Abstract

Hutan Mangrove Langsa adalah sebuah taman nasional yang terletak di kota Kuala Langsa, yang berada di kawasan lindung. Hutan Mangrove Langsa memiliki luas sekitar 8.000 hektare dan merupakan salah satu hutan mangrove terbesar di Asia Tenggara. Secara ekonomi, ekosistem mangrove berfungsi sebagai sumber mata pencaharian, bahan bangunan, pewarna, dan makanan. Saat ini salah satu bentuk kegiatan masyarakat (Kelompok Kuala Maju) dalam memanfaatkan hutan mengrove secara berkelanjutan yakni memanfaatkan mangrove menjadi olahan makanan seperti kerupuk, Sirup, Dodol dan Selai. Namun, setelah produk makanan dengan bahan dasar buah mangrove ini dibuat, terdapat permasalahan yang dihadapi oleh kelompok tersebut khususnya produk makanan yang dibuat belum memiliki HaKI (Hak Kekayaan Intelektual), rendahnya pengetahuan Sumber Daya Manusia (SDM) dalam Design dan Packaging produk yang lebih baik, serta rendahnya pengetahuan SDM dalam memasarkan produk secara lebih luas. Tujuan dilakukan kegiatan pengabdian masyarakat ini adalah melakukan pendampingan Kelompok Kuala Maju dalam mengembangkan usaha makan dengan berbahan dasar buah mangrove agar dapat meningkatkan pendapatan masyarakat melalui peningkatan produksi dan pangsa pasar dengan tetap mempertahankan konservasi kawasan hutan mengrove. Metode pelaksanaan pengabdian ini yaitu melakukan sosialisasi dan pendampingan serta pendampingan dalam pembuatan HaKI, Desain dan Packaing, dan media pemasaran. Hasil dari pengabdian ini diharapkan bermanfaat bagi pembangunan ekonomi lokal, Peningkatkan Pendapaatan Asli Desa, bertambahnya pengetahuan SDM, dan memberi harapan baru masyarakat untuk mendiri, kreatif serta inovatif dalam memenuhi kebutuhan hidupnya.

Abstract

This research aims to explore and understand more deeply the implementation of the no-fishing policy as an effort to achieve sustainable development goals for life below water. The research method uses qualitative with a descriptive approach with the aim of building meaning based on the views of participants. Data collection is carried out through three stages: observation by directly observing fishing activities and comparing them to the activities of the day of the fishing ban, in-depth interview stages by meeting informants and the literature study stage is carried out by collecting research results that are closely related to the research. The determination of informants was carried out purposively with the criteria of the Sabang City Community, who work as Fishermen, fishermen who know about the no fishing policy, ship-owning financiers who are closely related to fishing operations, and traditional representatives of the laot customary commander. The research findings of the communication stage, which originally prohibited fishing as part of the culture, was changed into a rule with a legal umbrella in Qanun No. 7 of 2010 concerning fisheries. The resources stage was carried out by forming an institution in charge of supervising and enforcing customary law rules, namely Panglima laot, which was further reinforced by the issuance of Qanun No. 10 of 2008 concerning the role of customary institutions. The disposition stage provides social sanctions in the form of ostracism and gives negative stigma to strict sanctions in the form of confiscation of catches and boats for three to seven days; the bureaucratic structure stage reinforces the authority of customary law and the role of Panglima laot as stated in Qanun No. 10 of 2008 and Qanun No. 7 of 2010.

Abstract

The use of salt is wide, including in the chemical industry, various foods and beverages, pharmaceuticals and cosmetics. The decision to import salt is aimed at protecting the sustainability of production in the national industrial sector. Government Regulation Number 9 of 2018 was issued without involving the Ministry of Marine Affairs and Fisheries (KKP). The PP for Salt Imports removes the authority of the KKP in providing recommendations for importing industrial salt. The salt import made by the government has received legitimacy from the Ministry of Industry because it is seen as being able to increase investment and welfare for the community. However, the import of salt do not have to get recommendations from the Ministry of Marine Affairs and Fisheries are a blunder for the government. Because it is very contrary to the constitution. The concepts presented by Thomas Oatley, namely interests, political institutions and Helen V. Milner, namely Interest, Institutions, and Information, are used to analyze salt import policies. 100 percent of industrial salt is still imported, because Indonesia unable to produce salt for industrial needs. Thus, in terms of the political economy of salt business, it can be concluded that the recurring issue of salt scarcity has been caused by serious errors in the political economy of the salt business in Indonesia. This mistake, objectively, can be traced from the behavior of salt business players and the government to reform for a better Indonesian salt business. 100 percent of industrial salt is still imported, because Indonesia unable to produce salt for industrial needs. Abstract

The e-Samsat Sumut application is a digital-based public service innovation that aims to make it easier for the public to pay motor vehicle taxes online. This study aims to assess the effectiveness of the E-Samsat Sumut application in motor vehicle tax payments at the UPTD Pependa Medan Utara. This study is a qualitative study with a descriptive approach. The data collection techniques used include interviews, observation, and documentation. The results of the study indicate that the e-Samsat Sumut application for motor vehicle tax payments has not been running effectively. This is indicated by the fact that the program's success indicators have not been met because there are still many technical obstacles, such as frequent system errors. The target success indicators have not been achieved because not all people are using this service. The program satisfaction indicators are still low due to frequent system disruptions. The input and output indicators show an imbalance between resources and results, and the overall objectives have not been optimally achieved because several obstacles have not been overcome. The overall objective indicators of the application have not been able to provide complete convenience and trust to the public in paying taxes online. The factors hindering the effectiveness of this application are frequent login failures and unreadable vehicle data, lack of socialization to the public, and low digital literacy.
