Abstract

Penelitian bertujuan menganalisis efektivitas pelayanan Izin Mendirikan Bangunan (IMB) di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kabupaten Tana Toraja serta faktor-faktor determinan yang memengaruhinya. Metode kualitatif deskriptif diterapkan melalui observasi partisipatif, wawancara mendalam terhadap 15 informan kunci (pejabat struktural, petugas, dan pemohon), dan kajian dokumen sekunder. Hasil penelitian menunjukkan bahwa pelayanan IMB telah mencapai tingkat efektivitas signifikan, ditandai oleh ketepatan waktu penyelesaian permohonan, kecermatan verifikasi dokumen, dan gaya pelayanan profesional-ramah. Faktor determinan utama mencakup Kesadaran Masyarakat terhadap kepatuhan prosedural, Aturan yang Jelas dan transparan, Organisasi yang Terstruktur dengan koordinasi optimal, Pendapatan yang Memadai dari retribusi untuk pengembangan sarana, serta Kemampuan dan Keterampilan Petugas yang mumpuni. Pemanfaatan teknologi informasi berperan krusial dalam meningkatkan transparansi dan efisiensi proses. Temuan ini mengonfirmasi bahwa komitmen pemerintah daerah dalam memperkuat kapasitas sumber daya manusia dan infrastruktur pendukung telah berdampak positif pada kepuasan masyarakat. Implikasi kebijakan merekomendasikan intensifikasi sosialisasi prosedur, pelatihan berkala petugas, dan pengembangan sistem online terintegrasi untuk menjaga konsistensi kualitas layanan. Penelitian ini memberikan kontribusi praktis bagi perbaikan tata kelola pelayanan perizinan di daerah berkarakteristik serupa. This study examines the effectiveness of Building Permit (IMB) services at the Investment and One-Stop Integrated Service Office (DPMPTSP) in Tana Toraja Regency and its determinant factors. A descriptive qualitative method was employed, utilizing participatory observation, in-depth interviews with 15 key informants (structural officials, officers, and applicants), and secondary document analysis. Results indicate that IMB services have achieved significant effectiveness, characterized by timely processing, accuracy in document verification, and professional-friendly service delivery. Key determinants include Public Awareness of procedural compliance, Clear and Transparent Regulations, a Well-Structured Organization with optimal coordination, Adequate Revenue from retribution for infrastructure development, and sufficient Employee Competence and Skills. The utilization of information technology played a crucial role in enhancing transparency and process efficiency. These findings confirm that the local government’s commitment to strengthening human resource capacity and supporting infrastructure has positively impacted community satisfaction. Policy implications recommend intensifying procedural socialization, regular staff training, and integrated online system development to maintain service quality consistency. The study provides practical contributions for improving permit service governance in regions with similar characteristics, emphasizing the synergy between institutional readiness and community engagement in public service optimizationretribution management.

