Abstract

This research delves into the collaborative governance framework concerning the reintegration guidance of terrorist parolees, as exemplified by the Surakarta Parole Office. Terrorism, a global concern, is defined as a criminal undertaking intended to overtly propagate fear and panic, perpetrated by specific factions either for ideological or distinct political motives. Addressing terrorism necessitates the concerted efforts of multiple stakeholders. Within the realm of Corrections, Parole Offices assume the responsibility of aiding terrorist parolees in their societal reintegration. However, the current level of collaboration between the Parole Office and stakeholders in this particular endeavor remains suboptimal. This study aims to identify the factors contributing to this issue, employing a qualitative methodology with a descriptive orientation. Through meticulous data analysis, it is revealed that collaborative governance in the context of guiding terrorist parolees within the Surakarta Parole Office is not functioning at its full potential due to several factors, aligned with the four dimensions of Ansell and Gash's (2007) collaborative governance model, namely Starting Conditions, Collaborative Process, Facilitative Leadership, Institutional Design, and Outcome. To optimize the collaborative framework for guiding terrorist parolees, this research proposes an enhanced collaborative governance model building upon the foundation laid by Ansell and Gash. This model advocates for a comprehensive collaborative approach involving pertinent multi-actors.

Abstract

Human needs consisting of clothing, food, shelter and medicines will increase every year and require services. There are many planning changes in the digital era, so it is necessary to study the location theory of logistics service storage warehouses in the city spatial system. This study aims to identify the characteristics of existing logistics services, examine the determination of the location of existing logistics service storage warehouses and become an opportunity for logistics service players who wish to be located in the region. This study uses location theory for location determination, nearest Neighbour ratio analysis and analytical hierarchical process in determining the criteria and alternative locations for logistics service storage warehouses. The results of the analysis in the identification of characteristics, namely location, company operations, company management, settlement patterns affect the distribution pattern of logistics services. Then the more dominant criterion is the market with the value obtained (0.542) because in carrying out any business activity, you have to see who is the market for the business activities being carried out. At the location of the case study as a sample, namely Jatiraden (0.618) which has the most potential according to criteria related to market, cost, human resources, infrastructure and institutions. The conclusions obtained for operational matters using three-wheeled vehicles in the distribution of logistics services are an alternative in distributing uniform residential areas. More loads and easier mobility because the accessibility of vehicles in uniform residential patterns tends to be wide. Suggestions that can be conveyed in determining the location and making any business activity must be seen from the urban area planning. So that stakeholders can refer to the city's spatial planning system, so that policies made by the government can be compatible and aligned with logistics service companies.

Abstract

Abstract. Legal reform is a crucial element in maintaining justice, sustainability, and progress within a nation. In Indonesia, legal reform involves various stakeholders, including Probation and Parole Officers, who play a pivotal role in shaping a law-abiding society and supporting the implementation of a legal system grounded in restorative justice. This research aims to analyze the role of probation and parole officers in legal reform in Indonesia, particularly after the enactment of Act Number 22 of 2022 on Corrections and Act Number 1 of 2023 on the Criminal Code. The research methodology is literature review in order to explore in depth the strategic role of Probation and Parole Officers. The research findings reveal that the Act Number 22 of 2022 reinforces the role of Probation and Parole Officers through the Social Research, Guidance, Monitoring, and Assistance programs, especially in relation to reducing overcrowding in correctional facilities (Lapas) and detention centers (Rutan). The humanistic approach used, such as rehabilitation programs recommendations designed on a personal basis, aim to reform the attitude and behaviour of inmates and prepare them for social reintegration. Meanwhile, the Act Number 1 of 2023 on the new Criminal Code expands the role of Probation and Parole Officers in conducting Social Research on adult suspects, as well as providing guidance and monitoring during the supervisory sentence and social work sentence. Not only does this role reduce criminality and increase legal compliance, but it also increases the sense of justice within the society. Therefore, these two Acts serve as a strong legal basis for Probation and Parole Officers to perform their role optimally within the legal reform in Indonesia. A full support from the government and other related institutions is required to ensure the effectiveness and sustainability of this strategic role in creating a legal system that is fair, humanist, and oriented towards social restoration.

Abstract

Children's education plays a crucial role in preventing radicalization. By fostering analytical thinking and encouraging an evidence-based approach, education can help children develop the ability to discern and challenge extremist narratives. This study aims to investigate the terrorist offenders’ children's education in Indonesia through qualitative and quantitative research designs. By interviewing terrorist prisoners, holding discussions with former prisoners, and reviewing legal documents of terrorism cases such as profiling and assessment reports, this study tries to identify the regeneration of terrorist networks in Indonesia. The study examines the schools terrorist offenders (as decision makers) select for their children. The findings of this study show that only 18% of prisoners’ children are sent to schools not associated at all with terrorist organizations. In comparison, prisoners hide 29%, 14% are sent to schools less affiliated with terrorist organizations, and 13% are in schools very affiliated with terrorist organizations. This indicates distressing information that the indoctrination of youngsters persists within terrorist networks in Indonesia. Moreover, there are correlations between several independent (e.g., offenders' sentences, risk levels, and affiliations) and dependent variables (e.g., children's trauma, categories of school, orientations, and school networking). The study may help predict the continuation and recurrence of terrorism.
