason, this study aims to describe the cultural strategy proposed by David Osborne in seeing the quality of public services in Polongbangkeng Selatan District, Takalar Regency in South Sulawesi Province through the approach of changing habits, touching feelings, and changing mindsets. This research uses a qualitative descriptive approach. Data were collected through interviews with several informants and field observations. To strengthen the argument this research also uses documentation studies sourced from books, articles, and journals relevant to the topic of this research. The results showed that the three approaches in the cultural strategy have not been implemented optimally. To improve the quality of public services in Polongbangkeng Selatan Sub-district; it is imperative to implement organizational culture strategies, stop unproductive habits, improve service attitudes that arouse awareness, and adopt innovation and technology. Thus, it is expected that public services can become more effective, and efficient, and provide better satisfaction to the community.

Abstract

This article examines How the Design of the Society Empowerment Field Program, and the factors of resistor empowerment Field at Desa Pa’batangang, Kecamatan Mappakasunggu, Kabupaten Takalar. This phenomenon seeing that countryside fund policy is not maximum to superintendence it, by seeing of the indication of less involvement societies to the forum of countryside development plan, and the effects are many activities that unsuitable with society’s needs, and the execution of activity is not well presentation. In Permendesa PDTT number 11 years 2019 clause 5 concerning use priority countryside funds, it states that there are two sectors that become priority; countryside development and society empowerment which these two sectors should run simultaneously. However, Society Empowerment Field Program become neglected, most of the utilization countryside fund only focused on physical project, staff like pretend resources potency which is exist in countryside. Whereas, towards build the autonomous countryside, it very important to have support from government that become beneficial. This article may useful for the government of Takalar regency, along expansion countryside fund program. Research informant: Head of Countryside, Staff, Technical Practitioner, and Societies. Research scientific used qualitative. Data aggregation through interview, observation, secondary data study. Researcher used Data analysis technique’s Miles and Huberman. Based on research, that the result of Program manifested in two sectors; development and society empowerment. From both sectors, it shows that there is Fund Allocation distributed on activity which is not productive and there is no impact on society’s economic growth. Thereafter, which become resistor factor of the society empowerment are rigid regulation and the homogeneous activity, less manpower, less socialization, society access to the program is low and tend to hegemonic, the society only involved in taking and implementing activity, and the consequence is simply tend to active formality.

Abstract

Penelitian bertujuan untuk mengkaji proses fasilitasi Rancangan Peraturan Daerah (Ranperda) tentang Pencegahan Perkawinan pada Anak di Kabupaten Luwu Timur. Fokus analisis diarahkan pada faktor-faktor yang menghambat dan mendukung, serta dampak dari penundaan proses tersebut terhadap upaya perlindungan anak di tingkat lokal. Penelitian ini menggunakan pendekatan kualitatif deskriptif. Data dikumpulkan melalui wawancara mendalam dengan lima informan kunci yang dipilih secara purposif dari unsur DPRD dan Pemerintah Kabupaten Luwu Timur, didukung oleh observasi dan analisis dokumen. Validitas data diuji menggunakan teknik triangulasi sumber. Temuan menunjukkan bahwa proses fasilitasi oleh pemerintah provinsi melampaui batas waktu 15 hari yang diamanatkan oleh Peraturan Menteri Dalam Negeri Nomor 120 Tahun 2018. Hambatan utama yang teridentifikasi adalah ketiadaan sanksi bagi keterlambatan dan adanya dugaan intervensi kebijakan yang melampaui kewenangan fasilitasi teknis-yuridis. Faktor pendukung internal seperti kapasitas sumber daya manusia dan teknologi di DPRD Luwu Timur terbukti tidak mampu mengatasi hambatan eksternal ini. Studi ini menyimpulkan bahwa kelemahan dalam mekanisme pengawasan preventif (fasilitasi) dapat melumpuhkan inisiatif legislatif daerah yang krusial dan berdampak langsung pada isu sosial mendesak, sehingga melemahkan esensi otonomi daerah. This study examines the facilitation process of the Draft Regional Regulation (Ranperda) on the Prevention of Child Marriage in East Luwu Regency. The analysis focuses on hindering and supporting factors, as well as the impact of delays on local child-protection efforts. Employing a descriptive qualitative approach, data were collected through in-depth interviews with five purposively selected key informants from the East Luwu Regency DPRD and local government, supplemented by observation and document analysis. Data validity was ensured via source triangulation. The findings reveal that the facilitation process conducted by the provincial government exceeded the 15-day deadline mandated by Ministry of Home Affairs Regulation No. 120 of 2018. The main obstacles identified include the absence of sanctions for delays and indications of policy interventions that exceed the technical-juridical facilitation mandate. Internal supporting factors—such as human-resource capacity and technology within the DPRD proved insufficient to overcome these external barriers. The study concludes that weaknesses in preventive oversight (facilitation) mechanisms can stall crucial local legislative initiatives and directly affect urgent social issues, thereby undermining the essence of regional autonomy.