Abstract

Penelitian bertujuan untuk menganalisis faktor-faktor yang memengaruhi efektivitas pelaksanaan monitoring dan evaluasi (monev) dalam program penurunan stunting di Kota Makassar, dengan fokus pada peran Badan Perencanaan Pembangunan Daerah (Bappeda). Metode penelitian yang digunakan adalah kualitatif deskriptif, dengan teknik pengumpulan data melalui observasi, wawancara mendalam, dan studi dokumentasi. Data diperoleh dari informan kunci, termasuk pejabat struktural dan fungsional Bappeda, serta operator Aksi Bangda. Hasil penelitian menunjukkan bahwa pelaksanaan monev stunting di Kota Makassar telah berjalan dengan baik, didukung oleh alokasi anggaran yang memadai dan pelatihan kader posyandu. Namun, tantangan utama meliputi ketidakakuratan data, ego sektoral antar-organisasi perangkat daerah (OPD), serta rendahnya kesadaran masyarakat tentang pola asuh anak. Studi ini mengidentifikasi lima faktor kunci yang memengaruhi efektivitas monev, yaitu ketersediaan data, komitmen pemimpin, penggunaan teknologi informasi, koordinasi lintas sektor, dan partisipasi masyarakat. Rekomendasi yang diajukan meliputi penguatan sistem pendataan terintegrasi, peningkatan kapasitas kader, dan sosialisasi kebijakan yang lebih efektif. Temuan ini memberikan kontribusi praktis bagi perbaikan kebijakan penurunan stunting di tingkat daerah, khususnya dalam konteks pembangunan kesehatan berbasis bukti. This study aims to analyze the factors influencing the effectiveness of monitoring and evaluation (monev) implementation in stunting reduction programs in Makassar City, focusing on the role of the Regional Development Planning Agency (Bappeda). The research employs a descriptive qualitative method, with data collected through observation, in-depth interviews, and documentation studies. Key informants include structural and functional officials of Bappeda, as well as Aksi Bangda operators. The results indicate that stunting monev in Makassar City has been implemented effectively, supported by adequate budget allocation and posyandu cadre training. However, major challenges include data inaccuracy, sectoral egos among regional apparatus organizations (OPD), and low public awareness of child-rearing practices. This study identifies five key factors affecting monev effectiveness: data availability, leadership commitment, information technology utilization, cross-sector coordination, and community participation. Recommendations include strengthening integrated data systems, enhancing cadre capacity, and improving policy socialization. The findings provide practical contributions to refining stunting reduction policies at the regional level, particularly in evidence-based health development contexts.

Abstract

Penelitian bertujuan menganalisis implementasi transparansi dalam pelayanan publik untuk penerbitan Kartu Tanda Penduduk Elektronik (KTP-el) dan Kartu Keluarga (KK) di Dinas Kependudukan dan Pencatatan Sipil (Disdukcapil) Kabupaten Nunukan, sebuah wilayah perbatasan Indonesia. Penelitian ini menggunakan pendekatan studi kasus kualitatif, dengan teknik pengumpulan data melalui observasi, wawancara mendalam, dan dokumentasi. Validitas data dipastikan melalui triangulasi sumber dan metode. Hasil penelitian menunjukkan bahwa transparansi telah diimplementasikan namun masih belum optimal. Meskipun layanan secara resmi tidak dipungut biaya, transparansi tergerus oleh ketidakpastian operasional, termasuk tantangan sistemik seperti kelangkaan blangko, konektivitas jaringan yang tidak stabil, kesenjangan kapasitas sumber daya manusia, dan sosialisasi publik yang tidak memadai. Isu-isu ini tidak hanya terjadi di Nunukan tetapi mencerminkan tantangan nasional dalam penyampaian layanan digital. Kontribusi utama penelitian ini adalah menunjukkan adanya ketegangan antara kebijakan transformasi digital yang terpusat dengan realitas penyampaian layanan di lapangan pada daerah-daerah pinggiran. Studi ini mengusulkan model tata kelola hibrida yang lebih adaptif, yang menyeimbangkan eksplorasi digital dengan eksploitasi metode pelayanan konvensional yang telah terbukti untuk memastikan pelayanan publik yang inklusif dan efektif. This study analyzes the implementation of transparency in public services for the issuance of Electronic Identity Cards (KTP-el) and Family Cards (KK) at the Department of Population and Civil Registry (Disdukcapil) in Nunukan Regency, a border region of Indonesia. This research employs a qualitative case study approach, utilizing data collection techniques such as observation, in-depth interviews, and documentation. Data validity was ensured through source and method triangulation. The findings indicate that transparency is implemented but remains suboptimal. While services are officially free of charge, transparency is undermined by operational uncertainties, including systemic challenges like blanko shortages, unstable network connectivity, gaps in human resource capacity, and insufficient public socialization. These issues are not unique to Nunukan but reflect national challenges in digital service delivery. This study's primary contribution is demonstrating the tension between centralized digital transformation policies and the on-the-ground realities of service delivery in peripheral regions. It argues for a more adaptive, hybrid governance model that balances digital exploration with the exploitation of proven conventional service methods to ensure inclusive and effective public services.

