Abstract

This paper examines the dynamics within the encounter between identity formation of a minority group living in West Java, Indonesia and the arrival of modern tourism in the area. It studies whether an indigenous group endowed by various amazing tourism resources engages with tourism as a tactics to deal with policies excluding them for years. Contrasting to Friedman’s study on the early Hawaiian cultural movement which was anti-tourism, Kasepuhan Banten Kidul community living on Cipta gelar, an enclave area under Halimun-Salak National Park’s control, takes tourism as the opportunity to resist various dominations and to strengthen its cultural identity. Findings from participant’s observations and indepth interview show some changes are also inevitable. Engaging with modern tourism means the readiness to accommodate the arrival of various outside elements. However, the strategy has led local government to declare the area as part of major tourism destination in 2007. It means Sunda Wiwitan, an indigenous religion practiced by the community which is not officially recognized as a legal religion in Indonesia can be freely practiced in order to promote tourism. In this case, tourism is seen as one opportunity to establish a form of social movement in resisting dominations. Borrowing De Certeu, the community might have produced silent productivity to deal with larger authorities, including with its consequences in various ways. Abstract

Abstract: Community-Based Tourism/CBT is a tourism approach that places the community as the main actor. In order for economic and social benefits to be more evenly distributed, an implementation model with an inclusive business approach is needed in its management. This study aims to analyze the implementation of inclusive business in the development of CBT in Sukarara and Bilebante Tourism Villages, Central Lombok. The research method used is qualitative descriptive, with data collection techniques in the form of interviews, observations, and documentation. The results of the study indicate that Sukarara Village has succeeded in implementing the principles of inclusive business through strengthening local weaving businesses, training, access to capital, and partnerships with the tourism sector. In contrast, Bilebante Village still faces obstacles in institutional capacity and market access even though it has the potential for local herbal businesses. The conclusion of this study shows that the implementation of inclusive business can strengthen the development of CBT fairly and sustainably if supported by cross-sector collaboration, increasing community capacity, and policies that favor locality. This study contributes to strengthening the theory of inclusive business in the tourism sector and offers applicable policy recommendations for the development of tourist villages. Keywords: Inclusive Business, Community-Based Tourism, Tourism Village, Community Empowerment Abstrak: Community-Based Tourism/CBT merupakan pendekatan pariwisata yang menempatkan masyarakat sebagai pelaku utama. Kata kunci: Bisnis Inklusif, Community-Based Tourism, Desa Wisata, Pemberdayaan Masyarakat

Abstract

Gastronomy tourism, particularly that based on traditional food in Pekalongan City, has not developed optimally. This is due to the weak integration of local cultural identity into culinary tourism development, as well as the lack of synergy among stakeholders such as the government, business actors, academics, communities, and the media. As a result, both locals and tourists tend to choose food from outside the region or modern cuisine that is more popular. This study aims to identify the inhibiting factors in the development of culture-based gastronomy tourism and to formulate effective strategies for preserving and developing traditional food as a tourism attraction in Pekalongan City. The method used is a descriptive qualitative approach with in-depth interview techniques involving various relevant informants. The results of the study show that the potential of Pekalongan’s traditional culinary products—such as megono, tauto, gemblong, kopi tahlil, and other local snacks—has not been fully optimized. The main problems include the lack of integrated promotion and branding, low innovation among business actors, and challenges posed by modern culinary trends. Traditional food has not been able to attract the interest of the younger generation and tourists due to low community participation in gastronomy tourism development. In addition, the packaging and presentation remain conventional. The conclusion of this study emphasizes that effective gastronomy tourism development strategies must integrate local cultural values into a holistic gastronomic approach. Active community involvement, education through culinary storytelling, product and packaging innovation, as well as the utilization of digital technology, are key to adaptive preservation. Cross-sector collaboration through the Nona Helix approach is necessary to strengthen cultural identity and enhance the competitiveness of traditional food as a sustainable tourism asset in Pekalongan City