Abstract

Penelitian bertujuan menganalisis dinamika collaborative governance dalam program Kotaku (Kota Tanpa Kumuh) di Kelurahan Kalumeme, Kabupaten Bulukumba. Meskipun program penanganan kumuh telah banyak dilakukan, proses relasional antar pemangku kepentingan seringkali menentukan keberhasilan atau kegagalannya. Penelitian ini menggunakan pendekatan kualitatif deskriptif, dengan metode pengumpulan data melalui wawancara mendalam dengan pemangku kepentingan kunci dari Organisasi Perangkat Daerah (OPD), perwakilan masyarakat (BKM), dan pihak swasta, yang didukung oleh observasi dan dokumentasi. Analisis data dipandu oleh kerangka collaborative governance dari Ansell dan Gash. Hasil penelitian menunjukkan bahwa meskipun ada kemajuan, proses kolaborasi terhambat oleh tantangan signifikan. Isu-isu utama meliputi partisipasi pemangku kepentingan yang tidak konsisten dalam dialog tatap muka yang menyebabkan kegagalan koordinasi; kesulitan dalam membangun kepercayaan yang kuat, terutama terkait transparansi finansial dan eksekusi proyek; serta konflik pembebasan lahan yang belum terselesaikan yang menggerus komitmen bersama. Studi ini menyimpulkan bahwa efektivitas program Kotaku sangat bergantung pada penguatan proses inti kolaborasi, bukan hanya pada hasil fisik. Penelitian ini berkontribusi pada literatur administrasi publik dengan menyajikan bukti empiris mengenai titik-titik gesekan spesifik dalam kolaborasi multi-stakeholder untuk pembangunan perkotaan dalam konteks daerah di Indonesia. This study analyzes the dynamics of collaborative governance in the Kotaku (City Without Slums) program in Kalumeme Village, Bulukumba Regency. While slum upgrading programs are common, the relational processes between stakeholders often determine their success or failure. This research adopts a descriptive qualitative approach, utilizing in-depth interviews with key stakeholders from local government agencies (OPD), community representatives (BKM), and the private sector, supplemented by observation and documentation. The data were analyzed using the collaborative governance framework by Ansell and Gash. Findings reveal that despite some progress, the collaboration process was hampered by significant challenges. Key issues included inconsistent stakeholder participation in face-to-face dialogues, leading to coordination failures; difficulties in building robust trust, particularly regarding financial transparency and project execution; and unresolved land acquisition conflicts that undermined shared commitment. The study concludes that the effectiveness of the Kotaku program is critically dependent on strengthening the core collaborative processes, not just on physical outputs. This research contributes to public administration literature by providing empirical evidence on the specific friction points within a multi-stakeholder collaboration for urban development in a regional Indonesian context.

Abstract

Penelitian bertujuan mengeksplorasi bagaimana prinsip interactive governance memengaruhi implementasi Program Kampung Iklim (ProKlim) pada tiga RW di Kota Makassar. . Desain kualitatif studi kasus berganda diaplikasikan dengan pemilihan lokasi secara purposif berdasarkan capaian ProKlim tertinggi. Data dikumpulkan melalui wawancara mendalam dengan 21 informan kunci, observasi partisipatif, dan pemeriksaan dokumen program. Analisis tematik dilakukan dengan langkah coding terbuka-aksial menggunakan perangkat Atlas.ti serta triangulasi sumber untuk menjamin validitas. Hasil menunjukkan keberhasilan ProKlim dipengaruhi oleh kualitas interaksi antar-aktor-terutama kolaborasi RT/RW, kader lingkungan, Lurah, dan Dinas Lingkungan Hidup-dalam membangun learning arena, koordinasi sumber daya, dan mekanisme akuntabilitas.  Studi ini menegaskan pentingnya fasilitasi pemerintah kota dalam memediasi jaringan aktor serta merekomendasikan kebijakan penguatan platform komunikasi daring untuk mempertahankan keberlanjutan ProKlim. This study explores how principles of interactive governance shape the implementation of the Indonesian Climate Village Program (ProKlim) in three neighborhood units of Makassar City. Employing a qualitative multiple-case design, sites were selected purposively for their highest ProKlim achievements. Data were gathered through in-depth interviews with 21 key informants, participant observation, and program document analysis. Thematic analysis using open and axial coding in Atlas.ti-and source triangulation ensured analytical rigor. Findings reveal that ProKlim success hinges on the interaction quality among actors-particularly neighborhood leaders, environmental cadres, the urban village head, and the City Environmental Agency in developing learning arenas, coordinating resources, and establishing accountability mechanisms. The study underscores the need for municipal facilitation in mediating actor networks and recommends strengthening digital communication platforms to sustain ProKlim initiatives.