Abstract

Advances in information technology have had a significant impact on students in the learning process, especially through the use of social media which is an important part of the current digital era. The younger generation, especially those who are still pursuing formal education, feel very helped by this development. One very beneficial aspect of the digital era is the ability to use search engines to quickly and efficiently obtain the latest information, knowledge and news related to the world of education. The use of internet technology and social media has also penetrated the teaching and learning process in schools. Intensive use of social media influences student development, which can have positive or negative effects, depending on the individual's awareness in using it. It is important for students to use social media wisely, perhaps with parental supervision, as not all content available on social media is useful or accurate. This research is based on a literature study and methodology that involves collecting sources from currently relevant scientific journals. This approach involves analyzing various previous studies regarding the influence of social media phenomena on students' interest in learning. This phenomenon shows that social media can provide a positive boost to students' interest in learning by making access to information easier. However, the influence of social media can also have negative impacts, such as addiction, exposure to pornographic content, and access to information that is not filtered wisely among students.

Abstract

Kualitas pengembangan pengetahuan petani sepenuhnya tergantung pada seberapa baik penyuluh menjalankan perannya membimbing petani di bidang pertanian. Penelitian bertujuan untuk mengetahui pelaksanaan pelayanan penyuluh dalam pemekaran kelompok tani  dan upaya yang dilakukan untuk meningkatkan kinerja penyuluh.. Dalam penelitian ini digunakan metode kualitatif dengan pendekatan deskriptif melalui teknik wawancara, observasi dan dokumentasi. Berdasarkan hasil penelitian terhadap kinerja penyuluh pertanian di Balai Penyuluhan Pertanian Kabupaten Tojo Una-Una Kabupaten Tojo dapat disimpulkan bahwa kinerja pelayanan masih memiliki indikator yang tidak konsisten dari segi prosedur. dan tidak mendukung layanan itu sendiri, yang mengakui bahwa penyuluh yang bertanggung jawab baik dalam respon dan pelatih pertanian di daerah tersebut tidak secara aktif menjangkau anggota kelompok tani dan menjadi petani bersertifikat. wawancara kelompok di lapangan. tidak memberikan kontribusi yang baik bagi kelompok tani. Kegiatan ini berjalan dengan baik antara penyuluh dan anggota kelompok tani (masyarakat) dalam hal penampilan, keandalan, kualifikasi, keterampilan dan pengetahuan penyuluh, serta kemudahan akses yang digunakan petani untuk berkomunikasi dengan pertanian. petugas penyuluh pertanian. Kinerja penyuluhan pertanian belum sepenuhnya dilaksanakan, dan masih terdapat beberapa indikator yang belum mendukung. The quality of farmers' knowledge development depends entirely on how well extension workers carry out their role in guiding farmers in the agricultural sector. The research aims to determine the implementation of extension services in the expansion of farmer groups and the efforts made to improve the performance of extension agents. In this research a qualitative method was used with a descriptive approach through interview, observation and documentation techniques. Based on the results of research on the performance of agricultural instructors at the Agricultural Extension Center of Tojo Una-Una Regency, Tojo Regency, it can be concluded that service performance still has inconsistent indicators in terms of procedures. and does not support the service itself, which recognizes that the extension workers responsible for both response and agricultural trainers in the area are not actively reaching out to farmer group members and becoming certified farmers. group interviews in the field. does not make a good contribution to farmer groups. Abstract

Penelitian bertujuan untuk mengetahui strategi kepemimpinan dan faktor penghambat dan faktor pendukung di Yayasan Bosowa Education. Informan penelitian ini adalah pemimpin-pemimpin wanita di Yayasan Bosowa Education. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif.  Hasil penelitian ini adalah keberhasilan pemimpinan wanita dalam strategi kepemimpinan yang cukup efektif dan efisien. Para pemimpin perempuan dilingkup Bosowa Education menjalankan tugas dengan profesionalisme dan menjalankan tugas sesuai kapasitas tanpa merasa tersisih meskipun seorang perempuan tapi mampu memimpin dan menjalankan tugas dengan baik. Hal ini bisa dilihat dari pencapaian Univesitas Bosowa. Kemudian Faktor penghambat dalam kinerja pemimpin wanita dilingkup Bosowa Education berdasarkan hasil penelitian ini hanya perubahan situasi atau keadaan yang dapat menjadi hambatan dilingkungan kerja. Sedangkan faktor pendukung kinerja pemimpin perempuan dilingkup Bosowa Education yang pertama adalah kedisiplinan dalam bekerja. Dengan selalu datang tepat waktu baik itu dihari kerja ataupun pada saat rapat kerja sesuai dengan waktu yang telah ditetapkan. Kemudian yang kedua yaitu loyalitas kerja sebagai pemimpin ditempat bekerja sekaligus sebagai seorang istri dan ibu dalam rumah tangga. Dimana para pemimpin perempuan ini mampu menjalankan 2 peran sekaligus dengan menyelesaikan pekerjaan secara profesionalisme dalam bekerja. This research aims to determine leadership strategies and inhibiting and supporting factors at the Bosowa Education Foundation. The informants for this research were female leaders at the Bosowa Education Foundation. This research uses qualitative research methods with a descriptive approach. The results of this research are the success of women's leadership in leadership strategies that are quite effective and efficient. The female leaders within Bosowa Education carry out their duties with professionalism and carry out their duties according to their capacity without feeling marginalized even though they are women but are able to lead and carry out their duties well. This can be seen from the achievements of Bosowa University. Then, the inhibiting factor in the performance of female leaders within Bosowa Education, based on the results of this research, is only changes in situations or circumstances that can become obstacles in the work environment. Meanwhile, the first factor supporting the performance of female leaders within Bosowa Education is discipline at work. By always arriving on time, whether on weekdays or at work meetings according to the appointed time. Then the second is work loyalty as a leader at work as well as a wife and mother in the household. Where these female leaders are able to carry out 2 roles at once by completing work professionally at work.