Abstract

Wilayah permukiman merupakan salah satu penyumbang paling besar terhadap pencemaran air laut di wilayah permukiman kota di Indonesia, sumber pencemaran terbesar berasal dari limbah cair domestik yang memberikan kontribusi pencemaran sebesar 87%, kemudian sisanya 13% berasal dari limbah cair industri. Oleh karena itu, masih banyak yang perlu ditingkatkan untuk sanitasi Indonesia. Tercatat bahwa sanitasi layak di Indonesia pada tahun 2018 hanya mencapai 74,58%. Maka dari itu, pemerintah dalam hal ini Kementrian Pekerjaan Umum dan Perumahan Rakyat membentuk sebuah program Metropolitan Sanitation Management Invesment Project untuk mengatasi permasalahan sanitasi. Tujuan penelitian ini adalah untuk mengetahui bentuk Interactive Governance dalam penerapan program Metropolitan Sanitation Management Invesment Project (MSMIP) serta bagaimana proses pelaksanaan program ini dari pusat hingga ke daerah berdasarkan landasan hukum. Penelitian ini menggunakan pendekatan deskriptif dengan pendekatan kualitatif, teknik pengumpulan data dan dilakukan dengan wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa penerapan interactive governance dalam program MSMIP sudah berjalan dan beerdampak baik terhadap masyarakat sekitar dan proses pelaksanaan program ini sudah sesuai dengan tata kelola pedoman proyek serta regulasi maupun landasan hukum yang berlaku. Residential areas are one of the biggest contributors to seawater pollution in urban residential areas in Indonesia, the largest source of pollution comes from domestic wastewater which contributes 87% to pollution, then the remaining 13% comes from industrial wastewater. Therefore, there is still much that needs to be improved for sanitation in Indonesia. It is noted that proper sanitation in Indonesia in 2018 only reached 74.58%. Therefore, the government, in this case the Ministry of Public Works and Public Housing, formed a Metropolitan Sanitation Management Investment Project program to address sanitation problems. The purpose of this research is to find out the form of Interactive Governance in implementing the Metropolitan Sanitation Management Investment Project (MSMIP) program and how the process of implementing this program from the center to the regions is based on a legal basis. This study uses a descriptive approach with a qualitative approach, data collection techniques and conducted by interviews, observation, and documentation. The results of the research show that the application of interactive governance in the MSMIP program has been running and has had a good impact on the surrounding community and the process of implementing this program is in accordance with the governance of project guidelines as well as applicable regulations and legal foundations.

Abstract

Penelitian bertujuan untuk mengetahui penerapan prinsip good governance yaitu prinsip akuntabilitas dan prinsip transparansi dalam pelayanan publik pada Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPM-PTSP) Kota Makassar. Informan penelitian terdiri dari staaf dan pegawai beserta masyarakat yang ingin mengurus surat perizinan di Kantor DPM-PTSP Kota Makassar. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Hasil penelitian mengungkapkan bahwa prinsip akuntabilitas dalam pelayanan publik pada Kantor DPM-PTSP Kota Makassar telah terwujud dengan melihat pertanggungjawaban para staff dan pegawai dalam melaksanakan tupoksi masing-masing yang cukup profesional. Adapun telah diberlakukannya penerbitan surat izin berusaha melalui sistem OSS-RBA yang semakin memudahkan penerima layanan, juga tujuan dan sasaran yang sudah terealisasi dengan baik. Untuk prinsip akuntabilitas telah diterapkan dan terlaksana secara efektif dan efisien. Para penerima layanan mengungkapkan bahwa sangat mudah untuk mengakses pelayanan di DPM-PTSP Kota Makassar dan gagasan masyarakat pun diperlukan sebagai penunjung untuk terwujudnya pelayanan publik yang transparansi. Dengan diterapkaannya akuntabilitas dan transparansi dalam pelayanan publik di Kantor DPM-PTSP, maka good governance telah terwujud dan terlaksana dengan baik. The research aims to determine the application of good governance principles, namely the principle of accountability and the principle of transparency in public services at the Makassar City Investment and One-Stop Integrated Services (DPM-PTSP) Service. Research informants consisted of staff and employees as well as the public who wanted to apply for permits at the Makassar City DPM-PTSP Office. This research uses a qualitative method with a descriptive approach. The results of the research reveal that the principle of accountability in public services at the Makassar City DPM-PTSP Office has been realized by looking at the accountability of staff and employees in carrying out their respective duties and functions quite professionally. Meanwhile, the issuance of business permits through the OSS-RBA system has been implemented, which makes it easier for service recipients, and the goals and objectives have been well realized. The principle of accountability has been implemented and carried out effectively and efficiently. Service recipients revealed that it was very easy to access services at the Makassar City DPM-PTSP and that community ideas were needed as visitors to realize transparent public services. By implementing accountability and transparency in public services at the DPM-PTSP Office, good governance has been realized and implemented well.

Abstract

Penelitian bertujuan untuk melihat sejauh mana pelaksanan program perlindungan konsumen di Dinas Perdagangan Kota Makassar. Informan dalam penelitian ini terdiri dari pegawai bidang Perlindungan konsumen. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif. Data penelitian ini diperoleh melalui hasil observasi, wawancara dan dokumentasi. Hasil penelitian ditemukan bahwa menunjukan peran Dinas Perdagangan Kota Makassar dalam program perlindungi konsumen dengan melakukan pembinaan berupa sosialisasi, penyuluhan dan pengawasan terhadap pelaku usaha dan juga konsumen. Hasil dari pelaksanaan program perlindungan konsumen yaitu adanya hambatan yang dialami Dinas Perdagangan kota Makassar dalam melindungi konsumen adalah kurangnya Sumber Daya Manusia dalam melaksanakan kegiatan seperti turun kelapangan melakukan kegiatan pengawasan harga barang dan alat UTTP kepada pelaku usaha dan ketidakpatuhan pelaku usaha serta konsumen dalam menghadiri undangan melakukan sidang jika ada pengaduan menyelesaikan perkara dalam bidang BPSK dan juga dalam pengawasan pelaksanaan Program perlindungan konsumen di dinas perdagangan kota Makassar menunjukkan bahwa pemerintah dinas perdagangan hanya berfokus terhadap pengawasan dijalankan secara tidak langsung. Pengawasan tidak langsung juga perlu dilakukan mengingat keterbatasan dalam hal mengawasi, jika hanya dilakukan oleh satu pihak tertentu. Mengingat keterbatasan jika harus melakukan seluruh pengawasan terhadap perdagangan sebagai pelaku usaha dan konsumen yaitu masyarakat sebagai pengguna produk di kota Makassar yang bersumber dari laporan-laporan seperti menunggu surat ataupun pengaduan dari masyarakat yang merasa dirugikan serta pelaku usaha namun juga perlu pengawasan secara langsung terhadap pelaku usaha yang melanggar aturan dalam berjualan. The research aims to see the extent to which consumer protection programs are implemented at the Makassar City Trade and Trade Department. The informants in this research consisted of employees in the consumer protection sector. This research uses qualitative research methods with a descriptive approach. This research data was obtained through observations, interviews and documentation. The research results were found to show the role of the Makassar City Trade Service in consumer protection programs by conducting training in the form of socialization, counseling and supervision of business actors and consumers. The result of the implementation of the consumer protection program is that there are obstacles experienced by the Makassar City Trade Service in protecting consumers, namely the lack of Human Resources in carrying out activities such as going out to work. monitoring activities regarding the prices of UTTP goods and equipment for business actors and non-compliance between business actors and consumers in attending invitations to conduct court hearings if there are complaints in resolving cases in the BPSK field and also in supervising the implementation of the consumer protection program at the Makassar city trade department, it shows that the government trade department only focuses on supervision which is carried out indirectly. Indirect supervision also needs to be carried out considering the limitations in terms of monitoring, if it is only carried out by one particular party. Recognize limitations if you have to carry out all monitoring of trade as business actors and consumers, namely as users of products in the city of Makassar which originate from reports such as waiting for letters or complaints from people who feel disadvantaged and business actors also need direct supervision of business actors who violate the rules in selling.