Abstract

Peran lembaga adat di desa Balla Satanetean Kecamatan Balla, Kabupaten Mamasa hanya sebagai symbol di desa  terkhusu dalam nunjang proses pembangunan di desa mereka belum berperan aktif. Karena Mereka tidak mengetahi fungsi mereka di desa di bentuk. Penelitian ini bertujuan untuk mengetahui bagai mana peran lembaga adat dalam pemangunan fisik desa, pembangunan SDM, pemberdayaan masyaraka dan peningkatan produktivitas. Metode penelitian yang di gunakan adalah metode penelitian kualitatif dengan metode deskriptif. Pengumpulan data menunggukan teknik wawancara, observasi, dan dokumentasi. Selanjutnya data di analisi secara kualitatif. Hasil penelitian ini menunjukkan bahwa yang pertama, peran lembaga adat dalam pembangunan fisik desa karena lembaga kurang memahani fungsi dan perannya sehingga baik dalam proses perenanaa dan proses pengawasan lembaga adat kurang aktif karena lembaga adat desa sering kalai lalai jika ada undangan rapat dari kantor desa. Kedua, peran lembaga adat pembangunan SDM desa kurang efekif di karenakan lembaga adat Desa Balla Satanetean Tidak mengetahu peran dan fungsi,jadi dalam SDM desa lembaga adat tidak pernah berperan sama sekali dan kurangnya anggaran dana sehingga lembagaa adat tidak pernah melalukan kegiatan apapun. Ketiga, peran lembaga adat dalam meningkatkan partisipasi masyarakat juga kurang efektif karna seperti yang di lihat dari daftar hadir ketika desa melaksanakan rapat yang mengundang masyarakat, masyarakat kurang aktif  di karena lembaga adat tidak pernah mengadakan sosialisa ke Masyarakat tentang pentingnya peren masyarakat dalam proses pembangunan desa. Kegiatan sosialisasi tidak pernah di adakan di kerenakan tidak adanya anggaran dana yang di perikan oleh aparat Desa Balla Satanetean ke pada Lembaga Adat Desa. Keempat peran lembaga adat dalam peningkatan produktivitas kurang efektif karna di lihat dari SDM  di desa juga tidak berjalan dengan baik sehingga untuk bidang produktitas tidak berjalan dengan baik. Jadi kesimpulan yang di peroleh dari hasil penelitian ini adalah Lembaga Adat di Desa Balla Satanetean hanya sebagai symbol saja karena mereka tidak menjalankan fungsinya di desa karena mereka tidak mengerti betul apa fungsi dan kedudukan di bentuk di Desa dank arena kurangnya anggarakan dana sehingga mereka tidak bisa lebih efektif di desa. This study aims to determine the role of traditional institutions in village physical development, human resource development, community empowerment, and increasing productivity. The research method used is a qualitative research method with a descriptive method. Data collection awaits interview, observation, and documentation techniques. Furthermore, the data were analyzed qualitatively. The results of this study indicate that first, the role of traditional institutions in the physical development of the village because the institutions lack understanding of their functions and roles so that both in the planning process and the supervision process of customary institutions are less active because village customary institutions are often negligent if there is an invitation to a meeting from the village office. Second, the role of traditional institutions in developing village human resources is less effective because the traditional institutions of Balla Satanetean Village do not know the roles and functions, so in village human resources, traditional institutions have never played a role at all and lack of budget funds so that traditional institutions never carry out any activities. Third, the role of traditional institutions in increasing community participation is also less effective because as seen from the attendance list when the village holds meetings that invite the community, the community is less active because traditional institutions have never held outreach to the community about the importance of community participation in the village development process. The socialization activity was never held due to the absence of a budget that was distributed by the Balla Satanetean Village apparatus to the Village Traditional Institute. The fourth role of traditional institutions in increasing productivity is less effective because from the perspective of human resources in the village it is also not going well so that the productivity sector is not going well. So the conclusion obtained from the results of this study is that the Traditional Institution in Balla Satanetean Village is only a symbol because they do not carry out their functions in the village because they do not understand very well what functions and positions are formed in the Village and because of the lack of budget funds so that they cannot do more. effective in the village.

Abstract

Background: In the process of presenting information so that leaders can make decisions and plan policies, there must be good systems and work procedures in the archives sector. An institution, be it a state or private institution, will not be able to provide good, complete and accurate information data, if the institution does not have good and regular archive management. Aim: Unveiling and analyzing the performance of archival management services of the Polewali Mandar’s District Department of Public Works and Spatial Planning Office and the obstacles encountered in optimizing service performance carried out by the archives section of the Polewali Mandar’s Department of Public Works and Spatial Planning Office. Method: This study used a qualitative descriptive approach. Data collection techniques were observation at the Polewali Mandar’s Department of Public Works and Spatial Planning, interviews with staff at the department, and documentation (Online and offline). Data analysis was carried out through data reduction, data display, conclusion drawing, and data verification. Findings: The human resources are still very lacking, and understanding and knowledge about archive management is still very minimal, shrinkage  of an archive in the office has never been done because of the lack of knowledge of employees in managing archives, there are cultural factors of bad habits that cause the absence of responsibility and discipline that causes a deterioration in employee performance. This factor is a bad example for other employees so that the sustainability of poor performance is inevitable and has an impact on employee work results.
